THE FIRST ONE, UH, COMES FROM AN ANONYMOUS, UH, SUBMITTER AND IT READS, FUNDS AWARDED UNDER THE C S F PROGRAM MUST BE UTILIZED TO PREVENT, PREPARE FOR AND RESPOND TO CORONAVIRUS.

I WOULD LIKE TO KNOW JUST HOW YOU EXPLAINED THE NEED FOR A DRONE WITH AN F L I OUR CAMERA AND A MOBILE HIGH DEFINITION CAMERA TRAILER AS NECESSITIES IN AN EMERGENCY SUCH AS THIS.

I DO NOT BELIEVE THAT THESE ITEMS COULD IN ANY WAY PREVENT, PREPARE FOR OR RESPOND TO THE CORONA VIRUS.

THE RESEARCH I DID INTO THE F L I R CAMERA LEAD ME TO BELIEVE THIS CAMERAS ARE USED FOR THERMAL VISION THAT WOULD BE VISION FOR THERE WHERE YOU COULD NOT SEE.

THIS WOULD BE EQUIPMENT THAT POLICE COULD USE TO LOOK INTO SOMEONE'S HOME OR SURROUNDED AREA TO SEE HOW MANY PEOPLE ARE THERE IN SUCH A TIME OF CRISIS NOW IS NOT THE TIME TO TAKE ADVANTAGE OF OUR FEDERAL GOVERNMENT.

THERE ARE MANY OTHER CITIES AND PEOPLE WHO COULD BE USING THIS FUND OR SOMETHING THAT HAS TO DO WITH A CORONA VIRUS.

THE POLICE DEPARTMENTS SHOULD BE ASHAMED OF THEMSELVES AND SO SHOULD ANY COUNCIL MEMBER THAT VOTES FOR THIS ITEM.

I HAVE TAKEN IT UPON MYSELF TO CHECK ON THIS ITEM WITH THE OFFICE OF THE DEPARTMENT OF JUSTICE GRANT PROGRAM

DIRECTOR AND THE SECOND COMMENT ON THAT ITEM IS FROM AMANDA MCGIMPSEY AS THE RESIDENCE AND HOMELESS ADVOCATE.

I AM CONCERNED BY THE CE S F GRANT PROPOSED SKEWS.

THE RECOMMENDATION IS THAT THE CITY USED THE FUNDS TO PURCHASE AN AERIAL DRONE TO HELP ADDRESS A CORONAVIRUS RESPONSE.

I ASSUMED THIS DRONE WILL BE USED LOCATED HOMELESS TO LOCATE HOMELESS IN THE RIVER BED.

HOWEVER, MY CONCERN IS THAT ONCE LOCATED THE HOMELESS PERSONS WILL BE ASKED TO RELOCATE DUE TO SOCIAL DISTANCING REQUIREMENTS.

MANY SHELTER FACILITIES HAVE REDUCED BED CAPACITY UNDER BOISE VERSUS MARTIN.

CITIES ARE REQUIRED TO PROVIDE THE REALISTIC AVAILABILITY OF A SHELTER BED BEFORE THEY CAN ASK INDIVIDUALS TO MOVE AND THE PROGRAM DESCRIPTION FOR C.

E S.

F THEY ARE A VARIETY OF OTHER PERMISSIBLE USES OF THE FUNDS SUCH AS PURCHASING GLOVES, MASK AND SANITIZER, AND OTHER CITIES.

POLICE HAVE DISTRIBUTED THESE ITEMS TO VULNERABLE COMMUNITIES.

THIS ITEMS ARE DESPERATELY NEEDED IN THE HOMELESS COMMUNITY AND CAN HAVE A DIRECT IMPACT ON RACISM, THE SPREAD OF THE CORONA VIRUS AND ALCOHOL.

I URGE THE COUNCIL TO USE THE PROPOSED FUNDING FOR LIFE.

SAME THING, SAVING SANITATION ITEMS RATHER THAN THE PURCHASE OF EQUIPMENT WITH LIMITED EFFECTIVENESS AT REDUCING THE SPREAD.

SO FIRST OF ALL, FIRST AID KITS THAT WE'RE PROPOSING TO PURCHASE DO INCLUDE P OR OUR PERSONAL PREVENT, UH, PROTECTION EQUIPMENT.

WE DON'T BELIEVE THAT THIS IS TO BE DISTRIBUTED TO OTHER PUBLIC.

THIS IS TO ME MEANT FOR, UM, ENHANCING OUR ABILITY TO RESPOND TO EMERGENCIES.

SECOND IS THE REASON THAT WE'RE REQUESTING FUNDS FOR THE DRONE IS WE DO HAVE A SPECIFIC REQUIREMENT UNDER THE HEALTH ORDINANCE THAT WE DO ENSURE THAT THERE AREN'T CROWDS AND THAT WE GET INFORMATION, EDUCATIONAL INFORMATION TO HOMELESS ENCAMPMENTS.

SO IF THERE'S AN APPOINTMENT IN A CANYON, FOR EXAMPLE, WE HAVE NO WAY OF KNOWING THAT THEY'RE THERE AND GETTING THEM THE PROPER APPROPRIATE INFORMATION UNLESS WE HAVE THAT KIND OF EQUIPMENT, UM, WHILE PROTECTING OUR OWN STAFF.

SO THAT'S SOME OF THE LOGIC FOR THAT.

THESE ARE, UH, THIS IS A COMMON EXPENDITURE DURING THIS TIME.

AND I'LL ASK CHIEF MOLSON TO MAYBE ADD A LITTLE BIT MORE COMMENTARY TO THAT JUSTIFICATION.

GOOD AFTERNOON, MR MAYOR AND COUNCIL MEMBERS.

I'LL JUST ECHO SOME OF WHAT, UH, GRAHAM SAID FIRST DRONES HAVE BEEN USED THROUGHOUT THE UNITED STATES DURING THE COVET 19 ENDEMIC.

WE SEE TWO PRIMARY USES FOR THIS DRONE.

FIRST, LARGE GATHERINGS PROHIBITED A DRONE CAN BE USED TO RESPOND TO AND COMMUNICATE WITH GROUPS WITHOUT UNNECESSARILY EXPOSING OUR OFFICERS.

SECOND, AS YOU KNOW, SOMETHING THAT GRAHAM TOUCHED ON, OUR AT RISK HOMELESS POPULATION OFTEN SETS UP ENCAMPMENTS AND HARD TO REACH URBAN CANYONS AND OFTEN IN DENSE SPOILAGE, A DRONE EQUIPPED WITH A FLIR CAMERA IS EXTREMELY HELPFUL IN LOCATING THESE TYPES OF ENCAMPMENTS.

A NUMBER OF AGENCIES HAVE USED DRONES FOR THIS PURPOSE, INCLUDING LOCALLY.

THESE FLIGHTS WOULD BE USED IN CONJUNCTION WITH OUR HOMELESS OUTREACH TEAMS. UH, THE OTHER, THE OTHER THING I'LL BRIEFLY TOUCH ON IS THE MOBILE CAMERA TRAILER.

AGAIN, THE AREAS OF OUR CITY ARE VERY CONDUCIVE TO LARGE GATHERINGS.

WE HAVE SEVERAL LARGE PARKS AND THEY'RE DESIGNED SPECIFICALLY FOR LARGE GATHERINGS, CALLS RELATED TO GATHERINGS.

AND THESE AREAS THEN I AM ASSUMING WILL CONTINUE TO BE A BURDEN ON OUR LIMITED RESOURCES.

THIS CAMERA TRAILER CAN BE DEPLOYED IN THESE TYPES OF AREAS TO BOTH MONITOR THE AREA AND COMMUNICATE THROUGH SPEAKERS WITH THE PUBLIC IF NEEDED.

THIS ACCOMPLISHES TWO THINGS, ESSENTIALLY.

ONE UNNECESSARILY EXPOSING OUR OFFICERS, UH, AND ALSO FREEING THEM UP FOR OTHER PRIORITY CALLS.

THE QUESTION, UM, CHIEF IF, UM, WHEN WE'RE NOT USING THIS FOR THE COVEN CRISIS, WILL THE DRONES BE USED FOR OTHER KINDS OF LAW ENFORCEMENT ACTIVITIES? WELL, WE'D BEEN USING OUR DRONE PROGRAM FOR SO FAR AND IT'S STILL KIND OF IN ITS INFANCY.

UH, WE'D BEEN USING IT FOR, FOR CRIME SCENE DOCUMENTATION, ACCIDENT SCENE DOCUMENTATION, THOSE TYPES OF THINGS.

WE'D NEVER USED A, A DRONE FOR SURVEILLANCE OR ANY TYPE OF SURVEILLANCE PROGRAM.

UM, IT'S BEEN, BUT IT'S BEEN USED FOR OTHER LAW ENFORCEMENT ACTIVITIES SUCH AS THAT, SUCH AS DOCUMENTING CRIME SCENES.

IN OCTOBER OF 2015 THE CITY STOPPED FIT TO TAKE AWAY THE 255 EIGHT 28 ALLOCATED FOR THE WELLS PARK PLAYGROUND AND MODERNIZATION.

THERE IS DURING THE NEXT FIVE YEARS AND INCLUDING THE FIVE YEAR PLAN WELLS PARK WAS TO RECEIVE 1,000,001 55 $550 TO COMPLETE PHASE ONE AND PHASE TWO OF THE WELLS PARK IMPROVEMENT PROJECT.

IN APRIL OF 2017 WELLS PARK FENCING PROJECT WAS GRANTED THE FUNDS AND IN MAY OF 2017 HE PROPOSED MASTER PLAN FOR WELLS PARK WAS PRESENTED AND THE FYI 2017 THROUGH 2018 ONE YEAR ACTION PLAN, $500,000 WAS ALLOCATED TO WELLS PARK BASED ONE AND THE 2018 THROUGH 2019 WHEN YOUR ACTION PLAN $500,000 WAS ALLOCATED FOR WELLS PARK PHASE TWO THEN IN THE FYI 2019 THROUGH 2020 WELLS PARK IMPROVEMENT PROJECT WAS BUDGETED OUT 1,000,001 53 THREE 93 AND THIS YEAR'S PHYSICAL BUDGET, THERE IS NO MONEY ALLOCATED FOR WELLS PARK PROJECT, BUT WHERE DID THE OVER $2 MILLION THAT'S ALREADY BEEN ALLOCATED GO-TO BECAUSE NONE OF THE PROJECT EXCEPT FOR THE FENCING HAS BEEN COMPLETED OR EVEN STARTED AT WELLS PARK.

THIS IS A VERY IMPORTANT PART TO OUR COMMUNITY AND EVEN THOUGH THERE MAY BE A HOMELESS PROBLEM THAT DOES NOT GIVE THE CITY THE RIGHT TO SWEEP IT UNDER THE RUG, THERE ARE MANY PROBLEMS THAT NEED TO BE ADDRESSED IMMEDIATELY.

TAKE FOR INSTANCE THE BATHROOMS. THEY ARE NOT HANDICAP ACCESSIBLE.

THERE IS NO SOAP DISPENSER, NO PAPER TOWELS AND YOU HAVE TO WASH YOUR HANDS IN THE SAME SINK THAT YOU DRINK YOUR WATER FROM.

THIS COULD BE A DIRECT COST OF HEPATITIS B OUTBREAK.

ONCE AGAIN, IT IS MY OPINION THAT THE CITY GOVERNMENT PICKS AND CHOOSES WHICH PROJECTS THEY WOULD LIKE TO SEE DONE AND PAY NO HEAT TO WHAT THE CITIZENS ARE ASKING THEM TO DO.

STOP MAKING PROMISES THAT YOU WON'T KEEP OR STARTING PROJECTS YOU DON'T FINISH.

REMEMBER FELLAS, THIS YEAR IS AN ELECTION YEAR AND THAT CONCLUDES THE COMMENT.

BUT THERE ARE A LOT OF CBG DOLLARS THAT ARE TIED UP IN THIS AND THAT WE ARE, WE ARE MOVING FORWARD ON THOSE THAT DON'T INVOLVE GENERAL FUND, BUT, UH, THERE'S A LOT OF PRIORITIES HAPPENING.

SO THIS HAS SLOWED THESE DOWN.

UH, BUT IT'S SOMETHING THAT WE'RE WORKING ON.

SANDAY REQUIRES LOCAL AGENCIES TO UPDATE THE RTF, TO ALLOCATE FUNDS FOR OUR PLAN TRANSPORTATION PROJECTS SUCH AS OUR OVERLAY TRAFFIC SIGNALS, SIDEWALKS, CURB RAMPS AND SO FORTH, AND OUR GRANT GRANT FUNDING MATCHES.

AND, UM, OUR LIST OF PROJECTS AS IT IS, AS THEY'RE IN FRONT OF YOU AND OUR FISCAL IMPACT, UH, IS AT, WE WILL RECEIVE OVER $14 MILLION OVER THE NEXT FIVE YEARS TO HELP FUND THESE IMPROVEMENTS.

UM, WE WANTED TO COVER A COUPLE SORT OF UPDATES.

WE WANT TO HIT A COUPLE ITEMS. I THINK THAT THE COUNCIL IMPORTANT FOR THEM TO HAVE AND ALSO, UM, THE, THE PUBLIC.

UH, WE WANTED TO JUST TALK ABOUT AN UPDATE ON SOME OF THE COVEN 19 INFORMATION THAT'S AFFECTING THE COUNTY AND THE CITY.

UM, I'M GOING TO TURN THE TIME OVER FOR THE MAJORITY OF THE PRESENTATION TO CLAY.

SHANE, OUR FINANCE DIRECTOR, THAT'S GOING TO TALK ABOUT HOW OUR ECONOMIC, WHAT THE OUTCOME ECONOMIC OUTPUT LOOKS LIKE.

UM, HOW THE COVEN 19, UH, PANDEMIC IS AFFECTING OUR CALPERS CALCULATIONS.

LOOKING AT HOW ALL THESE FACTORS INFLUENCE OUR FIVE YEAR FINANCIAL OUTLOOK, WHICH WE JUST PRESENTED TO THE COUNCIL A FEW MEETINGS AGO.

AND THEN WE WANTED TO TALK A LITTLE BIT ABOUT THE FISCAL THOUSAND, OUR FISCAL YEAR 2021 ANNUAL BUDGET, KIND OF WHAT WE ANTICIPATE IN TERMS OF, UM, SOME SHORTFALL AND THEN REALLY ON SOME, SOME OF THE SKETCH MOVING FORWARD IN PRESENTING AND ADOPTING A BUDGET.

SO WITH THAT, WE CAN GO TO THE NEXT SLIDE JUST REALLY QUICKLY.

UM, WITHIN THE CITY OF COUNTY, THERE HAS BEEN 6,797 CONFIRMED CASES.

IT'S ONE OF THE THINGS THAT WE'VE BEEN ASKING FOR IS SOME BETTER DATA ON, UH, RECOVERY RATES AND, UM, OR, OR CURRENT ACTIVE CASES BECAUSE THAT NUMBER CAN BE A LITTLE DECEPTIVE.

UM, BUT I THINK THE NUMBER THAT'S REALLY IMPORTANT TO LOOK AT IS ULTIMATELY, UM, EVEN MORE IMPORTANT THAN HOSPITALIZATIONS, WHICH WE'VE HAD 1000, 244 AS OF YESTERDAY.

BUT IT'S REALLY THE NUMBER OF DEATHS COUNTY-WIDE AND LOOKING AT NOT ONLY DEATHS BUT THE RATE OF INCREASES OF DEATHS.

IF COUNCIL'S INTERESTED, I HAVE A SLIDE THAT SHOWS THAT RATE.

ACTUALLY I DON'T HAVE IT ON THIS ONE, BUT ANOTHER, ANOTHER ONE.

BUT IF YOU LOOK AT UM, ANOTHER PRESENTATION, I HAVE SHOWS THAT OVER TIME, INITIALLY THERE WERE, THERE WAS A SIGNIFICANT INCREASE IN THE NUMBER OR PERCENT INCREASE OF NUMBER OF DEATHS, BUT IT REALLY IS AVALAR AVERAGING ONE TO 2% INCREASE OF DEATHS A DAY.

NOW I THINK WE ARE SLOWING DOWN.

I THINK SOME OF THE THINGS THAT WE'VE, WE'VE UM, IMPLEMENTED COUNTYWIDE, CITY-WIDE IS ACTUALLY MAKING A SIGNIFICANT DIFFERENCE.

UM, IN THE CITY OF EL CAHONE THERE'S 432 CONFIRMED CASES AS OF YESTERDAY.

WE DO KNOW THAT ABOUT HALF OF THOSE CASES COME FROM SOME SORT OF A CONVALESCENT FACILITY.

WE ALSO KNOW THAT THE MAJORITY OF DEATHS THAT, THAT WE BELIEVE ARE COMING FROM THE CITY OF EL CAHONE, ALTHOUGH WE DON'T HAVE SPECIFIC DATA ON THIS, WE BELIEVE THOSE ARE ALSO FROM CONVALESCENT FACILITIES AS WELL.

UM, IF YOU GO TO THE, SO THAT'S KIND OF THE, THE DATA.

IF WE CAN TALK ABOUT SOME OF THE REOPENING OF THE ECONOMY.

AND THIS GRAPH WAS PUT TOGETHER OVER THE WEEKEND AND IT'S ALREADY A LITTLE BIT OUT OF DATE, BUT THE GOVERNOR HAS PROPOSED SEVERAL, UM, DIFFERENT STAGES OF, OF WHERE WE'RE AT.

AND AS YOU PROBABLY ARE AWARE, THE COUNTY HAS GIVEN US THE OPPORTUNITY TO ACCELERATE SOME OF THOSE STAGES BASED ON, UM, APPROVAL AND BASED ON, UH, ACCOMPLISHING, UM, CERTAIN METRICS.

SO WE CAN GO TO THE NEXT SLIDE.

THIS, THIS, THIS GRAPH THAT SHOWS ALL THE STAGES, BUT I WANT TO JUST FOCUS ON STAGE TWO AND THE ACCELERATED STAGE TWO.

THESE WERE ACTUALLY OPEN AS OF LAST WEEK.

UM, AND THE WEEK BEFORE, UH, THE ACCELERATED STAGE TWO WAS APPROVED BY THE GOVERNOR, UM, FOR THIS, FOR THE CITY.

SO THERE ARE OPPORTUNITY TO HAVE DINING, UH, RESTAURANTS AS LONG AS THEY MEET CERTAIN CONDITIONS.

AND THOSE CONDITIONS WERE JUST LAID OUT.

THERE'S ALSO THE ABILITY TO HAVE IN STORE SALES FOR RETAILERS.

WE KNOW THAT THE MALL PLANS ON REOPENING THIS FRIDAY.

THE L THE LATER STAGES, WHICH, UM, WE'RE NOT QUITE THERE YET WOULD BE MOVIE THEATERS, WHICH HAS A BIG IMPACT ON US.

UH, RELIGIOUS SERVICES I JUST TALKED ABOUT SPORTS,

UM, WE'RE STILL UNSURE WHETHER THIS APPLIES TO THE MAGNOLIA OR NOT OR THAT REALLY APPLIES MORE TO, UH, A CLUB WHICH WOULD BE UNDER STAGE FOUR.

UH, COLLEGES AND UNIVERSITIES SHOULD BE OPENING UP SOON AS WELL AS PERSONAL SERVICES AND THAT WOULD INCLUDE ALL HAIR, YOU KNOW, HAIR SALONS, NAIL SALONS, THOSE TYPES OF THINGS.

UM, THE LAST STAGE WOULD BE THE ULTIMATE STAGE IN WHICH WE'RE BACK TO NORMAL HAVING, UM, FULL ON STADIUMS FULL OF PEOPLE AND CONFERENCES AND CONCERTS, THE PARKS.

SO THAT'S KIND OF THE REOPENING PLAN THAT IS BEING PRESENTED BY THE GOVERNOR.

AS YOU KNOW, THE COUNTY HAS A LOT OF RULES AND REGULATIONS AROUND EACH OF THOSE THINGS AND WE'LL BE WORKING WITH THEM CLOSELY TO UNDERSTAND WHAT THOSE ARE AS WE GET NEW INFORMATION ABOUT THE NEW RULES AND SPECIFICALLY FOR THE RESTAURANTS AND OTHER BUSINESSES THAT HAVE VERY SPECIFIC REGULATION.

WE'LL BE PUTTING THAT ON OUR WEBSITE AND WE'RE GETTING THAT INFORMATION OUT TO OUR BUSINESS COMMUNITY.

UM, AS YOU KNOW, THE COUNCIL APPROVED SEVERAL, UM, SOME SIGNIFICANT FUNDING FOR, UM, DIFFERENT GROUPS.

AS YOU RECALL, WE HAVE THREE CITY RESPONSE TEAMS, ONE THAT'S FOCUSES ON RESIDENTS, ONE ON BUSINESSES AND ONE ON THE HOMELESSNESS COMMUNITY.

AS OF APRIL 24TH, WE DEPLOYED $133,000 IN FOOD ASSISTANCE AND A LOT OF THAT HAS ALREADY BEEN IMPLEMENTED.

I THINK THERE'S PROBABLY CONTINUES TO BE A NEED FOR THAT IN OUR COMMUNITY.

UM, AS OF TODAY, WE'VE STARTED THE RENTAL AND UTILITY ASSISTANCE PROGRAMS. WE KNOW THAT OVER THE WEEKEND I BELIEVE WE HAD, UM, OVER OVER WELL OVER A HUNDRED EMAILS ABOUT, UM, HOW DO I PARTICIPATE.

AND SO WE'VE BEEN REFERRING THOSE TO OUR, UH, SOCIAL SERVICE PARTNERS.

AND SO THAT WILL CONTINUE TO GO.

WE HAD SOME LA, UM, SOCIAL MEDIA OUTREACH ON THAT OVER THE WEEKEND.

UM, WE'VE STARTED SOME ONLINE REC CLASSES ALREADY AND I'LL SHOW YOU TWO IMAGES OF THAT IN JUST A MINUTE.

WE'RE ALSO WORKING TO, UH, WE RECOGNIZE THAT ONE OF THE WAYS THAT RESTAURANTS CAN OFFER, UH, DINING IS BY EXPANDING THEIR FOOTPRINT.

AND WE KNOW THAT A LOT OF BUSINESS, UH, RESTAURANTS HAVE THE CAPACITY TO DO THAT, WHETHER THEY PUSH OUT INTO A PARKING LOT OR PUSH OUT INTO A BACK AREA, WHICH MAY NOT BE ALLOWED UNDER THEIR CURRENT CONDITIONAL USE PERMIT OR UNDER THEIR CURRENT PERMIT.

SO WE'VE, WE'RE INSTITUTING A PROGRAM IN WHICH WE'D LIKE TO STREAMLINE A TEMPORARY USE PERMIT.

UM, WE'D LIKE TO OFFER IT AT A NO FEE AMOUNT, SO WE NEED TO HAVE SOME MECHANISM TO MAKE SURE IT MEETS CERTAIN STANDARDS, BUT WE'D LIKE TO, UM, CHARGE NO FEE FOR THAT.

THAT DOES REQUIRE CITY COUNCIL CONCURRENT.

SO AT THE END OF THIS PRESENTATION, WE'D LIKE TO HEAR YOUR THOUGHTS ON WAIVING THAT FEE.

AND THEN, UM, WE WOULD ALSO, UM, WE, WE'D MAKE IT AS AS LEAST BUREAUCRATIC AS POSSIBLE.

UM, THERE'S INSURANCE REQUIREMENTS ARE OUR CURRENT ZONING CODE ACTUALLY REQUIRES A BUSINESS TO UTILIZE THAT UTILIZE THE PUBLIC RIGHT OF WAY TO, TO, UM, OBTAIN A CONDITIONAL USE PERMIT OR

UM, WE'VE ENTERED INTO AN AGREEMENT WITH ECE TLC.

THEY'VE REOPENED THEIR SHELTER AND THEY HAVE BEDS AVAILABLE FOR THE HOMELESS COMMUNITY.

WE'VE ALSO STARTED A HOTEL MOTEL VOUCHER PROGRAM THROUGH HOMESTART SO THAT KICKED OFF EARLIER TODAY.

UM, WE ARE PROVIDING TRANSPORTATION FOR FREE THROUGH THE POLICE DEPARTMENT TO ECE TLC.

SO IF WE FIND SOMEBODY THAT WOULD LIKE TO USE OUR PROGRAM, WE WILL GET THEM THERE.

AND THEN THE COUNTIES PROVIDING TRANSPORTATION FOR THOSE THAT ARE AT RISK TO GET TO THE CONVENTION CENTER OR TO ANOTHER MOTEL ROOM.

I'M JUST GOING TO COMMENT ON THIS.

ONE OF OUR FRUSTRATIONS AT THE STAFF LEVEL IS THAT THE STATE OF CALIFORNIA HAS PROVIDED MILLIONS OF DOLLARS TO OPEN UP FACILITIES LIKE THE CONVENTION CENTER.

YET VERY FEW PEOPLE ARE ENABLED.

I HAVE BEEN ABLE TO UTILIZE THOSE, INCLUDING OUR OWN HOMELESS POPULATION.

SO AS COUNCIL MEMBERS SEE OPPORTUNITIES TO TALK TO STATE OFFICIALS, I THINK IT'S IMPORTANT THAT WE POINT OUT THAT THE MAJORITY OF THIS MONEY IS NOT SERVING OUR COMMUNITY IN ANY WAY, SHAPE OR FORM.

UM, LASTLY, THE RENTAL ASSISTANCE PROGRAM, WHICH IS REALLY HELPING TO PREVENT EVICTIONS AND TO PREVENT HOMELESSNESS ALSO KICKED OFF TODAY.

UM, THIS IS A BOLD EXPERIMENT.

UH, IT'LL BE INTERESTING TO SEE NO ONE ELSE IN THE COUNTY IS DOING THIS RIGHT NOW.

SO IT'LL BE INTERESTING TO SEE HOW WELL THIS PROGRAM IS RECEIVED.

AND, UM, WE, WE KNOW THAT THERE'S GOING TO BE SOME GROWING PAINS AS WE, UH, EXPLORE THIS PROGRAM, BUT MAYBE THIS IS, UH, AN AREA OF FURTHER OPPORTUNITY.

IF MORE CARES MONEY BECOMES AVAILABLE TO THE CITY.

SO, UM, WITH THAT, MAYBE THIS IS A GOOD CHANCE TO BREAK BEFORE WE START TALKING ABOUT BUDGET TYPE ISSUES.

IF THE COUNCIL HAS QUESTIONS SPECIFICALLY ABOUT WHAT, WHAT THE CITY HAS BEEN DOING OR WHAT'S HAPPENING AT THE COUNTY LEVEL.

WHEN YOU SAVE THE MONEY FOR THE CONVENTION CENTER REALLY ISN'T HELPING US.

WHAT DO YOU MEAN WE CAN'T TAKE OUR HOMELESS DOWN THERE FOR SERVICE? SO MR GOLDMAN, THAT'S EXACTLY RIGHT.

UNLESS, UNLESS THAT HOMELESS INDIVIDUAL HAS AN UNDERLYING HEALTH CONDITION OR HAS BEEN DETERMINED BY SOMEBODY OTHER THAN US BY THE COUNTY THAT, THAT THEY ARE IN RISK, THEN YOU CANNOT GO TO THE CONVENTION CENTER.

SO IT'S A VERY SMALL PERCENTAGE OF OUR HOMELESS POPULATION THAT CAN TAKE ADVANTAGE OF THOSE MILLIONS OF DOLLARS OF STATE FUNDS.

SO THE CONVENTION CENTERS FOR PEOPLE AT RISK BUT NOT NECESSARILY SICK.

THAT'S CORRECT.

CAUSE WE'VE SET ASIDE THOUSANDS OF MOTELS FOR PEOPLE WHO ARE SICK TO SEPARATE THEMSELVES FROM, FROM UH, CO CO INHABITANTS OF APARTMENT OR SOMETHING LIKE THAT.

AND THOSE ARE UNDER UTILIZED AS WELL.

RIGHT.

THAT IS CORRECT.

LOOKING FORWARD INTO FISCAL YEAR 21, UH, TO KICK US OFF, I'D LIKE TO DISCUSS THE ECONOMIC OUTLOOK, UM, STARTING WITH GROSS DOMESTIC PRODUCT.

UM, AFTER MANY YEARS OF BOUNCING AROUND SLOW BUT STEADY GROWTH IN THE TWO TO 3% RANGE, UM, GDP HAS COME BACK IN FOR THE FIRST QUARTER OF 2020.

THAT'S JANUARY THROUGH MARCH ACTUALLY SHRINKING, UH, NEGATIVE 4.8% IN THE FIRST QUARTER.

ADDITIONALLY, IN INFLATION, WHICH HAS ALSO BEEN FAIRLY SLOW, UH, BETWEEN ONE AND 2% TYPICALLY HAS DROPPED SIGNIFICANTLY AND UH, AS A RESULT OF THE LAST TWO MONTHS HAS DROPPED ON AN ANNUAL BASIS, 2.3%, UM, UNEMPLOYMENT, WHICH WILL GET A LITTLE BIT MORE DETAIL HERE IN A MOMENT, UH, WITH THE FOLLOWING SLIDE.

UM, BUT I ALSO TYPICALLY WILL LOOK

AT, UH, HOUSING AND CONSTRUCTION NUMBERS TO ADD A LITTLE BIT OF COLOR TO THE, UH, ECONOMIC DATA WE'RE SEEING.

AND JUST AS RECENTLY AS THIS MORNING, THE BUREAU OF LABOR STATISTICS, UH, I'M SORRY, THE DEPARTMENT OF COMMERCE RELEASED A RESIDENTIAL HOME SALES THIS MORNING.

UM, AND LOOKING AT IT, IT HAD SOME INTERESTING INFORMATION.

UH, THE SALES VOLUME, THE NUMBER OF HOUSES ON THE MARKET AS WELL AS THOSE BEING SOLD HAS BEEN SURPRISINGLY STABLE OVER THE LAST FEW YEARS.

BUT WHAT WE NOTICED IN THE DATA WAS THAT THE MEDIAN HOME PRICE OF THESE, AND KEEPING IN MIND THIS IS AT A NATIONAL LEVEL DROPPED FAIRLY SIGNIFICANTLY, UM, QUITE A BIT MORE THAN THE AVERAGE.

UM, AND I THINK WHAT WE'RE SEEING THERE IS A TREMENDOUS, UH, INCREASE IN THE NUMBER OF SALES OF LOWER VALUE HOMES, UH, AS A COMPARISON TO THE, UH, HIGHER VALUE HOMES THAT ARE SOLD.

UM, THAT BECOMES RELEVANT A LITTLE BIT LATER ON IN OUR DISCUSSION.

UH, AS WE START DISCUSSING PROPERTY TAX BACK TO UNEMPLOYMENT.

UH, THIS IS A STARTLING GRAPH.

UM, I, I LIKE TO PRESENT THIS A LITTLE BIT DIFFERENTLY THAN A LOT OF OTHER PLACES.

I LIKE TO SHOW, UH, UNEMPLOYMENT AS A NEGATIVE NUMBER.

SO BAD THINGS GO DOWN AND GOOD THINGS GO UP.

UM, BUT IT'S THE SAME INFORMATION.

UM, WE SAW A DRAMATIC DROP OFF IN UNEMPLOYMENT, UM, STARTING IN MARCH, BUT REALLY IT, IT WENT, UH, PRETTY AGGRESSIVELY IN, INTO APRIL.

YOU KNOW, KEEP IN MIND THESE NUMBERS ARE THROUGH THE END OF APRIL AND OFFICIAL RELEASES, UH, AT THE NATIONAL LEVEL FROM THE BUREAU OF LABOR STATISTICS WON'T BE RELEASED TO THE BEGINNING OF JUNE, SO WE MAY HAVE THOSE AT THE NEXT MEETING.

BUT AS OF THE OFFICIAL NUMBERS THROUGH JUNE, APRIL, UNEMPLOYMENT WAS AT 14.7% NATIONALLY, AND THAT'S AFTER BOUNCING AROUND BETWEEN THREE AND 5% FOR SEVERAL YEARS.

UM, A LOT OF PRELIMINARY NUMBERS THAT ARE ALREADY OUT INTO THE PUBLIC, UM, ARE SUGGESTING THAT WE MAY SEE UNEMPLOYMENT RATES IN THE THIRTIES, UH, THROUGH THE END OF MAY.

UM, AND THAT'S SOMETHING WE DEFINITELY, UH, WANT TO PAY ATTENTION TO.

UM, TO REFRESH OUR MEMORIES AS WELL AS TO BRING THIS UP FOR SOME OF THE PUBLIC THAT MAYBE DIDN'T SEE THIS GRAPH AT A PREVIOUS MEETING.

THERE WAS A VERY HIGH CORRELATION BETWEEN SALES TAX REVENUES AND THE UNEMPLOYMENT RATE.

UH, SIMPLY SPEAKING, PEOPLE DON'T HAVE JOBS, THEY DON'T SPEND MONEY AND THAT HAS AN IMPACT IN THE OPERATIONS.

SO WE USUALLY SEE THE DOUBLE WHAMMY OF OUR POPULATION UNEMPLOYED AND THAT'S BAD DIRECTLY FOR THEM AND THEIR FAMILIES.

BUT ADDITIONALLY, IT'S ALSO DIFFICULT FOR GOVERNMENTS TO OPERATE AND PROVIDE THE SAME LEVELS OF SERVICE.

USING THAT AS OUR SEGUE INTO TALK ABOUT REVENUES BROADLY FOR HIM, TAKE A CONSIDERABLE AMOUNT OF TIME TALKING ABOUT SALES TAX IN THE FOLLOWING SLIDES.

UM, SO IF YOU'LL ALLOW ME TO SKIP AHEAD TO PROPERTY TAX, WE JUST RECENTLY RECEIVED OUR PRELIMINARY ASSESSED VALUATION FROM THE COUNTY ASSESSOR'S OFFICE AND IT DOES SHOW A LITTLE BIT BETTER INCREASES IN PROPERTY TAX VALUE OF THAN WE WERE INITIALLY EXPECTING.

UM, PROPERTY TAX CHANGES HAPPEN VERY, VERY SLOWLY AND THERE'S TYPICALLY A FAIRLY SIGNIFICANT LAG FROM WHEN THE EVENT OCCURS.

WHILE WE LEAVE THE DOOR OPEN THAT WE MAY BE NEGATIVELY IMPACTED AS A RESULT OF COVERT 19 IN PROPERTY TAX RECEIPTS.

WE MAY NOT SEE THIS FOR SOME TIME.

OUR PRIMARY CONCERN WITH PROPERTY TAX AS I WAS TALKING ABOUT IN NEW HOME SALES EARLIER, UM, AS PROPERTY VALUES ARE TURNED OVER AT A LOWER VALUE, THEIR CORRESPONDING ASSESSED VALUATION FROM THE COUNTY WILL BE DOWN AND THAT WILL EVENTUALLY LEAD TO LOWER PROPERTY TAX NUMBERS.

ADDITIONALLY, TRANSIENT OCCUPANCY TAX, WHICH WAS COMMONLY REFERRED TO AS THE HOTEL TAX, HAS TAKEN A HIT IN JUST ABOUT EVERY JURISDICTION, FRANKLY PROBABLY IN THE COUNTRY, UM, PRETTY SIGNIFICANTLY IN SAN DIEGO COUNTY.

UM, OUR HOTELS IN THE CITY OF ELKO AND TYPICALLY DON'T DO A WHOLE LOT OF TOURISM, BUT THEY DO SUPPORT BUSINESSES, UM, OUT OF STATE CONSTRUCTION AND THINGS LIKE THAT.

AND FRANKLY WITH THE ECONOMY SLOWING AS RAPIDLY AS IT HAS, THERE HAS BEEN A CORRESPONDING DECREASE IN HOTEL DEMAND AS WELL.

AS THIS EVENT PROGRESSES, WE WILL BEGIN TO SEE THIS IN OTHER, UH, REVENUE SOURCES BEING IMPACTED AS WELL AS DEVELOPMENT SLOWS.

SO TWO WILL BE, UH, THE PERMITTING PROCESS AND REVENUES GENERATED FROM THAT.

AND ANOTHER, A VARIETY OF OTHER SOURCES.

HOWEVER, SALES TAX IS OF COURSE THE ELEPHANT IN THE ROOM BEFORE GETTING TOO DEEPLY INTO SALES TAX.

UH, THIS IS ANOTHER SLIDE THAT WE PRESENTED EARLIER

THAT I WANTED TO REFRESH OUR MEMORIES ON A LITTLE BIT.

UM, THIS IS THE PATTERN WE EXPERIENCED DURING THE GREAT RECESSION APPROXIMATELY 10 YEARS AGO.

UM, THE BLUE LINE REPRESENTS THE ACTUAL GENERAL FUND REVENUES FOR THAT PERIOD OF TIME.

AND THE ORANGE LINE IS THE HYPOTHETICAL AMOUNT WE WOULD HAVE EXPERIENCED OR WOULD HAVE EXPECTED TO EXPERIENCE HAD THE GREAT RECESSION NOT OCCURRED.

I WANTED TO DRAW ATTENTION TO A CHANGE IN THE SLOPE OF THE BLUE LINE THAT OCCURRED IN APPROXIMATELY FYI 10.

YOU NOTICE THAT THAT STARTS TO CREEP BACK UP FAIRLY STEEPLY AND THAT'S THE RESULT OF TWO EVENTS.

ONE THAT WAS THE BEGINNING OF THE RECOVERY OF THE ECONOMY GENERALLY, BUT THAT ALSO WAS THE START OF THE PROPOSITION J ADDITIONAL SALES TAX MEASURE.

SO WHAT THIS CHART DEMONSTRATES IS IT TOOK MANY YEARS JUST TO GET BACK TO WHERE WE WERE, UM, BEFORE THE EVENT, UH, MANY YEARS IN FACT, ALMOST A DECADE BEFORE WE CAUGHT BACK UP TO WHERE WE SHOULD HAVE BEEN.

AND A LOT OF THAT WAS A RESULT OF THE PASSAGE OF PROP J.

IF YOU LOOK AT THIS GRAPH NOW, YOU'LL SEE A VERY FAMILIAR SHAPE, UH, TO THE PREVIOUS SLIDE.

THE BLUE LINE REPRESENTS OUR PROJECTED SALES TAX PER BEFORE THE, UH, COVERT 19 EVENT.

UM, THE, THIS INFORMATION IS PROVIDED BY AN OUTSIDE CONSULTING FIRM THAT WE, THAT SPECIALIZES IN THIS KIND OF WORK THAT WE RELY ON FOR INFORMATION.

HOWEVER, NONE OF OUR INFORMATION IS SOLELY BOUND TO A SINGLE SOURCE.

IT DOES GO THROUGH A VALIDATION PROCESS AGAINST OTHER SOURCES AND WE'RE VERY CONFIDENT OF THE RESULTS THAT WE HAVE BOTH PRIOR TO AND AFTER COVIN.

AS I SAID, THE BLUE LINE REPRESENTS THE PROJECTED SALES TAX AND THE ORANGE LINE REPRESENTS THE REVISED SALES TAX PROJECTIONS AFTER THAT RESULT.

IF YOU NOTICE THE SLOPE OF THE LINE, THE ORANGE LINE IS PRETTY MUCH PARALLELED THAT OF THE BLUE LINE.

WE JUST HAD A RESETTING OF THE TABLE THAT WE EXPECT IN FYI 21 AS A RESULT OF THIS EVENT.

UM, JUST TO PUT SCOPE AND SCALE INTO THE CONVERSATION, THE GAP, UH, BELOW THE BLUE LINE BETWEEN THE BLUE LINE AND THE ORANGE LINE REPRESENTS APPROXIMATELY $42 MILLION WORTH OF SALES TAX REVENUE, UM, THAT HAS DISAPPEARED AS A RESULT OF THIS EVENT FOR THE PERIOD DISPLAYED HERE.

THIS CHART SHOWS BASICALLY THE SAME, UH, EVENT, JUST A SLIGHTLY DIFFERENT TIMEFRAME RATHER THAN LOOKING OUT MULTIPLE YEARS.

THIS IS A VERY SHORT TERM COMPARISON TO PREVIOUS ONE SHOWED EXPECTED SALES TAX BY YEAR.

THIS DEMONSTRATES SALES TAX RECEIPTS THAT WE ANTICIPATE ON A MONTHLY BASIS.

AGAIN, THE BLUE LINE WAS PRIOR TO COVERT 19 AND THE ORANGE LINE IS OUR REVISED PROJECTIONS DURING THE 20 MONTH PERIOD DEMONSTRATED HERE.

UH, THERE WAS, THERE WAS AN EXPECTED 11 AND A HALF MILLION DOLLAR SHORTFALL IN SALES TAX.

ANOTHER LARGE CONCERN OF OURS AS A RESULT OF COVERT 19 IS THE IMPACT ON CALPERS AND OUR, UH, EMPLOYEE BENEFIT COSTS FROM THEM.

UM, WHEN WE MET LAST OR DISCUSSED THE TOPIC LAST, UH, THERE WAS A VERY BIG CONCERN ABOUT INVESTMENT EARNINGS AND THAT IS STILL THE CASE.

HOWEVER, AT THE TIME WE SPOKE LAST, CALPERS HAD ESTIMATED, UH, THEIR ANNUAL EARNINGS UP TO THAT POINT AT NEGATIVE 4%.

AND WE ESTIMATED THE PRICE TAG THAT WENT ALONG WITH THAT OF SOMEWHERE BETWEEN 30 AND $50 MILLION.

THAT WAS THROUGH THE END OF MARCH.

I SPOKE TO OUR ACTUARY AT CALPERS, WHICH REPORTED THAT THROUGH THE END OF APRIL, THEIR ANNUAL RETURNS WERE UP QUITE A BIT, UH, TO 1%.

NOW OBVIOUSLY THERE'S GOING TO BE A PRETTY SIGNIFICANT IMPACT AS A RESULT OF THAT, BUT I'LL TAKE 1% OVER NEGATIVE 4% ANY DAY.

UM, THAT STILL REPRESENTS, UH, APPROXIMATELY $21 MILLION, UM, ADDED TO OUR UNFUNDED LIABILITY, UM, WHICH WON'T BE REFLECTED IN OUR ANNUAL CONTRIBUTIONS UNTIL 2022.

UM, BUT WE DO EXPECT FAIRLY SIGNIFICANT INCREASED COSTS AS A RESULT OF THEIR PERFORMANCE.

SO GOING BACK TO THE WORK WE ORIGINALLY PRESENTED, UM, THE ORIGINAL FIVE-YEAR OUTLOOK IS DEMONSTRATED IN THIS TABLE.

UM, THESE NUMBERS BY THIS POINT YOU'VE SEEN A COUPLE OF TIMES SO I WON'T READ THEM TO YOU.

UM, IT IS OUR EXPECTED AMOUNT THAT EXPENDITURES EXCEED REVENUES.

UM, AND WE'RE ORIGINALLY ANTICIPATED GOING INTO THE FISCAL YEAR 21 BUDGET PROCESS, UH, NEEDING TO CLOSE A GAP OF APPROXIMATELY ONE POINT $4 MILLION.

THIS IS A VERY COMMON THING IN THESE PROJECTIONS.

WE KNOW WE HAVE WORK TO DO ON AN ANNUAL BASIS AND SEEING A GAP OF THAT SIZE DOES NOT CONCERN ME.

IT'S KIND OF NORMAL HOUSEKEEPING.

IT'S PART OF THE ANNUAL BUDGET PROCESS.

HOWEVER, ONCE WE STARTED ROLLING OUR NEW SALES TAX PROJECTIONS INTO THIS ENVIRONMENT, WE STARTED SEEING A REVISED OUTLOOK THAT LOOKS LIKE THIS.

AGAIN, WHAT I'D LIKE TO DRAW ATTENTION TO ARE PRETTY MUCH THE SAME THINGS FROM THE PREVIOUS.

IF YOU LOOK DOWN THE PROJECTED INFLOW COLUMNS, YOU SEE A VERY SIGNIFICANT DROPOFF IN REVENUES FROM FYI 20 TO 21 AND THEN IT PICKS UP AND RETURNS TO THE FAMILIAR PATTERN OF MODERATE INCREASES YEAR TO YEAR.

HOWEVER, IF YOU LOOK AT THE PROJECTED OUTFLOW COLUMN, YOU DON'T SEE THE SIMILAR CORRESPONDING DROP IN EXPENDITURES AND IT CONTINUES TO GROW.

IN FACT, IT'S GROWING A LITTLE BIT MORE RAPIDLY AS A RESULT OF THE CALPERS ISSUES.

WHAT THAT HAS LEFT US WITH, UM, AND FOR , AND WE'LL TALK ABOUT THIS A LITTLE BIT MORE IN JUST A COUPLE OF SLIDES.

UH, THAT MEANS THE GAP WE HAVE TO CLOSE AS PART OF THE FYE 21 BUDGET PROCESS IS APPROXIMATELY EIGHT POINT $7 MILLION.

NOW THESE, THERE'S A LOT EASIER TO READ THAN EITHER OF THOSE TWO TABLES, BUT THE CONTENTS ARE PRESENTED HERE GRAPHICALLY.

AND WHAT THIS DEMONSTRATES IS THE RED LINE REPRESENTS OUR PROJECTED GENERAL FUND EXPENDITURES.

NOW THOSE ARE UNMITIGATED EXPENDITURES WITHOUT MANAGERIAL DECISIONS BEING MADE TO CHANGE THOSE.

OUR STARTING POINT, IF YOU WILL, THE BLUE SOLID BLUE LINE REPRESENTS WHERE WE THOUGHT WE WERE AT THE BEGINNING OF OUR FIVE-YEAR OUTLOOK PLANNING.

DIVING DOWN TO A LITTLE BIT MORE DETAIL FOR , WE'RE CURRENTLY PROJECTING REVENUES TO TOTAL APPROXIMATELY 76 POINT $4 MILLION WITH EXPENDITURES TOTALING ABOUT 77 MILLION LEADING TO A NET IMPACT OF A DECREASE IN FUND BALANCE OF APPROXIMATELY $587,000 DURING THE BUDGET PROCESS FOR , WE EXPECTED REVENUES AT THE END OF THE YEAR TO TOTAL 77.2 AND EXPENDITURES TOTAL 78.1 MILLION.

WE, SO WE STARTED THE YEAR ANTICIPATING OF HAVING TO USE RESERVES TO THE TUNE OF APPROXIMATELY $900,000.

AS WE'VE SEEN REVENUES DECREASE, WE'VE ALSO BEEN ABLE TO KEEP EXPENDITURES UNDER CONTROL AND HAVE MATCHED THAT DROP OFF PRETTY CLOSELY.

UM, SO WHILE WE WERE PLANNING, UH, USE OF RESERVES APPROXIMATELY 900,000, WE'RE CURRENTLY ON TRACK OF ABOUT 600,000, UM, BOTH OF WHICH ARE WELL WITHIN OUR MARGIN OF ERROR ON OUR PROJECTION.

SO HOW WE'VE BEEN ABLE TO MITIGATE THIS SHORTFALL, UH, ARE THREE, UH, PRIMARY COURSES OF ACTION, THE FIRST OF WHICH WE IMMEDIATELY IMPLEMENTED A HIRING FREEZE FOR ALL BUT THE MOST ESSENTIAL PERSONNEL.

WE'VE ALSO DISMISSED OUR PART TIME AND SEASONAL STAFF INTERNS THAT SORT.

AND WE'VE ALSO CURTAILED EDDIE NON-ESSENTIAL OPERATIONS IN ORDER TO MITIGATE THE DROPPING REVENUE.

AS WE LOOK INTO 20, 21, AS I SAID EARLIER, WHEN WE'RE TALKING TO FIVE YEAR OUTLOOK, WE ORIGINALLY PROJECTED A GAP IN THE BUDGET BETWEEN REVENUES OF EXPENSES OF APPROXIMATELY ONE POINT $4 MILLION.

WE HAVE SINCE REVISED THOSE NUMBERS AND WE'RE EXPECTING TO HAVE A GAP TO CLOSE OF APPROXIMATELY EIGHT POINT $7 MILLION.

AND HOW AN AGENCY DOES THIS IS THROUGH A COMBINATION OF THREE BASIC APPROACHES.

ONE ARE WE TAKE THE EASY SOLUTIONS AND UNFORTUNATELY, EASY SOLUTIONS AREN'T VERY MANY AND FRANKLY THEY'VE LARGELY BEEN SQUEEZED OUT OF CITY OPERATIONS QUITE SOME TIME AGO.

EASY SOLUTIONS TYPICALLY ARE THINGS LIKE NOT FUNDING NEW VEHICLE PURCHASES FOR A YEAR.

PUT PUTTING THE EXPENDITURES LIKE THAT ON HOLD GIVES US A LITTLE BIT OF RELIEF.

THAT WAS ALL SAID.

THERE'S NOT A LOT OF ROCKS TO LOOK UNDER IN THAT CATEGORY.

THE SECOND, AND THIS IS A AREA THAT CITY STAFF HAS EXCELLED AT OVER THE LAST SEVERAL YEARS, BUT THAT'S CREATIVE SOLUTIONS AND THAT'S JUST FINDING A DIFFERENT WAY OF DOING BUSINESS.

UM, THE EXAMPLE THAT COMES TO MIND IS SOMETHING LIKE SOLAR POWER, UH, INVESTING IN SOLAR PANELS AT OUR FACILITIES TO REDUCE OUR POWER BILL.

YOU KNOW, THAT'S DOING BUSINESS IN A DIFFERENT WAY.

THAT GIVES US SOME BUDGETARY RELIEF.

BUT SADLY, OFTEN THESE SITUATIONS LEAD TO DIFFICULT SOLUTIONS AND THERE'S ANOTHER WAY OF PUTTING THIS.

BUT THAT REPRESENTS DECREASES IN STAFFING LEVELS WITH CORRESPONDING REDUCTIONS AND SERVICE LEVELS.

AND WE'VE SEEN THIS, UH, WIDELY SPREAD THROUGHOUT THE STATE AS A RESULT OF THIS EVENT.

UNFORTUNATELY FOR US, THOSE DIFFICULT SOLUTIONS OR PERHAPS EVEN MORE SO THAN A LOT OF AGENCIES, THIS CHART REPRESENTS, UH, GENERAL FUND STAFFING LEVELS, UH, FULL TIME EQUIVALENT EMPLOYEES, UH, FOR APPROXIMATELY A 30 YEAR PERIOD.

AND YOU'VE SEEN MOST NOTABLY DURING THE LAST 10 YEARS OR SO, WE'VE REALLY PLATEAUED ON THE SIZE OF THE GENERAL FUND STAFF.

THE DIFFICULTY HERE AND MOST NOTABLY IS IF YOU LOOK AT THE NUMBER OF 367 EMPLOYEES, APPROXIMATELY 250 OF THEM ARE IN THE TWO PUBLIC SAFETY DEPARTMENTS.

UM, THE IMPLICATIONS OF THAT, UH, PROBABLY SHOULD NOT BE TAKEN LIGHTLY.

SO HOW DO WE CLOSE THE GAP? WELL, THERE'S A FEW DIFFERENT THINGS WE'RE LOOKING AT RIGHT NOW AND WE'RE WORKING THROUGH.

UM, ONE IS LOOKING AT STAFFING LEVELS.

UH, THERE'S SEVERAL DIFFERENT TOOLS THAT WE CAN EMPLOY, UH, IN COMBINATION.

THE FIRST IS FREEZING POSITIONS.

OFTENTIMES THERE ARE CERTAIN PROJECTS AND THINGS LIKE THAT THAT WE CAN SAY WE DON'T NEED TO DO THEM RIGHT NOW.

WE CAN WAIT A LITTLE WHILE AND THEREFORE WE DON'T NEED TO FILL A VACANT POSITION IN ORDER TO DO THAT WORK.

ADDITIONALLY, LIMITING OVERTIME IS A REGULAR GO TO IN TIMES LIKE THIS, UH, OVERTIME IS TYPICALLY THE A VERY EXPENSIVE WAY TO STAFF.

UM, IT HAS ITS IMPLICATIONS, UM, BUT THAT'S A REGULAR GO-TO.

ADDITIONALLY, THERE'S NO WAY OF DUCKING IT.

REDUCING STAFFING LEVELS IS SOMETHING THAT SIMPLY NEEDS TO BE DISCUSSED AT THIS LEVEL.

UM, AS I SAID, THAT DOES HAVE A CORRESPONDING IMPACT ON SERVICE DELIVERY AND THERE'S NO WAY TO AVOID THAT FOR NON PERSONNEL COSTS, MATERIALS AND SUPPLIES AND SERVICES IS ALWAYS SOMETHING WE'RE LOOKING AT.

AND THAT CAN BE LOWER COST VENDORS PROVIDING SERVICES TO THE CITY.

THAT MAY BE ACTUALLY THE MATERIAL THAT WE'RE USING TO CONDUCT OUR BUSINESS.

MATERIAL SUPPLIES DO NOT REPRESENT A VERY HUGE PART PORTION OF OUR ANNUAL BUDGET, BUT EVERY DOLLAR COUNTS.

NOW MORE THAN EVER.

I D ADDITIONALLY THE CITY HOSTS AND RUNS A NUMBER OF SPECIAL EVENTS AND I THINK WE'RE ALL IN FAVOR OF THE DRAMATIC POSITIVE IMPACTS ON THE COMMUNITY THAT THESE EVENTS REPRESENT.

BUT WHEN TAKEN INTO CONSIDERATION AGAINST CORE SERVICES, PERHAPS THESE ARE NICE TO HAVES ADDITIONALLY, AND THIS IS ONE THAT PROBABLY CAN'T GET ENOUGH ATTENTION, BUT NEW SOURCES OF REVENUE IS SOMETHING WE SHOULD EXPLORE AS WELL.

UM, WHILE IT'S REAL EASY TO FALL INTO THE TRAP OF CUTTING, SPENDING, GENERATING NEW REVENUES IS ALWAYS A GOOD WAY OUT OF THE SITUATION.

AND ADDITIONALLY, USE OF RESERVES IS SOMETHING THAT WE SHOULD PREPARE OURSELVES FOR THE NEXT FEW YEARS.

WE'VE WORKED VERY HARD TO BUILD THESE RESERVES IN ORDER TO PROTECT SERVICE LEVELS AND AN EVENT LIKE THIS AND HERE WE ARE AND NOW'S THE TIME TO DISCUSS USING THEM.

SO THOSE ARE SOME OF THE OPTIONS WE HAVE AT OUR DISPOSAL TO WORK ON THIS ISSUE AND TO DISCUSS THE TIMELINE OF ADDRESSING THIS.

PLUS THAT WE CAN BE ENCOURAGING PEOPLE TO COME FROM YUMA, UM, ORANGE COUNTY AND GOD KNOWS WHERE TO COME IN AND SET UP IN A TINY HOUSE AND ALCOHOL.

SO I JUST WANT TO MAKE SURE THAT IF WE DO IT IN A WAY THAT WE SOLVE A PROBLEM, WE DON'T CREATE MORE.

HE WAS A BOOSTER FOR EAST COUNTY TO HE ACTIVE AND LEADERSHIP ROLES, COMMUNITY ORGANIZATIONS INCLUDING ROTARY CLUBS, CHAMBERS OF COMMERCE AND THE EAST COUNTY ECONOMIC DEVELOPMENT CORPORATION.

MR PARENT IS SURVIVED BY HIS SONS, MASON BECAUSE CITY COUNCIL MEMBER CALLED PARENT EVAN PARENTS.

AND HIS FIANCE WERE ON THE JAMES, HE WILL BE GREATLY MISSED.
