WENT TO THE ACADEMY SERVING PATROL.

FIRST FIVE YEARS AFTER THAT I WENT TO, UH, TRAFFIC IN A CAR WHERE TRAFFIC COLLISIONS.

AFTER THAT, I WENT TO MOTORS, WORKED A MOTORCYCLE.

SOME OF YOU PROBABLY KNOW ME 'CAUSE SOME PEOPLE STILL COME UP AND RECOGNIZE ME.

SCARY TIMES AT TIMES.

I THINK IT WAS VITAL AND IT WAS THE HIGHLIGHT OF MY CAREER, UH, SERVING THE CHILDREN AND UNDERSTANDING HOW THEY REALLY WORK AND, AND THE, THE NEEDS THAT THESE KIDS HAVE THESE DAYS.

AFTER THAT, I WAS THE FIRST SCHOOL RESOURCE OFFICER FOR THE CITY OF EL CAJON.

INITIALLY BETWEEN THE TWO SCHOOLS OF GRANITE HILLS AND ELON, UH, VALLEY HIGH SCHOOL.

I WAS THEN PROMOTED TO AGENT, WHICH IS A TWO STRIPER AND WAS ALSO A ACTING SERGEANT AT THAT TIME.

GOING BACK TO PATROL, GOING BACK TO TRAFFIC, AND THEN AGAIN AS AN ACTING SERGEANT.

ALSO, FROM THE YEARS OF 92 TO 99, I SERVED AS AN OPERATOR FOR OUR SWAT TEAM.

THAT'S ABOUT IT.

I WANT TO GIVE YOU A LITTLE BRIEF, UH, HISTORY, A LITTLE BACKGROUND.

I, I KNOW YOU HAVE MY RESUME, BUT A LITTLE BIT OF, UH, INFORMATION ABOUT ME.

I HAVE 35 PLUS YEARS IN CONSTRUCTION MANAGEMENT THAT INCLUDED BOTH COMMERCIAL AND RESIDENTIAL.

I WAS ALSO RESPONSIBLE FOR FACILITIES MANAGEMENT AT THE BARONA BAND OF MISSION INDIANS.

AT THAT TIMEFRAME, I WAS ALSO, UH, REQUIRED TO INITIATE THE WATER, UH, TREATMENT AND WATER OPERATIONS FOR THE BARONA TRIBAL WATER AUTHORITY.

I WORKED HAND IN HAND WITH THE EPA, UM, BECAUSE OF THE WORK THAT I PERFORMED THERE.

I RECEIVED A LETTER OF COMMENDATION FROM THE REGION NINE, UH, SUPERVISOR FROM THE EPA.

THE, UM, DURING THAT SAME TIMEFRAME, I WAS ALSO RESPONSIBLE FOR THE CONSTRUCTION AS THE DIRECTOR OF CONSTRUCTION FOR THE BARONA, UM, UH, VALLEY RANCH HOTEL AND CASINO, A $260 MILLION PROJECT.

DURING THAT CONSTRUCTION PROCESS, THE TRIBAL GOVERNMENT APPROACHED ME.

I WENT TO WORK FOR THE TRIBAL GOVERNMENT.

I ESTABLISHED THEIR PLANNING AND DEVELOPMENT DEPARTMENT, AND I ALSO ESTABLISHED THEIR, THEIR WATER DEPARTMENT.

AS I SAID BEFORE, WORKING WITH THE EPA.

UM, BEYOND THAT, UM, THERE WAS A FIRE, THE CEDAR FIRE, I'M SURE YOU'RE ALL AWARE OF IT.

IN, UH, 2003, I WAS REQUESTED BY THE TRIBE TO REPAIR, RECOVER, AND PUT BACK, UH,

26 HOMES THAT WERE DESTROYED.

DURING THAT FIRE, I WAS ABLE TO RECONSTRUCT, HAVE THE HOMES COMPLETED, INSPECTED, AND OCCUPIED WITHIN 90 DAYS.

SO I FELT THAT WAS A, A PRETTY GOOD ACCOMPLISHMENT CONSIDERING, AND I HAD A LOT OF HELP FROM THE TRIBAL COUNCIL.

SO IT, IT REALLY HELPED THE SITUATION.

MY OTHER PROJECTS I WORKED WITH WAS THE FEMA PROJECT AT, UH, NORTHRIDGE.

IN 1994, I WORKED WITH THE CITY OF LOS ANGELES AND FEMA.

DURING THE RECOVERY, I HAD NINE RECOVERY CREWS WORKING UP THERE, UH, MANAGING THAT PROJECT.

I WAS A SENIOR SUPERINTENDENT FOR THE ROBERT F PRESLEY COURTHOUSE AND DETENTION CENTER IN RIVERSIDE.

I WAS THE SENIOR PROJECT MANAGER FOR THE WELLINGTON RETIREMENT FACILITY IN LAGUNA NEAL.

I WAS ALSO THE PROJECT MANAGER FOR THE FACTORY MERCHANTS OUTLET IN BARSTOW.

THE, UM, ONE OF THE OTHER PROJECTS THAT I HAD, ONE OF THE OTHER, UM, UH, BUSINESSES IN INVOLVED IN WAS THE 32ND STREET NAVAL STATION JOCK CONTRACT.

I DON'T KNOW IF YOU'RE FAMILIAR WITH THAT.

UM, BUT THAT IS VARIOUS PROJECTS ON THE NAVY BASE, UH, HAVING TO DEAL WITH, UH, CONTRACTORS, NEGOTIATING WITH THE NAVY, AND, UH, WORKING DIRECTLY WITH, UH, VARIOUS, UH, AGENCIES.

UH, MY LATEST PROJECT THAT I COMPLETED WAS THE RENOVATION OF THE OLD SEARS SERVICE CENTER ON NORTH JOHNSON.

CONVERTED THAT TO AN RV SERVICE CENTER, UM, WHICH IS NOW OCCUPIED BY CAMPING WORLD.

AND AT THAT TIME, I HAD THE PLEASURE OF WORKING WITH THE ENGINEER, BLAKE BEHRINGER, UH, CUSTOMER SERVICE, ELIZABETH LEY, UH, JOSE OES, AARON JONES, ADAM POPE, AND, UH, GARY TAYLOR.

ALL WORKED WITH THE CITY.

UH, EXCELLENT, UH, WORKING RELATIONSHIPS WITH THOSE FOLKS.

AND OF COURSE, FRANKIE RODRIGUEZ WITH HEARTLAND FIRE.

I BELIEVE MY SKILLSET, MY EXPERIENCE AND MY BACKGROUND WOULD PROVIDE AN EXCELLENT AND ENORMOUS ASSET TO THE CITY OF EL CAJON.

I WOULD'VE REALLY APPRECIATE, UH, FOR THE CONSIDERATION FOR THIS POSITION.

MY WIFE AND I HAVE BEEN HERE GOING ON 18 YEARS THIS NOVEMBER.

AND SO I THINK WORKING WITH THE PLANNING COMMISSION, WITH MY EXPERIENCE, I THINK I CAN PROVIDE SOME, SOME INSIGHT AND SOME THINGS THAT CAN BE BENEFICIAL TO BOTH SIDES.

AND HAVE YOU WATCHED THE PLANNING COMMISSION MEETINGS? I DID.

I ACTUALLY, UH, WATCHED, UH, THE LAST, UH, AGENDA WHERE YOU, I THINK YOU AUTHORIZED 2020 FOURS, 0 0 2 COP FOR STATION NUMBER SEVEN, UH, THE RENOVATION PROJECT FOR THAT.

AND I BELIEVE YOU HAD AN ISSUE WITH A RESTAURANT AND BANQUET HALL WHERE THERE WERE SOME CONSIDERATION ABOUT MAYBE NOT, UH, FULFILLING THE REQUIREMENTS OF THE CUP.

AND DO YOU, DO YOU SEE THAT MAYBE YOUR EXPERIENCE MIGHT BE, UM, MUCH FOR THE PERSON FOR THE PLANNING COMMISSION IN THE SENSE OF, BECAUSE YOU'VE WORKED WITH SO MUCH AND WE COME IN SOMETIMES WHEN WE COME IN WITH A LOT OF EXPERIENCE, UM, YOU KNOW, WE GET INTO THE WEEDS A LITTLE BIT MORE THAN WHAT IS NECESSARY BECAUSE WE HAVE STAFF THAT DOES THAT.

UH, WHAT IS NECESSARY FOR THE PLANNING COMMISSION? BECAUSE THEY NEED TO KNOW WHAT IS GOOD FOR THE COMMUNITY, HOW ARE THEY, UM, YOU KNOW, BEING ABLE TO SEE IT FROM BOTH SIDES.

CORRECT.

AND SOMETIMES YOU HAVE TO BE A MEDIATOR IN A WAY.

UM, DO YOU THINK THAT THAT MIGHT BE A STUMBLING BLOCK FOR YOU OR DO YOU THINK THAT THAT, OR A HINDRANCE, OR DO YOU THINK THAT THAT MIGHT BE BENEFICIAL? NO, I, I WORKED, UH, WITH THE BARONA ABANDON MISSION INDIANS FOR 21 YEARS AND, UM, I'LL TRY TO PUT THIS POLITELY.

YOU HAVE TO BE EXTREMELY FLEXIBLE ON AN INDIAN RESERVATION.

YOU HAVE TO UNDERSTAND WHERE THEY'RE COMING FROM, THEIR CULTURE, THEIR BACKGROUND, AND YOU CAN HAVE ALL THE RULES AND REGULATIONS AND CODES AND SO ON AND SO FORTH.

WELL, I THINK THE, YOU WOULD NEED TO KNOW THE, THE BASIS OF ALL THE 9 1 1 CALLS.

WHAT, WHAT, WHAT TRIGGERED THOSE, THOSE PHONE CALLS.

IF IT'S OPERATING WITHIN THE, THE, UH, GUIDELINES OF THE CUP AND THAT THOSE ENORMOUS CALLS ARE CREATED BY AN OUTSIDE SOURCE, LET'S SAY ANOTHER COMMUNITY SENDING IN TRANSIENT WITH VOUCHERS TO OCCUPY THAT HOTEL, THEN THAT MAY NOT BE THE HOTEL'S PROBLEM.

IT MIGHT BE SOMETHING THAT IS OUTSIDE THEIR, I GUESS, PURVIEW OR OUTSIDE THEIR ABILITY TO, TO CONTROL.

AND A LOT OF TIMES THERE'S A LOT OF TIMES PEOPLE ARE UPSET THAT NOW THERE'S THIS BIG BUILDING IN THEIR BACKYARD OR NOW IT WAS ALL OPEN SPACE AND NOW THEY'RE, YOU KNOW, DESTROYING IT WITH ALL THIS.

AND YOU KIND OF HAVE TO, IF YOU, IF YOU'RE CONCERNED ABOUT SOMETHING, YOU NEED TO GET INVOLVED.

IF YOU DON'T WANNA SEE THAT CHANGE, THEN YOU'RE GONNA HAVE TO GET INVOLVED.

AND MAYBE IN, IN GETTING INVOLVED, YOU CAN FIND OUT THAT THAT CHANGE IS ACTUALLY FOR THE BETTER.

AND, AND I KNOW, I KNOW WITH PARKWAY PLAZA, I MEAN IT'S IMPORTANT TO SEE WHAT'S GOING ON THERE AND I WOULD LOVE TO HAVE SOME SORT OF CHANGE THERE, YOU KNOW, WITH MAYBE HOUSING OR WHATEVER THEY CAN DO TO UTILIZE THE SPACE.

'CAUSE THERE'S A LOT, THERE'S A LOT OF GREAT SPACE HERE IN THE CITY OF EL CAJON THAT JUST NEEDS TO BE UTILIZED A LITTLE BETTER.
