MIKE WILL SHARE WITH US ABOUT THIS, AND, UH, I WILL GO AHEAD AND READ THE PROCLAMATION, WHY MIKE IS COMING.

YOU HAVE THE PROCLAMATION FOR HIM.

I, I'LL I'LL GO AHEAD AND READ IT FOR YOU.

OKAY, GOOD.

UM, WAREHOUSE OCTOBER 6TH OF THE GERMAN AMERICAN DAY IN THE UNITED STATES, COMMEMORATING THE DATE IN 1683 WHEN 13 GERMAN FAMILIES LANDED IN PHILADELPHIA.

THESE FAMILIES SUBSEQUENTLY FOUNDED GERMAN TOWN, PENNSYLVANIA, THE FIRST GERMAN SETTLEMENT IN THE ORIGINAL 13 COLONIES.

SINCE THEN, MORE THAN 60 MILLION AMERICANS TRACED AT LEAST PART OF THEIR ANCESTRY TO GERMANY.

AND WHEREAS GERMAN AMERICAN SOCIETIES OF SAN DIEGO INCORPORATED WAS FOUNDED IN THE EARLY 1960S TO PROMOTE THE LANGUAGE, CULTURE AND TRADITIONS OF GERMANY IN THE EARLY DAYS, THE SOCIETY BECAME SO POPULAR THAT 1500 MEMBERS JOINED.

IN 1971, THE SOCIETY WAS FINALLY ABLE TO BUY AND REBUILD ITS OWN CLUBHOUSE AT 10 17 SOUTH MOLLISON AVENUE IN EL CAJON.

THE SONS AND DAUGHTERS OF GERMANY HAVE SERVED THIS CITY AND THIS COUNTY STEADFASTLY OVER THE YEARS IN NUMEROUS FIELDS AND ORGANIZATIONS JOINED THEM IN CELEBRATING 51 YEARS OF SERVICE TO THIS COMMUNITY.

AND WHEREAS OCTOBER FEST WAS A CELEBRATION OF GERMAN HERITAGE HAS BEEN OBSERVED IN EL CAJON EVERY FALL SINCE 1972.

OCTOBER FEST IN EL CAJON CONTINUES TO BE A TRADITIONAL FAMILY ORIENTED FESTIVAL WITH A REAL GERMAN BAND, DELICIOUS GERMAN FOOD, AND A VARIETY OF GERMAN BEERS IN A FRIENDLY ATMOSPHERE DESCRIBED IN THE GERMAN LANGUAGE AS, YOU'RE GONNA HAVE TO HELP ME.

THEREFORE, I BILL WELLS, MAYOR OF THE CITY OF ELCON, TOGETHER WITH THE CITY COUNCIL DO HEREBY PROCLAIM THE MONTH OF OCTOBER, 2024 TO BE GERMAN AMERICAN MONTH.

WE CALL UPON ALL RE UH, RESIDENTS TO RECOGNIZE THE VITAL ROLE GERMAN AMERICANS HAVE PLAYED IN THE DEVELOPMENT OF OUR CITY AND OUR NATION.

AND FURTHERMORE, EXPRESS THE APPRECIATION FOR PROMOTING TRADITIONAL GERMAN CULTURE WITH LIVE MUSIC, FOOD, DANCES, GAMES, AND CONTESTS AT THE ANNUAL OCTOBER FEST IN EL CAJON.

PLEASE JOIN US IN CELEBRATING THE 52ND ANNIVERSARY OF THE EL CAJON CLUBHOUSE.

THE POPULATION IS MADE, AND, UH, THAT IS THAT.

I'M JUST GONNA SAY A FEW WORDS, YOU KNOW, UH, I JUST GOT BACK FROM A, A CITY MANAGER'S CONFERENCE AND A, A BIG CHUNK OF WHAT WE TALKED ABOUT WAS HR RELATED TYPES OF TOPICS.

AND WE KNOW STUDIES SHOW THAT SINCE THE PANDEMIC, UH, WORKER ENGAGEMENT ACROSS EVERY SECTOR AND ACROSS THE UNITED STATES IS DOWN, AND SO THE ROLE OF HR HAS BECOME INCREASINGLY IMPORTANT.

OVER THE PAST YEAR, SPECIFICALLY, OUR TEAM HAS REALLY SHIFTED A LOT OF WHAT WE DO AWAY FROM JUST HIRING AND PROCESSING PAPERWORK TO REALLY FOCUSING ON MENTAL HEALTH, PHYSICAL HEALTH, COMPREHENSIVE HEALTH OF OUR EMPLOYEES.

AND IT'S ONE OF THE WAYS THAT WE'RE TRYING TO SUPPORT OUR, OUR EMPLOYEES SO THEY CAN PROVIDE BETTER SERVICE TO OUR COMMUNITY.

SO WITH THAT, UH, MS. THORN, THANK YOU, GRAHAM, MR. MITCHELL.

UM, SO , SORRY.

SO I WANNA SAY AN APPRECIATION ON BEHALF OF THE HR DEPARTMENT, UM, FOR THIS RECOGNITION.

AMID THE CHALLENGES THAT GRAHAM JUST STATED, OUR HR TEAM HAS BEEN PHENOMENAL.

THEY HAVE BEEN CHALLENGED WITH THE MARKETPLACE OF, UM, MAYBE INDIVIDUALS WHO ARE NOT INTERESTED IN WORKING.

SO WE'VE KIND OF GONE THROUGH THAT SHIFT.

WE'VE FOCUSED IN THE PAST YEAR ON ATTRACTING AND RETAINING TALENT.

WE HAVE REVAMPED OUR ORIENTATION TO BE MORE ENGAGING TO THE NEW HIRES.

WE CONTINUE TO PROMOTE MENTAL WELLNESS, EMOTIONAL HEALTH, UM, THROUGH DIFFERENT FACETS OF FINANCIAL LITERACY, MIND, BODY, AND EVEN PERSONAL CHALLENGES.

UM, AS GRAHAM MENTIONED, THERE HAS BEEN KIND OF HAVOC IN THE WORK INDUSTRY, AND HR IS NOT ALONE.

RECENT STUDIES SHOW THAT HR HAS HAD THE HIGHEST BURNOUT RATES AS WELL AS TURNOVER WITH MORE TO COME IN THE FUTURE.

AND I'M VERY GRATEFUL FOR MY TEAM HERE WHO I'M GONNA HAVE STAND UP AND RECOGNIZE.

SO, MEGAN, CHELSEA AND CELINE ARE HERE WITH ME, AND THEY HAVE BEEN OPEN TO THESE CHALLENGES WITH POSITIVE ATTITUDES OF A LOT OF HUMOR.

I CANNOT THANK THEM ENOUGH FOR THEIR COMMITMENT, NOT ONLY TO THE CITY, BUT TO OUR TEAM.

BECAUSE I THINK FOR OUR CITY TO HAVE A STRONG HR DEPARTMENT, THEY HAVE TO HAVE A STRONG TEAM WHO REALLY SUPPORTS AND CARES FOR EACH OTHER AND HAS A TRUE FRIENDSHIP.

AND WE'VE MANAGED TO HAVE ALL OF THIS AMID ALL THESE CHALLENGES.

AND WITH THAT, I DO WANNA THANK ALSO THE MAYOR AND THE CITY COUNCIL FOR ALL YOUR SUPPORT THROUGHOUT THESE YEARS.

THE PURPOSE OF TODAY'S PUBLIC HEARING IS TO ACCEPT PUBLIC TESTIMONY AND SEEK CITY COUNCIL APPROVAL ON TWO THINGS.

THAT IS THE INITIATION OF FISCAL YEAR 25 26, 1 YEAR ACTION PLAN AND FISCAL YEAR 2324, CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT, WHICH ALSO KNOWN AS THE CAPER ON AN ANNUAL BASIS.

THE CITY OF EL CAJON RECEIVES HUT CDBG, AND HOME FUNDS AS AN ENTITLEMENT CITY.

THESE FUNDS ARE USED, UH, TO SUPPORT THE CITY'S FIVE YEAR CONSOLIDATED PLAN.

UH, THE LATEST CONSOLIDATED PLAN WAS APPROVED ON MAY 28TH, 2024, AND INCLUDES THE FISCAL YEAR 25 26 ACTION PLAN AS THE FIRST YEAR OF THAT FIVE YEAR PLAN.

THE MAIN GOALS THAT ARE ALSO INCLUDED IN THE CONSOLIDATED PLAN AND ARE TO BE USED IN 25 26 CDBG AND HOME FUNDS INCLUDE THE FOLLOWING, THAT IS TO PROVIDE DECENT AND AFFORDABLE HOUSING SUPPORT THE CONTINUUM OF CARE FOR THE HOMELESS, PROVIDE COMMUNITY FACILITIES AND INFRASTRUCTURE, AND PROVIDE COMMUNITY AND SUPPORTIVE SERVICES.

THE ACTION PLAN IS USUALLY BROUGHT TO CITY COUNCIL IN FEBRUARY OR MARCH, AND IT RECOMMENDS PROJECTS AND PROGRAMS THAT MEET ONE OR MORE OF THOSE GOALS, UH, AND THEN IT COMES BACK IN APRIL OR MAY FOR FINAL ADOPTION.

SO TODAY, IN PROVIDING THIS INFORMATION, IT ALLOWS INTERESTED PARTIES WITH ADDITIONAL TIME TO BRAINSTORM FOR ELIGIBLE PROGRAMS AND PROJECTS THAT, UM, THAT WOULD, UM, QUALIFY BASED ON ONE OF THOSE GOALS.

UM, SO I HAVE AN UPDATE FOR YOU ON THE ENGINE 2 0 8 IMPLEMENTATION THAT WE'VE BEEN TALKING ABOUT FOR A FEW MONTHS.

UM, AND I'M GONNA START WITH THE PROJECT GOALS.

SO KIND OF GOING BACK TO THE REASONS WHY WE'RE DOING THIS IN THE FIRST PLACE.

SO FIRSTLY, TO REDUCE CALLS FOR SERVICE VOLUME LOADS FROM EXISTING RESPONSE UNITS.

AND THIS IS PRIMARILY FROM STATION SIX AND EIGHT, AND THEN ALSO IN AN EFFORT TO REDUCE THE CITY'S DEPENDENCES ON AUTOMATIC AID FROM NEIGHBORING FIRE JURISDICTIONS.

SO TO GO OVER SOME OF THE THINGS THAT WE'VE DONE THUS FAR, UM, AND SOME THINGS THAT ARE STILL IN PROGRESS AND THE LARGER PICTURE STUFF.

BUT, UH, THE SAFER GRANT APPLICATION, UH, HAS BEEN SUBMITTED.

THAT WAS DONE BACK IN APRIL.

UH, WE WERE ABLE TO IDENTIFY FUNDING SOURCES FOR THE FIRE ENGINE, THE PURCHASE OF THAT, AND THEN ALSO THE OUTFITTING ASSOCIATED AND NECESSARY, UM, TO, WE ALSO FINISHED SOURCING AND, UM, PROCURING THAT FIRE ENGINE, WHICH WAS A MONUMENTAL TASK TO GET DONE.

THOSE ARE HARDER TO PURCHASE THAN YOU WOULD IMAGINE.

AND THEN SOME SMALL EQUIPMENT OUTFITTING PURCHASES TOO.

SOME OF THE SMALLER STUFF THAT GOES ON THOSE ENGINES.

SO THESE ARE THINGS THAT WE'VE DONE ALREADY.

SOME OF THE IN PROGRESS PROJECT ITEMS WE HAVE IS THE LARGER EQUIPMENT PURCHASES FOR THE OUTFITTING, UH, STAFFING, IDENTIFYING, UM, FURTHER FUNDING SOURCES FOR THE ADDITIONAL STAFF ASSOCIATED WITH THIS NEW ENGINE.

AND THEN THE STATION EIGHT MODIFICATIONS OR REMODEL THAT WILL BE NECESSARY TO HOUSE THAT ADDITIONAL STAFF.

THIS IS JUST A DIFFERENT VISUAL.

SO THE MAIN COMPONENTS ARE STAFFING, EQUIPMENT AND FUNDING.

UM, AND THOSE KIND OF LEAD INTO, UM, SOME MORE DETAILED ITEMS. THE HIRING OF NINE FIREFIGHTER MEDICS, UM, THAT'S PENDING THE SAFER GRANT AWARD.

UM, PROMOTING FIRE ENGINEERS AND FIRE CAPTAINS AS WELL.

UM, POTENTIALLY MODIFYING THE LABOR MOU AND CREATING A NEW CLASSIFICATION, FIREFIGHTER EMT RATHER THAN FIREFIGHTER PARAMEDIC.

UM, AND THEN GOING INTO THE EQUIPMENT, THE OBJECTIVE HERE IS TO OBTAIN THE FIRE ENGINE AND THE NEEDED OUTFITTING.

LIKE WE TALKED ABOUT, THE FIRE ENGINE HAS BEEN ORDERED.

UM, WE HAVE NOT RECEIVED THAT YET, BUT WE DID PAY FOR THAT AND PROCURE IT OFFICIALLY BACK IN AUGUST.

UH, WE, UH, PURCHASE EQUIPMENT AND PERSONNEL PROTECTIVE GEAR, THE PPE THAT THEY WEAR, THIS IS THE PART THAT'S IN PROCESS STILL.

UM, AND THEN GOING DOWN TO THE FUNDING, THE APPLICATION FOR THE SAFER GRANT, AS I MENTIONED, IS COMPLETE.

THAT WAS DONE BACK IN APRIL.

WE'RE STILL WAITING ON NOTICE OF THAT AWARD.

AND THEN, UM, THE OTHER ITEMS RELATED TO POTENTIALLY MOU AND FUNDS AS WELL.

AND THEN, UH, PROJECT TIMELINE.

SO THESE ARE KIND OF OUR, UM, BENCHMARKS OF WHERE WE'RE PLANNING TO BE.

AND THEN JANUARY, FEBRUARY THAT TIMEFRAME WILL BE PROMOTIONAL EXAMS FOR FIRE CAPTAINS.

SO ENGINEERS FIRST AND THEN CAPTAINS, AND THEN MARCH.

SO AS FAR AS OUR SERVICE LEVEL GOES, WE WOULD NOT, UM, LOWER OUR SERVICE LEVEL.

IT WOULD BE STILL PARAMEDIC LEVEL SERVICE AND, AND MOST LIKELY THE GOAL WOULD BE IF WE DO HIRE FIREFIGHTER EMTS, BECAUSE THAT'S WHAT WE HAVE TO HIRE, IS TO FIND OUT A WAY TO GET THOSE INDIVIDUALS TRAINED UP TO PARAMEDIC LEVEL.

AND DO YOU HAVE ANY SENSE OF HOW WE'RE, HOW WE'RE GOING TO COME OUT ON THE END OF THE SAFER GRANT? I WOULD BE ONLY, UH, SPECULATING AT THIS POINT.

BUT WE HAD A REALLY GOOD APPLICATION.

AND IT WAS VIA, UM, A SANDAG COOPERATIVE AGREEMENT.

AND THEN FAST FORWARD TO AUGUST, UH, 2024, THE CITY EXECUTED THE FINAL, UH, CLEAN MOBILITY OP OPTIONS VOUCHER AGREEMENT WITH THE STATE TO GET THE PROJECT, UM, MOVING ALONG, AND I FORGOT TO MENTION THAT THE, THE SERVICE WILL COMPRISE OF THREE ELECTRIC POWER MINIVANS THAT WILL SERVE CUSTOMERS, UH, FOR LOCAL TRIPS, UH, FOR DESTINATIONS WITHIN THE CITY, TROLLEY, TRANSIT STOPS, OR DOCTOR APPOINTMENTS AND SO FORTH.

A LITTLE BIT OF BACKGROUND ON VIA, UH, THESE SLIDES ARE FROM OUR, MY JANUARY PRESENTATION.

THEY PROVIDE A TURNKEY OPERATION.

SO WHAT THIS SERVICE INTENDS TO DO IS TO CONNECT THE FIRST AND LAST MILE CONNECTIONS TO, UM, TRANSIT AND OTHER LOCATIONS WITHIN THE CITY.

AND WE'RE TRYING TO HIT A POPULATION OF AROUND 70,000, UH, UH, UH, PEOPLE AND FOCUS ON, UH, 19,000 JOBS WITHIN THE VALLEY FLOOR.

UH, WE ESTIMATE THE, THE RIDERSHIP WILL BE 200 RIDER PER DAY WITH THE 52,000 ANNUAL RIDERSHIP.

AND THE FLEET SIZE IS, AGAIN, THREE THREE ELECTRIC POWERED VEHICLES.

ONE WILL BE WHEEL WHEELCHAIR, WHEELCHAIR ACCESSIBLE, AND THOSE ARE ANNUAL COSTS FOR THE, FOR THE ACTUAL GRANT OF 1.5 MILLION FOR A TWO YEAR PERIOD.

AND I WANNA SHOW A VIDEO OF WHAT THEY DO.

AND IS THIS PUBLIC TRANSPORTATION? ABSOLUTELY.

IT IS THE FUTURE OF PUBLIC TRANSPORTATION TRANSIT AGENCIES AND MUNICIPAL GOVERNMENTS IN VALDOSTA, GEORGIA ARE USING ON DEMAND PUBLIC TRANSIT TO IMPROVE THE CUSTOMER EXPERIENCE AND IMPROVING SERVICE WITH APP DRIVEN CUSTOMER FEEDBACK.

THE OPPORTUNITY HERE IS ABSOLUTELY GIANT FOR ON DEMAND TO FEED INTO THESE REALLY CRITICAL FIRST AND LAST MILE JOURNEYS THAT CAN REALLY MAKE OR BREAK THE TOTAL JOURNEY FOR A COMMUTER.

MY FAMILY AND I, WE USE THIS SERVICE ALL THE TIME.

I JUST TAKE MY PHONE OUT, BOOK THE RIDE AND ON DEMAND IS THERE.

WE WERE ABLE TO REDUCE OUR COSTS BY AT LEAST A THIRD.

IT'S JUST A MORE EFFICIENT MODEL THAN HAVING A SHUTTLE BURNING GAS DRIVING AROUND IN A CIRCLE.

THEY ARE GREATLY REDUCING THE NUMBER OF SINGLE PERSON VEHICLES ON THE ROAD.

IT HAS BEEN THE MOST SUCCESSFUL EMISSIONS REDUCTION PROJECT IN ALL OF THE DALLAS-FORT WORTH.

METROPLEX ON DEMAND SERVICE JUST CHANGES PEOPLE'S LIVES.

I HOPE IT'S THE FUTURE OF PARATRANSIT.

HONESTLY, IT'S HARD TO HAVE AN EQUAL SOCIAL OPPORTUNITY WHEN YOU DON'T HAVE ON-DEMAND.

TRANSPORTATION.

I USE VIA BECAUSE OF I'M A HALF BLIND AND I CANNOT DRIVE.

I ORDER THE VIA, SO VIA PICK UP IN FRONT OF MY DOOR AND DROP OFF WHERE I SUPPOSED TO GO.

AFTER THAT, THE FAIR WOULD BE COMPARABLE TO THE MTS RIDERSHIP OF $2 AND 50 CENTS PER RIDER.

UH, IN THE FIRST TWO YEARS WERE FULLY FUNDED, UH, FAIR REVENUES AND OTHER POSSIBLE TRANSIT RELATED FUNDING WILL BE ABLE TO USE TO SUSTAIN THE PROJECT PAST THE TWO YEARS.

AND THEN STAFF WILL TAKE A LOOK AT OTHER GRANT OPPORTUNITIES AS WELL.

UH, WE'RE, WE KNOW, WE'RE AWARE THAT THERE'S ABOUT 300,000 AVAILABLE AND CMO FUNDS THAT WE'RE GONNA PURSUE AS WELL.

UM, ONE SPECIFIC ONE THAT COMES TO MIND IS UTAH TRANSIT AUTHORITY, WHERE, UH, WE OPERATE MICRO TRANSIT THAT'S CONNECTING TO THEIR EXISTING FIXED ROUTE NETWORK.

UM, AND SO THE MAIN GOAL OF THAT IS TO PROVIDE FIRST MILE LAST MILE TRIPS, UM, IN AREAS THAT HAVE BIG TRANSIT GAPS TO, YOU KNOW, GET TO THOSE DESTINATIONS.

SO IN, UH, DETERMINING THE SERVICE ZONE FOR EL CAJON, WE WANTED TO PROVIDE TRIPS, UH, THAT EASILY SERVED GETTING TO AND FROM THE TRANSIT CENTER, BUT ALSO THOSE AREAS WHERE TRANSIT GAP.

SO IT DOES PROVIDE POINT TO POINT, UM, WITH UTAH TRANSIT AUTHORITY WOULD, WE DID SEE FIXED ROUTE RIDERSHIP INCREASE BY 54% OVER THE CO COURSE OF A YEAR SINCE THEY LAUNCHED MICRO TRANSIT.

UM, SO IT'S REALLY HELPING TO COMPLIMENT THE EXISTING, UH, FIX ROUTE SYSTEM.

UM, AND IN THE VIA RIDER APP, INDIVIDUALS CAN, UH, BOOK, UH, MULTIMODAL TRIPS SO THEY COULD SEE THE FIX ROUTE OPTIONS AS WELL AS MICRO TRANSIT, WHICH REALLY HELPS PROTECT,

YOU KNOW, IN OUR VEHICLES, FOUR OR FIVE PASSENGERS COULD FIT IN ONE TIME.

SO, UH, THAT REALLY HELPS GIVE PEOPLE DIFFERENT OPTIONS TO SHOW WHAT'S MORE EFFICIENT AND FASTER THERE.

SO ARE YOU SAYING, IF I HEARD YOU RIGHT THAT, UH, IF, IF A PERSON WOULD SAY, WELL IT'S, IT'S 10 BUS STOPS TO GET TO THE TROLLEY STATION, UH, YOU'RE SAYING WITH A MICRO TRANSIT IT MAY BE POINT TO POINT AND THEREFORE RIDERSHIP INCREASED A LITTLE BECAUSE IT WAS EASIER TO TAKE WITHOUT THE 10 BUS STOPS ALONG THE WAY? IT HAS TO BE BY LAW THE SAME TRANSIT TIME AS A BUS WOULD BE.

SO MY QUESTION IS, HAVE YOU SEEN ANY IMPACT ON THE PUBLIC AGENCY'S PARATRANSIT SERVICE WITH THIS? DID IT INCREASE ALSO BE FOR THE SAME REASON OR CANNIBALIZE? WHAT CAN YOU TELL US? YEAH, OFTENTIMES WHEN WE DO WORK WITH TRANSIT AGENCIES, WE'LL COMMINGLE OUR MICRO TRANSIT SOFTWARE WITH PARATRANSIT SOFTWARE SO THAT WAY IT'S BOOKED ALL THROUGH ONE APP TOGETHER TO MAKE IT MORE EFFICIENT.

UM, SO FOR THE PURPOSE OF THIS PILOT, WE'RE STILL PROVIDING WHEELCHAIR ACCESSIBLE VEHICLES, BUT NOT IN THE FORMAL SENSE OF PARATRANSIT.
