UH, LIKE YOU MENTIONED A CONDITIONAL USE PERMIT NUMBER TWO, TWO FIVE NINE, UH, FOR ASAP TOWING, OPERATIONAL AND EMPLOYEE VEHICLE PARKING IS CONDITIONAL USE PERMIT, UM, IS FOR THE ASAP TOWING OPERATION OPERATIONAL VEHICLE PARKING LOCATED AT FIVE 81 SOUTH MARSHALL BECAUSE THE EXISTING PROPERTY INCLUDES NO BUILDINGS, BUT IS COMPLETELY PAID.

THIS PROPOSAL IS FOR A 62 SPACE PARKING LOT FOR EMPLOYEES AND OPERATIONAL OR FLEET VEHICLES IN ASSOCIATION WITH THE IMPOUND LOT LOCATED TWO PARCELS TO THE NORTH AT OR TO SEVEN SOUTH MARSHALL.

THIS PROPOSAL DOES NOT INCLUDE AN ADDITIONAL IMPOUND USE PARKING LOT WOULD INCLUDE PAINTED PARKING STALLS, NEW LANDSCAPING ALONG THE EXTERIOR FACING SOUTH MARSHALL AND A NEW SIX FOOT HIGH MASONARY WALL.

THE PROPERTY HAS A GENERAL PLAN DESIGNATION OF MEDIUM DENSITY, RESIDENTIAL AND A ZONING DESIGNATION OF RM 2200 IS RESIDENTIAL MULTIFAMILY PROPERTY IS ALSO LOCATED WITHIN THE TRANSIT DISTRICT SPECIFIC PLAN, WHICH IS DESIGNED TO IMPROVE THE AREA BY INCORPORATING RESIDENTIAL UNIT USES NEAR TRANSIT DUE 2015.

A FIRE DESTROYED THE TWO BUILDINGS ON THE PROPERTY, WHICH RESULTED IN GROUNDWATER CONTAMINATION, VOLATILE ORGANIC COMPOUNDS AS DOCUMENTED BY THE DEPARTMENT OF TOXIC SUBSTANCE CONTROL.

IN 2000 MITIGATION MEASURES WERE IMPLEMENTED TO REDUCE THE CONTAMINATION IN THE SOIL AND TREAT THE CONTAMINATION GROUNDWATER AT THE SITE.

A LAND USE COVENANT WAS RECORDED REQUIRING FUTURE OWNERS TO MAINTAIN THE CURRENT PAVEMENT, UH, PROHIBIT OR LIMIT LAND USE OPPORTUNITIES AND RESTRICT RESIDENTIAL DEVELOPMENT.

AERIAL PHOTOGRAPHS HERE SHOWS THE LOCATION OF THE SUBJECT SITE IN YELLOW AND THE ASSOCIATED IMPOUND LOCK UP THE NORTH IN WHITE.

THE SITE PLAN SHOWS THE LAYOUT OF THE SITE WITH LOCATION OF THE PARKING SPACES OR DRIVEWAYS ALONG WITH THE PROPOSED WALL IN THE FRONT AND NEW LANDSCAPING ALONG THE FRONT.

THE STREET VIEW IS A REPRESENTATION OF THE EXISTING CONDITIONS ALONG THE FRONT OF THE PROPERTY.

ALONG SOUTH MARSHALL EVERYBODY'S STAFF RECOMMENDS APPROVAL

UM, WELL THERE'S A LOT OF, UM, STILL MORE MITIGATION THAT WOULD NEED TO BE DONE, UM, INVOLVING THE ENVIRONMENTAL CONDITIONS OF THE PROPERTIES MORE IN PARTICULAR, THE GROUNDWATER, UH, WHICH IS BEING THE DETERRENT FOR THE DEVELOPMENT OF THE BUILDINGS THIS USE IN PARTICULAR DOESN'T REQUIRE A BUILDING.

BUT TO ANSWER THE QUESTION, UM, NO, IT, IT, IT WILL BE VERY LIMITED IN THE, UM, BEING ABLE TO CAPACITY FOR, UH, BASICALLY A BUILDING.

SO THERE IS NO KIND OF LIMIT IT CAN BE BUILT UPON.

SO I WOULD SAY IF YOU TAKE A LOOK AT THE PAGE WITH THE SITE PLAN ON IT, CAN YOU BRING THAT UP? YEAH.

SO YOU SEE HOW THE IOS IN THE CENTER IS 22 FOOT WIDE, BUT, UH, THE PARKING REGULATIONS UNDER 17, ONE 85 TO 10, SAY THAT IT HAS TO BE 24 FEET.

IS THAT BECAUSE IT'S A ONE WAY OR WHY, WHY DO THEY HAVE A 24 FOOT WIDE, A 22 FOOT WIDE AND A 25 FOOT WIDE WHEN THEY CAN MAKE IT ALL EAGLE BY GOING 24, 24, 24, IT IS A ONE WAY.

UM, AND BASED ON THE LAYOUT WAS TO BE ABLE TO INCORPORATE THAT MANY PARKING SPACES ONTO THE SITE.

UM, IT'S THE ONE WAY I WOULD LIKE TO SEE THAT, YOU KNOW, EVENTUALLY I CAN, I COULD SEE THAT IT PROBABLY ISN'T GOING TO BE ONE WAY ALL THE TIME.

AND I THINK IT WOULD BE REALLY EASY FOR THEM JUST TO MAKE THAT 24 AND MAKE THEIR OTHER PARKING SPOT, LIKE THE OTHER ONE'S 19, 19, YOU KNOW, UH, 20 INSTEAD OF 24 ON THE ONE END AND GET 24, 24 AND 24 IN CASE IN CASE SOMEDAY

IT INCLUDED TIMEFRAME FROM JANUARY 1ST THROUGH APRIL 20TH OF THIS YEAR, REFLECTING AND 24 CALLS OF SERVICE.

OVERALL, THE DATA SHOWS A DECREASE IN CALLS AND ANTICIPATES A CONTINUED DECREASE IN CALLS FOR THE REST OF THE CALENDAR YEAR.

UM, SO AS MENTIONED, THIS IS JUST AN INFORMATIONAL REPORT TO UPDATE THE COMMISSION ON WHERE WE ARE WITH CONVINCING THE PROJECT TO UPDATE THE HOUSING ELEMENT, UH, UPDATE THE SAFETY ELEMENT OF THE GENERAL PLAN AND ADD A NEW ENVIRONMENTAL JUSTICE ELEMENT.

UM, SO THE ORIGINAL GENERAL PLAN FOR THE CITY WAS ADOPTED BACK IN MAY OF 1970 AND HAS HAD SOME MINIMAL UPDATING SINCE THEN KIND OF GOT A REFRESH IN 1990, BUT IT'S GENERALLY THE SAME DOCUMENT AS WAS ADOPTED BACK IN 1970.

AND THE HOUSING ELEMENT ITSELF, UH, WAS ADOPTED OR LAST UPDATED IN 2013.

SO THAT FOLLOWS A LITTLE BIT OF A DIFFERENT CYCLE.

THERE'S A REGULAR EIGHT YEAR MANDATORY REVIEW AND UPDATE OF THAT ELEMENT.

UM, ALONG WITH THIS CURRENT REQUIRED HOUSING ELEMENT UPDATE, UM, THIS TRIGGER THE NEED FOR US TO REVIEW AND UPDATE OUR SAFETY ELEMENT.

UM, SO THAT HAS, UM, BECOME PART OF THIS PROJECT.

AND THEN ALONG WITH THAT, UM, WHENEVER TWO ELEMENTS OF A GENERAL PLAN ARE UPDATED.

NOW THERE'S A NEW REQUIREMENT FOR AN ENVIRONMENTAL JUSTICE ELEMENT.

SO THIS IS A NEW ELEMENT THAT WE WILL BE ADOPTING AS PART OF OUR GENERAL PLAN.

JUST GOING TO GO BRIEFLY OVER EACH ELEMENT, BUT REALLY THE, WHAT I WANT TO PRESENT TO YOU TODAY IS THE SCHEDULE AND KIND OF OUR PLAN FOR PUBLIC OUTREACH TO GET ANY FEEDBACK, UM, FROM THE COMMISSION AND HEAR WHAT YOUR THOUGHTS ARE.

SO THE HOUSING ELEMENT IS THAT EIGHT YEAR PLAN FOR HOUSING.

IT IDENTIFIES HOW THE CITY IS GOING TO ACCOMMODATE GROWTH, UM, THROUGH IDENTIFYING SITES FOR HOUSING.

UM, AND THE BULK OF THE HOUSING ELEMENT IS THE SITES INVENTORY.

AND THIS IS WHERE WE IDENTIFY SITES THAT HAVE SUITABLE ZONING THAT ARE APPROPRIATE FOR NEW DEVELOPMENT OR NEW HOUSING CAN BE BUILT.

AND, UH, THE, THE STATE IDENTIFIES A NUMBER OF UNITS THAT NEED TO BE BUILT PER OUR REGION, AND THEN OUR REGION DISTRIBUTES THOSE THROUGH SANDAG TO EACH MEMBER CITY.

UH, SO AT THE BOTTOM OF YOUR SCREEN HERE, YOU'LL SEE THAT THE CITY OF OKLAHOMA WAS ALLOCATED ABOUT 3,200 UNITS THAT WE NEED TO PLAN FOR IN VARIOUS INCOME CATEGORIES.

SO VERY LOW, LOW, MODERATE, AND ABOVE MODERATE, UM, AND HOW WE PLAN FOR THESE DIFFERENT INCOME CATEGORIES IS TO IDENTIFY, UM, HOUSING THAT ZONED AT NATURALLY AFFORDABLE LEVELS.

SO THE LOWER INCOME CATEGORY IS ACCOMMODATED ON, UM, HOUSING SITES THAT ALLOW DENSER HOUSING.

SO, UM, MORE LIKE TOWNHOMES AND APARTMENT BUILDINGS AND MODERATE ABOVE IS TYPICALLY CAN BE ACCOMMODATED ON LOWER DENSITY, SINGLE FAMILY ZONING.

SO THE BIG PART OF THE PROJECT IS, IS IDENTIFYING THOSE SITES AND DETERMINING THAT, YOU KNOW, THAT THEY'RE APPROPRIATE FOR DEVELOPMENT, AND WE HAVE THE ZONING IN PLACE.

NOW, THE CITY IS NOT OBLIGATED TO BUILD THOSE UNITS.

UM, THE PRIVATE DEVELOPMENT INDUSTRY FOR THE MOST PART BUILDS THOSE UNITS.

WE DO PARTNER SOMETIMES WITH AFFORDABLE HOUSING DEVELOPERS TO BUILD AFFORDABLE HOUSING, BUT FOR THE MOST PART, HOUSING PRODUCTION IS HANDLED BY THE PRIVATE SECTOR.

THE OTHER, UH, COMPONENTS OF OUR HOUSING ELEMENT WILL BE A NEEDS ASSESSMENT, UM, WHERE WE'D LOOK AT THE NEEDS OF VARIOUS GROUPS, POPULATION GROUPS.

UM, WE LOOK AT, YOU KNOW, HOMELESS, LARGE FAMILIES, UM, SINGLE PARENT HOUSEHOLDS AND THAT TYPE OF THING, AND IDENTIFY WHAT THEIR PARTICULAR NEEDS FOR HOUSING ARE.

WE ALSO LOOK AT HOUSING CONSTRAINTS AND THOSE CAN BE CONSTRAINTS LIKE GOVERNMENTAL CONSTRAINTS, UM, UH, ZONING THAT MAY BE TOO RESTRICTIVE, UM, OR OTHER TYPES OF CONSTRAINTS, LIKE, UH, THE AVAILABILITY OF FUNDING, WE DEVELOP GOALS AND OBJECTIVES FOR HOUSING.

UM, AND THEN WE COMPLIMENT THOSE WITH PROGRAMS AND IDENTIFYING FUNDING TO IMPLEMENT THOSE GOALS AND OBJECTIVES.

SO THAT IN A NUTSHELL IS KIND OF WHAT WE'RE EMBARKING ON IN THIS PROCESS, UH, WITH OUR HOUSING.

YEAH, THE NEXT COMPONENT OF THIS PROJECT IS THE ELEMENT, UH, SAFETY ELEMENT UPDATE.

WE HAVE AN EXISTING SAFETY ELEMENT.

SO WE'RE IN THE PROCESS OF REVIEWING THAT, TO DETERMINE WHERE WE NEED TO UPDATE IT.

AND WE KNOW SOME THINGS HAVE CHANGED OVER THE PAST FEW DECADES.

AND SO THERE WERE SOME NEW COMPONENTS OF THAT SUCH AS CLIMATE ADAPTATION, UM, BUT REALLY WHAT THE PURPOSE OF THE SAFETY ELEMENT

IS BASICALLY TO IDENTIFY WHAT THE HAZARDS AND RISKS ARE IN OUR COMMUNITY.

UM, DO THINGS LIKE FLOODING AND WILDFIRE AND IDENTIFY HOW WE CAN MITIGATE OR REDUCE THOSE RISKS, UM, AS THEY MIGHT AFFECT PEOPLE AS WELL AS PROPERTY.

AND THEN THE LAST COMPONENT OF THIS PROJECT WILL BE THE ENVIRONMENTAL JUSTICE ELEMENT.

UM, AND ENVIRONMENTAL JUSTICE IS SOMEWHAT OF A NEWER CONCEPT IN THE PLANNING WORLD.

UM, BUT WHAT IT REALLY MEANS IS THAT IN CALIFORNIA SPECIFICALLY, THE STATE HAS IDENTIFIED THAT THERE ARE CERTAIN AREAS, UM, THAT ARE UNDER RESOURCED.

SO THESE ARE AREAS THAT HAVE HIGHER UNEMPLOYMENT RATES, UM, HAVE HIGHER RENT BURDENS AND HIGHER RATES OF POVERTY, BUT THEY ALSO EXPERIENCE ALSO HIGH RATES OF POLLUTION, UM, SUCH AS POOR AIR QUALITY OR PROXIMITY TO, UM, UH, SITES THAT ARE POTENTIALLY CONTAMINATED.

UM, SO THE COMBINATION OF THOSE TWO FACTORS IS REALLY WHAT MAKES A DISADVANTAGED COMMUNITY AND THE PURPOSE OF THE ENVIRONMENTAL JUSTICE ELEMENT IS TO FIGURE OUT HOW WE CAN MITIGATE SOME OF THAT, UM, THROUGH POLICIES AND THE GENERAL PLAN TO REDUCE POLLUTION IN THOSE COMMUNITIES, REDUCE THE HEALTH RISKS, UH, FOR THINGS LIKE ASTHMA, UM, UM, AND OBESITY AND, AND REALLY TO IMPROVE THE COMMUNITY'S ACCESS TO, UM, MITIGATING FACTORS, SUCH AS HEALTHY FOOD AND SAFE AND SANITARY HOUSING AND RECREATION OPPORTUNITIES.

AND THERE ARE TO IDENTIFY DISADVANTAGED COMMUNITIES IN OKLAHOMA.

UM, AND THESE ARE IDENTIFIED THROUGH CALENVIROSCREEN.

THEY LOOK AT 20 DIFFERENT CRITERIA, AND THOSE ARE THE TWO CENSUS TRACKS THAT ARE SHOWN ON THE RIGHT-HAND SIDE OF THE SCREEN, UM, ON THE WESTERN PART OF OUR CITY, ALONG THE JOHNSON AVENUE CORRIDOR.

SO OUR FOCUS FOR THE ENVIRONMENTAL JUSTICE ELEMENT WILL BE ON THOSE TWO COMMUNITIES AND, UM, YOU KNOW, DETERMINING WHAT WE CAN DO ON THE POLICY SIDE TO IMPROVE CONDITIONS FOR RESIDENTS IN THOSE NEIGHBORHOODS.

MAY I ASK A QUESTION, UH, FROM WHEN WE REDID THE, WELL, WHEN WE CREATED THE CITY COUNCIL, UM, AREAS, WE, WE DIVIDED THE CITY UP AND THERE WAS A TOTAL, IF I RECALL CORRECTLY OF 22 PERMANENT RESIDENTS IN THAT UPPER ZONE, EVERYBODY ELSE, IT MAYBE I'M BLURRED ON THE BOTTOM, BUT THE PAST THE BURN AND IT'S LARGELY INDUSTRIAL.

AND THAT IS MOSTLY OUR INDUSTRIAL AREAS RIGHT THERE FOR A LARGE PART OF THAT IS INDUSTRIAL.

SO WE HAVE THE GILLESPIE AIRPORT ON THE NORTHERN SIDE, AND THEN A GOOD PORTION BRADLEY DOWN TO FLETCHER PARKWAY IS INDUSTRIAL.

UM, THERE IS SOME RESIDENTIAL KIND OF ALONG THE WESTERN, KIND OF THE SOUTHWESTERN SIDE OF THAT CENSUS TRACK.

AND ALSO ON THE SOUTHEASTERN SIDE, UM, THE SMALLER CENSUS TRACK THAT LOOKS LIKE A TRIANGLE, UH, RIGHT ALONG ALCOHOL BOULEVARD, UM, THAT HAS, UH, THAT AS FAIRLY RESIDENTIAL, BUT ALL TOLD WE ONLY HAVE ABOUT, I BELIEVE 850 HOUSEHOLDS, UM, WITHIN BOTH OF THESE TWO CENSUS TRACKS.

UH, WHEN YOU SAY ENVIRONMENTAL JUSTICE AND TO MITIGATE SOME OF THE PROBLEMS IN THAT COMMUNITY, UH, IS THERE ANY SPECIFIC REGARDING WHAT CAN BE DONE TO MITIGATE THE AREA? SO THE, THE BEST PRACTICES FOR ENVIRONMENTAL JUSTICE REALLY INVOLVES A LOT OF INTENSIVE PUBLIC OUTREACH TOWARDS THE RESIDENTS AND THE COMMUNITY, UM, TO FIGURE OUT THE TYPES OF THINGS, UM, AND REMEDIES THAT, YOU KNOW, PEOPLE IN THE COMMUNITY DESIRE OR THAT WOULD BE MOST BENEFICIAL, UM, FOR THOSE RESIDENTS IN THOSE NEIGHBORHOODS.

UM, THERE'S, THERE'S EXAMPLES THAT WE CAN GIVE, UM, YOU KNOW, IN INSTANCES WHERE YOU MIGHT HAVE HIGH RATES OF, OF OBESITY OR, UM, UH, YOU KNOW, LACK OF ACTIVITY, YOU KNOW, ESPECIALLY WITH CHILDREN, UM, YOU CAN OFFER UP SUCH SOLUTIONS AS YOU KNOW, IS THERE A WAY THAT WE CAN, UM, YOU KNOW, ACTIVATE SOME PARK SPACE OR, UM, YOU KNOW, FIND POCKET PARKLAND, OR MAYBE IT'S, THERE'S A LACK OF A SAFE CONNECTION.

UM, IN SOME COMMUNITIES, THEY FOUND THAT THERE ARE WHAT ARE CALLED FOOD DESERTS, UM, WHERE FOLKS

SO HOW DO WE GET HEALTHY, YOU KNOW, HEALTHY FOOD INTO COMMUNITIES WHERE IT MAY BE LACKING THAT MAY NOT BE A, A BIG ISSUE IN THESE PARTICULAR AREAS, BUT IT HAS BEEN ANOTHER AREAS.

UM, AND THEN, YOU KNOW, SAFE AND SANITARY HOUSING, THAT'S, YOU KNOW, REACHING OUT TO COMMUNITY MEMBERS, YOU KNOW, WHAT ARE THE CONCERNS THERE REGARDING HOUSING? DO THEY FEEL LIKE THEY HAVE ACCESS TO SAFE HOUSING, UM, OR, OR WHAT COULD THE CITY DO TO, TO HELP SUPPORT THAT? THIS SEEMS TO ME LIKE STEPPING ON PEOPLE'S TOES A LITTLE BIT AND MAYBE GOING INTO, UH, PEOPLE'S, UH, LIBERTIES AND FREEDOMS UNTIL FAR AS, UH, WANTING TO LIVE A LIFE THAT THEY THINK IS BEST FOR THEM IN ESSENCE.

AND THAT'S THE CITY'S PLAN TO POUR MONEY INTO THESE COMMUNITIES.

UH, BUT I THINK IT'S, UH, ENVIRONMENTAL JUSTICE AS A PLUME TO ME THAT CAN BE USED, UH, UH, SUBJUGATE, CERTAIN AREAS OF PEOPLE'S LIVES.

AND ALSO IT CAN BE USED FOR GOOD.

IT CAN BE, I THINK I CAN SEE IT GOING EITHER WAY.

I HAVE A LOT OF CONCERN REGARDING ENVIRONMENTAL JUSTICE, THOSE WORDS, BECAUSE WE LIVE IN A COUNTRY WHERE LIBERTY IS PROMULGATED AND THAT, UH, PEOPLE HAVE THEIR OWN CULTURES AND THEIR OWN NORMS IN THEIR OWN LIFE.

YEAH.

SEE WHAT I'M SAYING? I'M ALYSSA.

I DO UNDERSTAND THAT.

I, AND I THINK THE RECENT THAT THIS HAS COME OUT AS, UM, A PRIORITY IN THE STATE IS BECAUSE, UM, IS, YOU KNOW, WHETHER BY ACTIVE, UM, YOU KNOW, CHOICES OR DECISIONS, OR SIMPLY BY, YOU KNOW, INACTIVITY, UM, HAVE ALLOWED SOME OF THESE COMMUNITIES TO BEAR THE BRUNT OF, UM, SOME OF THE ENVIRONMENTAL DEGRADATION THAT'S BEEN EXPERIENCED.

SO I, I, WHEN YOU GO AND YOU LOOK AT SOMETHING LIKE CALENVIROSCREEN, YOU SEE HOW MANY LEAKING UNDERGROUND STORAGE TANKS, UM, AND SITES ARE CONTAMINATED WITHIN THESE AREAS.

UM, YOU SEE THE, SO YOU SEE THE ENVIRONMENTAL CONDITIONS, YOU SEE THE VERY POOR AIR QUALITY AND THE REALLY HIGH RATES OF ASTHMA.

AND BECAUSE THESE FACTORS ARE COMPOUNDED WITH ALSO THE SOCIAL FACTORS, RIGHT? SO THE, THE SOCIAL DETERMINANTS OF HEALTH, LIKE HIGH UNEMPLOYMENT RATES, UM, YOU KNOW, UH, LOW BIRTH WEIGHTS FOR CHILDREN AND THINGS LIKE THAT, UM, THAT THE CITY ACTIVELY TRYING TO WORK TO IMPROVE AIR QUALITY.

SO, AND THAT COULD BE THINGS LIKE, UM, HAVING NEW RECOMMENDATIONS ON SIGHTING, UM, YOU KNOW, UH, POTENTIALLY NEW LAND USES THAT COULD FURTHER EXACERBATE THAT AIR QUALITY.

UM, THERE'S KIND OF A WIDE HOST OF DIFFERENT POTENTIAL POLICIES THAT COULD BE IN AN ENVIRONMENTAL JUSTICE ELEMENT.

UM, AND WE'RE JUST KIND OF SCRATCHING THE SURFACE.

SO WE'RE, WE'RE IN THE PROCESS OF IDENTIFYING ISSUES.

UM, AND THEN WE WOULD LISTEN TO COMMUNITY MEMBERS.

UM, AND THEN WE WOULD COME BACK OBVIOUSLY TO THE PLANNING COMMISSION CITY COUNCIL WITH OUR RECOMMENDATIONS IN TERMS OF POLICIES, UM, FOR ENVIRONMENTAL JUSTICE.

SO THE INTENT ISN'T, ISN'T REALLY TO, YOU KNOW, UM, IMPINGE ON ANYONE'S FREEDOMS IT'S TO RECOGNIZE THIS LONGSTANDING BURDEN THAT THESE COMMUNITIES HAVE FACED AND, AND TRY TO LEVEL THE PLAYING FIELD TO SOME EXTENT, UM, SO THAT SOME OF THESE UNDER-RESOURCED AREAS AREN'T EXPERIENCING, UM, THE NEGATIVE EFFECTS OF, OF ENVIRONMENTAL POLLUTION.
