WHO COUNCIL MEMBERS AND CITY STAFF, UH, FOR THE OPPORTUNITY TODAY TO TELL YOU A LITTLE BIT ABOUT THE REQ CAMPAIGN AND RECOGNIZE SOME OF OUR TOP SPONSORS.

THIS YEAR IN SEPTEMBER WE HELD OUR 21ST ANNUAL GOLF TOURNAMENT AND I'M VERY HAPPY TO REPORT WITH THE FUNDS RAISED.

WE ARE ABLE TO PROVIDE 176 YOUTH SCHOLARSHIPS, HELP FUND EIGHT YOUTH IN RICHMOND CLASSES AND PURCHASED SOME NEW GAME ROOM EQUIPMENT FOR ONE OF OUR RECREATION CENTERS.

WE CANNOT DO THIS WITHOUT THE SUPPORT OF OUR SPONSORS.

WE LEARN ABOUT HOW TO DO SUPPORT EACH OTHER'S COLLABORATION, FEEL OFF RESPONSIBILITY, BE PART OF THE COMMUNITY, LIFT EACH OTHERS AND UNDERSTAND EACH OTHER'S.

AN AREA THAT WAS VERY DIFFICULT TO BE HONEST WITH YOU BECAUSE PEOPLE GET USED FOR THE SURVEY AS MARKETING AND AS COMMERCIAL THINGS TO COLLECT IDEAS.

BUT WHEN WE DONE THAT, IT WAS KIND OF DIFFICULT TO LET PEOPLE SHARE THEIR IDEAS WITHOUT FEELING FEAR.

SO WE TOLD THEM NO PERSONAL INFORMATION SHARED.

WE JUST NEED TO TALK AND TO SPEAK OUT ABOUT TRAFFIC COLLISIONS HAPPENING IN ALCOHOL AND PEOPLE WHO GET SEVERELY INJURED OR MAYBE END UP DEATH IN THIS SITUATION.

SO THEY NEED A LITTLE BIT TIME TO CROSS, UM, SAFELY AND PEACEFULLY AND FORCED THE SPEED LIMITS, FINES AND TICKETS AND ALSO AND IS STILL CAMERAS.

AND WE HAVE THE LAST IDEA, WE CAME OUT THE THREE D DIMENSION CROSSING WALK WE FOUND IN, UM, WHILE WE WERE SEARCHING ONLINE ABOUT THE NEW IDEAS.

WHEN WE COLLECT THOSE INFORMATION, TO BE HONEST WITH YOU, IT'S REALLY SCARY.

SO WE ALREADY GET THOSE INFORMATION FROM UM, THAT THE RATES OF MOTOR VEHICLE RELATED INJURIES, MEDICAL ENCOUNTERS, CITY, EL CAHONE AND SAN DIEGO COUNTY.

WE PULL OUT THIS INFORMATION AND BETWEEN THE INFORMATION IS BETWEEN 2011 UNTIL 2018.

SO WE CAN SEE THE CITY OF HAD HIGHER RATES OF MOTOR VEHICLE RELATED INJURY, MEDICAL ENCOUNTERS, THEN THE COUNTY OVERALL.

SO WE, WHEN WE LOOK SPECIFICALLY AT MOTOR VEHICLE INJURIES TO A STRAIN, THE OF THE CITY OF SO OR 45% INCREASE IN THEIR RATES OF HOSPITALIZATIONS DUE TO MOTOR VEHICLE INJURIES TO VISIT TRAIN BETWEEN 2011 UNTIL 2016 WHERE THE COUNTY OVERALL, SO A 33RD 33% DECREASE.

SO IF WE TAKE A LOOK IN THIS TABLE THAT WE CAN SEE BETWEEN THE DEATH AND EMERGENCY DISCHARGE AND HOSPITALIZATION, WE CAN SEE DEATH IS NOT A FEW NUMBER AND ALSO THE EMERGENCY DISCHARGED.

ALSO LIKE WE CAN SEE AROUND HUNDREDS AND HUNDREDS IN CITY OF .

HOW SAFE DO YOU FEEL WALKING AND CROSSING THE STREET IN AS A PEDESTRIAN? 29 OUT OF 35 PEOPLE OR RESIDENTS? THEY ANSWERED.

IT'S MOSTLY SAFE, BUT THERE ARE AREAS THAT NEEDS IMPROVEMENTS.

SO THAT IS A BIG NUMBER.

OUT OF 35, WE HAVE A 29 PEOPLE FEEL SECURE TO WALK AND ALCOHOL AREA.

THE OTHER QUESTION THAT WE HAVE, WHAT DO YOU THINK ARE THE MAIN FACTORS CONTRIBUTING TO CAR AND PEDESTRIAN ACCIDENTS IN ALCOHOL? 32 OUT OF 35 RESIDENTS ANSWERED UNSAFE SPEEDING.

THAT IS A BIG NUMBER.

AND THEN AS WE SEE THE OTHER PAGE THERE IS LIKE THE LAST QUESTION WE LEFT LIKE A BLANK LINES FOR UM, RESIDENTS TO SHARE THEIR IDEAS ABOUT WHAT, WHAT DO YOU WANT TO ADD MORE? WHAT DO YOU HAVE IDEA MORE? SO THEY ADDED A LOT OF AND A LOT OF IDEAS THAT WE LOVE ALSO TO SHARE.

ACTUALLY WE SHARE IT.

UM, IN THE BEGINNING THAT ABOUT IN IS STILL CAMERAS, SPEED BOMBS AND ALSO THE THREE D UM, UH, CROSSWALK HERE WE'RE GOING TO SEE THE AREAS THAT UM, WE WALKED DOWN IN WE TOOK PICTURES AS YOU SEE THAT BETWEEN ABOGADO AVENUE, TAFT AVENUE AND EAST MAIN STREET.

THE PROBLEMS THERE IS NO BIKE LANE.

PERSONALLY, WHEN I WAS TAKING PICTURES I SAW BY CAR, HE WAS USING UM, THE SIDEWALK VIKING WHILE PEOPLE JUST MOVING AWAY FROM HIM.

AND THAT IS A LITTLE BIT DANGEROUS BECAUSE MAYBE PEOPLE WHEN THEY MOVING THEY WILL BE END UP IN THE STREET AND THAT'S KINDA CAUSE MAY BE UM, ACCIDENT OR EVEN THOUGH IF PEOPLE ELDER'S GONNA FALL, THEY, THAT'S GONNA CAUSE THEM MORE INJURIES.

SO LARGE NUMBER OF ACCIDENTS THAT HAPPEN ON THAT ACROSS WALK BECAUSE THE DRIVERS DO NOT TL PEDESTRIAN IN A CROSSWALK.

THIS IS ALSO ANOTHER PROBLEM THAT I NOTICE HERE IN .

PEOPLE NEVER GIVE WAY TO PEDESTRIAN TO CROSS IN FRONT OF THEM.

USUALLY THEY ARE IN A RUSH AND THEY WILL SAY, LET ME DRIVE FIRST AND THAT'S GOING TO CAUSE INJURIES AND ACCIDENTS AND WE COULD GO BEYOND THAT SUGGESTION THAT WE HAVE CONTINUE BIKE LANES ONTO THE STREET AND ADD SIGNS FOR CARS THAT REMINDED DRIVERS TO YELL TO PUDDY STRAINS.

THE MAIN REASON FOR ACCIDENTS ON A CROSSWALK HAS THAT A CARS DO NOT YELL TO BE DISTRICT, DO NOT GIVE WAY TO THEM WHILE THEY WERE LIKE A CROSSING, ESPECIALLY IT'S WIDE INTERSECTION.

SO THAT NEEDS A LITTLE BIT, COUPLE MINUTES FOR PEDESTRIAN TO CROSS PEACEFULLY.

SECOND STREET AND OAKDALE AVENUE.

WE HAVE THE PROBLEM HERE.

CAR ACCIDENTS HAPPEN A LOT IN THIS INTERSECTION, BUT THIS TRAIN ACCIDENTS, CARS RUN OVER PEDESTRIANS.

SO WE HAVE SOME SUGGESTION ABOUT THAT ONE AND IT'S STILL CAMERAS.

THAT'S GONNA COST.

LIKE MAKE DRIVERS TO SLOW DOWN A LITTLE BIT MORE AND GIVE WAY TO PUT A STRAIN TO CROSS STREET NEEDS TO BE A WIDER IN THIS INTERSECTION, STOP SIGNS AND DESPEGAR SIGNS.

SOMETIMES WE NEED TO ADD, UM, MORE UM, SIGNS FOR, UM, DRIVERS TO MAKE SURE THAT THEY CAN REMEMBER.

IT'S GIVE WAY TO PRODUCE STRAIN, SLOW DOWN, MAKE SURE LIKE SOME OF THOSE SIGNS, ESPECIALLY WHEN WE HAVE MULTIPLE, UM, COMMUNITIES IN EL CAHONE AREA, SOME PEOPLE ARE ARABIC SPEAKERS, SOME PEOPLE ARE LIKE, WE CAN SAY PERSIAN OR FARSI SPEAKERS, SO NOT ALL OF THEM CAN SPEAK ENGLISH FLUENTLY.

SO THIS IS MAYBE ANOTHER PROBLEM THAT THEY NEED TO

MAYBE WE CAN ADD A TRAFFIC LIGHT FOR CARS TURN TO RIGHT ON HER MATCHA.

SO WHEN WE, WHEN WE COME THROUGH MAIN STREET AND WE ARE TURNING RIGHT INTO HAMARTIA, WE SEE THAT THE LITTLE LANE IS KIND OF LIKE MERGING INTO HAMACHI ROAD.

IT'S WASTE MANAGEMENT AND I'VE WATCHED THE TRUCKS GO IN THERE WITH THE POLICE DEPARTMENT WITH PEOPLE'S STUFF IN IT.

COULD YOU GO OVER THE POLICY ABOUT POSSESSIONS? CERTAINLY AMY, IF WE CAN IDENTIFY THE OWNER, WE STORE PROPERTY AND THEY CAN PICK IT UP.

THE MUNI CODE SAYS THE CITY COUNCIL SHALL MEET ON THE SECOND TUESDAY IN DECEMBER AND CHOOSE ONE OF ITS NUMBER AS MAYOR PRO TEM, UM, OR LATER ON IS DEFINED AS DEPUTY MAYOR.

THE MAYOR PRO TEM SHALL SERVE AT AT THE WILL OF THE MAJORITY OF THE CITY COUNCIL OR UNTIL THE EXPIRATION OF THE NORMAL TERM AS SET FORTH HEREIN.

SO, UM, THERE'S THE MUNICIPAL CODE SAYS THE, THE ROTATION OF THE DEPUTY MAYOR OCCURS IN THIS MONTH.

UM, THE COUNCIL, THE, THE MUNICIPAL CODE DOES NOT SPECIFY HOW THAT ROTATION IS TO OCCUR.

I'M BEFORE YOU IS THE PROPOSED NEW LEASE AGREEMENT BETWEEN THE CITY AND WASTE MANAGEMENT FOR PROPERTY AT 1001 WEST BRADLEY, THE WEST BRADLEY SITE IS OWNED BY THE CITY AND HAS BEEN LEASE, UH, TO WASTE MANAGEMENT AS A TRANSFER AND RECYCLING FACILITY SINCE 1995

WASTE MANAGEMENT APPROACHED CITY STAFF SEVERAL MONTHS AGO WITH AN INTEREST IN NEGOTIATING A NEW LONGTERM LEASE.

A REPUBLIC DISPOSAL SERVICES ALSO EXPRESSED INTEREST IN THE SITE AS WELL.

STAFF RECEIVED A PROPOSED LEASE TERMS FROM BOTH REPUBLIC AND WASTE MANAGEMENT.

COUNCIL REVIEWED BOTH OF THOSE PROPOSALS IN CLOSED SESSION AND DIRECTED STAFF TO FINALIZE A LEASE WITH WASTE MANAGEMENT.

AND I'LL TURN TO THE SLIDES AT THIS POINT, WHICH JUST HIGHLIGHTS THE CURRENT LEASE AGREEMENT.

THE MONTHLY LEASE PAYMENT PRESENTLY IS ABOUT $36,000 A MONTH OR FOUR HUNDRED AND THIRTY SIX THOUSAND FOUR HUNDRED THIRTY FIVE THOUSAND DOLLARS A YEAR.

THE HOST FEE, WHICH IS FOR TONNAGE, A WASTE THAT'S BROUGHT INTO INTO OUR FACILITY, UH, IS AT 81 CENTS A TON.

THAT GENERATES APPROXIMATELY $135,000 BASED UPON THE MOST RECENT TONNAGE FIGURES.

SO THE TOTAL VALUE OF THE CURRENT LEASE IS ESTIMATED AT 570,000 A YEAR.

NEXT SLIDE PLEASE.

THE NEW LEASE AGREEMENT HAS ALL OF THOSE COMPONENTS PLUS MORE.

THE MONTHLY LEASE PAYMENT GOES UP TO $101,000 PER MONTH OR JUST ABOUT ONE POINT $2 MILLION PER YEAR.

THE HOST FEE IS BROUGHT UP TO CURRENT STANDARDS, UM, AT $2 AND 50 CENTS A TON.

AGAIN, ESTIMATING AT 2018 TONNAGE WOULD BE $416,000 A YEAR.

THERE'S ALSO A CORPORATE SPONSORSHIP OF THE MAGNOLIA OF $150,000 IN THE FIRST YEAR AND $100,000 IN SUBSEQUENT YEARS.

AND THERE IS ALSO THE ADDITION OF O'CONNOR STREET MAINTENANCE, $300,000 THE FIRST YEAR, $100,000 FOR SUBSEQUENT YEARS.

AND THIS IS, THIS IS TO MAINTAIN THE STREET THAT IS USED FREQUENTLY BY THE WASTE MANAGEMENT TRUCKS AND WE WILL BE ABLE TO, UM, UH, MAINTAIN THAT STREET ON A YEAR IN YEAR OUT BASIS WITH THIS CONTRIBUTION.

SO THE TOTAL VALUE PER YEAR IN THE FIRST YEAR IS A LITTLE OVER $2 MILLION.

AND THEN LEVELING OUT TO ABOUT ONE POINT $8 MILLION IN THE SECOND AND SUBSEQUENT YEARS.

SO THIS WILL BE APPROXIMATELY ONE POINT $3 MILLION MORE IN ADDITIONAL REVENUE THAN IS CURRENTLY RECEIVED.

UM, THIS IS A JOINT EFFORT ON THE PART OF THE CITY MANAGER AND MYSELF.

SO I'M GOING TO TURN IT OVER TO MR. MITCHELL TO TALK A LITTLE BIT ABOUT THE MARKET ANALYSIS THAT WAS CONDUCTED WHEN WE WERE LOOKING AT, UH, THIS, THIS LEASE AGREEMENT.

AS A W WE WERE ANALYZING THIS RECOMMENDATION OF THE CITY COUNCIL.

IT WAS IMPORTANT THAT WE UNDERSTAND THE MARKET REALITIES OF THIS, OF THIS DEAL.

IN OTHER WORDS, IS THIS A FAIR DEAL TO THE CITY OF EL CAHONE? IS IT A FAIR DEAL THAT T V FAIR DEAL TO THE TAXPAYERS OF OUR COMMUNITY? SO, UM, WE MOST MOST, UH, REAL ESTATE EXPERTS IN VALUING A LEASE AGREEMENT USE A METHODOLOGY CALLED A CAP RATE OR A CAPITAL CAPITALIZATION RATE.

AND SIMPLY THAT'S WHAT THE ANNUAL REVENUE OF THAT LEASE WOULD GENERATE, UH, DIVIDED BY THE ASSESSED VALUE.

AND THAT WOULD GIVE YOU, IT GIVES YOU A RATIO AND TELLS YOU WHETHER IT'S A GOOD INVESTMENT OR NOT A GOOD INVESTMENT.

SO FOR EXAMPLE, IF THAT A RATIO WERE TO YIELD A 1% INVESTMENT, YOU'D BE BETTER PUTTING YOUR MONEY INTO A CD AT YOUR LOCAL BANK.

UM, SO WE RAN THE VALUE OF THIS LEASE AGREEMENT, UH, BASED ON THE ASSESSED VALUE FROM AN APPRAISAL THAT WAS CONDUCTED.

AND, UH, WE CAME UP WITH A CAP RATE.

BUT BEFORE I KIND OF REVEAL THAT, I THINK IT'S IMPORTANT TO NOTE WHAT THE AVERAGE CAP RATE OF INDUSTRIAL PROPERTIES IN SAN DIEGO COUNTY WAS LAST YEAR, IT WAS BETWEEN SIX AND 7%.

SO IN OUR MIND, IF, IF WE COULD GENERATE SIX TO 7% OF A CAPITALIZATION RATE FOR THIS PROPERTY, THAT WOULD BE A FAIR AND A GOOD DEAL TO THE CITY OF EL CAHONE.

UM, AFTER RUNNING THE ANALYSIS, WE DETERMINED THAT IN YEAR ONE, THE CAP RATE WOULD BE CLOSER TO 12%.

AND THEN, UM, BECAUSE THERE'S SOME MONEY UP FRONT IN THAT LEASE AGREEMENT, THAT CAP RATE WOULD DROP TO 10% IN YEAR TWO.

AND IN SUBSEQUENT YEARS.

UM, SO WE THINK THAT THIS IS, UM, THIS DEAL IS SIGNIFICANTLY BETTER THAN THE MARKET.

UH, IT'S BETTER THAN MOST OF THE, OUR COMPETITIVE INDUSTRIAL PROPERTIES AROUND THE COUNTY OF SAN DIEGO BY ALL, BY TWICE AS ALMOST TWICE AS MUCH.

AND AS SUCH, STAFF RECOMMENDS THAT THE COUNCIL MOVE FORWARD WITH THIS LEASE AGREEMENT.

MR DEMAYA AND I ARE HERE TO ANSWER ANY SPECIFIC QUESTIONS YOU MAY HAVE ABOUT THE AGREEMENT OR ABOUT THE MARKET ANALYSIS WE CONDUCTED.

IT WAS CONDUCTED BY AN INDEPENDENT LICENSE APPRAISER, NOT ONE THAT WE HIRED, BUT WE ACTUALLY UTILIZE THE SERVICES OF A SECOND APPRAISER TO REVIEW THAT APPRAISAL AND GAVE US SOME ADVICE BASED ON THAT.

SO WE DIDN'T CHOOSE

THE APPRAISER, BUT WE HIRED SOMEBODY TO APPRAISE THE APPRAISER'S VALUE IN BOTH CASES.

AND, AND OUT OF, I MEAN DURING THE DISCUSSION I FELT THAT IT WAS APPROPRIATE AT LEAST FOR THE CAP RATE TO JUST ASSUME A, AN ADDITIONAL 5% VALUATION.

SO IF THE APPRAISAL WAS UNDERVALUED, THAT NUMBER THAT I JUST PRESENTED IS NOT INFLATED.

SO IF WE HAD THREE HAULERS AND YOU ARE WITH ONE HOLLER IN YOUR NEIGHBORHOODS WITH ANOTHER AND THE NEIGHBOR OFF, THAT WAS A THIRD, YOU MIGHT HAVE THOSE BIG TRUCKS COMING DOWN YOUR STREET THREE TIMES A WEEK.

THREE DIFFERENT TRUCKS TEARING UP YOUR ROADS, WHICH CAUSES POTHOLES AND PROBLEMS VARY.

RIGHT? SO IT DOES HAVE TO DO, IT HAS TO DO WITH THE CITY AND THE CITIZENS BECAUSE IT'S OUR TRASH THAT THEY'RE PICKING UP.

SO EVEN IF WASTE MANAGEMENT WERE NOT TO RECEIVE THE FRANCHISE, THIS IS A IMPORTANT PROPERTY FOR THEM TO HAVE BECAUSE OF THE MARKET.

WAS THERE A, BECAUSE IT WAS, WE HAD A COMPETING OFFER WHICH WAS UNDER THIS, WE THINK THERE'S SOME, A GOOD TEST THAT THIS IS A GOOD MARKET DEAL.

SO, UH, WE ARE LOOKING AT THIS AS A TRANSACTION THAT IS THE BEST FINANCIAL OUTCOME FOR THE CITY OFL CONE AND ITS RESIDENTS.

UH, TODAY I'LL BE PRESENTING THE 2020 PR CAMPAIGN PROPOSAL DRAFTED BY A TEAM, WHICH INCLUDED SEVERAL CITY HALL INTERNS AS WELL AS THE RECREATION STAFF MEMBER.

THE PR COMMITTEE PROPOSES THE FOLLOWING STRATEGIES TO MARKET THE CITY IN 2020 AND LET THE COMMUNITY KNOW ALL WE ARE DOING TO ENHANCE .

SO FIRST OFF, THE STAFF SELECTED THESE FIVE ELEMENTS TO BE THE FOCUS OF THE CAMPAIGN ECONOMIC DEVELOPMENT WHEN INCLUDE A ADDITION TO THE CITY SUCH AS THE RECENTLY OPENED MAGNOLIA AS WELL AS SEVERAL RESTAURANTS AND BUSINESSES THAT HAVE RECENTLY OPENED WITHIN THE CITY ACT.

CITY PROJECTS WOULD INCLUDE SERVICE PROJECTS.

UH, THE CITY HAS UNDERTAKEN TO IMPROVE THE COMMUNITY SUCH AS THE WATER FOR YOUR PURIFICATION PROCESS AND THE FUNDING OF A HOUSING NAVIGATOR AND A REUNIFICATION PROGRAM.

PUBLIC SAFETY WOULD MEAN FEATURING OUR POLICE AND FIRE PERSONNEL IN ORDER TO MEANINGFULLY CONNECT OUR CITY STAFF WITH THOSE THAT LIVE AND WORK IN OKLAHOMA.

RECREATION WOULD MEAN THE MAIN SERVICES AND AMENITIES PUT ON BY OUR PARKS AND RECREATION DEPARTMENT, INCLUDING THE NUMEROUS REC CENTERS AND REC PROGRAMS AVAILABLE TO RESIDENTS OF ALL AGES.

AND THEN FINALLY THE RESIDENT SHOWCASE WOULD MEAN ALLOWING OUR COMMUNITY MEMBERS TO SUBMIT THEIR OWN ACCOMPLISHMENTS AND PERSONAL STORIES ABOUT LIVING, WORKING AND PLAYING IN CAHONE TO BE FEATURED ON THE CITY SOCIAL MEDIA PLATFORMS. SO THE PR COMMITTEE AIMS TO CONDUCT SOME PRELIMINARY RESEARCH TO ASSESS THE CITY'S CURRENT ENGAGEMENT ON SOCIAL MEDIA AND IN OTHER FORMS OF COMMUNICATION WITH THE CITY.

FOR EXAMPLE, WE KNOW THAT ON FACEBOOK THE CITY CURRENTLY HAS ABOUT 4,400 FOLLOWERS ON INSTAGRAM.

UH, THE PAGES GEARED TOWARD THE RECREATION DEPARTMENT AND HAS JUST UNDER 3000 FOLLOWERS.

SO OUR DATA COLLECTION PHASE OF THE 2020 PR CAMPAIGN WOULD HELP US UNDERSTAND THE BEST WAYS TO CONNECT WITH THE COMMUNITY, WHETHER THAT BE BY INCREASING THOSE PREVIOUSLY MENTIONED, UM, FOLLOWER COUNTS TO REACH EVEN MORE RESIDENTS OR TO INVEST IN OTHER TRADITIONAL MEDIA COMMUNICATIONS TO MAKE SURE WE'RE ENGAGING WITH THE GENERAL COMMUNITY.

AND SO I THINK ALL THAT TO SAY, LET'S CHANGE THE WAY WE SHOW THE PUBLIC WHAT WE'RE DOING WITH OUR, WITH OUR, WITH THEIR HARDER AND TAXPAYER DOLLARS.

AND THEY GET A RESIDENT TONIGHT EVEN SAID, HEY, YOU KNOW, WHAT, CAN WE SEE WHAT, WHAT'S GOING ON WITH THIS? AND THAT.

AND SO I THINK, UH, UM, IT'S GOOD THAT WE'RE STARTING IN 2020, BUT I THINK PUSHING IT BEYOND THAT AS A W, UH, A CHANGE IN THE WAY WE COMMUNICATE WITH OUR RESIDENTS AND ENGAGE WITH THEM IS, IS THE MESSAGE THAT I WANT TO SEE GRABBED FROM THIS.

THIS IS, YOU KNOW, WE HAVE A NEW DECADE AND SOMETIMES YOU HEAR PEOPLE SAY, I'M FROM GRANITE HILLS, I'M FROM FLETCHER HILLS, I'M FROM HORIZON HILLS, I'M FROM BOSTONIAN.

AND THEY JUST DON'T WANT TO SAY I'M FROM OKLAHOMA AND WE WANT PEOPLE TO SAY I'M FROM ALCOHOL.

THIS IS THAT.

WE HAVE A WINDOW OF TIME HERE WHERE THERE'S JUST A LOT OF THINGS HAVE BEEN COMPLETED AND THERE'S STILL SOME THINGS BEING COMPLETED AND, AND THAT WINDOW'S GOING TO CLOSE MAYBE IN A YEAR OR TWO.

I THINK THAT, YOU KNOW, WE HAVE A LOT OF GREAT THINGS HAPPENING IN EL CAHONE WITH THE MAGNOLIA AND, UH, SALVATION ARMY, THE NEW, UH, FACILITY DOWN THERE AND ALL OF THE SERVICES THAT THEY HAVE.

WE ALSO HAVE THE ELK ON TRANSITIONAL LIVING CENTER, WHICH IS A GREAT ASSET IN THE CITY OF EL CAHONE AND NOBODY REALLY KNOWS IF YOU HAVEN'T BEEN THROUGH THERE WHAT THEY REALLY

DO OR WHAT THEY, WHAT THEY'VE ACCOMPLISHED.

BUT THERE'S BEEN ABOUT 2000 PEOPLE COME THROUGH THERE THAT HAVE CHANGED THEIR LIVES FROM BEING TAX USERS AND NOW THERE'S TAX PAYERS AND UH, JUST REALLY CHANGES THE LIVES OF A LOT OF PEOPLE THAT OUR CITIES PROBABLY DOING MORE IN THAT AREA.

AND HOMELESS IS A BIG ISSUE.

UM, WE'RE PROBABLY DOING A BETTER JOB ON HOMELESSNESS THAN ANY OTHER CITY IN SAN DIEGO COUNTY OR MAYBE THE STATE OF CALIFORNIA.

UH, BUT WE NEED TO PUBLICIZE THAT AS ONE OF THE ASSETS THAT WE HAVE IN EL CAHONE AND UM, A VERY VALUABLE ASSET AT THAT WELL STAFF.

I AM, FIRST OFF, I APPRECIATE THE PRESENTATION.

I THINK YOU'RE GOING THE RIGHT DIRECTION.

I WOULD JUST ADD A COUPLE OF THINGS.

ONE IS THAT THE CONCEPT OF REBRANDED THE CITY IS NOT NEW.

WE'VE BEEN DOING THIS FOR OVER A DECADE NOW WITH THE MOTHER GOOSE PARADE AND HOT FEST AND AMERICA AND MAIN STREET AND THE FRIDAY NIGHT CONCERTS AND THE CAR SHOWS ALL THE ECONOMIC DEVELOPMENT.

AND I THINK ONE OF THE THINGS THAT'S FRUSTRATED ME IS THAT I THINK A LOT OF TIMES WE DO THESE GREAT THINGS AND WE DON'T HAVE A VEHICLE TO PRESENT IT TO THE PUBLIC.

I'M TALKING ABOUT IT ON THE WEBSITE AND THINK IS A GREAT IDEA.

BUT I THINK WE'RE IN A A WORLD WHERE PEOPLE DON'T HAVE THE ATTENTION SPAN TO READ ABOUT THINGS ANYMORE.

THEY NEED TO SEE VIDEO.

AND I WOULD LIKE TO HAVE A, UM, A TEAM OF PEOPLE THAT GOES AND TAKES VIDEO OF ALL THE THINGS THAT WE DO AND WITH THE ATTENTION, NOT JUST OF GETTING PICTURES BUT OF, OF, OF TELLING CERTAIN STORIES.

AND WE, WE BRING IN THE CARNIVAL RIDES AND WE SPECIFICALLY BY DESIGN HAVE DECIDED TO NOT CHARGE FOR THOSE RIDES BECAUSE THERE'S PEOPLE, CHILDREN IN OUR COMMUNITY THAT CAN'T AFFORD TO DO THAT.

AND THIS GIVES THEM THE OPPORTUNITY TO DO SOMETHING THEY WOULDN'T NORMALLY BE ABLE TO DO.

WE SHOULD HAVE A 92ND VIDEO WITH KIDS TALKING ABOUT HOW MUCH FUN THEY HAVE.

ITEM 18 IS A REPORT ON LEGISLATION FROM THE 2019 SESSION AND STAFF YOU COULD TELL US ABOUT THIS PLEASE.

WELL, THANK YOU MAYOR.

MEMBERS OF COUNCIL.

UM, THE 2019 LEGISLATIVE SESSION CONCLUDED ON SEPTEMBER 13TH, 2019 AND IT WAS QUITE INTERESTING, UM, TO SAY THE LEAST.

UM, THE SESSION ITSELF HAD SEVERAL OVERRIDING THEMES FROM A MUNICIPAL GOVERNMENT STANDPOINT.

THE FIRST OF WHICH IS THAT LEGISLATION CONTINUES TO TRY AND CHIP AWAY AT INDIAN, THE DISTINCTION BETWEEN CHARTER CITIES AND GENERAL LAW CITIES.

SECONDLY, LEGISLATION CONTINUES TO MANDATE CERTAIN ACTIONS WITHOUT IDENTIFYING CORRESPONDING FUNDING MECHANISMS. SO UNFUNDED MANDATES.

THIRD, UM, WITH THE DOMINATION OF ONE PARTY IN BOTH HOUSES OF THE LEGISLATURE, YOU'RE SEEING EXCEEDINGLY PARTISAN BILLS ARE BEING ADOPTED AND SIGNED WITHOUT CONSTRUCTIVE DEBATE OR COMPROMISE.

AND IT'S AN EXAMPLE REALLY OF WHAT, WHAT HAPPENS WHEN ONE PARTY GOES UNCHALLENGED AND I'M NOT ADVOCATING AND I'M NOT HERE TO TAKE ONE POLITICAL SIDE OR THE OTHER BECAUSE I THINK REGARDLESS OF WHAT PARTY HAS THE SUPER MAJORITY, WE'D STILL BE CONCERNED ABOUT CERTAIN PIECES OF LEGISLATION.

SO JUST HAPPENS TO BE ONE PARTY AT THIS POINT IS IN, IS IN A SUPER MAJORITY.

SO IF WE START WITH THE FIRST SLIDE, THE FIRST ONE, THESE ARE, THESE ARE BILLS THAT FAILED.

UM, THIS FIRST ONE IS A VERY IMPORTANT BILL THAT BOTH, UM, MR. MITCHELL AND I WILL CONTINUE TO WORK ON.

UM, AS WE MOVE FORWARD, WE'RE, WE'RE GOING TO TAKE A LITTLE BIT MORE OF A, OF AN ACTIVE APPROACH AND TRYING TO SEE,

UH, THIS BILL, UH, MAKE IT TO THE, TO THE NEXT SESSION.

THIS, THIS BILL SB SIX 35 WAS VERY IMPORTANT TO US HERE IN EL CAHONE BECAUSE IT DEALS WITH OPPORTUNITY ZONES AND CAPITAL GAINS TAX TREATMENT, UH, HERE IN THE STATE OF CALIFORNIA.

THE IDEA BEHIND THE BILL WAS TO, UM, UH, WHAT WAS TO MATCH THE FEDERAL TAX TREATMENT OF CAPITAL GAINS, UH, IN CALIFORNIA REGULATIONS.

SO CALIFORNIA TREATS CAPITAL GAINS ONE WAY, WHICH IS MUCH DIFFERENT THAN THE FEDERAL GOVERNMENT TREATS IT.

AND SO THIS BILL PROPOSES TO AMEND THE TAX REGULATIONS TO MATCH THE FEDERAL TAX CODE.

AND THE REASON WHY THEY WOULD WANT TO DO THAT IS BECAUSE AN OPPORTUNITY ZONES UNDER CERTAIN CIRCUMSTANCES, YOU CAN GET A 100%, UH, EXCLUSION FROM PAYING A CAPITAL GAINS TAX.

SO THIS, THIS IS A VERY IMPORTANT PIECE OF LEGISLATION.

WE'RE NOT QUITE SURE, UH, WHY IT FAILED.

UM, BUT WE HOPE IT COMES BACK BECAUSE IT WOULD BE VERY IMPORTANT FOR THE CITY OF EL CAHONE TO FOSTER A INVESTMENT.

NEXT SLIDE PLEASE.

THIS BILL SB FIVE, WHICH I'VE TALKED ABOUT BEFORE, IS THE REINTRODUCTION OF A FORM OF REDEVELOPMENT, UH, FUNDING THROUGH THE RAF FUNDS, THE EDUCATIONAL REVENUE AUGMENTATION FUNDS.

THERE WAS A COUPLE OF CONCERNS, UH, THAT I'VE TALKED ABOUT BEFORE.

ONE IS, UM, WOULD THE GENERAL FUND BE CONSISTENTLY, UH, REIMBURSING E RAF FUNDS THAT WERE USED TO FUND REDEVELOPMENT PROJECTS? AND NUMBER TWO, UH, THE LEGISLATION CALLED FOR AN APPOINTMENT OF A STATEWIDE COMMITTEE TO REVIEW ALL PROPOSED AFFORDABLE HOUSING PROJECTS AND THAT, THAT INJECTED A LITTLE BIT OF POLITICS INTO THE WHOLE PROCESS.

THIS ACTUALLY PASSED BOTH HOUSES OF THE LEGISLATURE BUT WAS VETOED BY THE GOVERNOR.

NEXT SLIDE.

UH, AB 1356, ANOTHER ONE WE'VE DISCUSSED IN THE PAST, UH, THIS WOULD HAVE REQUIRED CITIES TO ISSUE RETAIL CANNABIS DISPENSARY LICENSES IF MORE THAN 50% OF THE CITY'S ELECTORATE VOTED IN FAVOR OF AMAA.

UM, IN OUR CASE, WE DID SOME QUICK STUDY ON THIS.

WHEN THIS BILL WAS ACTIVE AND WE WOULD HAVE FALLEN UNDER THIS REQUIREMENT, WE WOULD HAVE BEEN REQUIRED TO ISSUE A RETAIL CANNABIS LICENSES.

UNDER THIS, WE HAD, UH, MORE THAN 50% OF OUR ELECTORATE VOTE IN FAVOR OF THE ADULT USE OF MARIJUANA ACT.

SO THIS WOULD HAVE IMPOSED THE REQUIREMENT ON US.

UM, IT WAS WITHDRAWN BY THE AUTHOR BASED ON CONSIDERABLE OPPOSITION, BUT WE EXPECT IT TO COME BACK.

UH, NEXT TERM.

NEXT SLIDE.

UH, AB 1568.

THIS, THIS WAS ANOTHER IMPORTANT BILL BECAUSE IF YOU, AS YOU RECALL, SB ONE GAS TAX IS A, IS A TAX WE PAY FOR IT, THE PUMP THAT'S RETURNED TO THE CITY ON A DOLLAR FOR DOLLAR BASIS, THIS BILL WOULD HAVE STRIPPED SB ONE GAS FUNDS FROM CITIES THAT FAILED TO PRODUCE THEIR REQUIRED NUMBER OF HOUSING UNITS IN ACCORDANCE WITH THE ARENA.

UM, OF COURSE IS A BIG DEAL.

UM, HOW WE PROVIDE OUR REGIONAL, UH, HOUSING IS, IS A SUBJECT OF DEBATE.

AND ACCORDING TO THIS PIECE OF LEGISLATION, WE, YOU KNOW, WE COULD HAVE POTENTIALLY LOST FUNDING HAD WE NOT, UM, MET OUR ARENA REQUIREMENTS.

UH, THIS DIED IN THE ASSEMBLY, NO WORD ON WHETHER WE EXPECT THIS TO COME BACK.

IT WAS PRETTY UNPOPULAR AND HAD A LOT OF OPPOSITION.

UH, NEXT SLIDE.

UH, AB FIVE 71 IS THE ESTABLISHMENT OF CAMPAIGN CONTRIBUTION LIMITS THAT ARE EQUAL TO THOSE FOR STATEWIDE OFFICE.

SO RIGHT NOW, STATEWIDE OFFICE CAMPAIGN LIMITS A $4,700.

HOWEVER, IT DOES ALLOW CITIES TO ENACT BY ORDINANCE THEIR OWN CAMPAIGN CONTRIBUTION LIMITS.

AND THIS WAS SIGNED INTO LAW, DOES NOT TAKE EFFECT UNTIL JANUARY, 2021 SO STILL ANOTHER YEAR TO GO BEFORE THIS BECOMES EFFECTIVE.

AND UM, YOU KNOW, COUNCIL CAN DECIDE HOW THEY WANT TO HANDLE THIS FOR SPECIFICALLY FOR ALCOHOL.

UM, ALLOWS CONVERSION OF GARAGES INTO ACCESSORY DWELLING UNITS WITHOUT REPLACING THE OFF STREET COVERED PARKING SPACE, UM, LIMITS THE AMOUNT OF FEES A CITY CAN CHARGE FOR ADU.

PERMITS, REQUIRES ADU PERMITS WITHIN 60 DAYS OF APPLICATION, UM, PROHIBITS MINIMUM LOT SIZE REQUIREMENTS.

UM, SO CONCEIVABLY YOU CAN HAVE AN ADU ON A, ON A RELATIVELY SMALL LOT AS LONG AS IT'S IN A SINGLE FAMILY ZONED AREA, PROHIBITS THE REQUIREMENT THAT THE OWNER MUST LIVE ON THE PROPERTY.

THAT WAS ALWAYS A MAJOR PART OF THE ADU, UH, LEGISLATION OF THE PAST.

UM, THAT IS DISPENSED WITH REQUIRES MINISTERIAL MEANING BY RIGHT APPROVAL IN RESIDENTIAL AND MIXED USE DISTRICTS.

SO, UH, THESE WERE ALL, UH, ALL SIX OF

THESE, UH, AREAS WERE AREAS THAT WERE FREE TO BE REGULATED BY EACH CITY THROUGHOUT THE STATE.

AND NOW THEY ARE NOT, WE'RE ALL GOING TO BE FORCED TO ALLOW ADS UNDER THESE CIRCUMSTANCES.

UM, NEXT SLIDE PLEASE.

UH, SB THREE 30, UM, DECLARES A STATEWIDE HOUSING CRISIS UNTIL 2024 IN THIS FREEZES FEES.

UM, MA, IT SETS MANDATORY APPROVAL TIMELINES, LIMITS THE NUMBER OF PUBLIC HEARINGS ON A PROJECT AND PROHIBITS THE ENACTMENT OF HOUSING MORATORIUMS. SO AGAIN, UM, THIS IS, THIS IS APPLYING A VERY BROAD BRUSH TO THE ENTIRE STATE WHEN DIFFERENT AREAS OF THE STATE MAY BE DEALING WITH HOUSING IN DIFFERENT WAYS.

AND SO THIS BASICALLY SAYS, YOU KNOW, YOU CAN'T CHARGE MORE FEES OR LESS FEES.

YOU JUST, THE FEES ARE FROZEN, YOU MUST APPROVE THE PROJECT WITHIN A CERTAIN TIMEFRAME.

UM, AND YOU CAN'T HAVE, IF, IF, LET'S SAY THE DECISION MAKING BODIES OF THE PLANNING COMMISSION OR CITY COUNCIL HAVE QUESTIONS OR WANT TO ASK THE, UH, PROPONENT OF THE PROJECT TO ALTER THE PROJECT, YOU REALLY ARE NOT GIVEN THE ABILITY TO DO THAT BECAUSE YOU HAVE, YOU'RE LIMITED TO THREE PUBLIC HEARINGS MAXIMUM UNDER THIS.

SO AGAIN, IT'S, IT'S ONE OF THOSE TROUBLING PIECES OF LEGISLATION THAT WAS SIGNED INTO LAW.

UM, HOWEVER THEY ARE A WAY TO, UM, TO FINANCE, UH, INFRASTRUCTURAL IMPROVEMENTS IN AREAS THAT, UH, REQUIRE OR NEED ECONOMIC DEVELOPMENT OR REDEVELOPMENT.

WE ARE LOOKING FOR SELF SERVICE TOOL THAT IS UH, ACCESSIBLE FOR THE CITIZENS, WORKS WITH MODERN TECHNOLOGY

SO THE TIMELINE OF EVENTS, UH, JUST, UH, TO RECALL BACK IN FEBRUARY WE WERE ASKED TO INVESTIGATE OPPORTUNITIES FOR SERVICE REQUESTS SOFTWARE.

IN MARCH, WE CAME BACK WITH A FEW OPTIONS FOR COUNCIL AND AT THAT TIME WE WERE DIRECTED, UH, TO, UH, MOVE FORWARD LOOKING FOR SERVICE REQUEST ONLY SOFTWARE AS OPPOSED TO WHOLE CITY APPLICATIONS, WHICH WAS ONE OF THE OPTIONS AT THE TIME IN JUNE, COUNCIL APPROVED, UH, THE IT BUDGET THAT INCLUDED A LINE ITEM FOR THIS SOFTWARE.

IN AUGUST, WE WERE AT LEAST RFP 12 DASH 20 AND HERE WE ARE IN DECEMBER READY TO TALK TO YOU ABOUT WHAT WE FOUND THROUGH THAT RFP PROCESS AND HOPEFULLY GET APPROVAL TO MOVE FORWARD.

SO A LITTLE ABOUT OUR RFP PROCESS, UH, FOR THOSE OF YOU THAT ARE NOT AWARE OF THE RFP DOCUMENT IS CRITICAL TO MAKING SURE THAT YOU GET THE RIGHT SOLUTION AND EXACTLY WHAT YOU'RE ASKING FOR.

RFP DOCUMENT A INCLUDED OVER 67 INDIVIDUAL BUSINESS REQUIREMENT ITEMS. IT ALSO INCLUDED, UH, TWO CASE STUDIES TO MAKE SURE THAT WE WERE REALLY MAKING IT CLEAR WHAT WE WANTED TO DO AND WHAT WE EXPECTED FROM THE VENDORS.

UH, ALL FIRMS WERE GIVEN THE OPPORTUNITY TO CLARIFY, ASK CLARIFYING QUESTIONS, ALL RESPONSES BACK TO ALL THE FIRMS TO MAKE SURE THAT, UH, ANYONE SUBMITTING A PROPOSAL WAS DOING SO ON A FAIR AND EVEN PLAYING FIELD.

THE EVALUATION PROCESS, WE ACTUALLY RECEIVED NINE PROPOSALS, WHICH IS PHENOMENAL FOR A MODERN RFP.

UM, AND IN SEPTEMBER WE STARTED A MULTI-DEPARTMENT EVALUATION COMMITTEE, LIKE TO THANK UH, MEMBERS FROM BOTH CITY MANAGERS, PUBLIC WORKS, COMMUNITY DEVELOPMENT, POLICE IN IT WHO ALL SAT AS, UH, EVALUATORS.

ON THE PROPOSAL COMMITTEE.

UM, FIRST THEY WENT THROUGH AND THEY READ THROUGH BOXES OF INFORMATION FROM THE NINE PROPOSALS, UH, AND COMPLETED SCORES.

WE THEN LOOKED AT COSTS INDEPENDENTLY AND ADDED THOSE INTO THE SCORING PROCESS.

FROM THERE, WE RECOMMENDED TO SHORTLIST TO FOUR FIRMS, UH, ALL OF WHICH CAME ONSITE FOR INTERVIEWS, UH, IN OCTOBER AND NOVEMBER WE NEGOTIATED WITH TWO DIFFERENT FIRMS TO MAKE SURE THAT WE, UH, UNDERSTOOD WHAT WE WERE GETTING AND GETTING THE BEST VALUE FOR THE MONEY THAT WE, UH, ARE LOOKING TO INVEST.

UH, TONIGHT WE ARE HERE TO CONFIRM THAT THIS IS WHAT COUNCIL IS LOOKING FOR AND WHETHER OR NOT WE SHOULD AWARD FOR THIS RFP.

AND FROM THERE WE'LL CONTINUE ON TO CONTRACTING.

THE SOLUTION IS SELECTED, UH, BY THE COMMITTEE, UH, IS, UH, FROM TYLER TECHNOLOGIES AND INCLUDES TWO OF THEIR PRODUCTS.

UH, THE TYLER THREE ONE, ONE ENTERPRISE WEB PORTAL AND THE TYLER, MY CIVIC APP FEATURES INCLUDE, UH, BOTH BEING GPS AND MAP ENABLED.

UH, YOU'RE ABLE TO ADD MULTIPLE ATTACHMENTS OR PHOTOS FROM BOTH COMPUTERS AND PHONES, WHICH IS SOMETHING WE DIDN'T HAVE, UH, BEFORE, UH, ONE THAT IS IMPORTANT IN MAKING SURE THAT ISSUES MAKE IT TO THE RIGHT PLACE AND ARE HANDLED, UH, PROMPTLY IS AN INTEGRATION WITH OUR CURRENT TYLER INNER GOV PRODUCT FOR POTENTIAL CODE VIOLATIONS.

SO ANYTHING THAT COMES IN AS A SERVICE REQUEST, IF IT HAS A CODE VIOLATION COMPONENT, THIS AUTOMATICALLY FEEDS DIRECTLY INTO THE CUES FOR THE INSPECTORS TO INVESTIGATE.

UH, THE SOLUTION ALSO INCLUDES INTEGRATIONS WITH CITY WEBPAGES AND POTENTIALLY OUR FACEBOOK PAGE.

THEY CAN TAKE PICTURES, THEY CAN UPDATE, UH, STATUSES.

THEY DO NOT HAVE TO WAIT UNTIL THEY GET BACK TO THE OFFICE AT THE END OF THE DAY.

SO IN THERE, IT'LL HELP THEM ORGANIZE AND BE MORE EFFICIENT IN MAKING SURE THAT WE'RE HANDLING, UH, THESE ISSUES.

WE ACTUALLY HAVE IT FROM TYLER THAT, UH, THEY WILL BE RECEIVING A VERSION OF THE STAFF APP WHERE THEY TOO WILL BE RECEIVING THEIR, UH, GRAFFITI ISSUES IN REAL TIME, UM, AND BE ABLE TO DO THAT.

THAT IS GREAT FOR GETTING IT RESOLVED.

IT IS ALSO GREAT FOR THE CHECKS AND BALANCES AND MAKING SURE THAT WE KNOW THAT OUR VENDOR IS DOING WHAT THEY SAY THEY'RE DOING AND WHEN, CAUSE EVERYTHING IS TIMESTAMPED.

SO THIS ISN'T OUR WEBPAGE, BUT IT'S AN EXAMPLE OF ANOTHER CITY WHO USES THIS PRODUCT AND HOW THEY'RE ABLE TO INCORPORATE, UH, THE SERVICE REQUESTS AND REPORT AN ISSUE STRAIGHT INTO THEIR WEBPAGE SO THAT IT LOOKS SEAMLESS.

IT'S ANOTHER WAY TO GET THOSE, UH, THOSE REQUESTS IN AND GET THEM HANDLED.

I'M HERE TO PUT FORTH CHANGES THAT WE ARE PROPOSING TO MAKE WITH THE COMPENSATION PLAN FOR THE EXECUTIVES AND THE I'M REPRESENTED CLASSIFICATIONS.

THE CITY RECENTLY WENT THROUGH A CALPERS AUDIT AND THIS AGENDA ITEM IS IN RESPONSE TO THE AUDIT FINDINGS.

SPECIFICALLY, WE ARE PROPOSING TO RESTRUCTURE OUR PAY RANGES FOR OUR CLASSIFICATIONS IN THE PLAN, WHICH WILL SATISFY THE CALPERS REQUIREMENTS AND IT WILL ALSO IMPROVE THE TRANSPARENCY OF OUR PAY SCHEDULE.

I DO WANT TO HIGHLIGHT THAT THESE SPECIFIC REVISIONS WILL NOT CHANGE THE COMPENSATION AMOUNTS FOR ANY OF OUR UNREPRESENTED EMPLOYEES.

IN ADDITION TO THE REVISIONS DRIVEN BY THE CALPERS AUDIT STAFF RECOMMENDS TWO OTHER CHANGES.

THESE INCLUDE BASE SALARY CHANGES TO THE POLICE CHIEF AND THE ASSISTANT CITY MANAGER AS IDENTIFIED IN THE STAFF REPORT.

ALTHOUGH WE ARE RECOMMENDING AN INCREASE OF 4% TO THE POLICE CHIEF, THE BASE SALARY WILL REMAIN BELOW THE COUNTY MEDIAN.

THE PROPOSED INCREASE IS ALSO IN LINE WITH THE CITY COUNCIL APPROVED COMPENSATION INCREASES FOR THE POLICE OFFICERS ASSOCIATION AND THE POLICE OFFICER MANAGEMENT GROUP THAT WILL BE IN EFFECT IN JANUARY.

THESE INCREASES WILL ALSO CONTINUE TO ALLOW THERE TO BE A HEALTHY SALARY DIFFERENTIAL BETWEEN THE POLICE CHIEF AND THE CAPTAIN CLASSIFICATION AND THAT WILL PREVENT A SALARY COMPACTION ISSUE FOR THIS GROUP.
