I'M THE PARKS AND RECREATION SUPERVISOR BASED OUT OF RONNETTE RECREATION CENTER.
UM, AND WE ARE HERE WITH THE TEAM COALITION, THE 20 20 14 COALITION MEMBERS, AND WE ARE PROUD TO PRESENT OUR YOUTH OF THE YEAR AWARD.
BEFORE WE GET GOING WITH OUR PRESENTATION, I WOULD ACTUALLY LIKE TO CALL UP OUR TEAM COALITION MEMBERS AND HAVE THEM INTRODUCE THEMSELVES.

I AM SERVING AS THIS YEAR'S TEAM COALITION COORDINATOR.
UM, I'VE BEEN IN TEAM COALITION FOR THE PAST SIX TO SEVEN YEARS, AND I DID JOIN IT JUST TO BECOME CLOSER WITH MY COMMUNITY AND I'LL LET OUR OTHER MEMBERS INTRODUCE THEMSELVES.
HI, MY NAME IS STELLA WOODSON.
I AM IN SEVENTH GRADE AND I AM THE TEEN COALITION VICE PRESIDENT.
I JOINED TEEN COALITION TO HELP THE PEOPLE IN MY CITY.
I'M THE PRESIDENT OF TEEN COALITION.
I'M A JUNIOR IN HIGH SCHOOL, AND I JOINED TEEN COALITION TO MAKE THIS COMMUNITY A BETTER PLACE.
I'M A SENIOR AT BAHALA HIGH SCHOOL, AND I JOINED TEEN COALITION JUST TO BE PART OF MY COMMUNITY, BE CLOSER TO THE YOUTH, UM, UPCOMING YOUTH.
I'M A FRESHMAN AT STEEL CAN IN HIGH SCHOOL, AND I JOINED TEEN COALITION BECAUSE I WANTED TO HELP OUT IN MY COMMUNITY.
OUR GROUP IS COMPOSED OF DEDICATED AND PASSIONATE YOUNG INDIVIDUALS FROM ACROSS OUR CITY WITH THE MISSION TO PROVIDE A PLATFORM FOR YOUTH, YOUTH VOICES IN OUR COMMUNITY.
WE AIM TO BRIDGE THE GAP BETWEEN YOUNGER GENERATION AND CITY LEADERSHIP WHILE PROVIDING HANDS-ON EXPERIENCE IN CITY EVENTS AND ACTIVITIES.
I'LL NOW HAND THE MIC OVER TO OUR VICE PRESIDENT WHO HAS A FEW WORDS TO SAY ABOUT TODAY'S PRESENTATION.
I WOULD LIKE TO THANK THE ELON CITY COUNCIL FOR HAVING THE TEEN COALITION HERE TODAY.
WE HAVE BEEN HEAVILY INVOLVED IN PLANNING EVENTS AND ACTIVITIES FOR YOUTH AT VARIOUS RECREATION CENTERS, AND WE ARE ALSO PASSIONATE ABOUT OUR GROUP CAMPAIGN ON SPREADING SKIN CANCER AWARENESS AND PROMOTING THE USE OF SUNSCREEN.
WE ALSO AIM TO SERVE AS EXTRA SETS OF HANDS TO HELP WHERE IT IS NEEDED.
LAST BUT NOT LEAST, WE MAKE OUR, WE MAKE OUR SELECTION FOR THE ANNUAL YOUTH OF THE YEAR AWARD, WHICH WE'LL BE PRESENTING AT THIS MEETING TODAY.
EVERY YEAR, THE TINK COALITION SELECTS AN OUTSTANDING STUDENT IN THE CITY OF EL CAJON, WHO HAS SHOWN LEADERSHIP IN THEIR COMMUNITY.
THE WINNER WILL RECEIVE A PLAQUE AS WELL AS HAVE THEIR NAME ENGRAVED IN THE CITY'S WALL OF FAME CASE AT CITY HALL.
TODAY WE'LL BE ANNOUNCING OUR WINNER FOR THE 2024 YEAR YOUTH OF THE YEAR AWARD.

UM, SHE HAS OVER A 4.0 GPA AND SHE'S GONNA BE GOING TO UCSD IN THE FALL TO BE A NURSE, UM, WHICH IS SOMETHING THAT'S PASSIONATE TO HER.

THE CITY COUNCIL IDENTIFIED EARLIER IN THE YEAR, UH, AT THEIR, UM, GOAL SETTING, AN ECONOMIC DEVELOPMENT OPPORTUNITY.
UM, AND THAT WAS TO ANALYZE THE CITY'S DIGITAL PERMITTING SYSTEM.
AND IN DOING SO, UM, IN ORDER TO ACCOMPLISH THAT, UH, CITY STAFF REACHED OUT TO SAN DIEGO STATE, UM, PUBLIC ADMINISTRATION, UH, SCHOOL, AND, UM, UH, SECURED A CAPSTONE GRADUATE TEAM, NICK AND RICHARD TO ANALYZE THE CITY'S DIGITAL PERMITTING SYSTEM.
AND THEY'D NOW LIKE TO TAKE THIS OPPORTUNITY TO MAKE THEIR FINDINGS AND A PRESENTATION TO YOU.
UH, THANK YOU MAYOR AND COUNCIL MEMBERS.
UH, AS TONY SAID, MY NAME IS RICHARD DIPLO.
I'M A, UH, GRADUATE STUDENT FROM SAN DIEGO STATE.
GOOD AFTERNOON, COUNCIL MEMBERS.
AND, UH, AS STATED, WE ARE RECENT GRADUATES FROM SAN DIEGO STATE, THE MASTERS OF PUBLIC ADMINISTRATION PROGRAM.
AND AS PART OF OUR REQUIREMENTS WITH, FOR THE DEGREE, WE WERE TASKED TO PERFORM A CAPSTONE PROJECT, WHICH WE WERE PARTNERED WITH CITY OF EL CAJON, WHICH HAS BEEN A LONGSTANDING PARTNER OF THE SCHOOL.
AND WE WERE FORTUNATE ENOUGH TO WORK WITH TONY STAFF ON, ON THIS, ON THIS MISSION.
SO IN SUMMARY, IN 2023, THE CITY PROCESSED 3,600 DEVELOPMENT ACTIVITIES, WHICH ADDED ABOUT $116 MILLION OF VALUE TO THE LOCAL ECONOMY.
ECONOMY AND PERMITTING IS A, IS ESSENTIAL TO THAT ACTIVITY, TO THAT PROCESS WITH THE PURPOSE OF FACILITATING ORALLY GROWTH, DEVELOPMENT, AND REDEVELOPMENT OF THE CITY THROUGH THE APPLICATION AND IMPLEMENTATION OF THE GENERAL PLAN.
THE ZONING AND THE BUILDING CODES AND THE PERMITTING ACT AS A MECHANISM TO COMMUNICATE THOSE REQUIREMENTS AND ENSURE THEIR COMPLIANCE THROUGH ALL PHASES OF THE PROJECT.
AND AT ITS CORE, PERMITS A SERVICE LIKE ANY OTHER, RIGHT? PEOPLE'S ASSESSMENT DEPENDS ON MANY FACTORS, AND THAT'S WHAT OUR RESEARCH REVOLVED AROUND, UNDERSTANDING THOSE EXPECTATIONS AND TRANSLATING THEM INTO TANGIBLE, CONSTRUCTIVE FEEDBACK THAT THE CITY CAN USE TO IMPROVE THAT PROCESS.
SO WITH THAT, OUR OBJECTIVE WAS TO IDENTIFY OPPORTUNITIES TO IMPROVE THE EXPERIENCE FOR YOUR CUSTOMERS AND, AND ENSURE, MAXIMIZE THE PUBLIC GAIN TO THE, UH, TO THE COMMUNITY.
SO IN OUR PROJECT, WE IDENTIFIED THREE MAIN FUNCTIONS THAT WE FOUND HAD THE MOST INFLUENCE ON THAT EXPERIENCE.
AND THE FIRST IS THE PERMANENT APPROVAL, TIMELINESS, CONSTRUCTION, YOU KNOW, IT'S PROJECTS, TIME IS MONEY.
SO EVERYBODY'S MOST AMAZINGLY CONCERNED WITH THAT ASPECT IN THEIR PROCESS.
AND, AND THAT'S HOW THEY, UH, GAUGE A LOT OF THEIR SATISFACTION.
AND THEN SECONDLY WAS THE PROJECT ASSISTANCE CENTER ONLINE, WHICH IS COINED AS PACO, WHICH IS POWERED BY SOFTWARE CALLED INTER GOV.

A, THAT'S A PLATFORM THAT THIS A DIGITAL PLATFORM THAT THE CITY USES TO PROCESS ALL THEIR PERMITS.IT'S A, IT'S A CELL SERVICE PORTAL FOR THE CUSTOMERS.
AND THEN ALSO STAFF HAVE, HAVE A, A, A PLATFORM THAT THEY MONITOR THE, UH, THE APPROVAL PROCESSES AND, AND SO FORTH.
AND THEN LASTLY IS THE STAFF RESPONSIVENESS OF THE PROCESS.
OBVIOUSLY ALL THE, WITH ALL THE DIGITAL TOOLS, STAFF IS STAFF AND HUMAN ENGAGEMENT IS AT THE, IS AT THE FOREFRONT OF MAKING THE, ANY, ANY OF THAT SUCCESSFUL.
SO WE LOOKED AT, UH, EVALUATED THAT AS WELL.
AND THROUGH THAT, WE FOUND THESE THREE AREAS OF IMPROVEMENT THAT WE'LL BE LOOKING, THAT WE'LL BE RECOMMENDING SOME IMPROVEMENTS FROM.
AND THAT WAS THE PERMIT STATUS AND THE NOTIFICATIONS, THE POST-IT PERMIT INFORMATION AND THE EDUCATION MATERIALS THAT ARE AVAILABLE ONLINE.
AND LASTLY, INCLUDING A CUSTOMER FEEDBACK OPPORTUNITY IN, IN THE OVERALL PROCESS.
SO FOR OUR RESEARCH, WE USED A MIXED METHODS, UH, WHICH IS BOTH, UH, SURVEY DATA AND INTERVIEW DATA.
UH, SO WE DID SEND A SURVEY OUT TO PACO USERS, AND IT WAS ALSO LINKED ON THE CITY'S WEBSITE.
UH, WE ENDED UP GETTING 175 RESPONSES TO THAT SURVEY.
UH, WE DID INTERVIEWS AND OBSERVATIONS WITH STAKEHOLDERS AND OF THE DEPARTMENT, UH, AND WE, UH, DID A THEMATIC ANALYSIS OF ALL THAT DATA TO TRY TO COME UP WITH, UH, SOME COMPREHENSIVE RECOMMENDATIONS THAT THE CITY CAN USE, UH, TO IMPROVE THEIR PERMITTING PROCESS.
SO THESE ARE, THESE ARE THE TRENDS THAT WE, UM, FOUND.
THIS IS SUMMARY OF THE TRENDS THAT WE FOUND, AND WE, WE USED, UH, BASED ON THE CUSTOMER TYPE RESPONSES, AND WE USED, UH, WE GROUPED THE CUSTOMERS IN AN OWNER AND REPRESENTATIVE TYPES.
WE FOUND THOSE CHARACTERISTICS HAD THE MOST INFLUENCE ON THE OUTCOME.
SO OWNERS ARE YOUR EVERYDAY HOMEOWNER THAT DECIDES TO DO A PERMIT PROCESS ON THEIR OWN.
MAYBE IT'S A, A SIMPLE, UH, WATER HEATER REPLACEMENT, OR IT COULD BE A FULL ON REMODEL PROJECT THAT THEY CHOOSE TO TAKE ON THEMSELVES, HIRE THEIR OWN CONTRACTORS, AND FACILITATE THE PERMIT PROCESS THEMSELVES.
AND THEN THE REPRESENTATIVES, THOSE ARE DEFINED AS THE PROFESSIONALS, LIKE CONTRACTORS, ARCHITECTS, UH, DEVELOPERS THAT OWNERS HIRE TO DO THAT PROCESS FOR THEM.
SO LOGICALLY YOU CAN IMAGINE THERE, THERE BEING DIFFERENT CHARACTERISTICS TO THE TO AND THEIR RESPONSE TO THE PROCESS BASED ON THEIR BACKGROUNDS AND EXPERIENCE AND JUST KNOWLEDGE IN THE PROCESS.
SO WHAT WE FOUND WAS OWNERS ARE LESS SATISFIED WITH THE COMPLEX PERMIT APPROVAL TIMES AND COMPLEX PERMITS ARE USUALLY YOUR FULL ON REMODELS.
YOU KNOW, THEY REQUIRE MULTI-DISCIPLINE PERMITS.
THEY REQUIRE PLANS, THEY REQUIRE SPECIFICATIONS AND MORE INVOLVED DOCUMENTATION.
AND THEN REPRESENTATIVES HAVE MORE PERMITTING EXPERIENCE THEORETICAL.
SO, AND REPRESENTATIVES BELIEVE THAT PACO AND THE PERMIT PROCESS WAS MORE EFFICIENT.
AND PACO SYSTEM HAD SIGNIFICANT INFLUENCE ON THE OVERALL SATISFACTION OF ANY CUSTOMER TYPE.
AND THEN WE FOUND THAT PERMIT DELAYS WERE OFTEN LINKED TO INA INADEQUATE CUSTOMER INFORMATION THAT WAS AVAILABLE ON THE, UH, ON THE WEBSITES.
AND THEN CUSTOMERS OVERALL EMPHASIZE THE NEED FOR IMPROVED COMMUNICA COMMUNICATION.
SO WITH OUR SURVEY, WE DID HAVE FIVE MAIN FACTORS THAT WE'RE LOOKING AT FOR SATISFACTION.
AND WE DID THE FIRST, UH, WAS EASE OF USE OF THE PACO SYSTEM.
THAT CAME WITH A MEAN AVERAGE OF 6.2.
UH, FOR VISUAL DESIGN AND LAYOUT, THAT WAS A MEAN AVERAGE OF 6.1.
UH, FOR PERMIT TIMELINESS, WE HAD A 6.2 MEAN, UH, FOR GENERAL SATISFACTION 6.1 AND FOR STAFF RESPONSIVENESS 6.1 AS WELL, UH, MEAN AVERAGES IS WHERE WE KIND OF ADD EVERYTHING ALL UP AND DIVIDE BY THE NUMBER OF RESPONSES THAT WE GOT.
SO IT CAN BE SKEWED BY SOME OUTLIER NUMBERS.
JUST A FEW ZEROS ARE ENOUGH TO PULL WHAT COULD HAVE BEEN A SATISFACTORY RESPONSE DOWN.
UH, SO WE ALSO ANALYZED OUR RESPONSES USING THE MEDIAN SCORE.
AND IF YOU THINK OF THE MEDIAN SCORE AS A SEESAW, THE MEDIAN IS THE NUMBER THAT'S RIGHT IN THE MIDDLE.
SO WHEN WE LOOKED AT THE MEDIAN SCORE, FOUR OF OUR FIVE CATEGORIES WERE ACTUALLY SATISFACTORY.
UH, MEANING THEIR SCORES 50% WERE SEVEN OR HIGHER.
UH, SO THAT DID CONFIRM TO US THAT THERE WERE JUST A FEW OUTLIERS IN THE NUMBERS THAT KIND OF SKEWED THE NUMBERS DOWN A LITTLE BIT.
WITH THE EXCEPTION OF PERMIT TIMELINESS.
THAT MEDIAN SCORE ALSO MATCHED WHAT WE GOT FOR THE MEAN.
SO A LOT OF OUR RECOMMENDATIONS, UH, WERE FOCUSING ON TIMELINESS AS WELL.
SO OUR DATA WAS BOTH QUANTITATIVE AND QUALITATIVE.
SO THE QUALITATIVE DATA CONSISTS OF INTERVIEWS, OBSERVATIONS, OPEN-ENDED RESPONSES THAT WE ASKED, UH, SURVEY PARTICIPANTS TO ANSWER, JUST, JUST WRITING PARAGRAPHS OF WHAT THEY FELT LIKE.
SO WE FOCUS ON THE INTERNAL, THE INTERNAL, UH, DATA, WHICH WE FIRST STARTED WITH LOOKING AT THE STAFF, THE, THE CULTURE, THE, UH, ORGANIZATIONAL DYNAMICS OF THE, OF THE DEPARTMENT.
I MEAN, OBVIOUSLY THE PROCESS FUNDAMENTALLY DEPENDENT ON STAFF PERFORMANCE.
SO IT WAS CRITICAL TO INCLUDE THAT RESEARCH.
AND WHAT WE FOUND WAS, YOU KNOW,

A COHESIVE, WELL GROUP LED GROUP OF PEOPLE WHO WERE TRULY PASSIONATE ABOUT THEIR WORK.AND, AND RICHARD AND I JOKED ABOUT THIS, THIS WOULD BE A PLACE WE, WE'D ACTUALLY WANNA WORK, YOU KNOW, HAVE HIM SPEND TIME WITH, WITH TONY'S STAFF.
SO, YOU KNOW, THAT WAS A, THAT WAS A GOOD, A GOOD FEELING.
AND WE, WE MADE THOSE CONCLUSIONS THROUGH OBJECTIVE OBSERVATIONS.
AND THE FIRST IS THE INTERNAL CONTROLS THAT THE DEPARTMENT HAS IN PLACE.
THEY HAVE THIS THREE TO ONE RULE WHERE THEY HOLD STAFF ACCOUNTABLE FOR REVIEWING THE FIRST PERMIT CYCLE IN THREE WEEKS, THE SECOND AND TWO WEEKS, AND THEN THE THIRD AND IN ONE WEEK.
AND THERE'S ACCOUNTABILITY TO THAT.
THERE'S WEEKLY, UH, MEETINGS THAT ARE HELD AND IDENTIFIED, YOU KNOW, THE, THE AREAS THAT ARE LACKING BEHIND.
AND THEN THEIR DEDICATION TO SERVICE IS EVIDENT THROUGH THEIR, THROUGH THE ESTABLISHMENT OF COMMITTEES THAT ARE COINED THIS DIRT AND PIT, YOU KNOW, THE DEVELOPMENT REVIEW TEAM AND THE PERMANENT IMPROVEMENT TEAM.
AND THEY MEET ON A REGULAR BASIS TO DISCUSS CHALLENGES AND PREPARE FOR UPCOMING, UH, BIG PERMITS AND CONTINUOUSLY LEARNING FROM THE PAST EXPERIENCE TO IMPROVE THE PROCESS.
AND RICHARD AND I BOTH WORK AT PUBLIC AGENCIES SO WE CAN RELATE TO THE, UH, TO THE NEED FOR STAFF TO HAVE A INTRINSICALLY FOCUSED MINDSET, RIGHT? AND, AND THAT'S, THAT'S IN, IN SUMMARY WHAT WE SAW ON THE STAFF, YOU KNOW, STRONG IN-HOUSE EXPERTISE AND FOLKS THAT ARE JUST TRULY PASSIONATE AND CARE ABOUT WHAT THEY DO.
SO YOUR, YOUR CONSTITUENTS SHOULD, SHOULD FEEL, SHOULD FEEL AT EASE THAT, THAT THE, THE, THE PEOPLE PROCESSING THE PERMITS ARE DOING THEIR BEST.
AND THERE'S, YOU KNOW, WE REALLY FOUND NOTHING THERE TO THAT NEEDED IMPROVEMENT.
NOW THE OTHER SIDE OF THE, UH, QUALITATIVE DATA WAS FROM OUR EXTERNAL DATA COLLECTION, WHICH WAS THE OPEN-ENDED RESPONSES TO THE SURVEY.
AND WE COLLECTED 40 RESPONSES.
AND THERE THEY WERE, THEY WERE, UH, CODED AS SUCH.
SOME, SOME WERE JUST NEGATIVE, JUST RANT.
SOME, SOME PEOPLE WERE JUST POSITIVE, HAD A GOOD EXPERIENCE, NOTHING, NOTHING ELSE TO SAY.
AND ABOUT 50% OF THEM FOCUSED AROUND THE USER INTERFACE AND NOTIFICATIONS AREA OF THE PROCESS THAT WE FOCUSED OUR RECOMMENDATIONS ON THAT WE'LL BE DESCRIBING.
UH, FINALLY WE'RE GONNA GO FOR OUR RECOMMENDATIONS.
OUR REPORT HAD ABOUT 20 RECOMMENDATIONS IN THERE.
WE CHOSE, UH, JUST SOME OF THE MOST IMPORTANT THAT WE THOUGHT OF AT THE TIME, UH, FOR THIS PRESENTATION.
SO THE FIRST ONE IS THE, UH, STATUS NOTIFICATION.
WE HAD A LOT OF COMMENTS, UH, ABOUT THE STATUS WHEEL NOT BEING AS ADVANTAGEOUS AS IT COULD BE.
UH, YOU KNOW, MEANING SOME PEOPLE COULDN'T ACCURATELY DETERMINE WHERE THEIR PERMIT WAS IN THE PROCESS.
UH, SO WE USE THE DOMINO PIZZA TRACKER TO KIND OF CREATE A NOTIFICATION SYSTEM THAT MIGHT BE A LITTLE BIT MORE HELPFUL FOR PEOPLE APPLYING FOR PERMITS.
AND SO INSTEAD OF USING A WHEEL WITH PERCENTAGES, WE CAN DO THE MAJOR MILESTONES IN ORDER FOR APPROVAL.
AND THEN THE SUBSTEPS NEEDED TO BE TAKEN FOR THOSE MILESTONES.
UH, THIS IS ONE, A SIMPLE PERMIT WITHOUT ANY REVIEW, BUT YOU CAN ALSO ADD A REVIEW TO IT AND IT CAN, UH, YOU KNOW, IF A REVIEW FAILS, THEY'LL SEE WHICH ONES FAILED, WHERE THEY NEED TO GO.
AND SO, UH, THIS, I DON'T KNOW IF IT CAN BE DONE WITH INTER GOV SINCE THAT IS AN EXTERNAL SYSTEM, BUT THE CITY MIGHT BE ABLE TO CREATE A, A, SOME SORT OF DOCUMENT ON THEIR OWN AND UPLOADED INTO A PACO PERMIT FILE.
ALRIGHT, SO NEXT IS, IS ADDING THIS TYPE OF FLOW CHART TO SOMEWHERE POSTED ON THE WEBSITE THAT KIND OF VISUALLY ILLUSTRATES THE PROCESS.
NOW, THIS ISN'T SPECIFIC TO THE CITY, BUT WE BORROWED THIS FROM ANOTHER, UH, TOWN, TOWN OF WESTLAKE THAT COULDN'T TELL YOU THAT IS SOMEWHERE IN GOOGLE'S
BUT, UH, THEY, THEY USE THIS TO, AND YOU CAN SEE IT, IT'S SOMEWHAT OF A COMPLICATED PROCESS AND IT CAN GO MANY DIRECTIONS.
AND HUMANS ARE, ARE MORE APT TO LOOK UNDERSTANDING THINGS VISUALLY THAN, THAN A BUNCH OF WORDS AND PARAGRAPHS DESCRIBED IN THE PROCESS.
SO THIS COULD BE USED AS A GATEWAY.

NOW, NEXT ONE, ONE OF THE THINGS THAT WAS MENTIONED EARLIER THAT WE FOUND THE DELAYS WERE ASSOCIATED WITH PEOPLE JUST NOT KNOWING THE REQUIREMENTS, THE DOCUMENTS THEY NEED TO SUBMIT.
SO THEN THEY SUBMIT AN INCOMPLETE SUBMITTAL, IT GETS RETURNED, STAFF HAVE TO SPEND TIME EXPLAINING IT TO THEM OVER THE PHONE.
AND OVERALL IT JUST DELAYS THE PROCESS.
SO THIS IS ANOTHER MEASURE THAT WE BORROWED FROM THE CITY OF ENCINITAS.
THEY HAVE THEIR APPLICATIONS AND FORMS ORGANIZED BY, BY TYPES OF PERMITS.
SO SAY FOR EXAMPLE, YOU WERE, YOU WERE PLANNING TO DO A BUILDING REMODEL, YOU WANTED TO KNOW WHAT KIND OF, UM, UH, ADDITION.
SO YOU CLICK ON BUILDING, THEN THE BUILDING LISTS, ALL THE TYPE OF BUILDING PERMITS.
THEY ARE YOU, YOU CLICK THE ADDITION PERMIT APPLICATION.
AND HERE YOU HAVE ALL THE APP, ALL THE FORMS, ALL THE APPLICATIONS

WITH LINKS TO THEM BECAUSE THERE'S PROBABLY 30, 50 OTHER FORMS THAT THEY DON'T CARE ABOUT THAT THEY DON'T NEED TO KNOW ABOUT, THAT THEY DON'T NEED TO BE CONFUSED WITH.THEY JUST WANNA KNOW WHAT THEY NEED FOR THE, FOR THE PERMIT TYPE THAT THEY'RE DOING.
SO THIS GIVES THEM A FIGHTING CHANCE ON GETTING THE, THAT AT LEAST THAT RIGHT INFORMATION IN FRONT OF YOUR STAFF.
AND ALSO LESSENS THE, UH, THE BURDEN ON YOUR STAFF TO HAVE TO EXPLAIN AND VET THROUGH ALL THE KIND OF THE NONSENSE OR THE WRONG INFORMATION THAT THEY MAY, MAY BE SUBMITTED JUST BECAUSE THEY DON'T KNOW, BECAUSE THEY MIGHT BE THE FIRST TIME DOING A PERMIT.
YOU KNOW, THEY'RE JUST A, A HOMEOWNER THAT'S DOING THIS FOR THE FIRST TIME.
SO THE, YOU'RE, YOU KNOW, YOU GUYS HAVE TO APPEAL TO EVERYBODY THAT'S, THAT WALKS TO YOUR DOOR.
AND THIS IS A WAY TO, TO LEVEL THAT PLAYING FIELD.
AND OUR FINAL MAJOR RECOMMENDATION IS TO INTEGRATE REGULAR CUSTOMER FEEDBACK.
THE SURVEY THAT WE DISTRIBUTED HAD ABOUT 40 QUESTIONS, AND THAT'S A LITTLE OVERKILL FOR JUST BASIC FEEDBACK.
UH, SO WE DID CREATE A SURVEY.
IT IS FIVE QUESTIONS AND AN OPEN RESPONSE.
IT IS IN THE APPENDIX OF A REPORT.
THIS WOULD BE VERY HELPFUL FOR THE CITY AND THE DEPARTMENT, ESPECIALLY AS NEW STATE MANDATED REQUIREMENTS COME OUT.
AND, UH, THE BURDEN IS ON THE CITY OR THE DEPARTMENT TO IMPLEMENT THOSE MANDATES, UH, THESE CUSTOMER FEEDBACKS.

UH, AND IN DOING SO, WE ALSO INCREASED, UH, OUR CITATIONS 154% FROM 2022 TO 2023, UH, TOTAL OF 1,337 CITATIONS WERE ISSUED BY OUR TRAFFIC DIVISION.
UH, 147 OF THOSE WERE SPEEDING CITATIONS.
UH, ADDITIONALLY SOME OF THE RESOURCES THAT WE UTILIZED, WE HAVE EIGHT SPEED DISPLAY SIGNS THAT WERE STRATEGICALLY PLACED THROUGHOUT THE CITY.
OUR PUBLIX WORKS DEPARTMENT HAS, UH, HELPED US SIGNIFICANTLY WITH THAT AS WELL.
THEY'RE HELPING US, UH, PLACE THOSE THROUGHOUT THE CITY 'CAUSE THEY HAVE TO BE PLACED ON POLES AND SIGNS.
UH, WE HAVE TWO PORTABLE SPEED TRAILERS, WHICH WILL NOTIFY DRIVERS, UH, OF THEIR SPEED WHEN THEY DRIVE BY, UH, TWO PORTABLE MESSAGE, MESSAGE SIGN BOARDS, UH, WHICH WE CAN PUT ANYTHING WE WANT ON THERE.

THAT JUST REINFORCES THE VALUE OF THIS TRAFFIC UNIT GOING FROM THREE TO FOUR OFFICERS.

SO TYPICALLY CITIES INSTALL WHAT ARE CALLED SPEED HUMPS.
THESE ARE A LITTLE BIT DIFFERENT THAN SPEED BUMPS, WHICH YOU SEE IN LIKE A, A PARKING LOT OF A GROCERY STORE THAT ARE A LITTLE BIT, UH, MORE ANGLED UP, UH, MORE ROUNDED UP AND DOWN.
IT'D BE VERY DIFFICULT TO TRAVEL 25 MILES AN HOUR GOING OVER THOSE.
SO THESE ARE REALLY MEANT TO ACCOMMODATE SPEEDS THAT THE EXISTING SPEED LIMIT ALLOWS.
SO HITTING THIS AT 25 MILES AN HOUR SHOULD BE COMFORTABLE AND, UH, BUT HITTING IT AT 40 MILES AN HOUR WOULD BE UNCOMFORTABLE.
THERE'S ALSO, UH, A TECHNIQUE CALLED SPEED TABLES.
YOU SEE THESE TYPICALLY AT, UM, PARKING LOTS AT, AND THIS IS AN EXAMPLE OF A, AT AN AIRPORT.
UM, I'VE SEEN THEM IN GROCERY STORES, BUT I'VE ALSO SEEN THEM ON STREETS AS WELL, THAT THEY ARE A BIT OF A PLATEAU.
YOU RAISED UP, YOU DRIVE OVER IT AND YOU GO DOWN AGAIN HAS SOME OF THE SAME BENEFITS AS A SPEED HUMP, BUT IT DOES CREATE A LITTLE BIT MORE SLOWER, UH, PACE BECAUSE IT DOES REQUIRE, UM, SLOWING DOWN TO HIT THAT INITIAL SLOPE.
UH, BROADWAY IN LEMON GROVE HAS THIS GOING ACROSS BROADWAY WHERE THERE'S A LIT UP CROSSWALK AS AN EXAMPLE.
UM, THIS IS A RELATIVELY NEW TYPE OF TECHNOLOGY THAT WE HAVEN'T HAD A CHANCE TO EXPLORE MUCH.
AND THESE ARE CALLED SPEED CUSHIONS.
UH, I'VE SEEN LA MESA HAS SOME OF THESE, BUT PERMANENTLY INSTALLED WHERE YOU ACTUALLY HAVE THESE SORT OF TRENCHES THAT PUBLIC SAFETY VEHICLES CAN GO ON.
UH, IT ALSO IS ACCOMMODATING FOR A BICYCLIST AS WELL.
UH, BUT THESE ALSO HAVE THE ABILITY TO BE REMOVED SO THEY'RE NOT A PERMANENT FIXTURE OF THE STREET.
AND NOW IT DOES RE RESULT IN SOME DAMAGE TO THE STREET, BUT THERE'S THE ABILITY TO REMOVE IT SO THEY'RE NOT PERMANENT AND ALWAYS IN, IN PLACE.
SO THOSE ARE SORT OF SOME WHAT YOU CALL VERTICAL ADJUSTMENTS THAT YOU CAN MAKE TO THE STREET CHANGING THE VERTICAL HEIGHT OF THE STREET.
THERE'S ALSO SOME HORIZONTAL OR SOME, UH, CAN'T REMEMBER THE EXACT PHRASE, BUT THAT LOOK AT THE, THE DYNAMIC OF THE WIDTH OF THE STREET, FOR EXAMPLE.
STRIPING IS A TECHNIQUE THAT IS USED IN A LOT OF PLACES.
HAWAII, THE STATE OF HAWAII IS ONE OF THE FIRST TO REALLY ADOPT SOME, SOME, I I DON'T WANNA SAY AGGRESSIVE STRIPING.
THE STRIPING ON THE LEFT IS VERY AGGRESSIVE.
UM, BUT THE, THESE ARE SOME TECHNIQUES THAT ARE USED.
THEY DO NOT, UH, NARROW DOWN THE STREET PER SE, BUT IT CERTAINLY GIVES THE APPEARANCE OR THE ILLUSION THAT THE STREET IS NARROWED DOWN.
AND ALTHOUGH THERE'S NO BARRIER TO DRIVE RIGHT OVER THAT YELLOW LINE, TYPICALLY CARS DO SLOW DOWN AND IT BECOMES A SLOWING FACTOR WHEN STRIPING IS NOT ENOUGH.
CITIES ALSO LOOK AT ENGINEERING TECHNIQUES.
HERE'S AN EXAMPLE OF, UH, AN AFTER THE FACT.
THIS STREET EXISTED LONG BEFORE THESE BULB OUTS WERE CREATED, BUT, UM, THIS IS IN THE PORTLAND AREA WHERE THESE BULB OUTS WERE CREATED AND ALMOST CREATING AN OBSTACLE COURSE DOWN THE STREET.
AND A LOT OF STREETS IN THE, THE EUGENE AREA PER PRIMARILY HAVE ALMOST, THEY'VE MADE A LOT OF THEIR STREETS ONE-WAY STREETS.
SO EVERYTHING IS ONE WAY AND THEN THEY'VE NECKED EVERYTHING DOWN TO ONE-WAY TRAFFIC TO REALLY SLOW DOWN TRAFFIC.
THAT'S A, THAT'S A PRETTY AGGRESSIVE, I'M NOT RECOMMENDING THAT, BUT YOU CAN SEE THAT THERE IS AN AGGRESSIVE WAY TO SLOW DOWN THE STREET.
UM, THE OTHER IS ACTUALLY YOU BUILD IT INTO YOUR NEIGHBORHOOD.

THIS IS A NEIGHBORHOOD THAT WAS BUILT TO ACCOMMODATE WHAT, WHAT CITIES IN OREGON ARE DOING.UM, THAT WAS BUILT AT THE VERY BEGINNING.
SO AS THIS SUBDIVISION WAS BUILT, THIS IS, I TOOK THIS ON A JOG RECENTLY WHILE I WAS OUT STATE AND, UH, THERE'S SOME SIGNIFICANT NECK DOWN INTERSECTIONS AND THERE'S AREAS FOR PARKING AND, UM, IT CAN BE BUILT INTO THE ACTUAL NEIGHBORHOOD ITSELF.
SO THOSE ARE JUST SOME TECHNIQUES THAT ARE USED FROM NOT ONLY, UH, THE VERTICAL AND THE HOR, BUT ALSO THE HORIZONTAL COMPONENT OF THE STREET.
SO THE CITY OF EL CAJON CURRENTLY HAS A POLICY LIKE, AS I SAID BEFORE, IT WAS ADOPTED IN 2001 TO ADDRESS SPEED HUMPS AND TO EVALUATE THAT PROCESS.
SO, AND LOOKING AT OTHER CITIES, OUR POLICY ISN'T THAT MUCH DIFFERENT THAN SOME OTHER CITIES.
I THINK THAT IT, BECAUSE IT, IT IS DATED, THERE MAY BE A LITTLE BIT MORE SUBJECTIVITY THAN SOME OF THE OTHER POLICIES THAT HAVE PROPPED, UH, POPPED UP AROUND THE COUNTY SINCE THEN.
BUT IN SHORT, OUR POLICY SAYS THAT SPEED HUMPS SHOULD BE A LAST RESORT, SHOULD BE THE VERY LAST THING THAT YOU DO.
AND IN FACT, ALMOST EVERY POLICY THAT WE HAVE FOUND SAYS THE EXACT SAME THING.
YOU SHOULD DO ENFORCEMENT FIRST.
AND IF THAT DOESN'T WORK, YOU LOOK AT NARROWING DOWN THE STREET, EITHER THROUGH STRIPING OR THROUGH CHICANES OR THROUGH BULB BELTS.
AND IF THAT DOESN'T WORK, THEN YOU LOOK AT SPEED HUMPS.
SO THAT'S, THAT'S TYPICALLY THE PROCESS THAT CITIES HAVE UTILIZED.
OUR POLICY DOES A 10 POINT EVALUATION AND IT DETERMINES WHETHER A STREET SHOULD BE AN A, B, OR A C.
AND A STREET MEANS CLEARLY CAN ACCOMMODATE, A B MEANS IT COULD ACCOMMODATE, AND A C MEANS IT SHOULDN'T ACCOMMODATE.
SO AN EXAMPLE OF A, WE SHOULD NOT ACCOMMODATE SPEED HUMPS WOULD BE A MAJOR CORRIDOR WHERE YOU HAVE HIGH SPEED TRAFFIC, OR AREAS WHERE THERE ARE, THERE'S A NEED FOR PUBLIC SAFETY VEHICLES TO TRAVEL FREQUENTLY OR, OR HEAVY COMMERCIAL VEHICLES TO TRAVEL.
THAT WOULD BE A BAD AREA FOR A SPEED HUMP.
BUT A RE A TYPICAL RESIDENTIAL STREET THAT HAS A, HAS A CERTAIN AMOUNT OF TRAFFIC VOLUME AND A CERTAIN AMOUNT OF CUT THROUGH TRAFFIC, WHICH COULD BE QUANTIFIED.
THOSE TEND TO BE STREETS THAT A, ARE A LITTLE BIT MORE, UM, BENEFICIARY TO STREET OR SPEED HUMPS.
AND SO THOSE WOULD BE AN A STREET OR A B STREET.
THERE'S OTHER FACTORS THAT GO INTO IT, SUCH AS PROXIMITY TO SCHOOLS, WHETHER THEY'RE SIDEWALKS OR NO SIDEWALKS, THINGS LIKE THAT.
SO OUR CURRENT POLICY SAYS THAT ONCE A STREET IS DETERMINED TO BE AN A, THEN THERE'S A VOTE OF THE NEIGHBORHOOD THAT GOES OUT.
AND TWO THIRDS, IF TWO THIRDS OF THE RESIDENTS SAY THAT, YES, SPEED HUMPS ARE WHAT WE WANT, IT IS THEN APPROVED DEPENDING ON THE FUNDING AND ALSO THE TIMING OF GETTING THAT DONE.
AND BY THE WAY, THAT'S A VERY COMMON POLICY, UM, PATTERN FROM THE OTHER CITIES THAT WE LOOKED AT AS WELL.
HERE IS, UM, ENCINITAS AND I USE, YOU'VE HEARD ME USE ENCINITAS BEFORE.
I THINK INSIN MAYBE HAS THE MOST COMPREHENSIVE SPEED HUMP POLICY THAT ALSO ACCOMMODATES SPEED HUMPS MORE READILY THAN OTHER COMMUNITIES.
I I DON'T SHOW THIS FOR YOU TO BE ABLE TO READ EVERY LINE, 'CAUSE I, THAT'D BE HARD TO DO.
BUT AS YOU CAN SEE, THEY HAVE, UM, A VERY, A VERY, UM, PROCESS THOUGHT, THOUGHT, UM, THOUGHT OUT WAY TO GET FROM A TO Z.
AND THIS IS THE FIRST ANALYSIS TO DETERMINE WHETHER THE STREET IS LIKE OURS AND A STREET.
IT ALSO DOES A COUPLE OTHER THINGS.
IT ALSO SAYS, OKAY, IF SPEEDING IS A PROBLEM AFTER THEY'VE DONE THE SPEED SURVEY, THEY'LL THEN DO ENFORCEMENT AND THEN THEY MAY DO STRIPING.
AND IF AFTER ALL THOSE THINGS, THE SPEED LIMIT, THE, UM, SPEEDERS ARE STILL 7% OVER THE 85TH PERCENT MARK, THAT IS WHEN IT BECOMES ELIGIBLE TO BE CONSIDERED FOR A SPEED HUMP PROGRAM.
AND SO ONCE THAT IS DETERMINED, THEN YOU GO THROUGH THIS, I KNOW THIS LOOKS VERY CONVOLUTED AND VERY BUSINESS UNFRIENDLY AND BUREAUCRATIC, BUT IT CREATES A VERY SIMPLE WAY FOR A RESIDENT TO RECOGNIZE HOW TO GET, AGAIN, FROM WHERE WE'RE AT TODAY, AND TO HAVE A SPEED HUMP IN PLACE.
AND IT GIVES A LOT OF SUBJECT OR, UH, TAKES AWAY THE SUBJECTIVITY.
AND THERE'S A LOT OF SCIENTIFIC ANALYSIS THAT GOES INTO A SPEED HUMP.
SO IN ENCINITAS, THEY ACTUALLY HAVE FIVE DIFFERENT, UH, CRITERIA THAT THEY LOOK AT.
AND BASED ON THE CRITERIA, YOU'RE GIVEN A DIFFERENT SCORE.
THEY LOOK AT THE SPEED AND IF FOR EVERY MILE OVER THE 85TH PERCENTILE, YOU GET A POINT, UM, THEY LOOK THROUGH, CUT THROUGH VOLUME, THEY LOOK AT HOW MANY CRASHES FATAL AND NON-FATAL CRASHES HAVE EXISTED.
THEY LOOK AT, UH, PEDESTRIAN ISSUES, SIDEWALK ISSUES.
AND BASED ON ALL THAT, YOU COME TOGETHER WITH A POINT SYSTEM, THE MAXIMUM IS A HUNDRED POINTS AND YOU HAVE TO GET A, I CAN'T REMEMBER WHAT POINT YOU HAVE TO GET TO, BUT A CERTAIN POINT TO BE ELIGIBLE FOR THAT VOTE.
THAT THEN GOES OUT TO THE, TO THE, UM, THE RESIDENTS.

I RECENTLY RAN WITH THE DATA THAT WE HAVE AVAILABLE, AND I DON'T HAVE ACCESS TO ALL THE DATA, BUT WE RAN TAFT THROUGH THIS ANALYSIS.IT DOES NOT QUALIFY FOR A SPEED HUMP, BUT IT CERTAINLY QUALIFIES FOR SOME OF THE OTHER THINGS THAT WE HAVEN'T TRIED YET.
AND WE'RE DOING THE ENFORCEMENT NOW.
I THINK IT IS A GREAT STREET FOR US TO CONTINUE TO EXPLORE AND MEASURE TO SEE IF THE STRIPING IS MAYBE THE NEXT STEP.
AND, AND THAT'S AFTER WE SEE WHAT THE STOP SIGNS DO.
SO THAT WOULD BE MY FIRST, UM, RECOMMENDATION IS WE SEE WHAT THE STOP SIGNS DO, IF THAT HAS A CHANGE IN THE PATTERN OF TRAFFIC, NOT ONLY IN THE SPEEDING, BUT ALSO IN THE CUT THROUGH.
AND THEN WE'LL LOOK AT THE NEXT STEP.
AND SO THERE'S A VERY PROCESS WAY TO GO THROUGH IT.
ONE OF THE REASONS WHY IS WE KNOW THAT SPEED HUMPS DO REDUCE SPEEDS BY UP TO 10%.
THAT'S, THAT'S SCIENTIFIC DATA.
BUT WE ALSO KNOW THAT SPEED HUMPS PENALIZE THOSE THAT ARE ABIDING BY THE SPEED LIMIT.
AND I THINK A LOT OF NEIGHBORHOODS LOOK AT SPEED HUMPS AS SORT OF THE PANACEA TO SOLVE ALL OF THE SPEEDING PROBLEMS, BUT THEY CREATE A WHOLE BUNCH OF OTHER ISSUES SUCH AS, UH, REVVING UP ENGINES TO GET FROM SPEED HUMP TO SPEED HUMP, UH, CREATING EVEN MORE DAMAGING, UM, CONDITIONS TO THE ROAD TO CARS.
AND THERE'S BEEN SOME INCIDENCES WHEN YOU HIT THOSE SPEED HUMPS, IT CREATES EVEN MORE HAZARDS IN TERMS OF CRASHES.
SO THERE ARE SOME UNINTENDED CONSEQUENCES.
AND IN TALKING TO THE STAFF BACK TO ENCINITAS, UH, A LOT OF THE SPEED HUMPS THAT GET ADOPTED BY THE RESIDENTS, THEY'VE HAD TO CREATE A PROCESS TO TO, TO REMOVE SPEED HUMPS.
BECAUSE SO MANY NEIGHBORHOODS WERE LIKE, THIS ISN'T FIXING THE PROBLEM THAT WE WANTED IT TO FIX.
LET'S NOW REMOVE THE SPEED HUMP.
SO THE, WE HAVE TO CONSIDER THAT AS WELL.
BUT I THINK THAT IF THE COUNCIL WANTED TO EXPLORE THIS FURTHER, I WOULD RECOMMEND THAT WE SORT OF TEAR INTO THE 2001 POLICY AND SAY, DOES IT NEED TO BE UPDATED AND KINDA LOOK AT THE DIFFERENT COMPONENTS AND GET AN UNDERSTANDING FROM THE COUNCIL AND FROM THE PUBLIC, WHAT IS IT THAT THEY WANNA SEE IN A POLICY? WE CAN PROVIDE SOME POLICY OPTIONS AND I'D RECOMMEND THAT IF THE COUNCIL WANTS TO DO THIS, WE DO THIS AS PART OF A WORKSHOP.

AND BECAUSE WE'RE GONNA GET OUR 30%, OURS WOULD NOT BE AS SEVERE, IF ANY AT ALL.
WHEN, WHEN YOU TURN ON THE TAP, YOU WANT WATER TO COME OUT, AND IF IT'S NOT COMING OUT, YOUR COMMUNITY BECOMES UNLIVABLE.
SO THIS, THIS WILL BENEFIT OUR CHILDREN OR GRANDCHILDREN AND SO ON INTO PERPETUITY.

UH, THERE, THERE'S JUST A LOT OF MISCONCEPTIONS ABOUT RECYCLED WATER.
WHAT PEOPLE HAVE TO REALIZE IS THAT, UH, SAN DIEGO COUNTY GETS A LOT OF ITS WATER FROM THE COLORADO RIVER AND IN SAN DIEGO COUNTY, WE DIS WE TREAT WASTEWATER AT THE POINT LOMA TREATMENT PLANT AND SEND IT OUT TO THE SEA PEOPLE ALONG THE COLORADO RIVER AND THERE ARE HUNDREDS OF WATER AGENCY TREATMENT AGENCIES, THEIR, THEIR WASTEWATER TREATED WASTEWATER GOES INTO THE COLORADO RIVER
AND THEN IT'S CLEANSED AGAIN BY THE COUNTY WATER AUTHORITY AND IT'S CLEANSED AGAIN BY HELIX.
SO, UH, IF YOU'VE BEEN TO DISNEYLAND OR YOU'VE BEEN TO NOT SPRAY FARM OR FAST FOOD IN ORANGE COUNTY IN THE PAST 20 YEARS, YOU'VE, YOU'VE HAD RECYCLED WATER, WHICH IS MORE SAFE THAN, UH, THAN MOST WATER BECAUSE OF THE FOUR STAGES IT GOES THROUGH.
THE WATER THAT HELIX BUYS FROM THE A WP IS INDEXED AT 9% LESS THAN WHAT THEY COULD HAVE BOUGHT IT FOR FROM THE COUNTY WATER AUTHORITY.
NOW, IF THE CW RATES KEEP GOING UP, SO DOES THE REVENUE TO THE JPA THAT CAN ONLY REDUCE OUR WASTEWATER FEES OR KEEP THEM IN CHECK.
AND SO THAT, IT'S A GREAT PROJECT, IT'S A SUPER SAFE PROJECT, AND THE WATER THAT WE TREAT IS GOING BACK INTO THE LAKE LAKE JENNINGS WHERE IT'S, IT'S 11 MILLION GALLONS A DAY BACK INTO LAKE JENNINGS, A 3 BILLION GALLON LAKE WHERE IT GETS MIXED IN WITH THE ECOSYSTEM.
AND IT'S LIKE, UH, THE LAST THING THEY DO BEFORE THEY PUT IT IN A LAKE IS TO DE CHLORINATE.
'CAUSE STEP FOUR IS CHLORINATION.
WELL, THEY HAVE TO DE CHLORINATE IT IN THE SAME WAY WHEN YOU, WHEN YOU PUT UH, FISH INTO A TANK OF TAP WATER, YOU HAVE TO ADD A COUPLE OF DROPS TO DE CHLORINATE THE TAP WATER TO MAKE IT SAFE FOR THE FISH.
AND THIS IS A SUPER SAFE PROJECT.
IT IS SUPER FRONT EDGE AND IT WILL ONLY SAVE US MONEY IN THE LONG TERM.
AND, UH, WILL SECURE WATER FOR US FOR GENERATIONS TO COME.
