UM, I'M GINA BRAVO, BRANCH MANAGER OF THE EL CAJON LIBRARY, AND I'M HERE TO SHARE SOME OF THE COUNTY LIBRARIES UPCOMING PROGRAMS AND INTRODUCE OUR YOUTH AND ADULT SERVICE LIBRARIANS, CARMEN RUIZ AND ANGELICA SNYDER.

MY NAME IS, UH, CARMEN RUIZ AND I AM THE YOUTH SERVICES MANAGER AT THE ELON LIBRARY.
I AM SUPER EXCITED TO TALK TO YOU ABOUT ONE OF MY FAVORITE TIMES OF THE YEAR, SUMMER SUMMER'S COMING, AND WITH THE HEAT WAVES COME, THE PROGRAMS WE LOVE TO PUT ON FOR OUR COMMUNITY.
OUR SUMMER LEARNING PROGRAM RUNS FROM JUNE 1ST UNTIL JUNE 3RD, UM, AUGUST 31ST, AND ENCOURAGES KIDS AND TEENS TO READ THROUGHOUT THE SUMMER IN ORDER TO PREVENT SUMMER SLIDE.
ALONG WITH THE READING PROGRAM.
OUR LIBRARY WILL HOST PERFORMERS AND EVENTS TO ENCOURAGE PA PARTICIPATION AND BE COMMUNITY BEFORE SCHOOL STARTS.
WE ENCOURAGE ALL FAMILIES TO REGISTER TO RECEIVE A FREE LIBRARY CARD OR CHECK OUT BOOKS, MOVIES, ACCESS OUR DATABASES, USE OUR PUBLIC COMPUTERS TO PRINT, DOWNLOAD THE LIBBY APP TO CHECK OUT EBOOKS, BUT YOU DO NOT NEED A LIBRARY CARD TO COME IN, SO MAKE SURE TO COME ON, BUY AND ENJOY OUR FREE PROGRAMS. LAST SUMMER, EL CAJON LIBRARY PARTNERED WITH FEEDING SAN DIEGO TO PROVIDE FOOD FOR OVER A HUNDRED HOUSEHOLDS WEEKLY.
THIS SUMMER, WE WILL HOST A PERFORMER AND FOOD DISTRIBUTION EVERY THURSDAY FROM JUNE 20TH UNTIL AUGUST.
UH, FIRST, WE ENCOURAGE PARTICIPANTS TO BRING THEIR OWN BACKS WHEN PICKING UP FOOD.
HERE IS A BREAKDOWN OF WHAT OUR WEEKLY SUMMER PROGRAMMING WILL CONSIST OF, AND WE DO HAVE, UH, PAMPHLETS FOR YOU GUYS TO TAKE HOME AS WELL.
UH, SUMMER STORY TIME WILL BE ON MONDAYS 10 30, UH, 10:30 AM FOR KIDS AGES ZERO TO FIVE, AND THEIR FAMILIES CONSTRUCTION CLUB.
TUESDAYS AT 5:00 PM IS CRAFT AND LEGO BUILDING FOR KIDS.
UH, KIDS AGES AND UP BETWEEN TUESDAYS AT FIVE PROVIDES INTERACTIVE ACTIVITIES FOR KIDS AGES EIGHT, UH, TO 12 KIDS CORNER PERFORMERS, UH, KIDS CORNER PERFORMERS ARE THURSDAYS AT 10:30 AM UH, FOR KIDS OF ALL AGES AND THEIR FAMILIES.
WE HAVE MUSICIAN MAGICIANS, ANIMALS, AND OTHER WONDERFUL PERFORMERS STOPPING BY FOR THE SUMMER.
AND LAST, BUT CERTAINLY NOT LEAST, IS THE FEEDING SAN DIEGO MOBILE FOOD PANTRY.
THURSDAYS FROM 1115 TO 1:00 PM PRODUCE AND DRY GOODS FOR ALL COMMUNITY MEMBERS.
IN JUNE, OUR FRIENDS OF THE LIBRARY ALSO GIVE OUT SCHOLARSHIPS TO OUR GRADUATING TEEN SERVICE LEARNERS.
OUR TEEN SERVICE LEARNERS ARE VOLUNTEERS WHO GIVE BACK TO THE COMMUNITY WHILE LEARNING WORK EXPERIENCE FOR SCHOOL REQUIREMENTS OR COLLEGE APPLICATIONS.
WE ARE ACCEPTING APPLICATIONS FOR OUR SUMMER SESSIONS IN A COUPLE WEEKS, SO PLEASE TELL YOUR TEENAGER, UH, AGES 14 TO 17 TO PICK UP THEIR APPLICATION AT THE LIBRARY.
WE ARE EXCITED TO BRING, UH, FREE PROGRAMMING, FREE RESOURCES, AND FREE FOOD TO THE CITY OF EL CAJON THIS SUMMER.

WE JUST HOSTED OUR SECOND, SECOND FREE LEGAL LAW CLINIC ON MAY 10TH, PROVIDED IN PARTNERSHIP WITH THE EAST COUNTY BAR ASSOCIATION, SAN DIEGO LAW LIBRARY AND LEGAL AID SOCIETY OF SAN DIEGO.
CURRENTLY, WE ARE WORKING WITH LOOCK LITERACY COUNCIL OF SAN DIEGO COUNTY, PROVIDING ESL CLASSES TWICE A WEEK.
AND UCSD IS OFFERING AN INTRODUCTION TO COMPUTERS AND TECHNOLOGY 10 WEEK COURSE IN SPANISH.
WE'RE EXCITED TO ANNOUNCE THAT WE HAVE RECEIVED A PRESTIGIOUS LIBRARY INNOVATION LAB AWARD FROM CALIFORNIA HUMANITIES IN PARTNERSHIP WITH THE NATIONAL ENDOWMENT FOR THE HUMANITIES.
THIS NATIONALLY RECOGNIZED PROGRAM SUPPORTS PUBLIC LIBRARIES AS THEY PROVIDE WELCOMING EXPERIENCES TO NEWCOMERS AND STRIVE TO BUILD MORE INCLUSIVE COMMUNITIES.
AND IN ADDITION, SAN DIEGO COUNTY LIBRARY IS AMONG 30 FINALISTS FOR THE 2024 NATIONAL MEDAL FOR MUSEUM AND LIBRARY SCIENCE.
SAN DIEGO COUNTY LIBRARY IS ONE OF FOUR SELECTED INSTITUTIONS IN CALIFORNIA AND THE STATE'S ONLY LIBRARY SELECTED AS A FINALIST.
THIS YEAR, THE NATIONAL MEDAL AWARDED BY THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES IS THE NATION'S HIGHEST HONOR GIVEN TO MUSEUMS AND LIBRARIES HAVING A SIGNIFICANT IMPACT IN THEIR COMMUNITIES.
THE WINNERS WILL BE ANNOUNCED IN LATE MAY.
AND THAT CONCLUDES OUR PRESENTATION FOR TODAY.

PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE, FACILITIES, AND SERVICES THAT ARE VITAL OF IMPORTANCE TO SUSTAINABLE AND RESILIENT COMMUNITIES AND TO THE PUBLIC HEALTH QUALITY OF LIFE AND WELLBEING OF THE PEOPLE OF THE CITY OF EL CAJON.
AND WE'RE ASKED, THESE INFRASTRUCTURE FACILITIES AND SERVICES COULD NOT BE PROVIDED WITHOUT THE DEDICATED EFFORTS OF PUBLIC WORKS PROFESSIONALS WHO ARE ENGINEERS, MANAGERS, AND EMPLOYEES AT ALL LEVELS OF GOVERNMENT AND THE PRIVATE SECTOR WHO ARE RESPONSIBLE FOR REBUILDING, IMPROVING, AND PROTECTING OUR NATION'S TRANSPORTATION SOLID WASTE SYSTEMS, PUBLIC BUILDINGS AND OTHER INFRASTRUCTURES AND FACILITIES ESSENTIAL FOR OUR CITIZENS.

AND, UH, SO WE'RE BRINGING THAT FORWARD TO CLEAN THAT UP AND MAKE IT CLEAR IN THE ZONING CODE, UH, THAT THAT'S NOT ALLOWED.
AND THEN, UH, THE LAST ONE ON THE, UH, ON THE ECONOMIC SIDE OF THINGS IS AN ADJUSTMENT TO THE LAND USE TABLE.
UH, FOR SOME REASON, DANCE STUDIOS ARE REGULATED, UH, DIFFERENTLY THAN MARTIAL ARTS STUDIOS, SO I WANNA MAKE SURE THEY'RE TREATED IN THE SAME FASHION.
UM, FOR HOUSING, UH, WE ARE PROPOSING AN UPDATE TO THE DEFINITION OF MULTIFAMILY HOUSING.
UM, THAT IS, UH, TO LINE WITH STATE LAW.
UH, WITH A LOT OF THE CHANGES IN STATE LAW RELATED TO ACCESSORY DWELLING UNITS, THEY NOW, UH, COUNT, UH, TWO FAMILY DWELLINGS AS, UH, MULTIFAMILY UNITS.
UH, SO WE'RE UPDATING THAT DEFINITION TO ALIGN WITH STATE LAW.
UH, WE'RE ALSO DOING A REDUCTION IN THE MINIMUM PERCENTAGE OF WINDOWS THAT ARE REQUIRED ON, UM, RESIDENCES.
UM, THAT'S IN, UH, RESPONSE TO SOME COMMENTS THAT WE RECEIVED FROM THE PUBLIC AS THEY WERE PROCESSING, UH, PERMITS.
UM, SO WE THINK THAT WOULD BE, UM, A GOOD CHANGE.
UM, IT WOULD ONLY APPLY TO THOSE FACADES THAT AREN'T FACING STREETS, SO ONLY ON INTERIOR, UH, SIDES OF BUILDINGS.
THEN WE'RE ALSO PROPOSING TO ALLOW, UH, TINY HOMES IN LIEU OF ADUS.
UM, SO IT WOULDN'T BE A TINY HOME IN ADDITION TO AN A DU, IT WOULD JUST BE A TINY HOME RATHER THAN AN A DU.
AND SO THEY WOULD ALSO BE REQUIRED TO, UH, CONNECT TO THE SEWER AND ELECTRICITY, BUT THEY WOULD JUST BE A DIFFERENT ALTERNATIVE TO ADUS THAT WOULD ESSENTIALLY BE CHEAPER FOR HOMEOWNERS TO IMPLEMENT.
AND THEN THE LAST ONE IS WE'RE PROPOSING TO, UH, ALLOW COVERED PORCHES TO ENCROACH FURTHER INTO FRONT AND SIDE YARDS THAN THEY PREVIOUSLY DID.
SO JUST AS AN EXAMPLE HERE, UM, ON THE TOP PHOTO, YOU CAN SEE KIND OF A STANDARD SINGLE FAMILY HOME, UM, CURRENTLY, AND THE ZONING CODE, YOU CAN HAVE A FRONT PORCH THAT EXTENDS OFF OF THAT FRONT DOOR COMING OUT SIX FEET INTO THE FRONT YARD, BUT YOU CAN'T HAVE THAT BE COVERED IF IT ENCROACHES INTO THE FRONT YARD SETBACK.
SO ON THE BOTTOM YOU CAN SEE THAT SAME HOME, UH, WITH A, UH, COVERED ENTRY.
UH, WE THINK THAT THAT ALIGNS WITH THE DESIGN STANDARDS THAT WE'VE IMPLEMENTED FOR SINGLE FAMILY HOMES AND IT PROVIDES A GOOD ALTERNATIVE FOR MORE, UH, COVERED SPACE IN THE FRONT YARD AS WELL.
UM, ADDITIONAL HOUSING UPDATES WE'RE PROPOSING TO, UH, CLARIFY THE COVERED PORCHES AND ACCESSORY SPACES ARE INCLUDED IN THE MAXIMUM FLOOR AREA FOR ACCESSORY DWELLING UNITS.
AND THEN ALSO TO, UH, ALLOW DENSITY BONUS PROJECTS AND LARGE FRIENDLY DAYCARE BY RIGHT.
THOSE ARE ALSO RELATED TO CHANGES IN STATE LAW.
SO MISCELLANEOUS ITEMS INCLUDE CLARIFYING PARKING LOT, LANDSCAPING INCLUDES, UH, SHADE TREES.
UM, AND THEN, UH, LASTLY, THE TWO ITEMS THAT WERE DIRECTED BY COUNSEL EARLY THIS YEAR FOR SAGE STRUCTURES AND FOR FENCING, UH, FOR SHADE STRUCTURES, FOR TEMPORARY SHADE STRUCTURES.

I ALSO WANT TO NOTE THAT, UH, THE CODE CURRENTLY ALLOWS, UM, EXEMPTIONS TO THE FENCING REGULATIONS THROUGH AN ADMINISTRATIVE ZONING PERMIT SO THAT ISN UNCHANGING.
SO EVEN THOUGH WE'RE CHANGING THE HEIGHT OF FENCING, THAT WOULD BE ALLOWED AND THE TYPES OF FENCING, IF SOMEONE WANTS TO COME IN WITH SOMETHING THAT'S SLIGHTLY DIFFERENT, UH, THERE'S STILL THE AUTHORITY IN THE CODE FOR STAFF TO APPROVE THAT, MAKING SURE THAT IT'S, UM, SAFE AND VISIBLE SO THAT THERE'S NO, UM, SAFETY ISSUES FOR COMING IN AND OUTTA DRIVEWAYS.

TODAY'S HOMES THAT ARE BEING BUILT HAVE VERY LITTLE YARD SPACE TO MAXIMIZE THE DEVELOPERS USE OF LAND.
SO THERE'S NOT A LOT OF NEIGHBOR INTERACTION IN SOME OF THESE NEW DEVELOPMENTS.
AND SO MY THOUGHT WITH THE SHADE STRUCTURE WAS TO ENCOURAGE THOSE OUT FRONT WHERE NEIGHBORS COULD BE MORE NEIGHBORLY MM-HMM.
CAN YOU TELL ME WHY YOU SAID ONLY IF THERE'S NOTHING AVAILABLE IN THE BACK? I THINK THE APPROACH THAT STAFF TOOK BASED ON THE COUNCIL'S DIRECTION WAS TO KIND OF LOOK AT THE TWO DIFFERENT OPTIONS.

AND SO WE'VE SEEN CERTAIN RECYCLING CENTERS GO AWAY.
SO OBVIOUSLY THERE WAS THE ONE THAT WE HAD PROBLEMS WITH ON SECOND STREETS, UH, NEXT TO WALMART.
UM, BUT, UM, SO WE THINK THERE'S AN OPPORTUNITY TO STILL REQUIRE THE CONDITIONAL USE PERMIT, UM, ALLOW THE ADDITIONAL CARDBOARD, E-WASTE AND METAL RECYCLING.
UM, THE STANDARDS ARE GONNA REQUIRE IT ALL TO BE WITHIN AN ENCLOSED BUILDING AND FOR THE OPERATIONS TO BE EVALUATED.
AND THEN IF THEY WERE TO HAVE ANY ISSUES, YOU KNOW, WE COULD BRING IT BACK TO THE PLANNING COMMISSION FOR THEM TO LOOK AT IT.

UM, TO CLARIFY PROHIBITION ON INTOXICATING HEMP, UM, AS WE KNOW, HEMP AND CANNABIS BOTH ORIGINATE FROM THE SAME PLANT, BUT ARE REGULATED DIFFERENTLY UNDER LOCAL, STATE AND FEDERAL LAW.
AND AS THE DEPUTY DIRECTOR SAID BACK IN 2018, THE FEDERAL FARM BILL, UH, CREATED SOME DISCREPANCIES WITHIN THIS, THESE REGULATIONS AND, UH, FOSTERING THE POPULARITY OF CBD PRODUCTS, UH, USE FOR PAIN RELIEF, ANXIETY, OR OTHER DISORDERS.
HOWEVER, INTOXICATING HEMP PRODUCTS HAVE ALSO GAINED POPULARITY USING A LOOPHOLE IN FEDERAL LAW THAT MEASURES THC CONTENT BY WEIGHT RATHER THAN INTOXICATING EFFECT.
UM, AND WHILE THE CITY OF EL CAJON CURRENTLY PROHIBITS COMMERCIAL CANNABIS OPERATIONS, THE EMERGENCE OF INTOXICATING HEMP POSES A SIGNIFICANT THREAT TO PUBLIC HEALTH AND SAFETY.
UH, AND THE CURRENT LACK OF REGULATION, UH, SURROUNDING INTOXICATING HEMP RAISES CONCERNS ABOUT THEIR ACCESSIBILITY, PARTICULARLY TO OUR YOUTH THAT ARE BEING PRESENTED, UH, THROUGH MISLABELED PRODUCTS.

HOWEVER, MORE ACTION IS NEEDED TO FURTHER CLOSE THE LOOPHOLES AND INCREASE ENFORCEMENT.
UH, AND WE BELIEVE THAT EL CAJONS LEGISLATIVE ACTION, UH, TO PROHIBIT INTOXICATING HEMP CAN SERVE AS A CATALYST FOR OTHER REGIONAL LEADERS TO ADDRESS THIS ISSUE.
AND AS NEIGHBORING JURISDICTIONS GRAVEL WITH SIMILAR, UH, CHA CHALLENGES, YOUR SUPPORT ON THIS UPDATE WOULD SET A PRECEDENT AND ENCOURAGE COLLABORATIVE EFFORTS TO ADDRESS THE PROLIFERATION OF INTOXICATING HEMP PRODUCTS.

AND TO LOOK AT IT IN A NUTSHELL, THEY'VE TAKEN CBD AND THEY'VE CHEMICALLY MANUFACTURED IT INTO ALL KINDS OF OTHER THINGS.
THINK OF IT LIKE SPICE OR THE BATH SALTS.
THAT'S WHAT'S GOING ON WITH THIS.
AND SO WHAT WE'RE LOOKING AT IS CLOSING THAT LOOPHOLE, NOT ALLOWING THAT TO EXIST IN A CITY THAT DOESN'T ALLOW CANNABIS TO OCCUR IN ITS CITY.
UM, BEFORE THE PLANNING COMMISSION, I STOPPED BY THE SHOP AND GO AT PARKWAY PLAZA, AND I PICKED UP A SLEW OF GUMMIES AND EDIBLES THAT WERE ALL ATTRACTIVE TO CHILDREN.

AS YOU KNOW, CASA HAS PARTNERED WITH THE CITY FOR DECADES IN PREVENTING YOUTH ACCESS TO ADDICTIVE SUBSTANCES OF ALL KINDS, INTOXICATING AND OR SYNTHETIC C-B-D-T-H-C IN ANY FORM, WHETHER IT'S HEMP, WHETHER IT'S CANNABIS, EDIBLE SALTS, YOU NAME IT.

EDCO DOES PROVIDE EXEMPTIONS FROM TRASH AND RECYCLING SERVICES PROVIDED, UH, THE CUSTOMER EITHER SELF HAULS, MEANING THEY DRIVE THEIR TRASH TO THE DUMP, UM, HAS A CURRENT EDCO COMMERCIAL ACCOUNT IN THE CITY UNDER THEIR NAME, WHERE THEY DISPOSE OF THEIR TRASH OR THE SERVICE PROPERTY IS VACANT.
UM, EDCO ALSO HANDLES OUR BILLING FOR US, UM, DIRECTLY WITH THE CUSTOMER.
WHEN CUSTOMERS FAIL TO PAY THE BILLS, THE CITY HAS THE OPTION, UM, TO ASSIST EDCO BY RECORDING A LIEN ON THE PROPERTIES FOR DELINQUENT, UH, AMOUNTS.
THE COLLECTED OUTSTANDING BALANCES IS, IS THEN REMITTED BACK TO EDCO.
UM, SO THIS PUBLIC HEARING IS PART OF THAT LIEN PROCESS.
SO THIS TABLE SHOWS THE HISTORIC AVERAGES OF DELINQUENT ACCOUNTS DATING BACK TO 2017.

SO EDCO HAS PLACED A GREAT DEAL OF EFFORT ON BRINGING, UH, THE NUMBER OF ACCOUNTS OR LIENS THAT WE HAVE TO PLACE ON PROPERTIES, UH, AND BRING THOSE ACCOUNTS BACK INTO GOOD STANDING THROUGH A VARIETY OF OUTREACH METHOD, UM, INCLUDING TRADITIONAL MAILINGS, SENDING MULTIPLE INVOICES, EMAILS, NOTICES ON CARTS, AUTOMATED CALLS AND PERSONAL CALLS FROM AN EDCO REPRESENTATIVE.
UH, THESE METHODS ACCOUNT FOR ABOUT 3,700 SEPARATE CONTACTS WITH DELINQUENT ACCOUNTS.
WERE ABOUT 11 ATTEMPTS PER DELINQUENT ACCOUNT.
UH, THIS OUTREACH HAS PAID OFF, AS I MENTIONED ON THE LAST SLIDE.

THE MOTEL ITSELF WAS BUILT IN 1959 AND HAS UNDERGONE, UH, HAS BEEN, UH, OWNED BY SEVERAL DIFFERENT OWNERS OVER THAT PERIOD OF TIME.
AND, UM, HAS PRIMARILY BEEN USED AS A MOTEL FOR THE TRAVELING PUBLIC.

UM, ESSENTIALLY SINCE 2020, UM, IT HAS CHANGED.IT'S THE BUSINESS MODEL AND THE OPERATION OF THE FACILITY HAVE CHANGED TO MORE OR LESS SERVE EMERGENCY AND TRANSITIONAL HOUSING SERVICES TO THE EXTENT THAT AS OF FEBRUARY OF THIS YEAR, 71% OF THE MOTEL, OR THAT WOULD BE 30 OF THE 42 ROOMS AVAILABLE, ARE CURRENTLY USED FOR EMERGENCY OR TRANSITIONAL HOUSING SERVICES.
THE CONCERN STAFF HAS WITH THIS IS THAT A NUMBER OF DIFFERENT THINGS ARE HAPPENING WITH REGARD TO EMERGENCY AND TRANSITIONAL HOUSING, PARTICULARLY WITH THE PASSAGE OF PROP ONE AND HOW THE STATE ALLOCATES FUNDS TO THE VARIOUS COUNTIES AND WHAT THE COUNTIES WILL DO IN TERMS OF EMERGENCY AND TRANSITIONAL HOUSING AND HOW THAT POPULATION WILL BE HOUSED WITH THEIR BUSINESS MODEL CHANGING AND BEING ENTIRELY DEPENDENT UPON SOME SORT OF GOVERNMENT SUBSIDY.
THE FEAR IS, IS THAT WHEN THAT SUBSIDY GOES AWAY OR TRANSITIONS INTO ANOTHER TYPE OF SERVICE, WILL THIS MOTEL CONTINUE TO OPERATE OR WILL IT STRUGGLE AND WILL WE SEE THE AREA AROUND THE MOTEL CONTINUE TO DETERIORATE? THAT'S, THAT'S ONE ISSUE HERE.
THE SECOND, THE SECOND ISSUE IS ONE OF THE CRIMINAL ACTIVITY THAT HAS BEEN OCCURRING AROUND THIS AREA.
AND IT'S, AND IT IS VERY SIGNIFICANT, QUITE FRANKLY.
UM, WHAT WE'VE NOTICED IN, UM, THE LAST THREE MONTHS ALONE ARE 130 CALLS FOR SERVICE WITHIN A 500 FOOT RADIUS OF THE TRAVEL LODGE.
AND IN 2023 THAT YEAR, THERE WERE 52 CALLS FOR SERVICE SPECIFICALLY AT THE MOTEL.
AND THESE WERE FOR, UM, ISSUES RANGING FROM THEFTS, FIGHTS, UH, DRUG USE, DRUG DEALING, UM, AND OTHER VIOLENT CRIMES.
SO THAT'S THE SECOND ISSUE, IS THAT WE'VE SEEN A MARKED DETERIORATION, UH, IN THIS AREA OF THE CITY AT THE TIME WHERE, UH, AREAS AROUND THIS, UH, WITHIN ABOUT A THOUSAND FEET, HAVE UNDERGONE SIGNIFICANT REDEVELOPMENT.
SO THIS PRESENTS AN OPPORTUNITY TO BRIDGE THE GAP BETWEEN, UM, THE EL CAJON BOULEVARD, UH, REDEVELOPMENT THAT WE'RE SEEING AND DOWNTOWN EFFORTS AT REDEVELOPMENT THAT WE'RE ALSO SEEING.
UM, WHAT WE DID LAST YEAR, WE BEING STAFF, IS WE MET WITH THE TRAVEL LODGE OWNERSHIP GROUP AND WE TALKED ABOUT WHETHER THEY WOULD BE WILLING TO, TO SELL THE SITE.
UM, THEY WERE NOT ACTIVELY TRYING TO SELL THE SITE, BUT WE CONDUCTED AN APPRAISAL AND THEY SAID THAT THEY WOULD BE INTERESTED IN WHAT THEY CONSIDERED TO BE A FAIR OFFER.
SO WE WENT AHEAD AND CONDUCTED AN APPRAISAL ABOUT A YEAR AGO.
THAT APPRAISAL CAME OUT AT $4.5 MILLION.
WE SHARED THAT APPRAISAL WITH THE OWNERSHIP GROUP, AND THAT'S PRETTY MUCH WHERE THE DISCUSSIONS BROKE DOWN.
THEY, THEY HAVE, THEY HAD A FEELING THAT THAT UNDERVALUED THEIR PROPERTY AND THAT THEY WERE LOOKING FOR A SIGNIFICANTLY MORE AMOUNT OF MONEY.
UM, SINCE STAFF AND THE TRAVEL LODGE OWNERSHIP GROUP ARE NO LONGER TALKING ABOUT ACQUIRING THE PROPERTY, OR WE'RE NO LONGER TALKING ABOUT ACQUIRING THE PROPERTY IN 2023, THEY HAVE BEEN APPROACHED AND CONTINUE TO NEGOTIATE ACTIVELY WITH A PRIVATE PARTY.
AND THAT PRIVATE PARTY IS, IS WILLING AND HAS EXPRESSED INTEREST IN PURCHASING THE PROPERTY FOR ABOVE THE MOST RECENT APPRAISAL.
UM, I UNDERSTAND, UM, IT WAS A LITTLE TOO LATE TO INCLUDE IN, IN THIS REPORT, BUT I UNDERSTAND THAT THERE WAS, UH, AN OFFER, A, A LETTER OF INTENT CIRCULATED LAST WEEK TO THE OWNERSHIP GROUP, WHICH THEY HAVE THEN RESPONDED TO.
I DON'T KNOW THE EXTENT OF THAT RESPONSE OR, OR HOW CLOSE THEY ARE IN THE NEGOTIATIONS, BUT ESSENTIALLY THERE ARE, ARE TWO DIFFERENT, UH, PATHS HERE FOR REDEVELOPMENT OF 4 25.
THE FIRST PATH IS THAT IT BE ACQUIRED, UH, IN THE CURRENT SET OF NEGOTIATIONS THAT'S ONGOING BETWEEN THE OWNERSHIP GROUP OF, OF TRAVEL LODGE AND THE PRIVATE DEVELOPMENT INTEREST, AND THAT THEY REACH SOME KIND OF AGREEMENT.
AND IF SOME SI TYPE OF AGREEMENT IS REACHED, IT WILL MOST LIKELY BE FOR ABOVE APPRAISED VALUE OR WHAT WE UNDERSTAND TO BE THE MOST RECENT APPRAISED VALUE, WHICH IS A YEAR OLD.
UNDER THAT SET OF CIRCUMSTANCES, THE CITY COUNCIL MAY WISH TO CONSIDER BASED UPON WHAT TYPE OF DEVELOPMENT IS PROPOSED TO SOMEHOW PARTICIPATE IN THAT AND WHAT THAT PARTICIPATION LOOKS LIKE IS NOT YET DEFINED.
BUT IF A DEVELOPER WERE TO COME IN AND PAY ABOVE APPRAISED VALUE, THERE WOULD BE A NUMBER OF OFFSITE IMPROVEMENTS AND THE COUNT THE, THE CITY COULD PARTICIPATE FINANCIALLY IN, IN THOSE IMPROVEMENTS.
THAT'S JUST ONE ALTERNATIVE IF A PRIVATE PARTY WERE TO PROPOSE DEVELOPMENT OF IT.
THE SECOND PATH POTENTIALLY IS THAT THE CITY ACQUIRE THE PROPERTY THROUGH THE USE OF WHAT'S CALLED IMMINENT DOMAIN.

THE OTHER, THE OTHER OPTION IS BECAUSE THIS, THIS REPRESENTS A REDEVELOPMENT OPPORTUNITY, THE COUNCIL MAY WANT TO TAKE A MORE ACTIVE ROLE IF THE PRIVATE SECTOR IS UNABLE TO ACQUIRE THE PROPERTY.

AS A FIRST STEP IN THIS PROCESS, STAFF APPLIED FOR A SAFER GRANT TO FUND THE ADDITIONAL, UM, NEEDED POSITIONS.
AND NOW WE'RE AT THE NEXT STEP, WHICH IS TRYING TO SECURE AN ADDITIONAL FIRE ENGINE AND THEREFORE STAFF IS REQUESTING APPROVAL TO EXPEND FUNDS FOR THE PURCHASE OF A FIRE ENGINE.

AND TODAY I WILL BE PRESENTING AN UPDATE FOR THE BUSINESS FACADE GRANT PROGRAM, AS WELL AS REPAIRS TO THE, UH, FOR AS REPAIRS FUNDING FOR THE PROPERTY AT 4 0 5 EAST LEXINGTON AVENUE.
AND I WILL ACTUALLY START WITH THAT ONE SINCE THAT'S, UH, MORE OF A HOUSEKEEPING ITEM.
UM, SO A LITTLE BACKGROUND THERE.
IN DECEMBER OF 2023, UH, THE CITY COUNCIL APPROPRIATED $2.75 MILLION IN ARPA FUNDS FOR THE PURCHASE OF THE PROPERTY AT 4 0 5 EAST LEXINGTON.
UM, THIS WAS FOR THE PURPOSE OF THE BUSINESS INCUBATOR.
UM, AND FROM THAT SALE, A TOTAL OF $2,462,871 WAS EXPENDED FOR THIS PURCHASE, UH, LEAVING A FUNDING BALANCE OF $287,129, UH, FOR, UH, NECESSARY BUILDING IMPROVEMENTS TO THE PROPERTY.
UH, SO THE RECOMMENDATION HERE IS TO REALLOCATE THAT REMAINING BUDGET DUE REALLY DUE TO THE ARPA TIME CONSTRAINTS THAT WE'RE COMING UP ON.
UM, SHOULD ANY, UM, ISSUES OR ANYTHING COME UP DURING, UH, THE IMPROVEMENTS, UH, FOR THAT, IF ANY, WE DON'T WANT TO RISK, UH, THOSE ARPA FUNDS AND LOSING THEM FOR THAT.

UH, THERE'S THE SIGNAGE CATEGORY WITH A $20,000 MAXIMUM, UH, EXTERIOR PAINT GRANT, WHICH WAS A $15,000 MAXIMUM AND THEN A $1,000, UH, WINDOW REPAIR JUST TO REPAIR WINDOWS, NOT TO UPGRADE THEM NECESSARILY OR ENHANCE THEM, BUT STRICTLY FOR, UH, TO REPAIR THEM.
AND SO IT, THE APPLICATION PERIOD WAS FROM FEBRUARY 29TH THROUGH MAY 1ST, AND YOU CAN SEE THE DISTRIBUTION OF THE, OF WHAT WAS RECEIVED.
UM, SO 97 SIGNAGE, UH, GRANTS WERE RECEIVED, UH, FOR, IF YOU CAN SEE THE TOTALS THERE TOO AS WELL.
UM, IT'S ESTIMATED AT ONE $1,232,000 FOR JUST FOR SIGNAGE ALONE.
AND THAT'S REALLY JUST A VERY, AN INITIAL ESTIMATE.
UM, AND WE'VE DONE SOME HIGH LEVEL, UH, REVIEW OF THE APPLICATIONS THAT HAVE COME IN, AND SOME OF 'EM MAY NOT QUALIFY OR MEET THE MINIMUM, MINIMUM QUALIFICATIONS.
UM, BUT AS OF MAY 1ST, THAT'S WHAT HAD BEEN RECEIVED.
UH, 41 PAINT GRANT APPLICATIONS TOTALING 430 2012 WINDOW.
UM, GRANT APPLICATIONS FOR 11,000 AND A TOTAL OF 150 APPLICATIONS HAVE BEEN RECEIVED.
AND YOU CAN SEE THAT TOTAL THERE OF, UH, $1.675 MILLION.

ANOTHER CONSIDERATION TOO AS WELL IS THE, UH, PERMIT FEE REIMBURSEMENT.AND SO, UM, BUSINESSES WHOSE PROPOSED IMPROVEMENTS, UM, FELL UNDER THEIR, UH, THEIR, THE GRANT MAXIMUM.
UM, THIS PRETTY MUCH FALLS FOR THE SIGNAGE.
UM, IF THE TOTAL CAME TO $15,000, LET'S JUST SAY FOR THEIR, UH, PROPOSAL, THEN THEY'RE ABLE TO BE REIMBURSED FOR ANY, UM, PER PERMITS THAT ARE REQUIRED, UM, FOR THE WORK TO BE DONE.
SO WE HAVE A FEW MAS, ACTUALLY THAT ARE AMAZING GIS TEAM HAVE PRODUCED FOR US.
SO THIS WILL SHOW YOU THE DISTRIBUTION OF THE, UM, THE GRANTS THAT HAVE BEEN RECEIVED FOR THE APPLICATION.
SO BEGINNING WITH THE WINDOW GRANTS, AND SO YOU CAN SEE THE DISTRIBUTION THERE PREDOMINANTLY ALONG, UH, MAIN STREET AND THEN A FEW UP THERE ON, UH, FLETCHER OR BROADWAY.
AND THEN THIS NEXT ONE WE WILL ACTUALLY ADD IN THE PAINT GRANT, UM, WITH THE OVERLAID ONTO IT.
SO THE WINDOWS ARE STILL THERE.
SO YOU CAN SEE, UM, THE DISTRIBUTION THERE ACROSS THE CITY TOO AS WELL.

UM, SO YOU CAN SEE THERE PREDOMINANTLY ALONG THE MAJOR CORRIDORS, UH, EL CAJON BOULEVARD, MAIN STREET, UM, FLETCHER BROADWAY, SECOND HAMSHAW, MAYBE JOHNSON, THEN A FEW UP IN THE MARSHALL, UH, THE BUSINESS PARK UP THERE OR THE COMMERCIAL AREA.
ALL RIGHT, SO SOME APPROACHES TO CONSIDER, UM, THAT STAFF IS PROPOSING, UH, FOR THE COUNCIL CONSIDERATION.
UM, GIVEN THE IMBALANCE, UM, WITH, UH, UH, THE, THE FUNDS THAT HAVE BEEN APPROPRIATED.
SO ONE WOULD BE TO ALLOCATE ADDITIONAL $1.25 MILLION IN ARPA FUNDING TO RAISE THE PROJECT ALLOCATION FROM 500,000 TO 1.75 MILLION, UH, AND FUND ALL BUSINESSES WHICH MEET THE MINIMUM QUALIFICATIONS.
UH, ANOTHER OPTION MIGHT BE TO MAINTAIN THE FUNDING AT $500,000, ALLOWING FOR AN ESTIMATED OF 44 PROJECTS TO BE FUNDED, UM, WHICH WOULD BE AWARDED FROM A RUBRIC THAT'S BASED OFF PROGRAM CRITERIA THAT ALL APPLICANTS, UM, WERE TO HAVE READ BEFORE SUBMITTING THEIR APPLICATIONS.
AND SO THEY KNOW WHAT THE SUB CRITERIA WOULD BE.
AND THEN, UH, A THIRD OPTION MIGHT BE TO CONSIDER A COMBINATION OF OPTIONS NUMBER ONE AND TWO.
UM, AN EXAMPLE WOULD BE TO STILL ESTABLISH THAT RUBRIC, BUT THEN RAISE THE PROGRAM FUNDING TO $1 MILLION, UH, TO AWARD GRANTS TO A GREATER NUMBER OF BUSINESSES.
AND THIS SLIDE HAS SOME, UM, RUBRIC CRITERIA CONSIDERATIONS.

ACTUAL IMPROVEMENTS, MS. MITCHELL, I I, I'VE TAKEN IT SEVERAL TOURS.WE HAVEN'T BROKEN THAT DOWN YET.
WE HAVE A GENERAL SCOPE OF WORK.
UM, AND THEN WE'RE GONNA ACTUALLY TAKE A TOUR OF THE FACILITY AGAIN, REALLY WITH THE, THE EYE OF A CONTRACTOR AND START LOOKING AT WHAT NEEDS TO BE DONE.
IT, IT'D BE HARD FOR ME TO SAY WHAT PERCENTAGE WAS JUST BUILDING MAINTENANCE AND WHAT PERCENTAGES, UH, ILLEGAL CONSTRUCTION.
I DO KNOW THAT SOME OF THE BIGGER TICKET ITEMS LIKE THE ROOF FOR EXAMPLE, THAT NEEDS TO BE REPLACED.
AND THERE'S SOME OTHER MECHANICAL, STRUCTURAL THINGS THAT NEED TO OCCUR THAT HAD NOTHING TO DO WITH THE FORMER TENANT, BUT THERE ARE SOME WALLS THAT NEED TO BE MOVED AROUND OR REPLACED AND SOME ELECTRICAL THAT NEEDED TO BE RE REWIRED AND SOME PLUMBING AS WELL.
BUT I DUNNO IF I HAVE EXACT BREAKDOWN FOR THAT PERCENTAGE, BUT IT, BUT AN OVERALL LOOK, IT SORT OF LOOKS MORE OF BUILDING, REGULAR BUILDING MAINTENANCE THAT HAD BEEN DEFERRED, LIKE THE ROOF AND WALKWAYS THAT ARE SPONGY AND NEEDED TO BE REPLACED.
IS, WOULD THAT BE A FAIR ASSESS? PROBABLY THREE CATEGORIES.
THE FIRST WOULD BE THOSE, SO JUST MAINTENANCE TWO WOULD BE, UM, RESTORING A LEGAL BUILDING.
FOR EXAMPLE, THERE'S LIKE A LITTLE, UM, WET BAR IN THE PATIO AREA THAT'S NOT LEGALLY PERMITTED.
SO THAT WOULD HAVE TO BE REMOVED.
AND THEN MAYBE THE THIRD WOULD BE SOME OF THE TENANT IMPROVEMENTS OKAY.
FOR THE BUSINESS INCUBATOR AREA.
SO BUILDING THAT OUT TO ACCOMMODATE THE BUSINESS INCUBATOR.
SO THOSE WOULD BE SORT OF THE THREE CATEGORIES.
I JUST WANNA MAKE A NOTE THAT THIS BUILDING WAS NOT OWNED BY THE COUNTY AND COMMUNITY COUNCIL.

WHAT, WHAT, WHAT DO WE SO WE, WE REALLY DON'T HAVE ANY SHOVEL READY PROJECTS AT THIS POINT RIGHT NOW.
EVERY DOLLAR THAT WE HAVE LEFT OVER, AND FRANKLY, IF WE DON'T HAVE, I'M LOOKING AT STAFF, IF WE DON'T HAVE SOME PROJECTS THAT ARE, THAT ARE MOVING FORWARD MORE QUICKLY, WE'RE GONNA PULL THAT MONEY BACK.
AND I WOULD RECOMMEND THAT WE USE THAT MONEY TO BUY PUBLIC SAFETY VEHICLES.
THAT WILL THEN PROTECT THE GENERAL FUND, WHICH WE USUALLY SPEND GENERAL FUND MONEY ON.
IT'S SOMETHING THAT WE CAN SPEND IMMEDIATELY.
THERE'S A NEED TO THE COMMUNITY AND IT WOULD SHORE UP THE GENERAL FUND.
SO THAT'S ANY DOLLAR WE DON'T SPEND ON WHATEVER WOULD BE, I'M GONNA RECOMMEND.
THAT WOULD BE THE, THE SOLUTION.
