| At this time, any person may address a matter within the jurisdiction of the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency that is not on the Agenda. Comments relating to items on today’s docket are to be taken at the time the item is heard. State law prohibits discussion or action on items not on the Agenda; however, Council, Authority and Agency Members may briefly respond to statements or questions. An item may be placed on a future Agenda. |

RECOMMENDATION: |

| |
That the City Council:
- Opens the Public Hearing and receives testimony;
- Closes the Public Hearing;
- Certifies that the written protests received do not make a majority of property owners in accordance with Proposition 218; and
- Adopts the next Resolution, in order, to approve the new sewer rates to commence on November 22, 2019, with four (4) future modifications effective the first day of Fiscal Years 2021, 2022, 2023, and 2024.
