UH, IT HAS A ZONE CLASSIFICATION OF RESIDENTIAL SINGLE FAMILY 6,000 SQUARE FEET.
THE PROJECT REQUESTS A TO AMEND THE GENERAL PLAN DESIGNATION TO MEDIUM DENSITY RESIDENTIAL OR MR. THE MR DESIGNATION IS CONSISTENT WITH THE INTENSITY OF MULTIFAMILY DEVELOPMENT, UH, ALONG THIS PORTION OF OAKDALE AVENUE.
THE PROJECT ALSO PROPOSES A CONSISTENT ZONING CLASSIFICATION OF RESIDENTIAL MULTIFAMILY 2,200 SQUARE FOOT ZONE OR THE RM 2200 ZONE.

UH, GENERALLY DENSITY BONUS REGULATIONS ALLOW FOR PROJECTS THAT DEDICATE A PERCENTAGE OF THE UNITS AS AFFORDABLE, UH, AT A VI VARIETY OF INCOME LEVELS, UH, TO RECEIVE ADDITIONAL DENSITY OVER WHAT THE ZONING ORDINANCE OR GENERAL PLAN WOULD SPECIFY.
UH, THOSE ARE REGULATIONS ALLOW FOR, UH, LIMITED CONCESSIONS OR WAIVERS FROM SPECIFIC DE DEVELOPMENT STANDARDS.
SO, AS AN EXAMPLE, A DEVELOPER COULD REQUEST ADDITIONAL HEIGHT, UH, A REDUCED SETBACK OR AT, LIKE, IN THIS CASE, UM, SOME WAIVERS FROM, UH, DESIGN STANDARDS.

SO GENERALLY THAT'S UNDERSTOOD TO BE 80% TO 120% OF THE AREA.
UM, AVERAGE AREA MEDIAN INCOME OR A MI THE PROJECT PROPOSES, UH, OR I'M SORRY, THE PROJECT, UH, EXCUSE ME, PROPOSED PROJECT CONDITIONS REQUIRE THE PROPERTY OWNER TO ENTER AN AFFORDABLE HOUSING AGREEMENT, UM, UH, FOR THE TIME PERIOD SPECIFIED IN THE CALIFORNIA GOVERNMENT CODE.
AS DISCUSSED, UH, THIS IS A, UH, CONDO PROJECT FOR NINE ATTACHED UNITS.
THREE OF THOSE UNITS ARE THREE BEDROOM AND TWO, UH, I'M SORRY, SIX OF THEM ARE TWO BEDROOM UNITS.
THE PROPOSED SITE PLAN ORIENTS THE, THE STRUCTURE AND THE PRIMARY FACADE, UH, TOWARDS EAST MAIN STREET.
AND CONSISTENT WITH THE ZONING CODE, UH, OBJECTIVE DESIGN STANDARDS, IT LOCATES THE PARKING AREA, UH, TO THE REAR OR BEHIND THE PRIMARY STRUCTURE.
UH, AND ALSO BEHIND THE EXTERIOR YARD LANDSCAPED AREAS, OPEN SPACE REQUIREMENTS ARE MET THROUGH, UH, A VARIETY OF, UH, OR THROUGH A COMBINATION OF METHODS, PRIVATE PATIOS AND BALCONIES, UH, A COMMON PATIO AREA AND ROUGHLY 4,000 SQUARE FEET OF LANDSCAPING THROUGHOUT THE SITE.
THE PROJECT CONCLUDES A WROUGHT IRON STYLE FENCE WITH AUTOMATIC, UH, VEHICLE GATE AND PEDESTRIAN GATE, UH, AND THE PROPOSED PARKING SPACES ARE IN EXCESS OF WHAT THE GOVERNMENT CODE REQUIRES.
SO, UH, THAT WOULD BE 1.5 SPACES PER UNIT.
UM, AND THIS DEVELOPMENT PROPOSES TWO SPACES PER UNIT.
SO 18 PARKING SPACES ARE PROPOSED, WHICH IS JUST SHY OF THE ZONING CODE REQUIREMENT, WHICH WOULD'VE BEEN 20 SPACES.
UH, WHILE THE SITE DEVELOPMENT PLAN IS ON DISPLAY, UH, I THINK IT'S A GOOD TIME TO BRING UP, UH, COMMENTS THAT WERE RECEIVED FROM CALTRANS, UH, A LITTLE BIT LATER IN THE REVIEW TIMELINE.
DUE TO THE PROXIMITY OF THE INTERSTATE EIGHT ON RAMP, UH, CALTRANS REQUESTED THAT THE CLOSURE OF THE DRIVEWAY ALONG EAST MAIN STREET AND CONSISTENT WITH CALTRANS REQUESTS, THE PROPOSED PROJECT CONDITIONS REQUIRE THE CLOSURE OF THAT DRIVEWAY, UH, AND LANDSCAPING TO TAKE ITS PLACE IN THE EXTERIOR YARD AREA.
UH, THE CONDITION IS FASHIONED IN A WAY THAT WOULD ALLOW THE PROJECT PROPONENT, UH, TO WORK WITH CALTRANS TO IDENTIFY IF THERE'S AN EXCEPTION OR WAIVER FROM THAT HIGHWAY DESIGN STANDARD, UH, AND BASICALLY LEAVES IT OPEN FOR THEM TO KEEP THE DRIVEWAY IF IT'S ACCEPTABLE TO CALTRANS OR CONDITIONS ITS REMOVAL.
UH, THE CITY TRAFFIC ENGINEER, UH, I'M SORRY, CITY TRAFFIC ENGINEERING AND HEARTLAND FIRE REVIEWERS HAVE ASSESSED THE PROJECT WITH AND WITHOUT THAT DRIVEWAY AND HAVE NO EYE, UH, ISSUES WITH EITHER OUTCOME.
UH, AND THEN FINALLY, UH, IT SHOULD BE NOTED THAT THE PROPOSED CONDITIONS ALSO INCLUDE REQUIREMENTS FOR A LIGHTING PLAN FOR PEDESTRIAN AND VEHICLE SAFETY, UH, AND ALSO

UH, THE PROPOSED HEIGHT IS 29 FEET, WHERE 35 FEET ARE ALLOWED BY THE PROPOSED ARM 2200 ZONE.
HERE'S AN EXAMPLE OF THE BUILDING ELEVATION, UH, AND AGAIN, ACCEPTING THOSE TWO, UH, I'M SORRY, ACCEPTING TWO DEVELOPMENT INCENTIVES REQUESTED.
UH, PURSUANT TO THOSE AFFORDABLE, UH, DEVELOPMENT REGULATIONS, UH, THE PROPOSED ELEVATIONS ARE CONSISTENT WITH THE OBJECTIVE STANDARDS OF THE ZONING CODE.
ELEVATIONS CONTAIN A MIXTURE OF STUCCO, WOOD SIDING, STONE ACCENTS, UH, AS WELL AS MULTIPLE FINISH COLORS, UH, AND STUCCO REVEALS TO BREAK UP BUILDING MASS.
THE UPPER FLOORS ARE ACCESSED VIA STAIRWELLS, CONNECTED TO EXTERIOR WALKAWAYS.
UH, THE TWO DEVELOPMENT INCENTIVES THAT ARE REQUESTED, UH, FOR AFFORDABLE DEVELOPMENT RELATE TO THE MINIMUM WINDOW TRANSPARENCY AREA AND ARCHITECTURAL OFFSET.
SO SINCE THIS SITE IS ON A CORNER LOT, UH, TECHNICALLY TWO ELEVATIONS WOULD REQUIRE THE 20% WINDOW TRANSPARENCY AREA SPECIFIED BY THE ZONING CODE.
UH, THE FIRST INCENTIVE IS TO REDUCE ONE OF THOSE ELEVATIONS ON THE WEST TO 10% CONSISTENT WITH THE REQUIREMENTS FOR NON-ST.
UH, AND THEN THE OTHER DESIGN VARIATIONS SUCH AS MATERIALS, UH, AND STUCCO REVEALS ARE STILL PRESENT.

UH, IT'S, UH, IT'S CONSISTENT WITH PROPOSED LAND USE DENSITY, UH, PRIOR TO THE APPLICATION OF THE DENSITY BONUS.
IT'S THE PROPOSED ZONE IS CONSISTENT WITH THE PROPOSED LAND USE DESIGNATION.
UH, THE ZONE FACILITATES DEVELOPMENT OF THIS UNDERUTILIZED PARCEL, THE PROJECT SITE, UH, AN EXISTING INFRASTRUCTURE SUPPORT.

THE MOST OF THE CALLS FOR POLICE EX HELP OR ASSISTANCE WERE FROM, UH, TRESPASSERS.
A LOT OF THE, UH, AREAS INFESTED WITH DRUG DEALERS, UH, HOMELESS POPULATION, THEY WOULD SET UP CAMPS IN MY FRONT YARD.
WE WENT AHEAD AND WE REMOVED OUR FENCE AND MOVED IT CLOSER TO THE STREET TO ELIMINATE AN AREA WHERE THEY WERE CAMPING AND THERE OUR BUSHES AND STUFF OF THAT NATURE.
SO THAT JUST DROVE THEM INTO THE FACILITIES AND, UM, ATTACKING DIFFERENT RESIDENTS AND REFUSING TO LEAVE.
UH, WE BASICALLY TRY TO REMOVE THEM OR ASK 'EM TO LEAVE, YOU KNOW, PEACEFULLY.
THEY WON'T, UH, A LOT OF 'EM WILL FIGHT.
AND THAT'S WHEN WE CALL THE POLICE.
UM, YOU KNOW, I'M NOT MY, MY STAFF OR MYSELF, I DON'T LIKE BEING ATTACKED BY KNIVES AND GUNS.

BUT WE ARE WORKING WITH THE STAFF.

UH, BUT THE COUNCIL DID ALLOCATE, UM, QUITE A BIT OF FUNDING TOWARDS THE PREPARATION OF THAT REPORT IN ORDER TO HELP FACILITATE, UH, NEW PEOPLE TO COME IN.
