ITEM 100 IS REGARDING THE PROJECT FOR MOLLISON VILLA VILLAS.

UH, GOOD EVENING, MAYOR AND CITY COUNCIL MEMBERS.

UH, MY NAME IS SPENCER HAYES AND I AM THE ASSOCIATE PLANNER WITH COMMUNITY DEVELOPMENT.

THE THEON VILLAS PROJECT PROPOSES A COMMON INTEREST DEVELOPMENT CONSISTING OF MARKET RATE SINGLE FAMILY HOMES, AND IS SUBMITTED BY RONNIE LOOM OF NEW VISION BUILDING AND DESIGN.

THE PROJECT CONSISTS OF AN 11 LOT SUBDIVISION, UH, WITH COMMON LOT FOR PRIVATE STREET ACCESS AND 10 SINGLE FAMILY HOMES.

THE PROPOSED RESIDENCES WOULD RANGE FROM 1,730 SQUARE FEET TO 1,850 SQUARE FEET WITH FOUR BEDROOMS ATTACHED, TWO CAR GARAGES AND PRIVATE REAR YARDS.

THE SUBJECT SITE IS ADDRESSED 1168 THROUGH 1174 NORTH MOSSON AVENUE AND IS BETWEEN GREENFIELD DRIVE TO THE NORTH AND BROADWAY TO THE SOUTH.

THE SITE CURRENTLY INCLUDES A SINGLE FAMILY UNIT ON THE NORTHERN PARCEL, UH, AND A SINGLE FAMILY UNIT WAS DEMOLISHED ON THE SOUTHERLY PARCEL IN 2015.

SURROUNDING USES INCLUDE OTHER COMMON INTEREST DEVELOPMENTS TO THE NORTH AND TO THE EAST, AS WELL AS, UH, SOME SINGLE FAMILY RESIDENCES TO THE WEST AND TO THE SOUTH.

THE PROPERTY IS DESIGNATED MEDIUM DENSITY RESIDENTIAL IN THE GENERAL PLAN AND IS ZONED, UH, RESIDENTIAL MULTIFAMILY 2,200 SQUARE FOOT OR R 2200.

IN TOTAL, THE SITE IS ROUGHLY THREE QUARTERS OF AN ACRE, AND THE PROJECT PROPOSES ABOUT 13.3 DWELLING UNITS PER ACRE, UH, WHICH IS WELL WITHIN THE ALLOWABLE 20 DWELLING UNITS PER ACRE AFFORDED BY THE GENERAL PLAN.

UH, THE TWO ORIGINAL PARCELS ARE LISTED IN THE SITE'S, UH, INVENTORY OF THE HOUSING ELEMENT, UH, MEANING THAT THEY WERE PREVIOUSLY IDENTIFIED, UM, FOR AS UNDERUTILIZED IN PRIME FOR REDEVELOPMENT.

THIS IS THE PROPOSED SITE PLAN.

UH, THE BLUE LINES INDICATE LOT LINES THAT THE GREEN HATCH REPRESENTS LANDSCAPED AREAS, UH, AND THE DIAGONAL HATCH INDICATES THE REAR AND SIDE YARDS.

UH, AGAIN, THE 10 10 SINGLE FAMILY HOMES ARE ORIENTED TOWARDS A PRIVATE STREET, UH, WHICH IS, UH, 20 FEET IN WIDTH CONSISTENT WITH CALIFORNIA FIRE CODE.

AND THE SITE INCLUDES A FIRE TRUCK TURNAROUND.

THE HOMES OBSERVE A MINIMUM 10 FOOT SET, UH, SETBACK FROM THE PUBLIC STREET, AS WELL AS FIVE FOOT INTERIOR, UH, SETBACKS.

THE PRIVATE REAR YARDS ACCOMMODATE THE MINIMUM SQUARE FOOTAGE REQUIRED FOR OPEN SPACE, UH, AND INCLUDE AREAS FOR REFUSE STORAGE.

EACH HOME INCLUDES A TWO CAR GARAGE, UH, AND A GUEST SPACE IN THE DRIVEWAY, WHICH IS A 18 AND A HALF FEET IN DEPTH.

THERE ARE FIVE SUPPLEMENTAL PARKING SPACES, UH, THROUGHOUT THE DEVELOPMENT AS WELL.

THE SITE INCLUDES A PEDESTRIAN PATH ALONG THE NORTHERN SIDE

OF THE PRIVATE STREET.

UH, AND IN GENERAL, THE SITE SLOPES GENTLY AWAY FROM NORTH WAL AVENUE AND A SLIGHT FILL IS NECESSARY TO ACHIEVE GRAVITY, SEWER, AND STORMWATER COMPLIANCE.

UH, THE, AT ITS HEIGHT, THE THERE WOULD BE APPROXIMATELY FOUR FEET OF FILL ALONG THE WESTERLY SIDE OF THE PROPERTY, UH, AND RETAINING WALLS WOULD REACH, UH, A HEIGHT OF APPROXIMATELY SIX FEET, INCLUDING, UH, A STANDARD SIX FOOT PRI PRIVACY FENCE.

THE MAXIMUM COMBINED HEIGHT FOR FENCES AND WALLS WOULD BE APPROXIMATELY 12 FEET.

AND THIS IS CONSISTENT WITH DEVELOPMENT, UH, IN THE AREA, INCLUDING THE PLANNED UNIT DEVELOPMENT DIRECTLY TO THE NORTH, WHICH CURRENTLY SITS ELEVATED ABOVE THIS PROJECT SITE.

UH, AND THEN FINALLY, THERE'S COMMON LANDSCAPING ALONG THE FRONTAGE ON NORTH MOSSON AS WELL AS ALONG THE, THE PRIVATE STREET.

HERE ARE A FEW OF THE PROPOSED ELEVATIONS.

UH, EXTERIOR FINISHED MATERIALS INC INCLUDE STUCCO, LAP SIDING, UH, AND STONE FINISHES IN CONTEMPORARY CONTRASTING COLORS.

UH, THE ROOF IS ALSO CONTEMPORARY IN DESIGN AND IS ASPHALT SHINGLE.

THE HEIGHT OF THE STRUCTURES IS PROPOSED AT 24 FEET TWO INCHES, UH, WHERE A MAXIMUM OF 35 FEET IS ALLOWED BY THE R 2200 ZONE.

AND, UH, THE PROPOSED DESIGN IS CONSISTENT WITH THE PLAN UNIT DEVELOPMENT REQUIREMENTS, UH, WHICH INCLUDE CHANGES IN WALL PLANES, ARCHITECTURAL DETAILING ACROSS ALL ELEVATIONS, UH, AND MULTIPLE FINISHED MATERIALS.

AGAIN, SINCE THIS IS A COMMON INTEREST DEVELOPMENT, UH, THE PROJECT REQUIRES RECORDATION OF COVENANTS, CONDITIONS AND RESTRICTIONS OR CCNRS AND THE FORMATION OF A HOMEOWNER'S ASSOCIATION.

UH, COMMON FACILITIES, UH, OUTSIDE OF THE PRIVATE YARDS WOULD BE MAINTAINED BY AN HOA AT THE PUBLIC HEARING HELD ON AUGUST 6TH.

UH, THE PLANNING COMMISSION, UH, WAS IN GENERAL SUPPORT OF THE PROJECT DESIGN AND UNANIMOUSLY, UH, RECOMMENDED CITY COUNCIL APPROVE APPROVAL OF THE PROJECT.

IT'S PROPOSED THAT THE PROJECT IS EXEMPT, UH, FROM CALIFORNIA ENVIRONMENTAL QUALITY ACT REVIEW PURSUANT TO, UH, CE A GUIDELINES SECTION 1 5 3 3 2 FOR INFILL DEVELOPMENT PROJECTS.

AS A RESULT OF THE PUBLIC NOTICE, ONE PUBLIC COMMENT WAS RECEIVED, UH, THAT COMMENTER WANTED TO REVIEW THE PROPOSED PARKING CONFIGURATION AND AFTER REVIEW, THEY INDICATED THAT THEY THOUGHT IT WOULD BE ADEQUATE FOR THE HOMES.

AND, UH, IN GENERAL, STAFF RECOMMEND THAT THE COUNCIL, UH, RECEIVES PUBLIC TESTIMONY AND ADOPTS THE NEXT RESOLUTIONS IN ORDER APPROVING THE SE A DETERMINATION AS WELL AS PLAN UNIT DEVELOPMENT 2024 DASH 0 0 3 AND TENTATIVE SUBDIVISION MAP 2024 DASH 0 1 0 SUBJECT TO CONDITIONS.

AND I'M HERE TO ANSWER ANY QUESTIONS YOU MIGHT HAVE.

SO, UM, THE PUD STANDARDS REQUIRE, UH, FOR A PROJECT OF, I BELIEVE IT'S 10 UNITS OR LESS OR FEWER, UH, A HALF SPACE SUPPLEMENTAL SPACE PER UNIT.

UH, SO THIS PLAN ACCOUNTS FOR FIVE ADDITIONAL SPACES BEYOND THE TWO CAR GARAGES AND THE ONE SPACE IN THE DRIVEWAY FOR EACH HOME.

UM, SO THEY, THE SITE PLAN IS IN COMPLIANCE.

UM, LET ME PULL UP THE SITE PLAN HERE, UH, WITH THOSE CODE REQUIREMENTS UNDER THE PLAN UNIT DEVELOPMENT.

SO THERE'D BE FIVE EXTRA SPACES BASICALLY THROUGHOUT THE SITE.

UM, IN ADDITION TO THAT, THE COVENANTS CONDITIONS AND RESTRICTIONS TYPICALLY INCLUDE LANGUAGE THAT SAYS THAT THE, THE GARAGES SHALL REMAIN AVAILABLE FOR, FOR VEHICLE PARKING RATHER THAN STORAGE.
