UH, FOR THOSE THAT DON'T KNOW, THIS WAS THE 41ST YEAR OF NATIONAL NIGHT OUT, AND THE WHOLE PREMISE OF THE EVENT IS TO HAVE POSITIVE INTERACTIONS BETWEEN LAW ENFORCEMENT AGENCIES AND THE COMMUNITIES THAT THEY SERVE.
SO THIS HAPPENS, UH, THROUGHOUT THE US AND CANADA.
AND, UH, WE HELD OUR, OUR BIGGEST ONE YET.
SO, UM, REALLY HAD A, A GREAT EVENT.
THIS IS SUCH AN HONOR TO BE A PART OF.
UM, THESE HAVE BECOME SOME OF MY FAVORITE AND COLLEAGUES AND PEOPLE THAT I HAVE A, A TREMENDOUS AMOUNT OF RESPECT FOR.
AND WE WENT BEYOND JUST EL CAJON PD, BUT ALSO INCLUDED OTHER LAW ENFORCEMENT AGENCIES.
WE HAD MTSS SECURITY TEAMS OUT THERE, BORDER PATROLS, CHP, UM, SAN DIEGO HUMANE SOCIETY, SO EVERYBODY PITCHED INTO HAVE A LOT OF FUN FAMILY ACTIVITIES.
UM, WE HAD OUR LIVE BAND OUT THERE, HAD A TREMENDOUS CROWD, EVEN HAD OUR OFFICERS UP DANCING ON STAGE TOWARDS THE END OF THE NIGHT.
AND WITH THAT, I'VE GOT A SHORT VIDEO HERE.
RECAP THAT WE CAN TAKE A LOOK AT NATIONAL NIGHT OUT, AN EPIC ANNUAL EVENT DEDICATED TO BUILDING POSITIVE RELATIONSHIPS BETWEEN LAW ENFORCEMENT AND OUR AMAZING COMMUNITY.
THOUSANDS OF EL CAJON RESIDENTS JOIN THE FUN.
ALL THANKS TO OUR FANTASTIC LOCAL BUSINESSES.
THEIR SUPPORT TRULY SHOWCASED THE INCREDIBLE COMMUNITY SPIRIT HERE IN EL CAJON.
COMMUNITY MEMBERS HAD THE CHANCE TO MEET THEIR FRIENDLY NEIGHBORHOOD OFFICERS, WATCH JAW DROPPING CANINE DEMONSTRATIONS, AND EVEN TOUR THE IMPRESSIVE SWAT VEHICLES.
BUT THAT'S NOT ALL OUR PARTNER AGENCIES, INCLUDING SAN DIEGO HUMANE SOCIETY, CALIFORNIA HIGHWAY PATROL, SAN DIEGO, MTS, AND THE UNITED STATES BORDER PATROL ALSO JOIN THE FESTIVITIES, ADDING EVEN MORE EXCITEMENT TO THE MIX BEYOND LAW ENFORCEMENT SHOWCASES.
THERE WERE PLENTY OF OTHER ACTIVITIES TO DIVE INTO.
KIDS WENT WILD WITH THE NINJA NATION OBSTACLE COURSE, TESTING THEIR SKILLS AND SEEING IF THEY HAD WHAT IT TAKES TO BECOME A COP.
DEPOT AND TARGET HOSTED GIANT ACTIVITY CENTERS FILLED WITH ARTS AND CRAFT PROJECTS THAT KEPT THE LITTLE ONES ENTERTAINED ALL EVENING LONG.
OUR AMAZING EVENT, MC AND EL CAJON LOCAL DELENA BENNETT ROCKED THE MAIN STAGE.
SHE INTRODUCED OUR OFFICERS, NARRATED THE THRILLING CANINE DEMONSTRATIONS, AND HOSTED SOME INCREDIBLE RAFFLE PRIZES.
AND LET'S NOT FORGET THE MUSICAL HIGHLIGHT OF THE NIGHT, THE BETA MAX BAND.
THEY BROUGHT THE HOUSE DOWN WITH ALL THE GREATEST HITS FROM THE EIGHTIES, TAKING US BACK TO AN ERA WHEN NATIONAL NIGHT OUT FIRST BEGAN.
WE CAN'T THANK OUR BUSINESSES ENOUGH FOR PUTTING ON SUCH A PHENOMENAL SHOW AND A MASSIVE SHOUT OUT TO OUR RESIDENTS FOR COMING TOGETHER AND BUILDING SUCH STRONG CONNECTIONS.
UNTIL NEXT YEAR, EL CAJON, LET'S KEEP COMMUNITY SPIRIT ALIVE AND THRIVING.

THIS IS THE FIRST PICTURE THAT I HAVE OF, OF THIS LOCATION.
THIS IS, UH, GINA AVENUE AT JOLIET STREET, AND IT'S A UNCONTROLLED INTERSECTION AND APPROXIMATELY 37 OR 3,800 VEHICLES PER DAY TRAVEL THROUGH THIS INTERSECTION AND INTERSECTION OF, UH, OR GINA THAT HANDLES ABOUT 2,700 VEHICLES PER DAY.
ANOTHER, UH, PICTURE VIEWING SOUTH AT THIS INTERSECTION AND THEN VIEWING EAST AT THE INTERSECTION.
THAT'S JOLIET STREET, WHICH CARRIES ABOUT, UH, 1100 VEHICLES PER DAY.
SO WE CONDUCTED A TRAFFIC STUDY AND, UM, WE, UH, LOOKED AT THE ACCIDENT RECORDS AND SO FORTH.
FOR THE PAST FIVE YEARS, THERE HAVE BEEN ZERO ACCIDENTS AT THIS LOCATION.
THE CORNER SITE DISTANCE IS ADEQUATE, BUT AT SOMETIMES OF THE DAY WHEN THERE'S CARS PARKED NEAR THE INTERSECTION, IT'S LIMITED SOMEWHAT.
SO WHEN WE PERFORMED THE STUDY, AS I MENTIONED BEFORE, UM, WE FOLLOW THE, THE CALIFORNIA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES, AND WE USE A POINT SYSTEM DEVELOP SEVERAL YEARS AGO BY THE CITY OF SAN DIEGO.
SO, UH, WE LOOK AT ABOUT FIVE FACTORS THAT WE TAKE IN CONSIDERATION, ACCIDENT HISTORY, SPECIAL CONDITIONS LIKE LIMITED SITE DISTANCE OR HIGH PEDESTRIAN VOLUMES, AND TRAFFIC VOLUMES AS WELL.
UM, THIS PARTICULAR INTERSECTION DID NOT MEET THE REQUIRED WARRANTS, BUT HAVING NO REGULATORY CONTROL AT THIS INTERSECTION CAUSES MOTORS, CONFUSION OF WHO HAD THE RIGHT OF WAY AND THE LIMITED SITE DISTANCE AT VARIOUS TIMES A DAY.
SO THEREFORE, WE'RE RECOMMENDING TO PUT IN ALLWAY STOPS AT THIS UNCONTROLLED LOCATION.
SO STAFFERS RECOMMENDING THAT THE COUNCIL ADOPTS THE NEXT RESOLUTION, APPROVING THE INSTALLATION OF THE PERMIT.

AND SO WHY DID YOU RECOMMEND A FOUR-WAY STOP VERSUS, UH, I'LL CALL IT TWO-WAY STOP.
JUST, JUST TO ASSIGN THE RIGHT OF WAY AS AS TRAFFIC ENTERS THE INTERSECTION.
UM, THE, THE VOLUMES ARE PRETTY CLOSE.
SO IF THEIR VOLUMES ARE CLOSE TO WITHIN 50%, THEN I CAN RECOMMEND IT ALWAYS STOP AS, AS THE, AS THE, THE BEST CONDITION OR THE BEST SAFETY MEASURE TO ASSIGN THE RIGHT OF WAY.

SO RIGHT NOW THERE'S A, UH, STOP SIGNS ON CLAY DE BUT NONE ON LEXINGTON.
SO AGAIN, WE DO, UH, WHEN WE PERFORM OUR STUDY, WE COLLECT, UH, TRAFFIC COUNT DATA, TAKE A LOOK AT, UH, INTERSECTION RECORDS AND SO FORTH.
AND, UH, WE DID A FIVE YEAR ACCIDENT HISTORY AT THIS LOCATION AND THAT THERE HAVE BEEN 12 ACCIDENTS THAT HAVE OCCURRED AND THREE OF THESE ACCIDENTS RELATED WITH THE VEHICLE VERSUS A PEDESTRIAN.
SO WE ALSO MEASURED THE CORRIDOR SITE DISTANCE.
IT'S ADEQUATE FOR VEHICLES TO SAFETY AND CROSS THE INTERSECTION.

AND IT WAS REALLY IN ORDER TO ADDRESS SOME OF THE SECONDARY EFFECTS THAT WERE OCCURRING WITH HOUSING PLACEMENTS, UH, INSIDE OF LODGING ESTABLISHMENTS THAT THE, THE CITY WAS EXPERIENCING LAST YEAR.
SO THE SERVICE PROVIDER DEFINITION IS SHOWN HERE.
UH, REALLY IT JUST BOILS DOWN TO BEING PRIMARILY AGENCIES OR ORGANIZATIONS THAT PROVIDE, UH, SERVICES TO HOMELESS INDIVIDUALS, UH, OR PEOPLE THAT ARE AT RISK OF BEING HOMELESS.
UH, THE PROGRAM THAT WAS, UH, APPROVED BY THE CITY COUNCIL, UH, DID REQUIRE SERVICE PROVIDERS TO OBTAIN A SPECIAL OPERATION LICENSE.
UH, SO IN CONJUNCTION WITH THAT, IT ALSO REQUIRED, UH, MONTHLY REPORTING.
SO THE SERVICE PROVIDERS REQUIRED TO REPORT ON THE NUMBER OF PARTICIPANTS SERVED THE LOCATION WHERE INDIVIDUALS WERE PREVIOUSLY HOMELESS, UH, THE NUMBER OF DISCHARGE PARTICIPANTS, AND THEN, UH, THE AVERAGE DAILY RATE PAID FOR THE HOUSING OF EACH PARTICIPANT.
SO AFTER, UH, UM, OVER THE LAST 11 MONTHS OR SO, UH, WE'VE HAD A TOTAL OF, UH, 10 SERVICE PROVIDERS THAT HAVE BECOME LICENSED.
UH, HERE WE SHOW THEIR APPROVAL DATES.
UH, WE'VE BEEN WORKING WITH EACH OF THOSE OVER THE LAST 11 MONTHS IN ORDER TO GET THROUGH, UH, LEGAL ISSUES AND MAKE SURE THAT THEY WERE, UM, GETTING THEIR APPLICATIONS IN AND COMPLETE.
UM, I DID WANNA HIGHLIGHT, UH, NOT ALL OF THESE SERVICE PROVIDERS ARE ACTUALLY PLACING INDIVIDUALS WITHIN LODGING ESTABLISHMENTS.
UH, SOME ENTITIES LIKE DORS FOR CHANGE, UH, THEY JUST GO OUT AND PROVIDE, UM, SERVICES AND TRY AND CONNECT HOMELESS INDIVIDUALS WITH SERVICES SO THEY'RE NOT ACTUALLY PUTTING PEOPLE INTO LODGING ESTABLISHMENTS.
SO, UH, THERE WERE FIVE PRIMARY LODGING ESTABLISHMENTS THAT WE'VE BEEN WORKING WITH OVER THE LAST YEAR.
UM, THESE FIVE LODGING ESTABLISHMENTS WERE THE ONES THAT HAD HIGH LEVELS OF CALLS FOR SERVICE.
UM, WE'VE BEEN WORKING WITH THEM THROUGH THE PLANNING COMMISSION, EITHER THROUGH UPDATING THEIR CONDITIONAL USE PERMITS OR LOOKING AT, UH, NEW OPERATION STANDARDS.
UH, WE'VE HAD, UH, UH, A GROUP OF CITY STAFF THAT HAVE MET WITH, UH, THE INDIVIDUAL LODGING ESTABLISHMENTS IN ORDER TO, UH, LOOK AT THEIR OPERATIONS, LOOK AT SECURITY MEASURES THEY COULD PUT IN LIKE FENCES OR IMPROVING LANDSCAPING OR JUST OTHER MEASURES IN ORDER TO REALLY IMPROVE THE OPERATION AND REDUCE THOSE CALLS FOR SERVICE.
SO WE LOOKED AT OVER THE LAST, UH, YEAR OR SO, UH, THE PERCENTAGE AND REDUCTION IN CALLS FOR SERVICE, UM, JUST BECAUSE OF WHEN EACH CONDITIONAL USE PERMIT WENT TO THE PLANNING COMMISSION.
UM, WE, WE LOOKED AT THE INITIAL CALLS FOR SERVICE AND THEN THE REDUCTION OVER THE LAST YEAR.
SO YOU CAN SEE HERE WE'VE REALLY SEEN EVERYWHERE FROM A 25 TO A 59% REDUCTION IN CALLS FOR SERVICE.
SO I THINK OVERALL, WE BELIEVE THAT IT'S BEEN SUCCESSFUL.
IT'S REALLY HELPED US TO BETTER UNDERSTAND HOW THESE LODGING ESTABLISHMENTS ARE OPERATING.
AND REALLY HELPFUL IN ALLOWING THE POLICE DEPARTMENT TO WORK WITH THOSE, UH, LOING ESTABLISHMENTS AS WELL AS THE SERVICE PROVIDERS GIVING US, UH, ADDITIONAL DATA.
SO REALLY, UH, OVER THE LAST 11 MONTHS, THAT'S KIND OF THE HIGHLIGHTS OF WHAT WE'VE BEEN ABLE TO ACHIEVE.

UM, WE GAVE THEM SOME SUGGESTIONS ABOUT, UH, LIKE PUTTING UP A, UH, FENCE BACK IN THE BACK CORNER BY THE POOL SO THAT PEOPLE COULDN'T EXIT OUT INTO THE RESIDENTIAL NEIGHBORHOOD, UH, ADJACENT THERE.
UM, HE TOOK A LOT OF THE SUGGESTIONS TO HEART.
HE, UH, MADE THOSE IMPROVEMENTS TO THE PROPERTY AND FIXED UP THE LANDSCAPING WITHOUT US HAVING TO GO TO THE PLANNING COMMISSION.
SO I LOOK AT THAT AS KIND OF A, A SUCCESS STORY WHERE WE ARE ABLE TO WORK WITH SOMEONE, UM, AND HELP THEM PROACTIVELY KIND OF RESOLVE SOME OF THEIR PROBLEMS. GOOD.

ON NOVEMBER OF 21 AND APRIL OF 22, THE CITY RECEIVED FUNDING FROM THE SAN DIEGO RIVER CONSERVANCY, UH, WILDFIRE EARLY ACTION PROGRAM IN THE AMOUNT OF 3 MILLION $125,000.
TASK SEVEN OF THIS GRANT IS TO PURCHASE FIRE HAZARD MITIGATION EQUIPMENT.
ON APRIL OF 2022, THE CITY COUNCIL APPROVED THE PURCHASE OF A TYPE ONE FIRE ENGINE OUTFITTED WITH WILDLAND URBAN INTERFACE OPERATIONS FOR $770,000.
THIS FIRE ENGINE WAS INSPECTED BY STAFF LAST JUNE AND APPROXIMATELY $30,000 WAS RECOMMENDED FOR CHANGES AND FOR OUT FEEDING ACCESSORIES.
5,000 REMAINED IN THE EQUIPMENT TASK AND AFTER CAREFUL EVALUATION, APPROVAL AND APPROVAL BY OUR GRANT TOUR STAFF RECOMMENDS COUNSEL'S APPROVAL TO TRANSFER $25,000 FROM TASK THREE TO TASK SEVEN AND TO TO PURCHASE THE FIRE, UM, MITIGATION EQUIPMENT.

PROP 47, AS YOU KNOW, WAS APPROVED IN, UM, 2014.
AND I THINK IT'S SAFE TO SAY THAT THE IMPACTS OF PROPOSITION 47 HAVE BEEN AN UN UNMITIGATED DISASTER, UH, FOR CITIES ACROSS CALIFORNIA WITH AN EXPLOSION IN HOMELESSNESS, RAMPANT RE RETAIL THEFT, AND SEEING THE DEVASTATING EFFECTS OF FENTANYL.
DESPITE THIS, THE GOVERN, NEITHER, NEITHER THE GOVERNOR NOR THE LEGISLATIVE MAJORITY HAS THE SLIGHTEST INTEREST IN AMENDING PROP 47 TO, TO ADDRESS THESE ISSUES.
HOWEVER, AN EFFORT WAS UNDERWAY EARLIER THIS YEAR FROM DISTRICT ATTORNEYS ACROSS THE STATE, INCLUDING OUR OWN, UH, SUMMER STEPHAN, ALONG WITH A GROUP CALLED CALIFORNIANS FOR SAFER COMMUNITIES, AND THEY GATHERED ENOUGH SIGNATURES TO PUT PROP 36 ON THE BALLOT.
PROP 36 WILL RESTORE FELONY THEFT, UH, CHARGES UNDER CERTAIN CIRCUMSTANCES ALONG WITH PROVIDING MENTAL HEALTH AND ADDICTION TREATMENT, UH, AGAIN, UNDER CERTAIN CIRCUMSTANCES, AMONG OTHER THINGS THAT THE PROPOSITION DOES.
YOU'LL RECALL THAT IN PAST LEGISLATIVE REPORTS, UM, I MADE YOU AWARE OF 12 BILLS THAT WERE BEING SPONSORED BY THE GOVERNOR AND THE LEGISLATIVE MAJORITY, UH, 10

OF WHICH HAVE BEEN APPROVED IN THE PAST COUPLE OF DAYS, JUST THE LAST FEW DAYS, 10 OF THE 12 HAVE BEEN APPROVED AND ARE ON THE GOVERNOR'S DESK AND WILL LIKELY BE SIGNED.NONE OF THOSE DO ANYTHING TO PROP 47.
THE PURPOSE OF, UH, THOSE BILLS IS NO DOUBT TO LEAD SOME SORT OF DISINFORMATION CAMPAIGN AS WE ENTER THE FINAL STRETCH OF THE ELECTION SEASON TO DISSUADE THE PUBLIC FROM, UH, UH, VOTING IN FAVOR OF PROP 36.
UH, WHAT'S BEFORE YOU NOW IS A RESOLUTION, UM, THAT IS IN SUPPORT OF PROP 36 AND STAFF, UM, IS RECOMMENDING YOUR, UM, SUPPORT OF THAT.

WE SHOWED THE CORRELATION OF THE PASSAGE OF PROP 47 AND 57, ABOUT 10 YEARS AGO, AND SUBSEQUENTLY THE HOMELESS POPULATION IN CALIFORNIA SKYROCKETING, UM, PROP 47.
THE REFORM OF THIS THROUGH PROP 36 IS GONNA HAVE REAL CONSEQUENCES FOR REPEAT CRIMINALS, NOT ONLY WITH REGARD TO DRUG OFFENSES, UM, BUT UH, THEFT AND ORGANIZED THEFT.
I CAN'T TELL YOU HOW MANY DOZENS OF BUSINESSES WE LOST IN EL CAJON, WHETHER THEM JUST SHUTTING DOWN OR MOVING OUT OF THE STATE.
UM, HUNDREDS AND THOUSANDS IN CALIFORNIA HAVE, UM, CLOSED OR SHUTTERED.
UM, WE JUST TODAY OUR RESIDENT HERE, SHE'S SO FRUSTRATED WITH THE HOMELESS POPULATION, THE CRIMINAL ELEMENT OF IT, UM, TAKING OVER OUR NEIGHBORHOODS INTIMIDATING AND, AND, UH, OUR RESIDENTS ON OUR STREETS AND PARKS, OPEN AIR DRUG USE.
AND I'VE, I'VE HAD ENOUGH OF IT.
I'VE SPENT MORE TIME GATHERING SIGNATURES FOR PROP 36 THAN MY WIFE AND KIDS WOULD'VE LIKED.
BUT THIS IS THE REAL WORK THAT HAS TO BE DONE BECAUSE THE STATE FAILS TO TAKE ACTION, UM, TO HOLD PEOPLE ACCOUNTABLE FOR THEIR ACTIONS.
AND I'M, UH, SO I AM, UM, ALL ON BOARD TO TO, TO DRAFT, TO SUPPORT THIS AND, AND VOTE YES ON THIS RESOLUTION.

WE HAD A BUDGET MEETING LAST WEEK.
MTS IS UNDER THE SAME MANDATE.
A LOT OF PUBLIC AGENCIES ARE TO PURCHASE, UH, 25% OF ANY NEW VEHICLE BE A ZERO EMISSION VEHICLE.
AND SO, UH, ANY NEW BUSES THAT ARE PURCHASED ARE 25% HAVE TO BE ELECTRIC IN THIS CASE.
THE PROBLEM IS THE ELECTRIC BUSES ONLY GO 150 MILES AND MANY OF THE MTS ROUTES ARE LONGER THAN 150 MILES WITH THE GREATEST BEING 450.
SO THERE THE MANDATE IS WE HAVE TO BUY A ZERO EMISSION BUS.
IT ONLY GOES 150 MILES, BUT IT DOESN'T MEET THE 400 ROUTE.
BUT THE LEGISLATION SAYS IT'S A ONE FOR ONE SWAP, SO YOU'RE NOT FORCED TO BUY TWO BUSES JUST TO FILL THE ONE ROUTE.
SO THIS IS THE DILEMMA THAT, UH, IS HAPPENING WITH TRANSIT AGENCIES UP AND DOWN THE STATE AT.
ONE OF THE THINGS I'M PLEASED TO SEE IS THAT HYDROGEN BUSES ARE BEING CONSIDERED AND USED BY AGENCIES UP AND DOWN THE STATE AS WELL.
UH, HYDROGEN IS MUCH BETTER THAN ZERO EMISSION AND THEIR RANGE IS ABOUT 90% OF THAT, OF THIS COMPRESSED NATURAL GAS.
THE ONLY PROBLEM IS BECAUSE OF THE ECONOMIES OF SCALE, THEY'RE MORE EXPENSIVE THAN ELECTRIC BUSES AT THIS
