UM, JUST A QUICK CLARIFICATION AND MAYBE THE CITY MANAGER COULD WEIGH IN.

UM, I KNOW IT'S NOT NORMAL PRACTICE FOR THE CITY TO AWARD OR DO ANY WORK WITHOUT A BIDDING PROCESS, AND THIS ONE SAID THERE WAS A WAVE OF BIDDING DUE TO AN EMERGENCY.

MAYBE THE CITY MANAGER COULD SPEAK TO THE SIGNIFICANCE OF THE EMERGENCY.

I THINK THE PUBLIC WOULD APPRECIATE THAT EXPLANATION.

CERTAINLY THERE'S A COUPLE THINGS, UM, FROM OUR MORE RECENT RAINSTORMS WHERE THERE'S SOME DOWN TREES AND ALSO SOME, POTENTIALLY SOME SLOPE FAILURE ALONG AVOCADO AND ALSO SOME OF A THE STORM CHANNEL.

SOME OF THE CONCRETE HAS BEEN CHEWED UP AND EATEN UP.

THE CONCERN IS THAT IF WE WAIT TO GO THROUGH A BIDDING PROCESS, WHICH CAN TAKE MONTHS AT A TIME, UH, WE POTENTIALLY WOULD HAVE ANOTHER STORM AND THEN INCUR EVEN MORE DAMAGE FOR MORE REPAIR.

SO IN THIS CASE, WE'VE, UM, UNDER THE CITY'S MUNICIPAL CODE, WE CAN, UH, DECLARE AN EMERGENCY, WHICH I HAVE DONE.

I HAVE TO REPORT THAT TO THE CITY COUNCIL.

THAT ALLOWS US TO WAIVE THAT NORMAL PROCUREMENT PROCESS.

WHAT WE'VE BEEN ABLE TO DO IS BEEN ABLE TO IDENTIFY A CONTRACTOR THAT'S CURRENTLY DOING WORK IN THE CITY.

SO WE KNOW THEIR, WE KNOW THEIR WORK.

UM, WE KNOW THEIR, THEIR FEE SCHEDULE.

WE DEVELOPED AN ENGINEERING ASSESSMENT OF HOW MUCH WE THINK THE COST WAS, AND THEN WE NEGOTIATED A PRICE.

SO WE FEEL LIKE THE PRICE IS FAIR AND IT JUST ALLOWS US TO GET THESE EMERGENCY REPAIRS DONE IN A TIMELY MANNER.

UM, IN THE EVENT THAT AS WE DO THE REPAIRS, WE REALIZE THERE'S BIGGER REPAIRS THAT AREN'T NECESSARILY EMERGENCY RELATED, THEN WE WOULD GO OUT AND REBID THO SPECIFICALLY BID THOSE NON-EMERGENCY REPAIRS.

BUT THIS IS VERY NARROWED FOCUS ON EMERGENCIES.

PERFECT.

Issuance of Tax-Exempt Bonds for the Lexington Green Apartments by the California Statewide Communities Development Authority RECOMMENDATION: That the City Council: Conducts a TEFRA public hearing in consideration of the issuance of tax-exempt bond financing by the California Statewide Communities Development Authority for the benefit of Lexington Green Community Partners II, LP, to provide financing for the acquisition, rehabilitation, and improvement of the 144-unit apartment development generally known as Lexington Green; and Adopts the next Resolution, in order, approving the issuance of Bonds by the California Statewide Communities Development Authority not to exceed $55,000,000 for the benefit of Lexington Apartments Community Partners II, LP, to provide for the acquisition, rehabilitation, and improvement of the 144-unit apartment development generally known as Lexington Green.]

I'M JOSE GERARDO, HOUSING MANAGER WITH THE HOUSING DIVISION UNDER COMMUNITY DEVELOPMENT DEPARTMENT.

THE GOAL OF TODAY'S PUBLIC HEARING IS TO SOLICIT COMMENTS FROM THE PUBLIC ON THE ISSUANCE OF TAX EXEMPT BONDS, BUT THE BENEFIT OF LEXINGTON GREEN APARTMENTS LOCATED AT 1415 EAST LEXINGTON, CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY IS THE BOND ISSUER FOR THE PROJECT.

THE TAX ACCEPT BONDS WILL BE USED TO FINANCE THE PROJECT AND INCLUDES VARIOUS PROPERTY IMPROVEMENTS AS DESCRIBED IN THE AGENDA REPORT.

THE CITY BEARS NO LIABILITY WITH RESPECT TO THE ISSUANCE OF THE BONDS.

WITH THAT SAID, THE CITY COUNCIL'S ROLE IS ONE TO CONDUCT A PUBLIC HEARING.

TWO, RECEIVE PUBLIC TESTIMONY AND CLOSE THE HEARING.

AND THREE, ADOPT THE PROPOSED RESOLUTION.

THAT CONCLUDES MY REPORT.

SO APPROXIMATELY 50 PLUS VOLUNTEERS WILL ALL MEET AT WELLS PARK AND ACTUALLY BUILD THE WALL.

UM, IT'S AN ALL DAY EVENT.

IT TYPICALLY GOES FROM ABOUT EIGHT 8:00 AM TO 5:00 PM AND ONCE THE WALL IS COMPLETELY BUILT, THE WALL IS, IS OFFICIALLY OPEN TO THE PUBLIC, AND IT DOES NOT CLOSE AGAIN UNTIL THE CLOSING CEREMONIES.

THEN ON THURSDAY, MARCH 21ST AT 10:00 AM UH, WILL BE THE OFFICIAL OPENING CEREMONY.

AND THEN ON SATURDAY, MARCH 23RD, THEY WILL BE HOSTING A CANDLELIGHT VIGIL AT 7:00 PM AND THEN FINALLY ON SUNDAY, MARCH 24TH AT 1:00 PM THE CLOSING CEREMONY WILL OCCUR.

AND AT ABOUT APPROXIMATELY TWO O'CLOCK, WE'LL HAVE ANOTHER GROUP OF VOLUNTEERS TO COME BACK AND TAKE THE WALL DOWN AND, AND CLOSE, CLOSE DOWN THE EVENT.

SO STAFF RECOMMENDS THAT THE CITY COUNCIL APPROVES THE REQUEST FROM THE WALL EL CAJON TO PARTICIPATE AS A SPONSOR AND PROVIDE IN KIND SUPPORT FOR THE VIETNAM VETERANS MEMORIAL FUND, THE WALL.

UM, FROM HEARTLAND FIRE, WE HAVE CHIEF CO DIVISION CHIEFS, UH, CHRIS CASE, TODD NELSON, WHO'S HERE TODAY.

AND THEN OF COURSE OUR PROJECT ARCHITECT, ART CASTRO OF TUCKER SADLER ARCHITECTS.

SO JUST WANNA MAKE SURE THE DESIGN COMMITTEE CONSISTING OF FIREFIGHTERS THEMSELVES GET THEIR, UH, RECOGNITION.

SO STATION SEVEN IS LOCATED IN FLETCHER HILLS AT 6 9 5 TYRONE STREET.

IT'S A 3,400 SQUARE FOOT BUILDING, AND IT WAS CONSTRUCTION IN 1960 AND SITS ON ROUGHLY A QUARTER ACRE.

HEARTLAND FIRE AND RESCUE OPERATES ONE ENGINE FROM STATION SEVEN AND TYPICALLY STORES ONE, UH, A MR AMBULANCE IN THE BACK PARKING AREA.

ABOUT THREE FIREFIGHTERS ARE ON DUTY AT ALL TIMES.

UH, THE STATION CURRENTLY HAS ONE LARGE ROOM FOR SLEEPING QUARTERS AND ONE COMMUNAL RESTROOM, BOTH OF WHICH ARE ADJACENT TO THE EXISTING APPARATUS PAY.

SO ON THE LEFT HAND SIDE IS THE EXISTING DORMITORY.

UH, THERE'S ABOUT SEVEN BEDS OR COTS, WHATEVER YOU WANNA CALL THEM.

UM, AND THEN THAT AREA OBVIOUSLY LACKS PRIVACY.

IT'S FAR FROM THE CURRENT STANDARD AT ALL OF ELON'S OTHER FIRE STATIONS.

AND THEN ON THE RIGHT HAND SIDE IS OUR COMMUNAL RESTROOM, UH, WITH LOCKER ROOM.

THERE'S ONE SHOWER, TWO STALLS, AND SOME LOCKERS.

UM, SAME ISSUES WITH PRIVACY AND NO SEPARATION FOR MALE AND FEMALE.

UM, THESE AREAS HAVE HAD MINOR UPGRADES OVER THE YEARS, BUT GENERALLY SPEAKING, UH, WE'RE LOOKING OUT OF A LOT OF THE ORIGINAL FEATURES.

SO WE'VE GOT THE EXISTING KITCHEN, SOME NEWER APPLIANCES, UH, BUT JUST DATED INSUFFICIENT SIZE TO SERVE ALL THE SHIFT CHANGES THAT THE STATION EXPERIENCES.

UH, THE DATA ROOM OR LOUNGE AREA TO THE RIGHT IS ADJACENT TO THE APPARATUS BAY ROOM.

UH, THERE'S MULTIPLE DOORS AND WE DON'T GET ADEQUATE CEILING FROM THE, YOU KNOW, GARAGE FUME AREA TO THE, UH, LIVING QUARTERS

OF THE FIRE PERSONNEL.

UM, IF YOU LOOK CLOSELY IN THE DAY ROOM PICTURE IN, IN THE BACK PATIO THERE, THE BARBECUE AREA IS, IS JUST BARELY FITS ONTO THAT PATIO TO ALLOW STAFF TO, YOU KNOW, JUST HAVE SOME OUTDOOR LEISURE TIME AND THAT THAT PATIO IS OVERLOOKING FLETCHER PARKWAY.

SO NOISY ROADWAY ALSO.

AND THEN THE EXISTING APPARATUS BAY, UM, WE'RE LOOKING AT MAYBE THREE FEET OF CLEARANCE BETWEEN THE TURNOUT LOCKERS AND THE STATION SEVEN ENGINE.

UM, THIS IS THE CONDITION ON BOTH SIDES OF THE ENGINE FROM WHAT WE'VE OBSERVED.

UM, FIREFIGHTERS DO AN AMAZING JOB OF MAKING DO WITH WHAT THEY'VE GOT IN THE LIVING AREAS.

UM, BUT THERE'S REALLY NO WORKAROUND WITH THIS CONDITION THAT THEY, THEY HAVE TO FACE ON A DAILY BASIS.

UM, AND WITH A LOT OF, YOU'RE AWARE OF THE NEW ENGINES ON ORDER, UM, THEY WON'T FIT AT THIS STATION.

UH, WITH THE WAY YOU SEE THE, THE SETUP CURRENT DAY, THE EXISTING FLOOR PLAN, THIS IS PROBABLY ONE OF MY FAVORITE PICTURES FROM THE PROJECT TO DATE.

UM, IT'S AT STATION SIX.

UH, AND THIS IS, YOU KNOW, IN OUR TERMS LIKE THE CADILLAC OF OUR BAYS THE MOST, MOST ROOM AND SPACE.

UH, WE'RE NOT GONNA ACHIEVE STA STATION SIX, BUT, UM, YOU, YOU CAN SEE THE DESIGN COMMITTEE MEMBERS HERE WORKING HAND IN HAND WITH US MEASURING WHAT THEY'VE GOT WITH THE DOORS OPEN.

UM, IT'S COMMON PRACTICE FOR THEM TO LEAVE THE DOORS OPEN.

UM, EMERGENCY CALL COMES IN AND IT'S QUICK ENTRY AND GO, UH, AT STATION SEVEN.

OBVIOUSLY WITH THAT NARROW WIDTH, WE CAN'T LEAVE THOSE DOORS OPEN.

SO THIS, THIS TYPE OF COORDINATION THAT YOU SEE FROM THE DESIGN COMMITTEE HAS BEEN GOING ON FOR MOST OF 2023 TO MAKE SURE WE GET THIS STATION TO THE, TO THEIR NEEDS TO MEET THEIR NEEDS.

AND THEN ONE LAST SHOT OF THE EXISTING STATION.

THIS IS THE REAR.

UM, I MEAN, YOU JUST LOOK AT THE STATION IN GENERAL.

IT HAS MORE OF A RESIDENTIAL FIELD TO IT THAN A COMMERCIAL FEEL.

UM, THE A MR AMBULANCE THERE IS PARKED IN THE REAR.

USUALLY THIS VEHICLE IS OUT OF SERVICE AND THERE FOR STORAGE.

UH, BUT WHEN IT DOES TAKE CALLS, UH, IT'S TASKED WITH CIRCLING AROUND THE BUILDING UP THE SLOPE ON THE RIGHT HAND SIDE OF THE PICTURE THERE, AND FINALLY ONTO THE, ONTO TYRONE TO MAKE ITS WAY TO ITS DESTINATION.

SO THAT'S NOT A CONDITION WE WANT, WE WANT THAT VEHICLE COMING DIRECTLY OUTTA THE APPARATUS BAY AND TOWARDS THE STREET, WHICH IS AT THE UPPER LEVEL HERE.

OKAY, SO WITH THE SUPPORT OF THE EL CAJON CITY COUNCIL, THE RENOVATION OF STATION SEVEN WAS AUTHORIZED UTILIZING THE REMAINDER OF PROP FUNDS, UH, WHICH BRINGS US TO PRESENT DAY.

AND THE PROPO PROPOSED ELEVATION THAT YOU SEE AT THE BOTTOM.

UM, UP TOP IS OUR EXISTING STRUCTURE WITH THE, THE ONE BAY DOOR.

SO RIGHT OFF THE BAT, IT'S EASY TO SEE.

WE'VE GOT TWO GARAGE DOORS AT THE BOTTOM VERSUS ONE, UM, IN THE SHORT TERM, THERE WILL STILL BE ONLY ONE ENGINE AND ONE AMBULANCE OPERATING AT THIS LOCATION.

UM, HOWEVER LONG-TERM PLANNING BY HEARTLAND, UH, SHOWS THERE MAY BE A NEED FOR TWO ENGINES AT STATION SEVEN.

SO GENERALLY SPEAKING, THE STATIONS EXPANDED ROOF LINES ARE CHANGED.

THE THE ROOF HEIGHT IS, IS INCREASED AND WE NO LONGER HAVE THOSE, UH, REALLY CONSTRICTING CONDITIONS IN THE BASE WIDENED AND NO MORE LOW HEAD ROOM.

SO IT'S ALSO IMPORTANT TO MENTION THE STRUCTURAL COMPONENTS OF THIS BUILDING.

UM, MANY OF THE 1960 ORIGINAL BLOCK WALLS ARE INSUFFICIENT.

THEY DON'T MEET CURRENT CODE.

UM, AND THEY WILL FOR THE MOST PART BE REPLACED WITH, UH, NEW LIGHT FRAMING OPTIONS SUCH AS WOOD OR, OR STEEL.

UH, THAT'S MUCH MORE COST EFFECTIVE THAN TRYING TO RETROFIT THE EXISTING WALLS.

AND WE'LL ALSO HAVE TO REPLACE, UM, THE BAY FLOOR, UH, CONCRETE BAY FLOORS.

SO THOSE ARE UNDERSIZED THICKNESS WISE IN, IN THE SIXTIES VERSUS NOW.

UH, THOSE ARE CLOSER TO A 10 INCH THICK CONCRETE SECTION.

SO IT'S, UH, IT'S KIND OF A COMBO WHERE WE'RE RETROFITTING SLASH ALMOST NEW BUILD.

THEN WE'VE GOT A NICE RENDERING PREPARED BY TUCKER SADLER ARCHITECTS.

THIS WAS PREPARED A FEW MONTHS AGO.

THERE'S BEEN SOME CHANGES, BUT OVERALL THIS IS THE LOOK AND FEEL.

SO WE'VE GOT THE TWO BAY DOORS.

WE'VE GOT SOME NEW LANDSCAPING.

THE FENCING WILL NOT WRAP AROUND THE DRIVEWAYS AS YOU SEE IT THERE.

THERE'LL BE SOME CHANGES THERE.

UH, AN EXTENSIVE SOLAR SYSTEM WITH A 72 HOUR BATTERY BACKUP.

UH, WE CAN ELIMINATE THE USE OF A NOISY GENERATOR, DIESEL GENERATOR, SOME ENHANCED PARKING IN THE REAR IF WE CAN GET THROUGH THIS.

IT'S STILL SHOWN THERE AS YOU KNOW, A FOUR OR FIVE FOOT WIDE PATIO, BUT THAT'S CHANGED SINCE AT REQUEST OF HEARTLAND FIRE DESIGN COMMITTEE.

THERE'S A LARGER PATIO THERE OVERLOOKING FLETCHER PARKWAY, SOME LOUNGE SEATING.

UM, THERE'S THE DRIVEWAY I MENTIONED EARLIER THAT WE DON'T WANT THE A MR GOING UP AND DOWN.

AND THEN THIS WILL JUST BRING US BACK TO THE ORIGINAL BAY DOORS.

ALL RIGHT, SO HERE'S OUR PROPOSED FLOOR PLAN.

THE BUILDING WILL INCREASE TO 5,102 SQUARE FEET.

UM, FOR REFERENCE, NEW FIRE STATION BUILDS TODAY ON THE SMALLER SIDE ARE 10,000 SQUARE FEET, DOUBLE THAT.

UM, IT'S NOT NECESSARILY A BAD THING THAT WE'RE AT 5,000 SQUARE FEET.

I'VE HEARD FEEDBACK FROM FIRE THAT SOME OF THESE STATIONS ARE JUST GETTING TOO BIG AND THE DISTANCE BETWEEN DORM ROOMS TO THE ENGINES IS TOO FAR AND THAT'S HURTING RESPONSE TIMES.

SO IT'S ACTUALLY A NICE THING THAT WE STAY COMPACT.

THE GENERAL FOOTPRINT OF THE BUILDING STAYS ROUGHLY THE SAME.

UH, THE L THAT YOU SEE AT THE UPPER PORTION OF THIS PICTURE IS THE EXPANSION PORTION.

UM, EVERYTHING WITHIN THE RED AREA AND THE BLUE TO THE LEFT IS THE EXISTING BUILDING.

SO IN THE RED WE HAVE THE APPARATUS SPACE.

WE HAVE DEDICATED TURNOUT LOCKER AREA, UM, GEAR WASHING AREA.

SO IT'S ALL CONFINED INTO THOSE, UM, CONTAMINATION AREAS.

UM, ON THE LEFT.

AND, AND, AND, AND, UH, AT THE TOP OF THE SCREEN IN BLUE, WE HAVE THE LIVING QUARTERS.

SO NEW ENHANCED AND MODERNIZED.

GREAT ROOM WITH UPGRADED KITCHEN AND UPGRADED OFFICE SPACE.

WE HAVE FOUR INDIVIDUAL, UH, DORM ROOMS OR, YOU KNOW, INDIVIDUAL SLEEPING QUARTERS.

THOSE COULD GO TO DOUBLE BUNKS IN THE FUTURE IF WE WANNA PUT EIGHT.

UM, AND THEN WE HAVE THREE FULL RESTROOMS, ONE OF THOSE BEING A DA COMPLIANT.

AND IN THE GREEN THERE ON THE LEFT HAND SIDE, THAT'S THAT EXPANDED PATIO AREA WITH THE BARBECUE AND NOT SHOWN HERE IS THE LOWER LEVEL, UH, WHICH INCLUDES AN ADDED WORKSHOP AREA.

THEY ALREADY HAVE AN EXISTING GYM DOWN THERE.

THAT'S, THAT'S PRETTY, PRETTY GOOD.

SO THE CITY COUNCIL APPROVED CA THE CAPITAL IMPROVEMENT PROJECT TO ADDRESS STATION SEVEN IN FISCAL YEAR 22.

THE PROJECT WAS ONLY BUDGETED WITH THE REMAINING BALANCE OF VOTER APPROVED PROP O FUNDS, WHICH IS DEDICATED FOR PUBLIC SAFETY INFRASTRUCTURE.

THIS IS THE FINAL PROJECT UNDER PROP O.

NOW THAT AMOUNT AVAILABLE TO US AT THE TIME FOR CONSTRUCTION WAS ABOUT 2.9 MILLION.

THE ESTIMATE AS IT STANDS TODAY, BASED ON THE NEEDS, BASED ON THE CURRENT CONSTRUCTION COSTS, IS APPROACHING 5 MILLION.

SO STAFF INTENDS TO BRING THIS PROJECT BACK TO THE COUNCIL, UM, AFTER WE HAVE FIRM SOLICITED COMPETITIVE BIDS IN, IN OUR HANDS, UH, TO GIVE YOU WHAT THIS COST WILL BE.

UM, AND, AND THE CONSIDERATION AT THAT TIME FOR THE COUNCIL WILL BE WHETHER OR NOT TO INCLUDE AMERICAN RESCUE PLAN FUNDS OR POTENTIALLY EVEN GENERAL FUND RESERVE.

SO CONSTRUCTION WOULD LIKELY BEGIN IN EARLY 25 PENDING THOSE BID RESULTS.

AND IN THE MEANTIME, DURING THAT CONSTRUCTION PHASE, HEARTLAND FIRE IS ALREADY PLANNING TO REASSIGN THE STAFF TO STATION NINE OFF MARSHALL, UM, AND STATION.

IT'S STATION 12 OFF DALLAS STREET IN LA MESA.

SO NO SERVICES OUTTA THAT LOCATION WHILE WE, YOU KNOW, DO THIS MAJOR OVERHAUL.

IDENTIFIED BY STAFF.

MONTHS AGO, UM, A NEW REQUEST FOR PROPOSALS WAS ISSUED TO ALL FOUR FIRMS WITH THREE OF THEM RESPONDING SPECIFIC TO THE PICKLEBALL COMPLEX PROJECT.

UM, INDEPENDENT EVALUATION COMMITTEE WAS FORMED AND SELECTED SPURLOCK LANDSCAPE ARCHITECTS TO DESIGN THE NEW PICKLEBALL COMPLEX.

AND THERE YOU SEE SOME OF THE NEW SIGNAGE THAT WAS PUT IN JUST LAST MONTH AS PART OF THE NEW BEAUTIFICATION PROJECT AT THE FRONT OF THE PARK.

SO SPURLOCK, AS PART OF THEIR PROPOSAL PROVIDED THE TWO CONCEPTS THAT YOU SEE ON SCREEN.

UM, THE FIGURE IN WHITE AT THE VERY CENTER IS THE EXISTING WELL CENTER.

UH, BACK ON JANUARY 23RD, THE CITY COUNCIL HELD A, ITS PRI ITS ANNUAL PRIORITIZATION, UM, GOAL SETTING SESSION.

AND BASED ON THAT, THE COUNCIL WAS ABLE TO SOLIDIFY SIX SPECIFIC PRIORITIES, UM, 24 SPECIFIC GOALS.

AND THEN BASED ON THOSE GOALS, STAFF HAS ACTUALLY DEVELOPED, UH, WHAT WE THINK ARE 70 MILESTONES THAT PROBABLY NEED TO BE ACCOMPLISHED AND HAVE ASSIGNED DIFFERENT DEPARTMENTS.

AND, AND DEADLINES FOR THAT STAFF WAS ACTUALLY GETTING PREPARED TO PRESENT THAT TO THE CITY COUNCIL AT TONIGHT'S MEETING OR THIS AFTER THIS AFTERNOON'S MEETING.

BUT I STARTED REALIZING, UM, AS LOOKING AT THE WORKLOAD AND LOOKING AT SOME OF THE FACTORS

THAT MAY IMPACT SOME OF THAT WORKLOAD, WE THOUGHT THERE WOULD BE SOME VALUE IN HAVING THE CITY COUNCIL HELP US PRIORITIZE WHAT ARE THE MOST IMPORTANT THINGS YOU WANT US TO FOCUS ON IN 2024.

WHAT I'M NOT SAYING IS THAT THESE ARE NO LONGER GOING TO BE PRIORITIES, BUT IT WOULD HELP US FOR COUNCIL TO WEIGH IN WHAT'S THE MOST IMPORTANT THAT WAY WE CAN GIVE THAT OUR, OUR NUMBER ONE ATTENTION.

UM, SO BASED ON THAT, UH, STAFF WOULD LIKE, WILL, WILL PRESENT EACH OF THE PRIORITIES AND THE SPECIFIC 24 GOALS THAT WAS DEV THAT WERE IDENTIFIED BY THE CITY COUNCIL.

WHAT WE'VE DONE IS WE'VE GONE THROUGH AND WE'VE IDENTIFIED THE TOP 12 FROM OUR PERSPECTIVE.

UH, THAT'S JUST LOOKING AT TWO KIND OF FACTORS.

ONE IS THE FUNDING IMPLICATIONS.

SO IF SOMETHING IS ARPA FUNDED, I'M, THAT'S GONNA MOVE TO THE TOP.

IF SOMETHING'S FUNDED IN THIS FISCAL YEAR, THAT WILL MOVE TO THE TOP.

UM, AND THEN WE ALSO KINDA LOOKED AT THE RESOURCE FACTOR.

WE LOOKED AT THE COST THAT IT'S GONNA TAKE THE, THE STAFF TIME THAT IT'LL TAKE AND, AND MAYBE THE, THE OUTCOME.

SO IF YOU LOOK AT ALMOST FROM AN ROI PERSPECTIVE, WE FOUND THE ONES THAT EITHER HAD, UH, EITHER THE, THE LEAST AMOUNT OF STAFF RESOURCES REQUIRED OR WOULD HAVE A REALLY BIG IMPACT, UH, BASED ON THE USE OF THAT, THOSE THAT FACTOR.

AND THEN WE DID, UM, HAVE THREE UNANSWERED QUESTIONS THAT WE PRESENT AT THE VERY END THAT WE WERE, THAT WE LEFT THE WORKSHOP.

A LITTLE CONFUSED.

THAT WOULD BE GOOD TO GET SOME DIRECTION FROM THE CITY COUNCIL.

SO BASED ON THAT, I'LL JUST KIND OF GO THROUGH EACH PRIORITY.

SO UNDER THE CITY BEAUTIFICATION PRIORITIZATION, THERE WERE, UM, UH, SEVEN DIFFERENT GOALS.

ESTABLISHED STAFF WOULD RECOMMEND THAT WE FINISH ALL THE BEAUTIFICATION AND IMPROVEMENT PROJECTS.

'CAUSE MOST OF THOSE ARE FUNDED WITH ARPA MONEY.

UM, WE THINK THAT THE TAX DOLLARS, THAT WORK SIGNAGE AT PUBLIC WORKS PROJECTS IS REALLY EASY.

IN FACT, WE WOULD JUST BUILD THAT INTO ANY OF OUR CONTRACTS.

AND SO ONCE THAT'S BUILT INTO THE AGREEMENTS, THEN WE DON'T, THERE'S NO WORK RELATED TO THAT.

SO THAT'S A REALLY EASY THING TO DO.

AND THEN, UM, THE LANDSCAPE AWARDS, WHICH YOU'LL HEAR ABOUT IN THE NEXT, UH, AGENDA ITEM, WE WOULD RECOMMEND MOVING FORWARD IN PART 'CAUSE IT'S BUDGETED FOR.

WE HAVE FUNDING IN THIS YEAR'S BUDGET TO MAKE THAT HAPPEN.

SO, UH, WE'RE, WE'RE READY TO ROLL ON THAT.

AND SO IT WON'T HAVE AN IMPACT INTO NEXT FISCAL YEAR.

UH, THE MURAL PROJECT, UH, IT'LL BE, IT'S PRETTY TIME INTENSIVE AND IT RELIES ON A LOT OF STAFF THAT ARE TRYING TO FINISH UP THE BEAUTIFICATION PROJECT.

SO THAT MAY BE A PROJECT, IF WE CAN GET TO IT TOWARDS THE END OF THE YEAR OR PUSH IT OFF TO THE, A FOLLOWING YEAR, THAT WOULD BE APPROPRIATE IN OUR MIND.

UM, THE SIGN REGULATION IS A PRETTY INTENSE STAFF PROGRAM THAT REQUIRES A LOT OF ANALYSIS, PLANNING, COMMISSION MEETINGS, PROBABLY WORKSHOPS WITH THE BUSINESS COMMUNITY WITH THE CHAMBER OF COMMERCE, SO THAT COULD BE TIME INTENSIVE.

AND, UM, SO WE'LL JUST LEAVE IT AT THAT.

UH, THE VACANT LOT INCENTIVE PROGRAM, AGAIN, WE'RE KIND OF INVENTING A PROGRAM THAT WE HAVEN'T SEEN ELSEWHERE, SO THAT COULD BE A TIME INTENSIVE PROGRAM.

AND THEN THE ILLEGAL DUMPING FROM APARTMENT COMPLEXES WOULD RELY ON A LOT OF STAFF THAT ARE FINISHING UP CITY BEAUTIFICATION PROJECTS.

SO THAT'S KIND OF THE, OUR PRIORITIZATION OF THOSE, OF THAT SPECIFIC CITY BEAUTIFICATION.

AND I DON'T KNOW IF WE WANNA HAVE A DISCUSSION ABOUT EACH PRIORITY OR WE CAN JUST GO THROUGH THE WHOLE LIST AND KIND OF COME BACK, BACK AND FORTH.

NOW, THE NEIGHBORHOOD CAPITAL IMPROVEMENT PROJECTS, THAT IS VERY TIME INTENSIVE.

I, WHEN IDENTIFYING THE PROJECTS, BIDDING THE PROJECTS, UH, SCOPING THEM OUT, VERY HEAVY ENGINEERING PERSPECTIVE.

AND WHILE WE'RE TRYING TO WRAP UP THOSE ARPA PROJECTS, I WOULD RATHER GET THOSE DONE BEFORE WE FOCUS ON BITING OFF ANOTHER BITE.

SO THAT WOULD BE A LITTLE BIT LOWER PRIORITY IN THE LIST OF, OF PROJECTS.

IN TERMS OF ECONOMIC DEVELOPMENT, I MEAN WE ARE, WE'RE COOKING ON PARKWAY PLAZA.

IN FACT, UH, THE ASSISTANT CITY MANAGER AND I MET WITH, UM, THE TRUSTEE FROM ISRAEL THIS MORNING, UH, ALONG WITH, UH, A COUPLE OTHER, THE ONE OF THE OTHER OWNERS.

AND SO THERE'S A LOT OF PROGRESS THERE.

SO I'D RECOMMEND THAT WE CONTINUE TO MOVE ON THAT WE HAVE A CONTRACT OUT WITH HYUNDAI PARTNERS RIGHT NOW, SO IT WOULDN'T MAKE SENSE TO STOP THAT PROJECT.

UH, WE ALSO ARE READY TO LAUNCH THE SIGN AND FACADE GRANT IMPROVEMENT PROGRAM THAT THE CITY COUNCIL JUST AUTHORIZED.

SO WE WOULD RECOMMEND THAT WE MOVE FORWARD WITH THAT.

AND THEN ALSO, UH, WORKING ON ENHANCING THE DEVELOPER APPLICANT EXPERIENCE.

UH, WE'VE ALREADY ENGAGED WITH SAN DIEGO STATE STUDENTS.

THEY'RE DOING SOME ANALYSIS.

SO WE THINK THERE'S A LOT OF BENEFIT TO CONTINUE WITH THAT.

DOWNTOWN REDEVELOPMENT PROJECTS, UH, EAST COUNTY MARKET NIGHTS, THE FARMER'S MARKET IS GONNA BE, WE, WE HAVE A BID OUT FOR THAT.

SO AN RFP OUT FOR THAT RIGHT NOW.

UH, MY FEAR IS THAT THAT'S GONNA COME IN WITH A BIG TICKET PRICE OR A BIG TICKET ITEM FOR THE FIRST COUPLE YEARS.

AND SO THAT MAY MOVE DOWN THE PRIORITY LIST DEPENDING ON WHAT THE RFP COMES IN AT.

UH, I WOULD RECOMMEND WE PUT A HOLD ON THE ECONOMIC DEVELOPMENT MANAGER AND FIGURE OUT HOW TO PUSH SOME OF THOSE DUTIES PROBABLY AMONGST, UH, ME THE ASSISTANT CITY MANAGER AND OTHER STAFF MEMBERS AT CITY HALL.

AND THEN, UM, I THINK THERE'S SOME LOW HANGING FRUIT FROM THE PBIT ANALYSIS, BUT THERE'S SOME HEAVY, HEAVY LIFTING FROM THE PBIT ANALYSIS THAT WILL TAKE A LOT OF STAFF TIME AND, AND COUNSEL ANALYSIS.

UM, I'D RECOMMEND THAT WE JUST MAYBE TAKE CARE OF THE LOW HANGING FRUIT.

MR. DIMAGGIO HAS ALREADY IN CONVERSATIONS WITH THE, THE DOWNTOWN BUSINESS PARTNERS AND HAS PRESENTED SOME THINGS.

I'LL BE HONEST, THERE'S BEEN A LITTLE RESISTANCE TO SOME OTHER THINGS.

SO WE COULD SEE THAT THIS COULD BE A VERY TIME CONSUMING PROJECT IF THIS IS A HIGH PRIORITY OF THE CITY COUNCIL.

AND IF IT IS, THAT'S OKAY.

WE'LL JUST HAVE TO FIGURE OUT HOW TO, UH, TAKE SOME TIME FROM OTHER PROJECTS FOR THE TIME BEING.

UM, IN TERMS OF HOMELESSNESS, THOSE ARE, THOSE ARE TWO VERY LOW HANGING FRUIT.

WE THINK WE CAN, WE CAN WORK ON THOSE AND WE SHOULD WORK ON THOSE.

THOSE ARE GOOD THINGS TO CONTINUE TO WORK ON.

SO I'D RECOMMEND WE CONTINUE WITH THOSE.

UM, IN TERMS OF PUBLIC SAFETY, IMPLEMENTING THE DIRECTION FROM THE WORKSHOP FROM LAST THURSDAY NIGHT IS PARAMOUNT.

AND SO THAT'S GONNA RESOLVE, INVOLVE A LOT OF TIME.

WE'RE CURRENTLY DEVELOPING THE FLOW CHART OF THINGS THAT NEED TO OCCUR FROM ACQUIRING STAFF, ACQUIRING, UH, EQUIPMENT, LOOKING AT ALL THE AGREEMENTS, UH, RENEGOTIATING SOME OF OUR MOU LANGUAGE WORKING ON, UH, FINDING ROOM IN THE BUDGET, INCLUDING BUDGET CUTS.

SO THAT'LL BE A PRETTY TIME INTENSIVE PROCESS.

UM, I WOULD RECOMMEND THAT WE PUT ON HOLD THE CURBING EXCESSIVE SPEEDING ON CITY STREETS.

'CAUSE I THINK THAT'S GONNA BE A TIME INTENSIVE PROGRAM.

IT'S GONNA BE HEAVY ENFORCEMENT IN THE SHORT TERM.

AND IF ONE OF THE WAYS TO GENERATE ROOM IN THE BUDGET IS TO DRAW DOWN ON THOSE 10 OVER HIRES, THEN THAT MAKES IT A LITTLE BIT MORE DIFFICULT TO HANDLE THAT SPECIFIC PROJECT.

AND THEN IN TERMS OF MISCELLANEOUS, WE'RE ALREADY MOVING OUT.

IN FACT, MR. CARSON IS ABOUT READY TO RELEASE A REQUEST FOR PROPOSAL OR REQUEST FOR QUALIFICATIONS FOR ARTISTS TO WORK ON THE DESIGN OF THE MEMORIAL FOR THE VETERANS.

UM, BUT IN THE MEANTIME, I'D RECOMMEND THAT WE, UM, SLOW ROLL THE SHORT TERM RENTAL ANALYSIS AND ALSO THE PLANNING ANALYSIS FOR EAST MAIN STREET.

AGAIN, STAFF, THESE ARE STAFF'S RECOMMENDATIONS BASED ON WHERE WE THINK THE HIGHEST PRIORITIES ARE.

SO THE JUNE BLOOM OF EL CAJON, UH, WAS ONE OF THE CITY BEAUTIFICATION LANDSCAPE AWARD PROGRAMS THAT WAS ON YOUR GOAL SETTING WORKSHOP.

AND, UM, ONE OF THE THINGS THAT REALLY RESONATED WITH THIS ONE IS, UH, ONE OF YOUR OTHER, UM, POINTS OF FEEDBACK AT THE MEETING WAS TO INVOLVE COMMUNITY ENGAGEMENT IN WITH ALL THE GOALS.

AND SO HERE WE'VE GOT A CITY BEAUTIFICATION THAT IS GOING TO INVOLVE RESIDENTS AND BUSINESSES TO ENGAGE.

UM, AND IT ALSO ACTUALLY TOUCHES ON A FEW OF THE OTHER GOALS THAT WE HAD IN HERE.

UM, ONE OF, UH, MY EXPERIENCES, UH, BESIDES MY ROLE HERE AT THE CITY IS I'VE BEEN ON THE DIRECTOR, UM, BOARD OF DIRECTORS FOR THE NATIONAL GARDEN BUREAU OUT OF CHICAGO FOR THE LAST FOUR YEARS.

AND SO I'VE SEEN A LOT OF COMMUNITIES THAT HAVE USED GREEN SPACES AND GARDENS TO, UM, DEVELOP, UH, ECONOMIES, PUBLIC SAFETY AND THINGS OF THAT.

AND SO THIS WILL ALSO ASSIST US IN SOME OF YOUR OTHER GOAL SETTINGS.

UM, THE FIRST ONE HERE, THIS UNIVERSITY OF WASHINGTON STUDY FOUND THAT, UM, GARDENS AND GREEN SPACES, WHEN WELL MAINTAINED IN COMMERCIAL AREAS, UH, RETAIL AREAS, UM, ENCOURAGE AN INCREASE IN CONSUMER SPENDING BY NINE TO 12%.

UM, SO THAT'S ONE THING HERE WHY WE WANNA INCLUDE BUSINESSES IN THIS PROJECT.

WE ALSO TALK ABOUT PUBLIC SAFETY AND GREEN SPACES ARE ONE OF THE BIGGEST CONTRIBUTORS TO, UM, LOWERING CRIME.

BOTH WHEN WE LOOK AT VIOLENT, UH, GUN VIOLENCE, WHEN WE'RE LOOKING AT DOMESTIC VIOLENCE, WHEN WE'RE LOOKING AT VANDALISM, UH, WE'VE SEEN IT IN CITIES ACROSS NORTH AMERICA.

JUST A COUPLE STUDIES HERE, ONE OUT OF CORNELL, WHICH WAS ONE OF THE LARGEST, MOST IN DEPTH ONES, LOOKING AT PAPERS AND STUDIES FROM ACROSS THE US, UM, FOUND SIGNIFICANT REDUCTIONS WITH GREEN SPACE.

ALSO, NORTH CAROLINA STATE, CLEMSON WORKED WITH THE FBI AND THE CENSUS BUREAU, UM, WITH CITIES OVER A HUNDRED THOUSAND IN POPULATION THE SAME SIZE AS EL CAJON, UH, LOOKING AT THE REDUCTION IN PROPERTY CRIMES, VANDALISM, AND OTHER VIOLENT CRIMES.

AND THE LAST ONE THAT I'LL SHOWCASE HERE IS OUT OF THE AMERICAN JOURNAL OF EPIDEMIOLOGY WITH THE UNIVERSITY OF PENNSYLVANIA, AGAIN, FINDING HOW GARDENS GREEN SPACES HAVE SIGNIFICANTLY REDUCED, UM, GUN VIOLENCE.

AND WE SEE THIS OVER AND OVER MANY DIFFERENT CITIES.

BALTIMORE WAS ONE OF THE FIRST ONES TO REPORT A 10% INCREASE IN TREE COVERAGE, YIELDED A 12% DECREASE IN CRIME IN DIFFERENT NEIGHBORHOODS.

AND SO WITH THAT, WE PROPOSED THE JUNE BLOOM

UM, THIS IS SOMETHING WHERE IT'LL BOTH BE FOR RESIDENCES, UM, AND BUSINESSES TO PARTICIPATE IN.

WE'VE GOT 10 DIFFERENT CATEGORIES.

SO EVERY PROPERTY TYPE, EVERY GARDENER TYPE, UH, WHATEVER YOUR RESOURCES ARE AVAILABLE, YOU HAVE AN OPPORTUNITY TO BE PART OF THIS COMPETITION.

UM, THE, THE ONE REQUIREMENT IS THAT YOU ARE BEAUTIFYING EL CAJON AND, AND BEAUTIFYING THE PUBLIC SPACES.

AND SO WITH OUR CATEGORIES HERE, WE'VE GOT ALL DIFFERENT TYPES.

THE WEBSITE WILL HAVE THE DIFFERENT DESCRIPTIONS OF WHAT THEY ARE, UM, BUT YOU KNOW, EVERYTHING FROM A BEFORE AND AFTER TYPE, UM, DROUGHT TOLERANT CONTAINER GARDENS, EDIBLE GARDENS, RESTAURANT PATIOS, ANYTHING TO HELP BEAUTIFY THE CITY.

AND SO WITH THIS, WE WOULD HAVE RESIDENTS, UM, REGISTER ONLINE@ELCAJON.GOV SLASH JUNE BLOOM.

WE'LL HAVE A CITY OF, UH, OR A PANEL OF CITY AND BUSINESS LEADERS THAT WOULD GO OUT AND JUDGE AT THE END OF JUNE, UM, TO SELECT THOSE 10 AWARD WINNERS.

AND THEN WE WOULD BE PRESENTING THEM HERE AT THE FIRST, UH, COUNCIL MEETING IN JULY WITH, UH, FINANCIAL AND OTHER FUND REWARDS FOR THEM.

UH, SO THE BUDGET THAT WE'RE REQUESTING FOR THIS WHOLE PROGRAM, UH, WITH ALL THE PR ON IT AND THE AWARDS WOULD BE 16,000 FOR THIS FISCAL YEAR.

AND PEOPLE STARTED CALLING US SAYING, HEY, LOOK AT MY HOUSE.

LOOK AT MY HOUSE.

AND ALL THESE PEOPLE IN THE NEIGHBORHOOD WERE FIXING THEIR PLACES UP.

AND IT WOULD BE KIND OF A COMPETITION BETWEEN NEIGHBORS TO SEE WHO HAD HAVE THE BEST LOOKING YARD AND IT WAS SPECTACULARLY SUCCESSFUL.

SO I THINK THAT THIS COULD LEAD TO SOMETHING LIKE THAT.
