FY 2020-21 CDBG and HOME Allocations for One Year Action Plan RECOMMENDATION: That the City Council: Opens the public hearing and accepts testimony: Accepts public input for the FY 2020-21 One Year Action Plan; Closes the public hearing; and Allocates funds to projects and programs that will be funded from the FY 2020-21 Community Development Block Grant (CDBG) and HOME grant programs. Staff will prepare a preliminary funding schedule reflecting the City Council's decisions from the public hearing relative to the FY 2020-21 One Year Action Plan, and will present it for final adoption at the second public hearing scheduled for April 28, 2020.]

UM, AS WE DO EVERY YEAR THIS TIME, THIS IS THE FIRST OF TWO PUBLIC HEARINGS FOR THE, UH, CITY COUNCIL'S ALLOCATION OF CDBG AND HOME FUNDS.

AND THIS YEAR I'D LIKE TO WELCOME ONE OF OUR NEWEST STAFF MEMBERS, MARY BROOKE.

EXCUSE ME, MAYOR BRITT COX, UH, WHO NOW WORKS IN OUR HOUSING DIVISION.

SHE'LL MAKE OUR PR THE PRESENTATION, UH, TO THE CITY COUNCIL.

HI MARY.

HI.

GOOD EVENING MAYOR AND COUNCIL.

UM, SO AS YOU KNOW, THE CITY RECEIVES GRANT FUNDS FROM THE DEPARTMENT OF HOUSING, URBAN URBAN DEVELOPMENT EVERY YEAR.

IN ORDER TO RECEIVE THIS MONEY, UM, WE MUST SUBMIT A ONE YEAR ACTION PLAN, WHICH IS WHAT WE'LL BE DISCUSSING TONIGHT.

THE ACTION PLAN IDENTIFIES PROJECTS AND ACTIVITIES THAT WILL MEET THE GOALS AND PRIORITIES IDENTIFIED IN THE CONSOLIDATED PLAN.

SO JUST A REMINDER, THE ACTION PLAN IS A REQUIREMENT FOR EACH YEAR, THE FIVE YEAR CONSOLIDATED PLAN, AND FYI 2021 IS THE SECOND YEAR OF THE CONSOLIDATED PLAN.

SO HUD HAS ACTUALLY ALREADY TENTATIVELY ALLOCATED JUST OVER ONE POINT $3 MILLION FOR CDBG AND THEN JUST OVER $646,000 FOR OUR HOME FUNDS.

AND THESE AMOUNTS ARE COMPARABLE TO WHAT WE'VE RECEIVED IN THE PAST.

UM, WE TYPICALLY AVERAGE ABOUT 1.2 FOR CDBG.

SO PER HUD REGULATIONS, ONLY 20% OF THE TOTAL CDBG ALLOCATION CAN BE USED TOWARDS PLANNING ADMINISTRATION.

SO THAT 20% CAP IS GOING TO BE $272,000.

$272,888.

UM, AND THEN PUBLIC SERVICE ALSO HAS THE CAP.

IT'S 15% AND THAT'S GOING TO BE JUST OVER 204,000 FOR OUR CAPITAL, WHICH IS THE, UM, CAPITAL IMPROVEMENTS, PUBLIC FACILITIES PROJECTS.

THERE IS NO CAP FOR THOSE.

AND THE REMAINING BALANCE IS 886,000 WHICH BRINGS OUR TOTAL CDBG ALLOCATION FOR FYI 2021 TO 1.3 MILLION.

WELL, JUST OVER.

OKAY.

SO STAFF DOES RECOMMEND FINDING PLANNING AND ADMINISTRATION IN THE AMOUNT OF $272,888 JUST SHY OF 250,000 WILL GO TOWARDS ADMIN COSTS.

SO THAT'S THE COSTS OF RUNNING AND ADMINISTERING THE PROGRAM.

AND 25,000 TO S WE RECOMMEND GOING TO CSA FOR THEIR FAIR HOUSING AND TENANT LANDLORD SERVICES.

SO FOR OUR PUBLIC FACILITIES, THOSE ALLOCATIONS, IT'S, IT'S JUST THERE WERE $890,000.

THE BULK OF THIS WE RECOMMEND GOING TOWARDS THE NEIGHBORHOOD STREETLIGHT IMPROVEMENTS PROGRAM.

UM, $500,000.

THIS WOULD INSTALL 40 STREETLIGHTS AND QUALIFIED CBTL CDBG ELIGIBLE RESIDENTIAL AREAS.

UM, AND THEN ONGOING FUNDING FOR THE ADA PEDESTRIAN CURB RAMPS AT SIDEWALKS AT 275,000.

AND THEN FOR OUR NONPROFIT PARTNERS, HOME OF GUIDING HANDS, WE RECOMMEND FUNDING THEM AT $24,000.

THIS WILL PROVIDE FACILITY IMPROVEMENTS TO GROUP HOME AT 1401 SOUTH WOMEN.

AND THEN FOR BOYS AND GIRLS CLUB, THEY'VE REQUESTED FUNDING FOR A ROOF REPLACEMENT.

WE DO RECOMMEND FUNDING AT $21,000 EAST COUNTY TRANSITIONAL LIVING CENTER.

UM, WE RECOMMEND FUNDING THEM AT $25,000 FOR A GUARDRAIL REPLACEMENT.

AND THEN FINALLY, UM, THE CONTINUED FUNDING OF THE CITY'S HOUSING REHABILITATION ONE PROGRAM.

THIS FUNDS THE MOBILE HOME REHAB, UM, AND WE RECOMMEND FUNDING AT JUST OVER $47,000.

SO MOVING ONTO OUR PUBLIC SERVICES, AGAIN, THERE IS THAT 15% CAT.

WE WOULD LIKE TO RECOMMEND CRIME FREE MULTI-HOUSING, UM, FUNDING AT JUST OVER $49,000 INTERFAITH SHELTER NETWORK AT 10,000.

ELDER HELP AT 15,000 MALE ZONE.

WILLS AT 25,000.

AND THEN EAST COUNTY TRANSITIONAL LIVING CENTER, 100,000.

THE TOTAL PUBLIC SERVICE ALLOCATION WOULD BE $199,107.

AND THEN THE TOTAL CDBG OUT CDBG ALLOCATION WILL BE $1,364,440.

OKAY.

AND SO FOR OUR HOME ALLOCATIONS, THERE'S A 10% CAP FOR ADMINISTRATION.

UM, AND THEN WE DO RECOMMEND FUNDING AT 59,000 WITH 500, 5,000 OF THAT GOING TO CSA AGAIN FOR THE FAIR HOUSING SERVICES.

AND THEN FOR, UM, THERE'S A MANDATORY 15% THAT YOU HAVE TO RESERVE FOR THE CERTOSA CERTIFIED HOUSING DEVELOPMENT ORGANIZATIONS.

UM, AND THAT'S RESERVED FOR THE CREATION OF AFFORDABLE HOUSING.

THAT'S THE $96,000 DO YOU SEE RESERVE THERE? AND THEN FINALLY THE REMAINING BALANCE WILL BE $484,763.

AND WE RECOMMEND THE RECOMMEND THAT FALL TO THE HOUSING PROGRAM POOL OF FUNDS.

SO THIS IS GOING TO BE THE FIRST TIME HOME BUYER PROGRAM, UM, SINGLE FAMILY REHAB, UM, AND ADMIN COSTS ASSOCIATED WITH THE MOBILE HOME REHAB.

AND EACH OF THESE PROGRAMS ASSIST THE CITY IN MEETING GOALS THAT ARE IDENTIFIED IN THE KHAN PLANT.

SO THAT'S ALWAYS A WIN.

OKAY.

SO FOR TONIGHT, WE WOULD LOVE THE CITY COUNCIL TO OPEN THE PUBLIC HEARING AND ACCEPT PUBLIC TESTIMONY, APPROVE THE PROPOSED FOR 2021 CDBG ALLOCATIONS AND THEN APPROVE THE PROPOSED FYI 2021 HOME ALLOCATIONS FOLLOWING TONIGHT'S PUBLIC HEARING.

UH, THERE'S STILL A FEW MORE STEPS ALONG THE WAY, BUT STAFF WILL PREPARE THE ONE YEAR ACTION PLAN I HAD.

THE SECOND PUBLIC HEARING WILL BE ON APRIL 28 THE CITY COUNCIL MEETING, AT WHICH POINT CITY COUNCIL WILL HAVE THE OPPORTUNITY TO APPROVE THE FINAL ALLOCATIONS.

AND AT THAT POINT I ADOPT THE ONE YEAR ACTION PLAN.

WE WILL THEN SUBMIT TO HUD WAIT FOR THEIR APPROVAL AND FUNDS SHOULD BE AVAILABLE AFTER JULY ONE AND IF THERE ARE ANY QUESTIONS FROM COUNCIL, UM, JAMIE AND I ARE MORE THAN HAPPY TO ANSWER.

UM, JUST ON THE, UNDER THIS LAST, UH, PART WHERE THERE'S IS ENTITLEMENT PROGRAMS, NO CAP.

SO I'VE GOT THE FIRST THREE, THERE'S NOTHING SET ASIDE IN THE LAST ONE IS FOR 484,007 63.

DOES THAT MEAN THEY'RE ALL SHARING IN A POOL FOR UNDER THE HOME ALLOCATION? OKAY.

SO WE NEVER HAVE A GREAT IDEA OF WHICH PROGRAM IS GOING TO BE THE MOST UTILIZED.

SO WE LEAVE THIS FLEXIBILITY.

THAT WAY IF WE HAVE MORE FIRST TIME HOME BUYERS, WE CAN PUT IT THERE AND IT JUST PROVIDES US A LITTLE BIT MORE FLEXIBILITY.

SAN DIEGO COUNTY.

MEALS ON WHEELS IS RESPECTFULLY REQUESTING 25,000 FROM THE 20 2021 CDBG PROGRAM TO PROVIDE SERVICES TO 120 LOW INCOME HOMEBOUND SENIORS LIVING IN THE CITY OF EL CAHONE.

THE FUNDING WILL PROVIDE THE FOOD IMPACTED PACKAGING COSTS TO AN ESTIMATED 20,800 MEALS DELIVERED.

EACH MEAL DELIVERY IS ACCOMPANIED WITH A SAFETY CHECK AND AN IN HOME SOCIAL VISIT TO IMPROVE THE PHYSICAL AND MENTAL WELLBEING OF EACH SENIOR CLIENT.

HOME INCOME HOME-BOUND, LOW INCOME HOMEBOUND SENIORS ARE AT RISK OF MALNUTRITION AND SOCIAL ISOLATION CONTRIBUTING TO NEGATIVE HEALTH CONSEQUENCES WITH AN INCREASED LIKELIHOOD OF HOSPITALIZATION, INSTITUTIONALIZATION, OR POSSIBLE HOMELESSNESS.

MEALS ON WHEELS ALLEVIATES THESE RISKS BY DELIVERING HEALTHY MEALS FROM CARING, TRAINED INDIVIDUALS WHO NURTURE ONGOING RELATIONSHIPS EVERY DAY, INCLUDING WEEKENDS AND HOLIDAYS WITH OUR SENIOR CLIENTS.

REGULAR ASK ACCESS TO HEALTHY FOOD AND SOCIAL VISITS, REDUCE, REDUCE HEALTHCARE SPENDING, IMPROVING ONE'S HEALTH, AND REDUCES THE LIKELIHOOD OF NURSING HOME USE, THEREBY REDUCING GOVERNMENT BENEFIT EXPENDITURES.

MEALS ON WHEELS SUBSIDIZE A SIX 60% OF THE COST FOR MEALS, DELIVERY AND OTHER SERVICES PROVIDED REGARDLESS OF THE SENIOR'S TO PAY.

THE CONTINUED SUPPORT FOR THESE FUNDS AS NEEDED IN ORDER TO REACH AND SERVE MORE LOW INCOME HOME BOUND SENIORS IN NEED LIVING IN THE CITY OF EL CAHONE.

I'M SAYING BECAUSE I, I THINK IT'S LIKE A PREVENT, IT'S A PREVENTION FROM BEING HOMELESSNESS.

WE HAVE A LOT OF COUNSELORS THAT ARE ABLE TO MEDIATE WITH TENANTS AND LANDLORDS AND MANAGEMENT COMPANIES NOT TO, UM, YOU KNOW, USE ANYTHING THAT WOULD PR THAT, ANY FACTORS THAT WOULD GIVE THAT FAMILY TO BE HOMELESS.

SO WE TRIED TO MEDIATE AND NEGOTIATE SO THAT IT WILL PREVENT THE HOMELESSNESS.

AND AS YOU ALL KNOW, THE TASK FORCE, UM, IS VERY, UM, ACTIVE HERE IN THE EAST REGION.

SO WE'D LIKE TO PARTICIPATE IN THAT.

UM, WE'VE PROVIDED REASONABLE ACCOMMODATIONS FOR PEOPLE THAT ARE DISABLED.

AND AGAIN, THESE ARE FOR LOW INCOME COMMUNITIES AND SO I'M VERY PROUD THAT, UM, WE CAN PROVIDE THESE FAIR HOUSING SERVICES.

I WANT TO THANK YOU ONCE AGAIN FOR CONSIDERING FUNDING THE EAST COUNTY TRANSITIONAL LIVING CENTER EMERGENCY SHELTER PROGRAM.

UH, I BELIEVE THIS IS THE 15TH YEAR THAT WE'VE APPLIED AND OVER THOSE 15 YEARS, UH, WE HAVE ASSISTED THOUSANDS OF FAMILIES OFF THE STREETS, OUT OF THEIR CARS, INTO THE SHELTER, AND THEN INTO PERMANENT HOUSING AND OR LONGTERM PROGRAMS. WE'VE ALSO ASSISTED PROBABLY TENS OF THOUSANDS OF KIDS THAT HAVE COME OFF THE STREETS THAT WERE LIVING IN THEIR CARS, WEREN'T GETTING HEALTHY MEALS, WEREN'T, UH, MAKING IT TO SCHOOL ON TIME, PROBABLY WEREN'T GETTING VERY GOOD NIGHT'S SLEEP, UM, AND NOT PERFORMING WELL IN SCHOOL.

AND THE, THE LAST THING A, A SINGLE MOM NEEDS WITH THREE OR FOUR KIDS INSIDE OF HER CAR IS, UH, IS, IS CALLS FROM THE SCHOOL BECAUSE ALL HER KIDS ARE FAILING BECAUSE THEY DON'T HAVE WIFI TO BE ABLE TO DO THEIR HOMEWORK.

UM, SO OVER THE YEARS, THE PROGRAM HAS LITERALLY CHANGED THE COURSE OF THOUSANDS AND THOUSANDS OF OUR CITIZENS, UH, INTO PERMANENT HOUSING BECOMING, UH, TAX PAYING CITIZENS OF OUR, OF OUR, UH, CITY AND JUST, JUST ONE OF THE MOST FABULOUS PROGRAMS, UH, I'VE EVER BEEN ASSOCIATED WITH REALLY IN OUR WILDEST IMAGINATION.

WHEN WE STARTED THE PROGRAM, WE HAD NO IDEA OF THE TREMENDOUS SUCCESS THAT, THAT, THAT, THAT IT HAS HAD AND CONTINUES TO HAVE.

SO THANK YOU FOR CONSIDERING FUNDING US AGAIN.

UH, WE'RE LOOKING FORWARD TO TAKING ANOTHER TWO, 300 FAMILIES OFF THE STREET THIS YEAR.

UH, GETTING THEM INTO PERMANENT HOUSING, GETTING THEIR KIDS IN SCHOOL WITH HEALTHCARE AND PROVIDING A LOT OF HOPE FOR THEM.

CASE MANAGEMENT AND MUCH MORE, UM, THE FACT THAT WE CHARGE NOTHING FOR OUR SERVICES MEANS THAT NO ONE HAS EVER TURNED AWAY DUE TO INABILITY TO PAY.

UM, WHAT MAKES US SO UNIQUE IS THE RELATIONSHIP THAT WE DEVELOP WITH EACH SENIOR THAT WE SERVE, WHETHER IT'S IN THEIR HOME OR OVER THE TELEPHONE.

UM, AND, UM, WITH ALL OF HER CHILDREN OUT OF STATE AND BEING UNABLE TO AFFORD RIDE SERVICES SUCH AS LYFT AND UBER.

SHE CONTACTED US AND WE'VE BEEN PROVIDING RIDES TO HER EVER SINCE.

IT WASN'T LONG BEFORE KATHY, UM, BEGAN EXPLORING MORE OF OUR SERVICES AND JOINT HAS SINCE THEN JOINED STAFF AND OUR VOLUNTEERS TO ADDITIONAL, UM, OUTINGS TO MISSION TRAILS, UM, TO THE PUBLIC LIBRARY AND SHE'S REPEATEDLY TOLD US HOW GRATEFUL SHE IS FOR OUR SERVICES AND DESCRIBES OUR VOLUNTEERS AS FRIENDLY, UM, KIND AND GENEROUS.

MARGARET JOINED ELDER HELPS SHORTLY AFTER HER HUSBAND PASSED AWAY, UM, BECAUSE SHE HAS SIGNIFICANT VISION IMPAIRMENT, UH, SUDDENLY BEING ON HER OWN WAS PARTICULARLY DIFFICULT.

SO ALTHOUGH SHE WAS FACED WITH NEW CHALLENGES, SHE WAS DETERMINED TO STAY ACTIVE AND BUSY.

SO SHE ENROLLED WITH OUR TRANSPORTATION PROGRAM FOR REGULAR RIDES TO OUR, UM, THE .

SINCE THEN, WE HAVE HAPPILY MODIFIED OUR SERVICES TO MEET HER CHANGING NEEDS AT FIRST ONLY NEEDING RIDES, UM, AND NOW RECEIVING REGULAR GROCERY SHOPPING SERVICES FROM HER TRUSTED VOLUNTEERS.

WE'VE ALSO INSTALLED A COUPLE OF GRAB BARS IN HER HOME.

UM, SO SHE CAN FEEL SAFER GETTING IN AND OUT OF THE SHOWER.

AND AT 94 YEARS, YOUNG MARGARET STILL GOES TO THE YMC OFTEN AND TAKES PLEASURE IN REWARDING HER ELDER, HELP VOLUNTEERS WITH A PIECE OF FRESHLY PICKED FRUIT FROM HER, OUR YARD FROM HER YARD.

UM, OUR COLLABORATIVE AND PERSONALIZED APPROACH FROM STAFF AND VOLUNTEERS HELPS FILL THOSE GAPS THAT OUR SENIORS FACE IN OUR CURRENT HEALTHCARE AND SOCIAL SERVICE SYSTEM.

FROM PREVENTING RE HOSPITALIZATIONS THROUGH THOROUGH HOME SAFETY INSPECTIONS AND MODIFICATIONS, UM, TO REDUCING FOOD INSECURITIES.

IT SENIORS LIKE KATHY AND MARGARET CAN FEEL AT EASE KNOWING THAT THEY CAN REMAIN COMFORTABLE AND SAFE IN THEIR OWN HOMES.

UM, OUR MISSION IS TO TRANSFORM THE LIVES OF CHILDREN IN FOSTER CARE BY PROVIDING THEM WITH A COURT APPOINTED SPECIAL ADVOCATE, A CASA.

AND SO TO GIVE YOU A BACKGROUND ON HOW THAT WORKS, WHEN A CHILD IS REMOVED FROM THEIR HOME AND ENTERS THE FOSTER CARE SYSTEM, THEY ARE EMBRACED BY THE SYSTEM, WHICH INCLUDES SOCIAL WORKERS, JUDGES, LAWYERS, AND MANY PROFESSIONALS THAT RE TAKE CARE AND GUARD FOR THEIR WELLBEING AND UPBRINGING.

HOWEVER, WHAT WE FIND YEAR AFTER YEAR IS THAT YOUNG PEOPLE ARE OFTENTIMES NOT ALWAYS TAKEN INTO CONSIDERATION AND THAT THEIR INDIVIDUAL NEEDS CANNOT BE MET JUST BY THE BURDEN THAT IS ALREADY THE FOSTER CARE SYSTEM.

SO, 40 YEARS AGO, OUR FOUNDERS, UH, IN PARTNERSHIP WITH THE JUVENILE COURT DETERMINE THAT IF EACH CHILD COULD BE MATCHED WITH A COMMUNITY VOLUNTEER WHO WOULD HAVE THE NEEDS OF THAT ONE CHILD IN MIND, UM, THAT SOME OF THE DEVASTATING EFFECTS OF FOSTER CARE COULD BE ALLEVIATED.

UM, LIKE LOSS OF COMMUNITY, LOSS OF SCHOOL PLACEMENT AND, UH, LOSS OF FRIENDS AMONG THE MANY OTHER CHALLENGES THAT COME FROM BEING REMOVED AND PLACED IN FOSTER CARE IN THE FIRST PLACE AND THE TRAUMA EXPERIENCED.

SO OUR CASAS ARE COMMUNITY VOLUNTEERS OF ALL AGES AND EXPERIENCES.

WE IDENTIFY UPWARDS OF 300 NEW CASA VOLUNTEERS TO MEET THE NEEDS OF CHILDREN THROUGHOUT SAN DIEGO COUNTY.

UM, EACH CASA GOES THROUGH A 35 HOUR TRAINING PROGRAM WHERE THEY LEARN ABOUT THE FOSTER CARE SYSTEM, CHILD ABUSE, TRAUMA COURT PROCEDURES, AND OTHER TOPICS THAT HELP CLASSES BE PREPARED TO SUPPORT THEIR CHILD.

OUR CASA'S BIGGEST ROLE, HOWEVER, IS TO PROVIDE A COURT REPORT TO JUDGES IN JUVENILE COURT AND ENSURE AND ARE ADVOCATING ON BEHALF OF THE CHILD AND THE CHILD'S NEEDS.

UM, BUT ALSO COST HAS BECOME THAT PERSON IN A CHILD'S LIFE THAT IS MUCH MORE CONSISTENT THAN ANY OTHER AT THAT TIME, DURING THAT TIME IN THEIR LIVES.

SO, UM, UH, IN EL CAHONE, UM, VOICES FOR CHILDREN BASED ON OUR EXPERIENCE, UM, WE ANTICIPATE THAT A 195 CITY OF ALCOHOL CHILDREN WILL SPEND TIME IN FOSTER CARE IN THE NEXT FISCAL YEAR, UM, AND THAT 70 OF WHOM WILL ENTER FOSTER CARE FOR THE FIRST TIME.

AND HERE IN OKLAHOMA WE HAVE A STAFF MEMBER WHO, UM, IS STATIONED EVERYDAY AND THE COURTHOUSE.

AND THE REASON FOR THAT IS TO MAKE SURE THAT THAT EVERY SINGLE, UH, CHILD OR EVERY SINGLE CASE, UM, PRESENTED ANY GIVEN DAY IN JUVENILE COURT IS, UM, THAT WE ARE QUICKLY NOTIFYING OUR TEAM TO BE ABLE TO PROVIDE A CASA MADGE IF THAT'S NEEDED FOR A CHILD.

UM, BUT IT'S NOT THE ONLY THE CHILDREN, UM, THAT OUR ORGANIZATION SERVES.

WE ALSO HAVE 27 CASAS WHO LIVE IN THE CITY OF EL CAHONE AND MANY CHILDREN LIVE IN FOSTER HOMES THAT ARE HERE ALSO IN THE CITY OF EL CAHONE.

AND SO THE CITY PLAYS SUCH A LARGE ROLE IN, UM, THE CARE OF FOSTER THE, UH, COMMUNITY.

THAT'S A BIT OF OUR CONCERN.

UM, AND THERE'S REALLY, WE, WE CAN'T REALLY MEASURE HOW MUCH IMPACT THAT PROGRAM WOULD HAVE ON THOSE.

SO THAT'S SOME OF THE RATIONALE AND FRANKLY WE DON'T, WE DON'T HAVE ALL THE MONEY, WE DON'T HAVE ENOUGH MONEY TO GIVE TO EVERYBODY.

AND SO, UM, IT WOULD BE EITHER A MATTER OF UM, ELIMINATING ONE OF THE OTHER PROGRAMS. UM, IF WE WERE TO FUND IT AT THE HALF OF THEIR REQUEST, IT WOULD TAKE ABOUT 20% FROM ALL THE OTHER, UM, ORGANIZATIONS.

AND IF THEY'RE IN AGREEMENT WITH THAT AND THEY BRING INFORMATION THAT PROVIDES, UH, COUNSEL WITH, UM, UM, SUITABLE INFORMATION THAT THE $5,000 ALLOCATION IS WORTHY, THAT WE CAN CERTAINLY WORK WITH THEM ON THAT.

UM, SO IF THAT GIVES YOU A SENSE OF, YOU KNOW, KIND OF HOW DOLLARS WOULD GO, UM, THAT'S THAT WAY IT MIGHT HELP TO KIND OF GIVE A SENSE OF, YOU KNOW, WHAT $5,000 W HOW IT WOULD, UM, SUPPORT CHILDREN THAT WE SERVE FROM YOUR PERSPECTIVE WITH THE $5,000 B BE WORTH, WORTH IT TO, TO COMPLY WITH ALL THE REPORTING REQUIREMENTS BASED UPON YOUR KNOWLEDGE OF OTHER CITIES ON OUR KNOWLEDGE OF OTHER CITIES.

WELL, I WAS A FOSTER PARENT FOR ABOUT 20 YEARS AND UM, WE TOOK IN A LOT OF FOSTER KIDS, PROBABLY 30 OR 40, AND UH, THEY WERE IN AND OUT AND UH, SOME OF THEM STUCK.

WE HAVE ADOPTED TWO OF THEM AND, UH, I NEVER SAW ANYBODY FROM VOICES FOR CHILDREN, BUT, UM, I KNOW THE COUNTY WAS OUT CHECKING UP ON THEM REGULARLY AND EVERYTHING AND THEY SEEM TO DO A PRETTY FAIR JOB OF KEEPING TRACK OF THEM.

UM, THE ONLY PROBLEM I SAW WITH THE FOSTER CARE PROGRAM AT THAT TIME, WHICH WAS MANY YEARS AGO, IS THAT THEY JUST HUNG ON AND HUNG, HUNG AND HUNG ON AND WOULDN'T LET THEM GO, GO FOR ADOPTION WHERE I THINK THE SYSTEM'S A LITTLE QUICKER NOW.

AND IF YOU HAVE YOUNG CHILDREN, THEY CAN BE ADOPTED OUT A LOT FASTER.

UH, HOWEVER, THE OLDER ONES NORMALLY DON'T GET ADOPTED.

THEY'RE STUCK IN FOSTER CARE FOR A NUMBER OF YEARS AND, UH, BY THE TIME THEY'RE 18, THEN, THEN THEY'RE RELEASED BY SOME FAMILIES.

I HAVE A DAUGHTER AND, UM, THAT, UH, STILL HAS SOME THAT ARE IN THEIR TWENTIES AND THEY JUST NEVER WENT AWAY.

AND, UH, SO AND UH, WE NEVER LET THEM GO.

WE, WE HAD ENDED UP ADOPTING TWO OF THEM.
