UH, THE PROPOSED USED CAR SALES WOULD OCCUR ON A PREVIOUSLY DEVELOPED SITE, UH, AND INCLUDES UPDATES TO EXTERIOR YARD LANDSCAPED AREAS, UH, ALONG BROADWAY AND A BOUNDARY WALL BETWEEN THE COMMERCIAL USE AND AN ADJOINING RESIDENTIAL PROPERTY TO THE NORTH.

THE SITE IS ADDRESSED 9 2 9 7 2 TO 9 7 6 BROADWAY AND IS BETWEEN NORTH MOSSON AVENUE AND NORTH ANSA STREET.

UH, THE SITE IS ROUGHLY, UH, A THIRD OF AN ACRE AND SURROUNDED BY COMMERCIAL USES TO THE WEST, TO THE EAST AND THE SOUTH.

UH, SIMILARLY, THE PROJECT INCLUDES A MASONRY BOUNDARY WALL, UH, WHICH IS REQUIRED FOR NEW DEVELOP NEW COMMERCIAL DEVELOPMENTS, UH, BETWEEN THE COMMERCIAL USE AND RESIDENTIAL USES.

UH, THE SUBJECT SITE PLAN, UH, DISPLAYS FIVE PARKING SPACES UP FRONT.

UH, BUT PROPOSED CONDITIONS OF APPROVAL REQUIRE A FINAL SITE PLAN, INCLUDING EIGHT PARKING SPACES BASED ON THE COMMERCIAL PARKING RATIOS AND THE ZONING CODE.

THE APPLICANT INDICATES THAT THEY EXPECT ONLY A HANDFUL OF OF CUSTOMERS PER DAY AND UP ONE TO TWO STAFF PERSONS.

UH, AND SO PARKING AT THE SITE WOULD BE MORE THAN SUFFICIENT.

THE PROPOSED CONDITIONS OF APPROVAL, UH, OF APPROVAL ALSO REQUEST, UH, A CLEARLY DELINEATED AREA FOR VEHICLE DISPLAY, UH, WHICH HEARTLAND FIRE STAFF WOULD REVIEW, UH, TO ENSURE IMMEDIATE, UH, EMERGENCY VEHICLE ACCESS TO THE NORTHLY PORTION OF THE LOT.

FINALLY, UH, PROPOSED CONDITIONS OF APPROVAL ALSO REQUIRE AN UPDATED TRASH ENCLOSURE, UH, CONSISTENT WITH CURRENT STANDARDS.

AND I'M SURE THE COMMISSION'S PROBABLY FAMILIAR WITH THE SITE IN QUESTION, BUT HERE'S THE STREET VIEW FROM BROADWAY.

UH, AGAIN, UH, A 10 FOOT LANDSCAPED AREA IS PROPOSED, UH, AT THIS FRONTAGE AND THE EXISTING METAL FENCE IS PROPOSED TO REMAIN STAFF'S RECOMMENDATION, UM, OF APPROVAL IS, UH, ACCOMPANIED BY POSITIVE FINDINGS FOR CONSISTENCY WITH THE GENERAL PLAN AND FOR WITH, WITH SURROUNDING USES, UH, THE NORMAL OPERATION OF A USED CAR LOT IS NOT EXPECTED TO BE DETRIMENTAL TO HEALTH AND SAFETY AND THEIR PERFORMANCE STANDARDS AND ANY AND CO COMPLIANCE REMEDIES.

UH, SHOULD ANY ISSUES ARISE FURTHER, UH, THE PROJECT WOULD ACTIVATE AND UPDATE AN OLDER COMMERCIAL DEVELOPMENT, UH, WHICH HAS LACKED A, A LICENSED PRIMARY USE FOR MULTIPLE YEARS.

I SHOULD MENTION THAT STAFF RECEIVED ONE PUBLIC COMMENT, UH, SINCE THE AGENDA WAS POSTED, UH, AND THE COMMENTER ONLY SOUGHT TO CLARIFY THE PROJECT LOCATION.

UH, THE PROPOSED PROJECT IS EXEMPT FROM ENVIRONMENTAL REVIEW, UH, REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT CQA, UM, PURSUANT TO SECTION 15 3 0 1, WHICH IS FOR EXISTING FACILITIES.

UH, SO THE SECOND ITEM FOR THE COMMISSION'S CONSIDERATION IS PLAN, UNIT DEVELOP IS A PLANNED UNIT DEVELOPMENT IN A TENTATIVE SUBDIVISION MAP, UH, FOR MOLLISON VILLAS, UH, SUBMITTED BY RANIA SALUM OF NEW VISION, UH, BUILDING AND DESIGN.

THE PROPOSED COMMON INTEREST DEVELOPMENT INCLUDES AN 11 LOT SUBDIVISION WITH A COMMON LOT FOR PRIVATE STREET ACCESS AND 10 LOTS FOR DETACHED SINGLE FAMILY HOMES.

THE PROPOSED RESIDENCES RANGE FROM, UH, 1,730 TO 18 1,850 SQUARE FEET WITH FOUR BEDROOMS ATTACHED, TWO CAR GARAGES, UH, PRIVATE REAR YARDS AND, UH, WOULD BE FOR SALE AT MARKET RATE PRICES.

THE SITE IS ADDRESSED 1168 TO 1174 NORTH MOLLISON AVENUE, AND IT'S BETWEEN BROADWAY AND GREENFIELD DRIVE.

THE SITE CURRENTLY INCLUDES ONE SINGLE FAMILY UNIT ON THE NORTHERLY NORTHERLY PARCEL, UH, AND A SINGLE FAMILY UNIT WAS DEMOLISHED ON THE SOUTHERLY PARCEL IN 2015.

SURROUNDING USES INCLUDE, UH, PUD TO THE NORTH AND TO THE EAST.

UH, THE PROPOSED STREET IS 20 FEET IN WIDTH, UH, WHICH IS, UH, CONSISTENT WITH CALIFORNIA FIRE CODE, UH, BUT IS A DEVIATION FROM THE PUD STANDARD OF 22 FEET.

UM, THE FINDINGS FOR A PUD DO ALLOW, UH, FOR THE APPROVAL OF ALTERNATIVE DEVELOPMENT STANDARDS, UH, SO LONG AS IT'S IN THE PUBLIC INTEREST.

UM, HOMES OBSERVE A MINIMUM 10 FOOT SETBACK FROM THE PUBLIC AND PRIVATE STREET, AND IN INTERIOR SIDE YARD SETBACKS OF FIVE FEET.

UM, PRIVATE REAR YARDS ACCOMMODATE THE MINIMUM SQUARE FOOTAGE FOR OPEN SPACE, UH, AND INSIDE YARDS INCLUDES STORAGE AREAS FOR REFUSE CONTAINERS.

EACH HOME INCLUDES, UH, A TWO CAR ATTACHED GARAGE, UH, A GUEST SPACE IN THE DRIVEWAY, AND THE SITE INCLUDES FIVE SUPPLEMENTAL PARKING SPACES THROUGHOUT THE DEVELOPMENT.

UH, GUEST PARKING SPACES ARE DIMENSION AT 18 AND A HALF FEET IN THOSE DRIVEWAYS, UH, WHICH IS CONSISTENT WITH THE CITY STANDARD FOR UNCOVERED PARKING SPACES IN THE ZONING CODE.

THE SITE ALSO INCLUDES A PEDESTRIAN PATH ON THE NORTHERLY SIDE OF THE PRIVATE STREET AND ADEQUATE BACKUP SPACE FOR THE PARKING.

UH, THE SITE SLIGHT, UH, SLOPES SLIGHTLY AWAY FROM NORTH MOLLISON AVENUE.

UM, UH, AND SO THEREFORE A A FILL IS NECESSARY TO ACHIEVE GRAVITY SEWER SERVICE AND FOR STORMWATER COMPLIANCE.

UH, AT ITS HEIGHT, THERE WOULD BE APPROXIMATELY FOUR FEET OF FILL AT THE WESTERLY SIDE OF THE DEVELOPMENT.

UH, AND RETAINING WALLS WOULD REACH A MAXIMUM HEIGHT OF SIX FEET, INCLUDING A STANDARD SIX FOOT PRIVACY FENCE.

THE MAXIMUM COMBINED, UH, HEIGHT WOULD BE ABOUT 12 FEET.

UH, AND THIS IS CONSISTENT WITH DEVELOPMENT IN THE AREA, INCLUDING THE PUD DIRECTLY TO THE NORTH, UH, WHICH SITS WELL ABOVE, UH, THIS PROJECT SITE.

FINALLY, COMMON LANDSCAPING IS PROPOSED, UH, ALONG THE PROJECT FRONTAGE AND IN FRONT OF THE HOMES ALONG THE PRIVATE STREET.

HERE ARE A FEW OF THE PROPOSED RENDERS FOR SINGLE FAMILY RESIDENCES.

UM, NOTE THAT THE BUILDINGS ALONG THE NORTHLY NORTHERLY PORTION OF THE SITE ARE SLIGHTLY SMALLER, UH, AND THE ELEVATIONS VARY SLIGHTLY.

UH, EXTERIOR MATERIALS INCLUDE STUCCO, LAP SIDING AND SUB, UH, FOE STONE IN A, IN CONTEMPORARY AND CON CONTEMPORARY CONTRASTING COLORS.

UH, THE ROOF MATCHES THE CONTEMPORARY DESIGN, UH, AND IS ASPHALT SHINGLE.

THE PROPOSED HEIGHT OF THE UNITS IS 24 FEET, TWO INCHES, UH, WHERE A MAXIMUM OF 35 FEET IS PERMITTED BY THE RM 2200 ZONE.

AND IN GENERAL, THE RESIDENCES ARE CONSISTENT WITH THE ARCHITECTURAL GUIDELINES FOR OUR PLAN UNIT DEVELOPMENT.

AND IN ACCORDANCE WITH THOSE REGULATIONS, UH, THE STRUCTURES INCLUDE CHANGES IN WALL PLANES, ARCHITECT ARCHITECTURAL DETAILS ON ALL ELEVATIONS AND MULTIPLE FINISHED MATERIALS.

UH, AS A COMMON INTEREST DEVELOPMENT, UH, THE PUD UH, IS REQUIRED.

A CONDITION OF, UH, PROPOSED CONDITION OF APPROVAL IS THE RECORDATION OF COVENANTS, CONDITIONS AND RESTRICTIONS.

UH, THE PROPOSED ALTERNATIVE DEVELOPMENT STANDARDS ARE, UH, FURTHER IN THE PUBLIC INTEREST AS THEY FACILITATE, UM, UH, SA SATISFACTION THE HOUSING ELEMENT, HOUSING ELEMENT OBLIGATIONS AND WILL NOT RESULT IN UNSAFE CON SITE CONDITIONS.

UM, THEY'RE ALSO CONSISTENT WITH OTHER APPLICABLE MUNICIPAL CODE STANDARDS FOR SUCH FACILITIES.

UH, I SHOULD NOTE THAT STAFF DID RECEIVE ONE PER IN-PERSON COMMENT.

UH, AFTER THE AGENDA WAS POSTED, UH, THE COMMENTER COMMENTER LIVED IN THE AREA AND WANTED TO CONFIRM THE PROJECT LOCATION, UH, AND REVIEWED THE PROPOSED PARKING CONFIGURATION, UH, WHICH THEY INDICATED THEY THOUGHT WOULD BE ADEQUATE.
