UH, WE'VE BEEN AT FULL STAFF NOW FOR ABOUT 14 MONTHS, AND IT'S BEEN AN AMAZING OPPORTUNITY TO GET A WHOLE, UH, WELL ESTABLISHED CREW WORKING ON ALL THE DIFFERENT IT AND GIS ASPECTS, UH, FOR THE CITY.

WE'RE GONNA TAKE A LITTLE BIT OF TIME TO HIGHLIGHT OUR GIS TEAM.

THEY JOINED US IN EARLY 2023 AS A LITTLE BIT OF A REORGANIZATION BECAUSE WE REALIZED THAT GIS OR THE MAPPING COMPONENTS FOR OUR CITY, UM, ENCOMPASS ALMOST EVERY DEPARTMENT.

SO OUR GS TEAM, WHICH IS, UH, KATE GALLEGOS AND EMILY OSBORNE, UM, MADE A LITTLE VIDEO FOR YOU THAT THEY'D LIKE TO SHOW.

WHAT IS G-I-S-G-I-S OR GEOGRAPHIC INFORMATION SYSTEMS CONNECTS DATA TO MAPS TO ALLOW FOR BETTER ANALYSIS AND INTERPRETATION, BEING MORE THAN JUST MAPPING.

GIS STORES MANAGES AND VISUALIZES SPATIAL DATA TO IMPROVE EFFICIENCY, COMMUNICATION AND DECISION MAKING.

STARTING WITH THE REQUEST FOR A SPECIAL EVENT MAP TO RE-ENVISIONING THE INFRASTRUCTURE, VISUALIZING A PRACTICAL AND ACCURATE BLUEPRINT, DIGITAL EDITING, CULMINATING IN A MAP THAT CAN BE UTILIZED FOR A SUCCESSFUL AND EFFICIENT EVENT SETUP FROM A CONCEPT FOR A DYNAMIC STATISTICAL RESOURCE.

ANALYZING RESPONSE TIME AND CALL VOLUME METRICS TO AN INTERACTIVE DASHBOARD THAT CURATES COMPELLING FIGURES, POWERED BY CODED COMPONENTS AND REALTIME DATA.

HERE AT THE CITY OF EL CAJON, WE PROVIDE MAPPING SUPPORT AND A COLLECTION OF INTERACTIVE MAPPING TOOLS FOUND ON OUR GIS HUB, SUPPORTING OUR POLICE DEPARTMENT, FIRE DEPARTMENT, PARKS AND RECREATION, CITY MANAGER'S, OFFICE ENGINEERING SERVICES, PUBLIC WORKS, AND COMMUNITY DEVELOPMENT.

WE ARE YOUR GIS TEAM POWERED BY THE IT DEPARTMENT.

ALL RIGHT.

SO AS YOU CAN SEE, UM, GIS IS MORE THAN JUST A PRETTY MAP AND A FEW LINES AND DOTS.

UM, THESE TWO LADIES, UH, MAINTAIN OVER 200 DIFFERENT DATA SETS WITH HUN HUNDREDS OF THOUSANDS OF DATA POINTS.

AND WHAT THEIR GOAL IS, IS TO MAKE SURE THAT WE'RE MAKING DATA-DRIVEN DECISIONS.

AND THEY THINK THAT VISUALIZING THAT DATA IS ONE OF THE FASTEST AND EASIEST WAYS, NOT ONLY TO MAKE THE DECISION, BUT TO CONVEY IT TO THE MASSES ABOUT WHAT WE'RE DOING AND WHY.

SO THERE ARE AN IMPORTANT PART.

UM, ONCE WE REALLY STARTED THINKING ABOUT EVERY DEPARTMENT THAT WE, UH, SUPPORT, WE HAD FIGURE OUT HOW TO WORK IN, UM, CITY ATTORNEY.

I THINK IT WAS THE ONLY ONE THAT WASN'T, I CAN'T FIND MY WAY TO MY OFFICE.

YEAH, WE'RE GONNA DRAW HIM A MAP AND HE'LL BE FINE.

SO, UM, SO YEAH, IT WAS, IT WAS REALLY EXCITING MAKING THIS VIDEO JUST TO REALLY THINK ABOUT ALL THE DIFFERENT PLACES WHERE THESE MAPS TOUCH.

AND IT'S, IT'S NOT JUST, OH, HEY, CAN YOU MAKE A MAP AND PUT A STAR ON IT? IT IS ALL ABOUT THE DATA BEHIND IT AND WHY WE'RE VISUALIZING IT.

YOU KNOW, THERE WAS A TIME WHEN IT WAS JUST A MATTER OF KEEPING THE COMPUTERS RUNNING AND THE DATA COLLECTED, BUT IF YOU THINK ABOUT OUR DEPARTMENT AND HOW INTEGRATED THEY ARE WITH PUBLIC SAFETY, THEY REALLY ARE PART OF OUR PUBLIC SAFETY TEAM.

UM, WE RELY SO MUCH ON THE TECHNOLOGY THAT THEY PROVIDE FROM THE WAY WE COMMUNICATE WITH RESIDENTS TO THE WAY WE MAKE, UH, BUSINESS DECISIONS, TO THE WAY WE LOOK AT DATA AND, AND HELP SOLVE CRIME.

SO I WANT TO THANK THEM AND THE GIS TEAM AS WELL.

UH, JUST SO YOU KNOW, WE DO, FOR THE LAST SEVERAL YEARS, WE'VE DONE AN ENGAGEMENT SURVEY TO SEE WHICH, HOW OUR, HOW OUR EMPLOYEES ARE ENGAGED.

AND IT, THIS YEAR HAD THE HIGHEST ENGAGEMENT SCORE, SO THEY'RE OUR MOST ENGAGED DEPARTMENT.

THEY INTERACT WITH EACH OTHER.

I'LL SEE THEM WALKING AROUND AND THEY DO STUFF WITH EACH OTHER OUTSIDE OF WORK AT A NETWORK.

Contract Amendments for El Cajon Transit Center Community Improvements and Main Street - Green Street Gateway Improvements Construction Management Services RECOMMENDATION: That the City Council adopts the next Resolutions, in order, to approve amendments to increase the Public Works Contracts for construction management services with Project Professionals Corporation (PPC) for a one-year term, for: El Cajon Transit Center Community Improvements (TCC) in the amount of $102,030; and Main Street - Green Street Gateway Improvements (MSGS) in the amount of $120,606.]

SEVEN, UH, THE CONTRACT AMENDMENT FOR THE, UH, ELCON BOULEVARD AND THE MAIN STREET GREEN STREET.

UH, THESE ARE ADDITIONAL FUNDS TO OR FOR THE MANAGEMENT COMPANY BECAUSE THE PROJECT HAS KIND OF GONE ON LONGER THAN WE ANTICIPATED, BUT MY UNDERSTANDING IS THAT, UH, THESE WILL BE RECOVERED AS POTENTIALLY AS PART OF LIQUIDATED DAMAGES FROM THE CONTRACTOR WHO TOOK A LONG TIME ON THESE PROJECTS.

SO, UM, RIGHT NOW THESE PROJECTS ARE BEHIND SCHEDULE.

THE, THE, UM, THE ELCON TRANSIT CENTER IMPROVEMENTS ARE EIGHT MONTHS BEHIND THE GREEN STREET.

THE MAIN STREET, GREEN STREET IS SEVEN MONTHS BEHIND.

WE CURRENTLY ARE CHARGING LIQUIDATED DAMAGES FOR BOTH OF THESE COMPANIES.

SO THESE LIQUIDATED DAMAGE CAN HELP PAY FOR THAT.

AND IF WE WERE TO END UP FILING A CLAIM AGAINST THESE COMPANIES, THE COST THAT WE'RE INCURRING THESE ADDITIONAL COSTS COULD BE WRAPPED UP INTO THAT CLAIM, THAT'S FOR SURE.

SO, I JUST WANNA NOTE, FOR THE TAXPAYER'S BENEFITS, THIS IS $222,000 THAT WE'RE APPROVING TODAY THAT WE NORMALLY WOULDN'T HAVE THESE PROJECTS SPENT ON TIME, BUT WE'RE HAVE A, A GOOD CHANCE OF RECOVERING THESE MONIES THROUGH THE CLAIMS OR LIQUIDATED DAMAGE PROCESS.

SO, PROTECTION FOR THE TAXPAYERS HERE.

MY NAME IS MARIO SANCHEZ WITH CITY ENGINEER WITH ENGINEERING SERVICES.

TODAY I'M HERE TO TALK ABOUT OUR PUBLIC HEARING FOR, UH, SOUTH JOHNSON AVENUE AT UNDERGROUND UTILITY DISTRICT NUMBER 29.

THIS IS A BACKGROUND ON THE WHOLE RULE 20 A, UH, ELECTRIC RULE, SDG AND E UH, PUBLIC UTILITIES COMMISSION RULES.

UM, RULE 20 A, UH, JUST TO GIVE YOU CON UM, CONSENT ON THIS, I MEAN, UH, ON THIS ITEM, TO HELP CITIES AND COUNTIES CONVERT EXISTING OVERHEAD UTILITY LINES TO UNDERGROUND FACILITIES TO IMPROVE AESTHETICS AND PUBLIC SAFETY.

SO THE RULE 20 A FUNDS WERE COLLECTED AS PART OF THE UNDERGROUNDING FEE THAT WERE ALLOCATED FROM CUSTOMERS ELECTRIC SERVICE BILLS OVER THE YEARS, AND THIS PROGRAM'S BEEN IN PA PLACE FOR ABOUT, I WOULD SAY AROUND 50 YEARS.

SO IN 2023, THE THE CPUC RULED DECEASED, UH, NEW ALLOCATIONS OF FUNDS TO SUNSET THE, UH, RULE 20 A UNDERGROUNDING PROGRAM.

UH, THE MOTIVATION FOR THIS CHANGE IS THAT, UH, SUBSTANTIAL AMOUNT OF FUNDS, UH, UNUSED FUNDS AND MISUSE OF FUNDS IN OTHER PARTS OF THE STATE CAUSED THE END OF THE ACTUAL PROGRAM.

SO, UH, WAY BACK, A FEW YEARS BACK IN CHAPTER 16 POINT 52 OF THE ELCON MUNICIPAL CODE ESTABLISHES A PROCEDURE FOR THE CITY TO CREATE ANY NEW UNDERGROUND UTILITY DISTRICTS WITHIN A DESIGNATE DESIGNATED AREA TO REMOVE EXISTING OVERHEAD UTILITY POLES, WIRES, AND ASSOCIATE OVERHEAD STRUCTURES.

AND WE'RE ON PROJECT NUMBER 29.

SO I THINK THE VERY FIRST PROJECT WAS DONE BACK IN THE SEVENTIES.

SO, UM, RECENT EFFORTS BY THE DEVELOPER AT 300 EL CAJON BOULEVARD TO OVER, UH, TO UNDERGROUND THEIR EXISTING UTILITIES ON THEIR PROPERTY.

AND ALONGSIDE, UH, THE REST ON JOHNSON AVENUE, UH, OFFERED THE CITY A UNIQUE OPPORTUNITY TO UNDERGROUND THE REST OF JOHNSON AVENUE, NORTH LAKE TO MAIN STREET.

SO THE NEXT SLIDE'S GONNA SHOW A MAP OF THE ACTUAL AREA.

THIS IS THE UTILITY DISTRICT AREA.

WHAT ENCOMPASSES JOHNSON AVENUE, UH, NORTH, UH, BETWEEN, UH, MAIN STREET AND ELCON BOULEVARD.

UH, THIS IS THE OLDER AREA THAT SHOWS, UH, THE CONSTRUCTION OF THE, UH, KB HOMES, UH, TOWN HOME DEVELOPMENT, AND ALL THE IMPROVEMENTS AT THE ROUNDABOUT AT ELKO BOULEVARD AND JOHNSON.

THE NEXT FEW SLIDES ARE ACTUAL PHOTOS OF EXISTING CONDITIONS.

THE THREE ARE ACTUALLY FOUR, UH, UTILITY POLLS ARE, WILL BE PART OF THE UTILITY DISTRICT.

AND THESE ARE THE PROPOSED, UH, UM, UH, POLES THAT'LL BE PUT IN UNDERGROUND.

AND HERE'S JUST ANOTHER PHOTO LOOKING NORTHERLY ON JOHNSON AVENUE ADJACENT TO THE, UH, TOWN HOME DEVELOPMENT.

SO I CAN SEE THERE'S A STREET LIGHT POLE AND ABOUT FOUR, UH, EXISTING OVERHEAD UTILITY POLES.

AND AS HE TURNED AROUND FOR ONE WHERE I TOOK THE PHOTO, I LOOKED SOUTH.

AND, UM, THOSE BEFORE THERE WAS EXISTING OVERHEAD UTILITY POLES, AND THEY WERE ALL UNDERGROUND AS PART OF THIS PRO, UH, AS PART OF THEIR PROJECT.

SO THAT'S ANOTHER VIEW OF LOOKING SOUTH SOUTHERLY ON JOHNSON AVENUE.

SO A PROPOSED SCHEDULE AND COST.

WE HAVE APPROXIMATELY 3.7 AND CHANGE A A MILLION DOLLARS LEFT IN OUR RULE 20 A PROJECTS.

UM, WE WOULD LIKE TO GO AHEAD AND HAVE SDG E DESIGN AND CONSTRUCT THE PROJECT, AND THEIR ESTIMATE WAS ROUGHLY AROUND 3.7 MILLION.

SO WE DO HAVE ENOUGH MONEY TO FINISH THE UNDERGROUNDING OF, OF JOHNSON AVENUE.

AND IF IT'S ADOPTED, IT IS ANTICIPATED THAT THE, THE DESIGN WILL COMMENCE IN 2025 AND ALL CONSTRUCTION MUST BE COMPLETED BY DECEMBER 31ST, 2033.

AND, UH, I'M RECOMMENDING THE COUNCIL, UH, ADOPTS THE NEXT RESOLUTION IN ORDER TO CREATE A NEW UNDERGROUND UTILITY DISTRICT ON SOUTH JOHNSON AVENUE BETWEEN MAIN STREET AND EL CAJON BOULEVARD.

UM, THE PURPOSE OF THIS AGENDA ITEM IS TO PROVIDE AN UPDATE ON THE CITY COUNCIL ACTION PLAN, WHICH WAS ADOPTED BY THE CITY COUNCIL LAST MARCH AFTER CONDUCTING ITS ANNUAL GOAL SETTING SESSION EARLIER THAT YEAR.

UM, IT ALSO HAS HELPED PREPARE FOR THE UPCOMING WORKSHOP THAT'S CURRENTLY BEING SCHEDULED.

WE HAVE NOT STARTED ON THE ILLEGAL DUMPING FROM APARTMENT COMPLEXES, PROJECT NOR, AND THE MURAL PROJECT WAS CANCELED BECAUSE OF LACK OF FUNDING.

THE PROJECTS THAT ARE COMPLETED IS THE TALK TAX DOLLARS AT WORK SIGN, UH, THE LANDSCAPE AWARDS, AND THEN ALSO THE SIGN REGULATION REVIEW, UH, ASSUMING THE COUNCIL CONTINUES TO DISCUSS THAT IN DECEMBER.

MOVING ON TO ECONOMIC DEVELOPMENT, A VERY BUSY AREA.

UM, I'LL START WITH THE THINGS THAT HAVE NOT BEEN STARTED.

THE, THE FARMER'S MARKET OR THE EAST COUNTY KNIGHTS WAS NOT STARTED PARTLY 'CAUSE OF FUNDING, BUT ALTHOUGH I SHOULD LET YOU KNOW THAT WE, WE CONTINUE TO WORK WITH THE P BID ON LOOKING FOR OPPORTUNITIES TO, UM, LAUNCH THAT PROGRAM.

SO EVEN THOUGH IT'S RED SHOWS RED AS A NOT STARTED, IT'S SOMETHING THAT WE ARE WORKING ON.

AND THEN WE DID NOT PUT INTO THE BUDGET MONEY FOR AN ECONOMIC DEVELOPMENT MANAGER IN THE STAFF REPORT, OR AT LEAST IN THE MATRIX.

I ALLUDE TO, UM, WITH DAVE RICHARDS APPOINTMENT FROM THE CITY MANAGER'S OFFICE TO BE OUR PUBLIC WORKS DIRECTOR.

WE ARE FILLING HIS POSITION WITH A SENIOR MANAGEMENT ANALYST.

AND WE'RE CURRENTLY RECRUITING THAT POSITION FOR LOOKING FOR A LOT OF DIFFERENT SKILL SETS THAT ARE NEEDED IN THE CITY MANAGER'S OFFICE.

ONE OF THOSE SKILL SETS IS ECONOMIC DEVELOPMENT REDEVELOPMENT.

UM, IF WE GET A GOOD CANDIDATE, THE SENIOR MANAGEMENT ANALYST COULD HELP FILL SOME OF THAT ROLE.

SO WE'LL SEE WHAT, WHAT COMES UP, UM, AND WHO, WHO APPLIES FOR THE JOB.

UM, IN TERMS OF THINGS THAT ARE, UM, IN PROCESS, WE CONTINUE TO WORK WITH PARKWAY PLAZA AND TRYING TO MOVE THE HYUNDAI STUDY FORWARD TO IMPLEMENTATION.

WE'LL HAVE MORE TO TALK ABOUT THAT IN COMING MEETINGS AND IN CLOSE SESSION AS WELL.

UM, WE, WE CONTINUE TO LOOK FOR THAT CATALYST PROJECT IN THE DOWNTOWN, AND WE'RE DOING SOME WORK RIGHT THERE, WORKING WITH SOME PROPERTY OWNERS.

AND THEN THE PI STUDY HAS ALREADY OCCURRED AND WE'RE WORKING ON IMPLEMENTATION OF THOSE, WHICH YOU HEARD ABOUT AT YOUR LAST MEETING.

IN TERMS OF THINGS THAT ARE DONE, THE SIGN AND FACADE AGREEMENT IS DONE.

AS A REMINDER, 76 BUSINESSES, UM, RECEIVED EITHER SIGN IMPROVEMENTS, FACADE IMPROVEMENTS, OR GLASS IMPROVEMENTS OR WINDOW IMPROVEMENTS.

UH, ALMOST A MILLION DOLLARS IN ARPA MONEY WAS REINVESTED IN OUR COMMUNITY THROUGH THAT PROGRAM, WHICH IS NOW WRAPPED UP.

THERE'S A FEW APPLICANTS STILL FINISHING UP THEIR PROJECTS, BUT ALL THE APPLICATIONS ARE OUT ON THE STREET AND, UH, JUST WITH MONEY TO BE REIMBURSED AT THIS POINT.

AND THEN WE'VE ALSO LAUNCHED THE DEVELOPER APPLICATION ENHANCEMENT EXPERIENCE.

AS YOU RECALL, SAN DIEGO STATE DID A PRETTY IN-DEPTH STUDY OF OUR PROCESS.

WE HAD SOME GOOD IDEAS.

WE'VE ALREADY IMPLEMENTED SOME OF THOSE IDEAS AND WE'VE HOSTED ALREADY A DEVELOPER ROUND TABLE AND A BROKER ROUND TABLE, WHICH I JUST SENT YOU AN EMAIL ABOUT, OR A, A MEMO ABOUT LAST WEEK.

SO, UH, EVEN THOUGH THIS IS SOMETHING THAT I, I WOULDN'T SUGGEST WE REST ON OUR LAURELS LAURELS, I THINK THAT WE HAVE ACCOMPLISHED, I HOPE WE'VE ACCOMPLISHED THE GOAL THAT THE CITY COUNCIL WANTED US TO ACCOMPLISH AS PART OF THIS.

IN TERMS OF HOMELESSNESS, UH, THERE WAS A DOCUMENTARY REALLY FOCUSING ON SUCCESS STORIES AND, UH, INDIVIDUALS WHERE THE, WHERE, WHERE THE FOCUS WOULD BE.

WE HAVE NOT WORKED ON THAT AT ALL.

UM, AND WE CONTINUE TO PROMOTE EL CAJONS HOMELESS PROGRAMS AND, AND CONTINUE TO PUSH FOR TRANSPARENCY FROM THE COUNTY AND FROM THE REGIONAL TAXPAYERS ASSOCIA OR THE, UM, REGIONAL TASK FORCE ON HOMELESSNESS WHEN IT COMES TO PROGRAMS, WE WERE HEAVILY INVOLVED.

OUR STAFF WAS HEAVILY INVOLVED WITH A FOCUS GROUP FROM THE SAN DIEGO TAXPAYERS ASSOCIATION.

PART OF THAT FOCUS GROUP LOOKED AT ALL THE DIFFERENT WAYS THAT CITIES COLLECT DATA FROM THEIR SERVICE PROVIDERS.

AND BELIEVE IT OR NOT, THERE ARE 18 DIFFERENT WAYS THAT CITIES COLLECT THE DATA.

WE ALL COLLECT IT VERY DIFFERENTLY.

UH, WE, WE HAVE AGREED AS A CITY WELL ALONG WITH A WHOLE BUNCH OF OTHER CITIES, THAT WE WILL START COLLECTING DATA IN A PRESCRIBED MANNER THAT OTHER CITIES ARE COLLECTING DATA.

SO WE CAN ALL LOOK AT OUR DATA HOLISTICALLY AND SAY, WHAT'S WORKING, WHAT'S NOT WORKING, WHAT'S, WHAT ARE LESSONS THAT CAN BE LEARNED? BUT WHEN YOU'RE NOT COLLECTING DATA THE SAME WAY, IT'S HARD TO LOOK AT WHAT'S WORKING OR NOT WORKING IN ANOTHER CITY.

SO WE'RE CONTINUING TO WORK ON THAT AS WELL.

IN TERMS OF PUBLIC SAFETY, UM, AS YOU RECALL, YOU, YOU HAD EARLIER, OR ACTUALLY LATE LAST YEAR, THE STUDY ABOUT OUR MEDICAL RESPONSE AND FIRE COVERAGE STUDY THAT OCCURRED.

AND FROM THAT WE HELD A WORKSHOP.

AND FROM THE WORKSHOP WE COMMITTED THAT WE WERE GONNA TRY TO EXPAND AN ENTIRE ENGINE COMPANY AT STATION EIGHT.

AND WITH THAT DIRECTION, WE SOUGHT AFTER A GRANT, THE SAFER GRANT, WHICH WE WERE NOT SUCCESSFUL IN OBTAINING.

SO WE BELIEVE OUR NEXT STEP IS TO COME BACK TO THE COUNCIL AND SAY, WELL, WHAT ARE THE OPTIONS? HOW DO WE MOVE FORWARD FROM HERE? SO WE THINK THAT THIS WILL BE ON OUR WORK ON A WORK PILL FOR OUR UPCOMING YEAR.

UM, AND WE ALSO CONTINUE TO WORK WITH CONCRETE CARE FACILITIES IN REDUCING CALL VOLUME.

MOST OF THOSE GOALS HAVE BEEN COMPLETED.

THE REALLY OUTSTANDING GOAL IS SOME ENGINEERING CHANGES TO WASHINGTON AVENUE, WHICH WILL OCCUR.

UM, WE'RE IN THE DESIGN PHASE RIGHT NOW AND CONSTRUCTION WILL BEGIN IN 2025.

BUT WE ALSO RECOGNIZE THIS IS AN ONGOING ISSUE AND WILL BE AN ONGOING CONVERSATION.

LASTLY, THERE'S A, THERE'S SOME MISCELLANEOUS GOALS.

I'LL START WITH THE, THE ONES THAT HAVEN'T BEEN STARTED.

THE SHORT TERM RENTAL WORKSHOP HAS NOT BEEN WORKED ON.

WE HOPE TO BRING THAT TO THE CITY COUNCIL SOMETIME IN THE FIRST QUARTER OF 2025.

UM, ALSO THE PLANNING AREA, LOOKING AT EAST MAIN STREET, UH, WAS NOT WORKED ON PARTLY 'CAUSE WE DIDN'T FUND IT IN THE, IN THE CURRENT BUDGET.

AND THAT IS A LONG-TERM PROJECT AS WELL.

IN TERMS OF THINGS THAT WE'RE WORKING ON, THE VETERANS MEMORIAL CONTINUES TO MOVE FORWARD.

WE RELEASED A REQUEST FOR QUALIFICATIONS FROM THAT.

WE'VE IDENTIFIED THREE QUALIFIED AND INTERESTED ARTISTS WHO NOW WILL ARE ELIGIBLE TO RECEIVE A REQUEST FOR PROPOSAL.

WE'RE CURRENTLY WORKING ON THAT AND HOPE TO GET THAT RFP OUT ON THE STREET IN EARLY 2025.

AND THEN WE CONTINUE TO LOOK AT TECHNOLOGY OPPORTUNITIES IN THE MATRIX.

I SHARED, UH, ONE OF THE PILOT PROGRAMS WE'RE LOOKING AT WHERE WE'VE INSTALLED SOME DEVICES ON A COUPLE OF OUR FIRE ENGINES TO EXPLORE HOW EFFECTIVE INTERSECTIONS ARE WITH ADDRESSING EMERGENCY RESPONSE VEHICLES AS THEY'RE GOING THROUGH, HOW QUICKLY THOSE LIGHTS CHANGE.

SO WE'RE LOOKING AT USING THAT LITTLE NODE TO IDENTIFY THAT, UM, ENGINEERING SERVICES AND IT IN THE CITY MANAGER'S OFFICE WILL BE PILOTING A PROGRAM ALSO COMING UP, START STARTING SOON.

AND WE'RE HOPING TO APPLY IT AS WE LAUNCH INTO THE NEXT CITY COUNCIL ACTION PLAN WITH A WAY TO, TO GRAPHICALLY LOOK AT HOW WE'RE DOING ON OUR GOALS.

SO IT'S SOMETHING THAT'S EASY TO COMMUNICATE TO THE PUBLIC OF WHAT THE COUNCIL'S GOALS ARE AND WHERE WE'RE AT IN THE PROGRESS OF THOSE GOALS.

RECOMMENDATION: Staff recommends that the City Council provide direction on a possible Municipal Code amendment. If an amendment is desired, to remove the prohibition on dogs in the Superblock area, a proposed ordinance to repeal section 6.12.150 in its entirety is available for first reading and introduction in the "First Reading of Ordinances" section of this agenda. ]

REPORT, ITEM 13 IS TO CONSIDER AN AMENDMENT TO CHAPTER SIXTH OF THE MUNICIPAL CODE PERTAINING TO DOGS IN THE SUPERBLOCK AREA.

OUR ASSISTANT CITY MANAGER, VINCE DIAGGIO, WILL INTRODUCE THIS ITEM.

MEMBERS OF COUNCIL.

UM, IN 1997, THE CITY COUNCIL ADOPTED AN ORDINANCE PROHIBITING DOGS IN THE DOWNTOWN SUPER BLOCK AREA.

THIS WAS DONE BASED ON THE PERCEPTION THAT DOGS WOULD POSE A HEALTH HAZARD AND LEAD TO FREQUENT AND ONGOING MAINTENANCE ISSUES THAT WOULD NOT COMPLIMENT THE EFFORTS OF THE CITY AND THE CITY COUNCIL HAD MADE TOWARD ACTIVATING DOWNTOWN.

OVER THE PASSAGE OF TIME, DOGS HAVE BECOME A MUCH MORE COMMONPLACE IN THE PUBLIC SPACES THAN THEY WERE 28 YEARS AGO.

ASIDE FROM THEIR ROLE IN AIDING THE VISUALLY IMPAIRED, WHICH WAS THEIR PRIMARY FUNCTION AT THE TIME OF THE ORDINANCE ORDINANCES ADOPTION, THEY ARE NOW FREQUENTLY ACCOMPANYING THEIR OWNERS INTO PUBLIC SPACES, AT PUBLIC EVENTS AND SERVING AS SERVICE ANIMALS AND SUPPORT COMPANIONS AMONG OTHER THINGS.

AND NONE OF THE ISSUES PERCEIVED TO HAVE BEEN OF CONCERN, IN FACT HAVE MATERIALIZED.

NEVERTHELESS, THE ORDINANCE REMAINS IN PLACE NOW MAKING IT TECHNICALLY ILLEGAL TO BRING DOGS INTO PRESCOTT PROMENADE, CENTENNIAL PLAZA, THE CIVIC CENTER COMPLEX, JUDSON PARK, OR ANY OTHER AREA DEFINED IN THE DOWNTOWN AS THE SUPER BLOCK FROM OUR VANTAGE POINT, FOR EXAMPLE, THE CITY MANAGER AND I SEE AT LEAST A DOZEN OR MORE DOG WALKERS STROLLING THROUGH THE CIVIC CENTER PLAZA ON A DAILY BASIS, THEREBY TECHNICALLY BREAKING THE LAW.

THIS HAS ALSO BECOME AN ISSUE OF PUBLIC INTEREST AS STAFF IN THE CITY MANAGER'S OFFICE HAVE RECEIVED MORE THAN A FEW TELEPHONE CALLS AND EMAILS ASKING ONE, UH, IS THIS ORDINANCE ACTUALLY TRUE? AND TWO, CAN IT BE AMENDED? GIVEN THE PUBLIC INTEREST ON THE SUBJECT? IT DOES SEEM APPROPRIATE TO EXAMINE THE NEED FOR THIS ORDINANCE AND SHOULD IT REMAIN IN PLACE GIVEN THE COUNCIL'S ONGOING EMPHASIS ON ACTIVATING THE DOWNTOWN AND ENCOURAGING A VARIETY OF PUBLIC GATHERINGS IN CONCLUSION AS OPPOSED TO A CHANGE IN THE ZONING CODE.

THIS CHANGE TO MUNICIPAL CODE CHAPTER SIX CAN OCCUR TODAY, UH, WITH THE COUNSEL CONDUCTING THE FIRST READING OF AN ORDINANCE THAT HAS BEEN PREPARED FOR YOUR REVIEW, REPEALING THE APPLICABLE CODE SECTION DURING THE FIRST READING OF ORDINANCES SECTION.

NOW IS IS THE TIME, WHICH WOULD BE APPROPRIATE TO DISCUSS THE ITEM AMONGST THE COUNSEL, TAKE PUBLIC COMMENT AND, AND PROVIDE DIRECTION TO STAFF IF NECESSARY.

IN 2024, THE AMERICAN, UM, VETERINARY MEDICAL ASSOCIATION FOUND THAT ABOUT 45% OF AMERICAN HOUSEHOLDS HAVE AT LEAST ONE DOG.

TO PUT THAT IN PERSPECTIVE, IN 2024, THE CENSUS BUREAU FOUND THAT

39% OF AMERICAN HOUSEHOLDS HAVE AT LEAST ONE CHILD UNDER 18.

THOSE WERE SURPRISING AND STAGGERING NUMBERS TO ME.

SO THIS DEMONSTRATES A STR, A TREND I'VE SEEN IN SAN DIEGO AND PROBABLY WHICH EXISTS AROUND THE COUNTRY TOWARD VIEWING OUR DOGS AS FAMILY MEMBERS.

AND, UM, THE PEW RESEARCH CENTER FOUND IN 2023 THAT 97% OF PEOPLE, PET OWNERS, RESPONDED THAT THEY CONSIDER THEIR PETS TO BE FAMILY MEMBERS.

BECAUSE OF THIS, WE WANT TO BRING OUR DOGS WITH US WHEREVER WE GO, WHENEVER WE CAN.

WHEN I CHOOSE A RESTAURANT, I CHOOSE A RESTAURANT THAT TAKES DOGS.

WHEN I CHOOSE A STORE, WHENEVER POSSIBLE, I CHOOSE A STORE THAT ALLOWS DOGS.

AND LAST BUT NOT LEAST, WHEN I GO OUTSIDE, I GO TO PLACES WHERE I CAN TAKE MY DOG.

MOST DOG OWNERS HAVE THEIR DOGS OUTSIDE A LOT TO GIVE THEM SELVES AND THEIR DOGS EXERCISE AND TO GIVE THEM STIMULATION AND ENRICHMENT.

AND CONSIDERING THE HIGH NUMBER OF HOUSEHOLDS WITH DOGS AND THE FACT THAT THOSE DOGS ARE USUALLY CONSIDERED FAMILY MEMBERS, IT REALLY DOESN'T MAKE SENSE FOR THE CITY OF EL CAJON TO PROHIBIT DOGS ON LEASH IN OUTDOOR AREAS.

UH, MY UNDERSTANDING ALSO IS THAT THE CITY HAS A PLAN TO BUDGET FOR BAGS AND TRASH CANS TO MANAGE WASTE.

DOWNTOWN SAN DIEGO HAS THAT PROGRAM AND IT'S BEEN VERY EFFECTIVE.

AND I'D LIKE TO END WITH ANOTHER NUMBER, $147 BILLION.

THAT IS THE NUMBER THAT THE AMERICAN PET PRODUCTS ASSOCIATION CAME UP WITH, THAT PEOPLE SPENT ON PETS IN 2023.

NOW THAT DOESN'T COUNT.

THAT DOESN'T COUNT BUYING DOGS.

IT DOESN'T COUNT DOG TRAINING, IT DOESN'T COUNT DOG SPORTS.

THOSE PRO UH, THOSE PERMITS HAVE A NUMBER OF CONDITIONS AND IT WOULD BE INCLUDED IN THE CONDITIONS.

IF WE'RE GOING TO ENCOURAGE HOUSING THAT IS PET FRIENDLY, WE NEED TO HAVE A PLACE FOR THEM TO WALK THEIR PETS.

SO I THINK THIS IS A GREAT REASON TO RE TO REPEAL THE ORDINANCE.

AND ALL THOSE RESTAURANTS ON THERE ALLOW YOU TO HAVE DOGS AND THEY HAVE A LOT OF OUTDOOR SEATING JUST LIKE WE DO.

SO, UH, I THINK IT'D BE GREAT TO BE ABLE TO HAVE DOGS DOWN THERE, UH, WITH THE PROHIBITION OF, UH, LET'S SAY HAUNT FEST WHERE YOU'RE JUST SHOULDER TO SHOULDER.

AS ANNOUNCED PREVIOUSLY, THE COUNCIL, UH, CITY COUNCIL GAVE DIRECTION TO OUR CITY'S, UH, CITY'S LEGAL COUNSEL.

ON THE SECOND ITEM WITH THE CONFERENCE FOR REAL PROPERTY NEGOTIATORS ON THE PROPERTY OF 4 25 WEST MAIN STREET DIRECTION WAS GIVEN TO THE CITY'S NEGOTIATORS.

AND ON 23, UM, CONFERENCE WITH LEGAL PROPERTY NEGOTIATORS ON THE PARKWAY PLAZA, UM, DIRECTION WAS GIVEN TO THE NEGOTIATORS.
