THE MEETING IS CALLED TO ORDER, AND I WILL ASK OUR CITY CLERK TO PLEASE CALL THE ROLE ALL COUNCIL MEMBERS ARE PRESENT.

WOULD YOU ALL PLEASE STAND FOR THE PLEDGE OF ALLEGIANCE AND THEN REMAIN STANDING FOR A BRIEF MOMENT OF SILENCE? PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FROM THE

FIRST IS THE PRESENTATION FOR THE 2023 RECYCLING ALL STARS AWARD.

WELL, SENIOR MANAGEMENT ANALYST, MONICA MARTINEZ, PLEASE COME TO THE PODIUM AND TELL US ALL ABOUT THIS.

UM, I'M SENIOR MANAGEMENT ANALYST FOR PUBLIC WORKS.

I'M HERE TODAY, UM, WITH EDCO, AND, UM, WE ARE HERE TO GIVE TWO, UM, RECIPIENTS, UH, RECYCLING AWARDS FOR 2023.

IF I CAN HAVE ECHO COME UP AND INTRODUCE YOURSELF AND OUR FIRST RECIPIENT, PLEASE.

AND I'M CARL SHERMAN.

I'M GENERAL MANAGER OF EDCO WASTE AND RECYCLING.

UM, AND IT'S A PLEASURE TO BE HERE TODAY.

AND I'LL INTRODUCE PATRICK HERE, .

GOOD AFTERNOON, MAYOR AND CITY COUNCIL.

I'M PATRICK OCIO WITH EDCO DISPOSAL SERVICE.

I AM THE ENVIRONMENTAL COORDINATOR FOR THE CITY.

FANTASTIC.

SO OUR FIRST, OUR FIRST 2023, UH, RECYCLING AWARD GOES TO, UH, MELODY MOBILE ESTATES.

DO YOU WANNA TELL US A LITTLE BIT ABOUT THAT? UM, THE DIVERSION? NO.

OKAY.

UM, WELL, IT'S A REALLY LARGE PROPERTY AND, UM, I KNOW THAT PATRICK HAD WORKED WITH THEM, UM, ON, UM, CHANGING FROM HAVING DUMPSTERS TO YOU WANTED OKAY.

, I, I THREW ME OFF FOR YOU.

NOT, SORRY.

THAT'S OKAY.

GOOD AFTERNOON.

UM, MELODY MOBILE ESTATES IS A, A MOBILE HOME PARK HERE, A STATE PARK HERE IN THE CITY OF EL CAJON WITH, UH, 52 UNITS.

AND PREVIOUSLY ALL THEIR SERVICES, UH, WERE BASICALLY ALL JUST DUMPSTERS IN THE MIDDLE OF THE LOT.

UM, AND SO WE WORKED HAND IN HAND WITH THEM TO SEE WHAT WE COULD DO TO INCREASE THEIR DIVERSION, LOWER THEIR RATES, UH, AND LOWER THEIR TRASH BILL.

SO ULTIMATELY WHAT HAPPENED IS, IS WE NOTICED THAT, UM, PREVIOUSLY THEY WERE PAYING ABOUT $3,100 A MONTH FOR TRASH SERVICE WITH ABOUT 20% DIVERSION.

BASICALLY, EVERYTHING WAS GOING INTO THE TRASH DUMPSTER, UH, AND A LOT OF ILLEGAL DUMPING GOING ON BECAUSE OF DUMPSTERS AT THE FRONT OF THE PROPERTY.

THEY OBVIOUSLY WANTED TO CHANGE ALL THAT, SAVE SOME MONEY, AND INCREASE OUR DIVERSION, UH, IN THE CITY.

SO WE DEVISED A WAY TO, TO ACTUALLY TAKE AWAY ALL THE DUMPSTERS.

WE WERE ABLE TO GET OUR TRUCKS INSIDE OF THE FACILITY AND GIVE EVERYONE THEIR OWN TRASH CAN, RECYCLE CAN, AND, UH, AND ORGANICS SO THEY CAN NOT ONLY COMPLY, BUT REALLY PARTICIPATE, UM, WITH ALL THE EDUCATION WE GAVE THEM.

AND LITERALLY WITHIN JUST A MATTER OF A COUPLE OF MONTHS, THEY, THEY'RE, THEY INCREASED THEIR, UM, THEIR PERCENTAGE UP TO 60%.

UH, THEY LOWERED THEIR BILL BY $2,000 A MONTH.

UH, AND AS YOU CAN SEE NOW, THEY WERE GOING FROM 90 CUBIC YARDS A WEEK APPROXIMATELY.

UH, THEY'RE DOWN TO 69.6 CUBIC YARDS A WEEK.

AND IT'S JUST, IT'S A, IT'S A SUCCESS STORY TREMENDOUSLY.

THEY'RE, THEY'RE SO HAPPY, OBVIOUSLY SAVING THE MONEY, BUT, UM, THEY'RE VERY PROUD OF THEIR EFFORTS, UH, AND THEIR RECYCLE EFFORTS.

SO UNFORTUNATELY, UH, THEY'RE NOT ABLE TO ATTEND TODAY, BUT WE DO HAVE A CERTIFICATE FOR THEM, WHICH I WILL PRESENT THEM LATER ON.

WONDERFUL.

THAT'S A GREAT SUCCESS STORY.

UM, IF I COULD HAVE SUSAN, UM, NALIN, THE DIRECTOR OF GOOD SHEPHERD MINISTRY AND ERIC DHAM, UM, SCHMIDT, UM, UP TO THE BOARD TO, UH, RECEIVE THEIR, UM, AWARD.

COUPLE OF MONTHS AGO, CITY STAFF HAD THE OPPORTUNITY WITH CAL RECYCLE AND SOLANA CENTER AND EDCO TO VISIT, UM, UM, THEIR ORGANIZATION.

AND WE, UM, WANNA RECOGNIZE THEM BECAUSE NOT ONLY, UM, DO THEY PROCURE FOOD, THEY GIVE IT TO PEOPLE WHO IT'S IN NEED.

AND, UM, INSTEAD OF IT GOING TO THE LANDFILL, UM, THEY'RE GIVING IT TO, UM, THE COMMUNITY.

SO, UM, JUST LAST YEAR FROM JANUARY OR THIS YEAR, JANUARY TO SEPTEMBER, 2023, UM, THEY WERE

ABLE TO GET, UM, A SMART AND FINAL TO DONATE 8,000 POUNDS OF FOOD, UM, AND 19,000 POUNDS FROM TRADER JOE'S.

THEY ALSO, WITH A FARM, UM, TO DONATE MILK.

UM, THEY RECENTLY, UM, JUST CONSTRUCTED A CHICKEN COOP.

UM, AND THEY FEED OVER 200 FAMILIES EVERY SATURDAY.

UM, THE THING THAT REALLY STUCK OUT TO ME WHEN I WENT THERE WAS THEY LIKE TO SET UP THE FOOD PANTRY AS IN LIKE A SHOPPING, UM, STYLE, UM, MARKET, AND THEY EVEN PROVIDE SHOPPERS TO SHOP WITH, UM, THE, THE PEOPLE FROM THE COMMUNITY.

ANOTHER GREAT THING THAT REALLY STOOD OUT TO ME ABOUT THE BETHLEHEM FOOD PANTRY WAS, UM, THE OPPORTUNITY FOR DRIVE-THROUGH.

UM, THIS IS MADE AVAILABLE FOR PEOPLE THAT HAVE, UM, MOBILE NEEDS, OR, UM, ALSO HAVE CHILDREN IN THE CAR WHERE MAYBE THEY CAN'T GET OUT AND GO SHOPPING.

UM, SO THERE'S, UH, THAT PICTURE SHOWS A BUNCH OF, UH, SHOPPING BAGS FOR PEOPLE THAT GO THROUGH THE DRIVE THROUGH.

UM, THEY ALSO HAVE A CLOTHING, UH, WHERE THEY DONATE, UM, CLOTHING TO PEOPLE EVERY SATURDAY, UM, AND A DIAPER PROGRAM FOR, UM, CHILDREN AND FOR ADULTS.

UM, THEY ALSO WORK, UM, WITH, UM, THE SAN DIEGO HUMANE SOCIETY FOR DONATIONS FOR PET FOOD.

SO WHEN PEOPLE COME THROUGH, THEY CAN ALSO RECEIVE PET FOOD.

RECENTLY, THEY JUST, UM, CONSTRUCTED A COMMUNITY GARDEN.

AND SO NOT ONLY ARE THEY PRODUCING THESE FRUITS, THEY'RE SHOWING PEOPLE IN THE COMMUNITY, UM, HOW TO, UM, HOW TO GROW THEIR OWN GARDEN AND MAKE THEIR OWN FRUITS AND VEGETABLES.

SO WITH THAT, UM, I WOULD LIKE TO PRESENT, UM, THE AWARD TO, UM, THE BETHLEHEM FOOD PANTRY.

NO, I JUST WANTED TO TELL SUSAN, UM, THAT YOU GUYS ARE DOING A WONDERFUL PROGRAM OVER THERE.

BETHLEHEM FOOD PANTRY STARTED OUT JUST GIVING OUT LEFTOVER BAGELS AND DONUTS AND CAKES WAY BACK IN THE EIGHTIES.

AND I HAVE SEEN BETHLEHEM, UM, TRANSPIRE FROM, YOU KNOW, GWEN JOHNSON AND, AND THOSE JUST GIVING IT OUT AFTER CHURCH.

WE'D GO AND GET BAKERY GOODS TO NOW YOU HAVE THIS FULL-FLEDGED PROGRAM, AND I KNOW THAT YOU AND I TALK FREQUENTLY, AND I THANK YOU SO MUCH FOR WHAT YOU'RE DOING IN THE COMMUNITY, BECAUSE THAT IS SOMEWHAT OF A FOOD DESERT, UH, IN THAT PARTICULAR AREA.

AND I'M VERY APPRECIATIVE THAT YOU WERE ABLE TO TAKE A CHURCH THAT WASN'T THRIVING AND TURN IT INTO A CENTER THAT DOES PROVIDE A LOT OF SERVICES, KIND OF ON THE DOWN LOW.

UM, BUT FOR 200 FAMILIES IS A LOT, AND I KNOW MONICA'S BEEN AT THAT CHURCH WHEN, UH, WE WERE ATTENDING THERE.

AND SO THANK YOU SO MUCH FOR WHAT YOU DO FOR THE COMMUNITY.

THANK YOU EDCO FOR STEPPING UP AND RECOGNIZING THESE PEOPLE.

IT'S IMPORTANT THAT WE BRING OUR COMMUNITY AND OUR PARTNERS TOGETHER.

SO THANK YOU AGAIN.

OH, UH, I DO HAVE A COMMENT ALSO, THERE'S NOTHING MORE NOBLE THAN GIVING FOOD TO HUNGRY PEOPLE, SO I REALLY COMMEND YOU AND ALL THE PEOPLE THAT WORK WITH YOU.

NEXT IS A PRESENTATION FOR BOSTONIAN DAY AND COMMUNITY MEETINGS.

I WILL ASK, UH, FRANK CARSON TO COME ON UP, AND HERE HE IS.

UH, WE WERE ASKED AT THE LAST MEETING TO DO A BRIEF PRESENTATION ABOUT CAPPING OFF HUNT FEST.

SO HERE'S SOME HIGHLIGHTS ABOUT HAUNT FEST.

UH, WE HAVE AN ESTIMATED OVER 33,000 ATTENDING.

UM, WE HAD OVER FOUR OH PEOPLE ON THE ROCK WALL, AND THAT WAS HUMMING OVER THERE NEXT TO THE H AND MAZE.

UH, WE HAD LIVE ENTERTAINMENT ON TWO STAGES, AND IT WAS CONSTANT ENTERTAINMENT.

IT WASN'T A SCHEDULED TIME.

THEY, ONCE ONE BAND GOT OFF THAT ANOTHER BAND CAME ON.

AND I REALLY LIKED THE FORMAT, HOW OUR DOWNTOWN OAKHAM BUSINESS PARTNERS DID THAT.

THE PRESCOTT PROMENADE, WE HAD OVER 12,000 FREE GAMES, PLAYED OVER 4,000 ARTS AND CRAFTS PROJECTS COMPLETED.

UH, 164 PEOPLE COMPETED IN THE COSTUME CONTEST.

MANY OF YOU WERE JUDGES.

UH, WE HAD FOUR STILT WALKERS.

I JUST THOUGHT THAT WAS A, A FUNNY STATISTIC THAT'S, I THREW THAT IN THERE.

AND WE HAD OVER 30,000 PIECES OF CANDY DISTRIBUTED.

UM, THE PHOTO THERE IS, UH, OF OUR MAIN STREET AND WAS CAPTURED BY ONE OF THE CAMERAS.

I JUST THOUGHT IT WOULD BE A GOOD PHOTO TO SHOW YOU.

IT WAS DEFINITELY A BUSY DAY.

I DIDN'T ACTUALLY EXPECT THE ATTENDANCE NUMBERS TO BE AS HIGH AT THE START AS THEY WERE THE FIRST TWO HOURS, BECAUSE IT WAS A HOT DAY.

IT WAS 95 DEGREES, BUT PEOPLE WERE EXCITED TO COME OUT FOR HALLOWEEN.

I GUESS I, I, I CAN'T EXPLAIN IT, BUT IT WAS, UH, IT WAS VERY MUCH ONE OF OUR, OUR BEST EVENTS, AND I WAS VERY COMPLIMENTARY OF OUR STAFF FROM ALL DEPARTMENTS, PUBLIC WORKS, POLICE, FIRE, EVERYBODY.

THAT'S, UH, THAT HELD A, A LARGE CONTINGENT WITH THAT.

UM, A LOT OF STAFF PLAYED A LARGE ROLE IN THIS SUCCESS, SO INCLUDING COUNSEL BEING PRESENT AT THE EVENT AND ACTING AS JUDGES ALSO.

SO THANK YOU FOR THAT.

I'M GONNA HIGHLIGHT A FEW MORE.

UM, THIS ONE WAS AN INVITE ONLY VOLUNTEER OPPORTUNITY OUT BOSTON BOSTONIAN ON SATURDAY, NOVEMBER 4TH.

UM, THIS WAS A REBOOT.

WE HAD A KABOOM PLAYGROUND PUT IN HERE 10 YEARS AGO, AND ALMOST 10 YEARS TO THE DAY WE RE RE REFRESHED THE AREA.

SO WE DID A LOT OF PAINTING PROJECTS.

AND EARLIER IN THE WEEK, OUR PUBLIC WORKS DEPARTMENT CREWS, THEY DEMOED OUR ELEVATED GARDENS SO WE COULD ACTUALLY WORK WITH THE VOLUNTEERS AND INSTALL A NEW ELEVATED GARDEN AREA.

UM, THE AMERICAN LEGION POST 3 0 3 WAS OUR COLLABORATOR, NOT PARTNER, BUT OUR COLLABORATOR, UH, AT THE KABOOM IN 2013.

AND SO WE INVITED THEM TO COME BACK AND BE A PART OF THAT.

UH, THEY HAD ABOUT 10 PEOPLE FROM, UM, THE AMERICAN LEGION COME AND HELP SCRAPE DOWN SOME OF THE PAINTED AREAS, HELP PUT TOGETHER THE ELEVATED GARDENS.

UM, THEY LIKED TO MAKE FUN OF ME AND A COUPLE OTHER PEOPLE A LOT.

SO THAT WAS ENTERTAINMENT FOR, FOR THEM.

UM, AND THEN WITH THE WOOD WE GOT FROM HOME DEPOT, SOME WERE LIKE EIGHT FOOT LONG, SOME WERE LIKE EIGHT FEET AND AN INCH.

AND I WAS LIKE, I DIDN'T CUT THIS WOOD.

IT CAME LIKE THIS.

BUT THEY WERE POINTING OUT ALL THE SMALL INACCURACIES, WHICH WAS SOMEWHAT FUN.

UM, THIS IS THE COMPLETED PROJECT ON THE RIGHT HAND SIDE.

SO WE HAVE THREE EIGHT FOOT BY THREE FOOT ELEVATED GARDENS AT BOSTONIAN PARK.

UH, AND LARRY, OUR, OUR TRANSITION SUPERVISOR OVER THERE, UH, HE TOOK A GREAT PRIDE IN SEEING ALL THIS PUT TOGETHER THAT DAY.

HE'S VERY EXCITED ABOUT MAINTAINING THAT AREA.

AND THAT WAS A LOT OF THE POINT WAS TO HAVE A COUPLE OF THE STAFF THAT WORKED THERE, PLUS THE VOLUNTEERS PUT IT ALL TOGETHER TO HAVE THAT OWNERSHIP OF THAT SITE EVERY DAY.

HERE'S THE COMPLETED AREA OF THE THREE ELEVATED GARDENS.

OVER THERE ON THE FAR LEFT IS AN ARTICHOKE PLANT, SO IT NEEDS A LOT OF SPACE, IF YOU'RE WONDERING WHAT THAT IS.

BUT ALL, ALL IN ALL, WE'RE REALLY HAPPY WITH HOW THAT AREA TURNED OUT.

UH, WE DID SOME YOUTH PAINTING PROJECTS THAT USED, THAT CAME TO THE PARK, OR THAT WE ASKED TO COME TO THE PARK, AND WE, WE HUNG UP THEIR ARTWORK ALONG THE CHAIN LINK FENCE RIGHT THERE IN THE FRONT.

WHENEVER YOU DO THOSE BASIC PUBLIC ART PIECES LIKE THAT, AND THEY MAY LAST JUST TWO OR THREE YEARS, BUT IT GUESS THOSE PEOPLE TO COME, WANNA COME BACK TO THE PARK TO SEE THEIR PUBLIC ART, BUT ALSO HAVE OWNERSHIP OF THAT, THAT SITE.

SO THAT'S WHY WE ALSO INCORPORATE THAT.

UM, AS YOU ALL KNOW, ON SATURDAY, NOVEMBER 11TH, WE HAD VETERANS DAY HERE FEATURED IS LOUIS BEZANT.

HE IS THE ELCO VETERAN THE YEAR HE IS ALSO WORKING FOR THE EAST TRANSITIONAL LIVING CENTER.

UH, HE WAS RECOGNIZED AS VETERAN OF THE YEAR BECAUSE OF HIS WORK WITH THEM HAVING BEEN HOMELESS AT ONE TIME, BUT NOW ALSO SERVING AS A PASTOR WITHIN THE E-C-T-L-C GROUP.

UH, SO IT WAS A REALLY FUN DAY WORKING WITH, AGAIN, THE, THE VETERANS.

UM, THIS LAST SATURDAY, UM, WE HAD ABOUT 200 PEOPLE, AND THAT'S ABOUT AVERAGE AT THE VETERAN'S DAY EVENT, BUT IT WAS VERY WELL RECEIVED BY ALL, AND IT WAS NICE TO ACTUALLY HAVE, UH, THE, THE VETERAN OF THE YEAR RECEIVE IT THERE, RECEIVE THE RECOGNITION BY EVERYBODY.

UM, WE'VE BEEN HOSTING A NUMBER OF PUBLIC INPUT SESSIONS RECENTLY.

SO ALL OF THESE ARE THE DATES THAT WE'VE HELD A LOT OF THESE PUBLIC INPUT SESSIONS.

THE REASON WHY WE'RE DOING THIS AS A PARKS AND RECREATION DEPARTMENT IS WE ARE IN THE PATH TO COMPLETE ACCREDITATION.

THAT'S, THAT'S OUR TARGET GOAL.

UH, AND PART OF THAT IS COMING UP WITH A PARKS MASTER PLAN, WHICH WOULD EVENTUALLY BE ADOPTED BY CITY COUNCIL.

WHEN YOU DO THAT, YOU HAVE TO GET PUBLIC INPUT IN A VARIETY OF WAYS.

SO SOME OF THESE WERE ACTUALLY ON WEEKENDS, SATURDAYS, SOME WERE ON NIGHTS, SOME WERE WEEKDAYS JUST TARGETING ALL AGES, ALL AUDIENCES.

UH, I PLANNED TO COME BACK TO COUNCIL EITHER IN DECEMBER OR THE FIRST JANUARY MEETING TO PRESENT THE PARKS MASTER PLAN FROM THESE PUBLIC INPUT SESSIONS.

BUT I WANTED TO MAKE YOU AWARE THAT WE HAVE BEEN HOSTING THESE, UH, THE ONE AT HAUNT FEST.

WE HAD VOLUNTEERS ACTUALLY SIT DOWN WITH PEOPLE AND COMPLETE THE 16TH QUESTION, UM, EVALUATION FOR ALL OF THAT TOO.

UM, SO FAR, UH, WE HAVE 173 RESPONSES, WHICH IS SMALL, BUT THESE WERE QUALITATIVE.

UH, ONE-ON-ONE INTERVIEWS WHERE PEOPLE WOULD SIT DOWN WITH STAFF OR COMPLETE IT, AND WE WOULD GO BACK AND FORTH WITH THEM.

SO 73% OF THE RESPONDENTS DO LIVE IN EL CAJON.

THAT'S, THAT'S, AND WE, WE ACTUALLY WENT TO ELCON SITES, SO WE MADE SURE OF THAT.

UM, THE POSITIVES, THE HIGHEST RANKINGS WE GOT WERE FRIENDLY STAFF,

VARIETY OF PROGRAMS, AFFORDABLE ACTIVITIES, AND THE WEAKNESSES PEOPLE RECOGNIZE WERE CLEANLINESS OF PARKS AND PARK SECURITY.

UM, OVER 75% OF RESPONDERS HAVE CHILDREN UNDER 18.

SO THAT WAS, I MEAN, THAT COULD BE AT OUR TARGETED AUDIENCE ALSO, BECAUSE WE WERE TARGETING REC CENTERS WHEN THEY WERE BUSY, OR PARKS WHEN WE KNEW THEY WERE BUSY.

SO SOME, SOME OF OUR NEXT STEPS, IF YOU REMEMBER, IN APRIL OF 2019, COUNCIL ADOPTED OUR ELCON 2030 PLAN.

IT'S OUR POCKET PARK PLAN MORE OR LESS.

SO THERE'S A PARK WITHIN A HALF MILE OF EVERY RESIDENT THAT'S A LONG RANGE, LONG-TERM PLAN.

SO WE'RE GONNA BUILD OUR PARKS MASTER PLAN.

UH, WE ARE CONFIDENT THAT WE'LL HAVE THAT READY TO PRESENT BEFORE COUNCIL EITHER IN DECEMBER OR JANUARY, UH, BECAUSE WE HAVE TO HAVE THAT SIX WEEKS AHEAD OF TIME BEFORE THE NATIONAL RECREATION PARKS ASSOCIATION ACTUALLY SEES THAT IN MARCH.

THEY'RE IN THIS, UH, THIS CITY OF EL CAJON AREA ON THE MAP.

AND SO THERE, THERE'S SOME FRUSTRATIONS.

UH, AND I, I WOULD SAY THAT'S AN UNDERSTATEMENT.

UM, THIS IS TO GIVE YOU AN OVERVIEW.

SO IF YOU REALLY LOOK AT THAT, IT'S THOSE FIVE VACANT DEMOLISHED PROPERTIES RIGHT THERE ON BRADLEY AVENUE.

UM, AND THE STREET WIDENING, I'M NOT AN ENGINEER, BUT MY GUESSTIMATION IS THE FRONT HALF OF THOSE PROPERTIES WOULD BE USED FOR STREET WIDENING.

AND I, WE'VE HAD CITY MANAGER AND ELECTED OFFICIALS ASK US, YOU KNOW, WHAT KIND OF PARK COULD WE PUT IN THERE? AND SO WE'RE LIKE, YOU KNOW, WE SHOULD ACTUALLY GO AND TALK TO PEOPLE THAT LIVE THERE TO SEE WHAT THEY WANT.

UM, BECAUSE WHAT WE FIND IN PARKS AND RECREATION WORLD IS SOMETIMES THEY DON'T WANT A PARK.

THEY WANT SOMETHING ELSE AND, OR MAYBE THEY DON'T KNOW WHAT THEY WANT.

AND SO THAT WAS PART OF THE CONVERSATION.

SO WE WENT OUT THERE SATURDAY, OCTOBER 7TH.

UM, I BROUGHT A CANOPY TABLE AND CHAIRS TO BE ALL SET UP, BUT I DIDN'T GET A CHANCE TO SET THAT UP.

IT WAS RIGHT AWAY.

WE STARTED OUT WITH ABOUT A DOZEN PEOPLE AND ENDED UP WITH ABOUT 20 ATTENDING.

UM, AND I WOULD SAY 16 OUT OF THE 20 AT THE START WE'RE VERY MUCH A STRONG NO TO A PARK.

AND THERE WAS A LOT OF FRUSTRATIONS.

AND IT WASN'T NECESSARILY THE PARK, IT WAS A LOT OF FRUSTRATIONS DIRECTED ELSEWHERE.

SO THOSE WERE CHRONIC HOMELESS AND CRIME IN THE AREA.

UM, THERE WERE PARKING ISSUES.

SO IF YOU SEE THE RED ON THAT MAP THAT I HAVE THERE, THAT U-SHAPE IS REALLY THOSE PROPERTIES.

UH, WITHIN THAT, THAT AREA WHERE ALL THOSE HOMEOWNERS WERE, WE DISTRIBUTED FLYERS, WE LET THEM KNOW WE WERE COMING, I DISTRIBUTED ON A WEEK AHEAD OF TIME, SO THEY KNEW THAT WE WERE COMING.

AND THE PARKING THERE IS, IF YOU GO TO THE WEST OF IT, IT IS MOBILE HOME, AND THEY HAVE TO GET A PERMIT TO PARK.

SO THEY PARK ON THIS RESIDENTIAL STREET.

AND, AND I'VE WITNESSED, I ACTUALLY WITNESSED THIS AND WENT THE SECOND TIME I WENT TO PASS OUT FLYERS LAST WEEK, IS THAT THEY SAID THAT PEOPLE THAT DON'T LIVE THERE, THEY PARK ON THAT STREET AND THEN THEY DUMP OUT THE TRASH AND, YOU KNOW, THEY HAVE TO PICK UP THE TRASH ON THE STREET ALL THE TIME.

IT'S, IT'S A LOT OF FRUSTRATIONS.

UM, WHEN THEY GAVE ME INPUT ON THE TRAFFIC, IT'S THE TRAFFIC GOING UP.

MOLLISON, THERE'S A STOP SIGN RIGHT THERE.

AND ESPECIALLY LATE AT NIGHT, THEY SAY THAT PEOPLE RUN THE STOP SIGN.

WHEN WE DID OUR OWN ANALYSIS, THERE'S BEEN NOMINAL,

SO THAT DEFINITELY TOOK NOTE IN THAT, UM, AS THE, THEY WERE COMMUNICATING WITH ME, AND IT WAS VERY, UM, DYNAMIC COMMUNICATION.

UM, IT, THEY, I DID HAVE ONE GENTLEMAN TELL ME THAT, UH, I REPEATED, UH, WHAT I THOUGHT BACK MENTALLY, WHAT THEY HAD SHARED.

AND HE SAID, YOU FORGOT ONE THING, FRANK, WE HAVE NO CONFIDENCE IN THE CITY.

UM, I RETIRED, UM, AFTER 30 YEARS WITH THE GROSSMONT UNION HIGH SCHOOL DISTRICT.

ALSO WORKED AT EL CAJON HIGH, BY THE WAY.

AND, UM, I CAME TO THE CHAMBER TO START A VETERAN, UM, PROGRAM.

AND I WANTED TO ADDRESS AND HELP VETERAN-OWNED BUSINESSES AND VETERAN-FRIENDLY BUSINESSES TO BE HONORED AND SUPPORTED IN THE COMMUNITY.

AND I WAS VERY WELL WELCOMED, UM, AT THE CHAMBER.

AND, UM, I, AT OUR FIRST MEETING IN JUNE OF 2021, WE HAD OVER 20 PEOPLE THAT CAME TO THAT FIRST MEETING.

WE NOW HAVE OVER 130 MEMBERS IN OUR VECA GROUP THAT I'M VERY EXCITED TO, TO SHARE WITH ALL OF YOU.

WE HAVE MONTHLY MEETINGS THAT ARE LOCATED THROUGHOUT EAST COUNTY.

WE'VE HAD THEM AT THE EL CAJON LIBRARY, THE, UM, EL CAJON, VFW, OTHER VFWS THROUGHOUT, UH, THE COMMUNITY.

AND WE HAVE SPONSORED LUNCHES AND GUEST SPEAKERS THAT COME AND TALK TO OUR VETERAN OWNED BUSINESSES AND VETERAN FRIENDLY BUSINESSES AND RESOURCES.

IN ADDITION, WE JUST STARTED AVEKA COFFEE CONNECT.

UM, IT'S FOR THE THIRD THURSDAY OF EVERY MONTH, UM, AT THE SANDT VFW AND IT'S 9:00 AM TO 10.

AND I WELCOME EVERYONE TO COME TO THAT AS WELL.

IN ADDITION, UM, OVER THE PAST TWO YEARS WE HAVE HAD, UM, A LOT OF SUPPORT IN OUR COMMUNITY.

THE EAST COUNTY POSSE HAPPENS TO BE ONE OF OUR SUPPORTERS, AND THEY'VE GIVEN US MONEY TO HELP US WITH SCHOLARSHIPS FOR THE EAST COUNTY LEADERSHIP PROGRAM.

WE'RE VERY EXCITED ABOUT THAT.

SO AGAIN, THE REASON WE'RE DOING THESE KIND OF THINGS IS TO PROMOTE BUSINESS, RIGHT? AND TO MAKE VETERANS MORE SUCCESSFUL.

AND IT'S JUST, UH, JUST TO REFRESH OUR MEMORY, OUR TRANSNET IS A HALF CENT, UH, COUNTY COUNTYWIDE SALES TAX THAT WAS, UH, APPROVED IN 2004.

AND IT GOES FOR AN ADDITIONAL 40 YEARS AFTER THAT.

AND IT HELPS FUND OUR LOCAL, UH, TRANSPORTATION AND REGIONAL, UH, PROJECTS.

AND THERE ARE SIX CHANGES THAT WE'RE DOING FOR THIS AMENDMENT AS LISTED IN THE RESOLUTION.

AND THEY ARE NEEDED TO RESPOND TO OUR ANNUAL AUDIT THAT WE DO EVERY YEAR.

UM, FINANCE TAKES THE LEAD ON THAT.

ITEM 12 IS A REPORT ON A SHELTERING SERVICE FOR PETS OF HOMELESS INDIVIDUALS.

AND I'LL ASK OUR CITY MANAGER GRAHAM MITCHELL TO TELL US ABOUT THIS.

UH, GOOD AFTERNOON, MR. MAYOR.

MEMBERS THE COUNCIL.

IF I CAN GET MY PRESENTATION UP, THAT'D BE GREAT.

UM, BACK IN SEPTEMBER, COUNCIL MEMBERS MITCHELL AND KENDRICK PROPOSED THAT STAFF LOOK INTO OPTIONS THAT WE COULD PROVIDE TO THOSE THAT ARE HOMELESS WITH PETS AND HOW WE COULD SHELTER THEM SO THEY CAN GO GET SERVICES OR POTENTIAL HOUSING.

AT THAT TIME, THE CITY COUNCIL AGREED AND DIRECTED STAFF TO LOOK AT SEVERAL OPTIONS, SPECIFICALLY ONE OPTION DEALING WITH, UM, A, A PROGRAM THAT CURRENTLY OPERATES BETWEEN THE CITY OF CARLSBAD AND THE HUMANE SOCIETY.

AS YOU RECALL, DURING THE DISCUSSION, THERE WAS A LOT OF OTHER DIFFERENT OPTIONS THE CITY COULD HAVE EXPLORED, BUT, UH, THE IMPRESSION I GOT WAS THAT COUNCIL WANTED STAFF TO SPEND AS LITTLE TIME AS POSSIBLE ON IT.

THAT SOUNDS BAD, BUT, UM, TO NOT EXPEND A LOT OF TIME ON THIS AND TO LOOK AT AN EXISTING MODEL THAT ACTUALLY THAT HAS BEEN IN, IN USE FOR A WHILE.

SO, UM, STAFF, THE AGREEMENT BETWEEN CARLSBAD AND THE HUMANE SOCIETY, JUST A COUPLE THINGS TO POINT OUT.

THERE IS A LIMIT ON THE NUMBER OF DAYS THAT, UH, A PET THAT BELONGS TO A HOMELESS INDIVIDUAL CAN STAY AT THE HUMANE SOCIETY.

IT'S 14 DAYS, UM, THAT THERE'S A REFERRAL PROCESS, SO DOGS JUST DON'T GET DROPPED OFF.

THERE IS A PROGRAM OR A WAY THAT A PET AND A INDIVIDUAL ARE REFERRED TO THE HUMANE SOCIETY.

THE HUMANE SOCIETY WILL TAKE ALL LEGAL TYPES OF PETS FROM DOGS TO HAMSTERS AND SNAKES.

AND, UH, THERE'S ALSO A VERY PRESCRIBED METHOD BY WHICH THE HUMANE SOCIETY AND THE CITY IS RELEASED FROM LIABILITY HOLD, HARMLESS WAIVERS, UH, AGREEMENTS NOT TO SUE IN THE EVENT SOMETHING BAD HAPPENS TO THE ANIMAL.

THERE ARE PRETTY, PRETTY, UM, ROBUST VISITATION ABILITIES.

UH, TUESDAY THROUGH SUNDAY FROM 10:00 AM TO 4:00 PM AT THE SITE, UH, THERE IS A, A, UH, PRESCRIPTION OF HOW THE, UH, ANIMAL IS EXITED FROM THE PROGRAM.

IN THE EVENT THAT THE 14 DAYS HAS COME AND GONE AFTER A GOOD FAITH EFFORT, THAT DOG IS THEN ABANDONED, UM, BACK INTO THE SHELTER AND THEN CAN BE ADOPTED OUT.

UH, AND THEN ALSO THERE ARE A REQUIREMENT FOR A QUARTERLY REPORT.

THE THING THAT WAS MOST INTERESTING TO STAFF WAS THE COST.

SO THE, THE, THE AGREEMENT WITH CARLSBAD HAS A MAXIMUM COST OF ABOUT 300, UH, $30,000 PER YEAR.

UM, THIS EQUATES TO $20 PER DAY FOR BOARDING AFTER YOU CONSIDER THE OTHER INTAKE FEES AND VACCINATION COSTS AND CHIPPING AND LICENSING IT ENDS UP, UH, RESULTING IN A A 14 STAY, 14 DAY STAY IS ABOUT $356.

SO, UM, AND THERE'S ALSO A CAP OF MEDICAL SERVICES THAT ARE PROVIDED TO $2,500 PER ANIMAL.

UM, AS PART OF THE PROGRAM, UH, I'D LIKE TO POINT OUT THAT TO THIS POINT, THIS AGREEMENT HAS BEEN IN PLACE FOR ABOUT TWO YEARS IN CARLSBAD.

AND THEIR CITY MANAGERS INDICATED TO ME THAT NOT ONE

INDIVIDUAL HAS TAKEN ADVANTAGE OF THE PROGRAM.

SO EVEN THOUGH THEY HAVE THIS ON THE BOOKS, UH, NO ONE'S TAKEN ADVANTAGE.

SO THIS, THE $29,000 ALLOCATED FOR THIS PROGRAM HAS NOT COST CARLSBAD A DIME BECAUSE NO ONE'S PARTICIPATED IN THE PROGRAM QUITE YET.

SO IN, IN LOOKING AT SOME OPTIONS THE COUNCIL MAY WANT TO CONSIDER, ONE IS WE CAN EXPLORE ALTERNATIVE SHELTERING OPTIONS SIMILAR TO THE ONES THAT YOU EXPLORED AT THE LAST MEETING.

UH, YOU COULD DIRECT STAFF TO NEGOTIATE AN AGREEMENT WITH THE HUMANE SOCIETY.

I'D RECOMMEND WE, AT LEAST FOR A FIRST BLUSH, DO SOMETHING VERY SIMILAR TO WHAT CARLSBAD HAS DONE.

AND THEN, UH, THE THIRD OPTION WOULD BE TO RECEIVE THE REPORT AND DIRECT STAFF TO TAKE NO FURTHER ACTION.

SO WITH THAT, STAFF'S HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ABOUT THE PROGRAM OR TO RECEIVE ANY, UH, FEEDBACK THAT YOU MAY WISH TO GIVE.

MICHELLE, THE ONLY THING THAT, THANK YOU, GRAHAM, FOR THE, UM, REPORT, THE ONLY THING THAT I CAN THINK OF IS CONTACTING SERVICE PROVIDERS WHO WERE ACTUALLY TALKING TO PEOPLE ON THE STREET AND SEE IF THAT IS A BARRIER.

UM, BUT I WOULD BE INTERESTED TO SEE WHAT SERVICE PROVIDERS HAVE COME ACROSS.

ARE THEY COMING ACROSS TO A LOT OF PEOPLE WHO SAY, I, I I CAN'T, I'VE GOT MY DOGS? OR IS THAT JUST NOT AN OPTION? AND IS IT GONNA BE THE SAME OR SIMILAR TO CARLSBAD? SO, MS. MITCHELL, I CAN SPEAK FIRSTHAND AFTER TALKING TO SERVICE PROVIDERS AND ALSO GOING OUT WITH SERVICE PROVIDERS AND TALKING TO HOMELESS INDIVIDUALS.

THIS IS USED AS THIS IS A BARRIER.

HAVING A PET AND RECEIVING SERVICE IS A BARRIER.

HOWEVER, HAVING SAID THAT, MY PERCEPTION IS THAT IT'S USED AS AN EXCUSE.

AND ONCE THAT BARRIER IS REMOVED, THERE WILL BE ANOTHER EXCUSE.

EXACTLY.

AND YET ANOTHER BARRIER.

SO, UM, THAT DOESN'T MEAN THAT STAFF DOESN'T THINK THAT THIS IS NOT A GOOD IDEA, BUT I'M, I THINK THAT'S WHAT CARLSBAD HAS EXPERIENCED.

ONCE THAT BARRIER HAS BEEN REMOVED, THERE'S STILL YET ANOTHER EXCUSE TO NOT GET SERVICES OR NOT TO GET ASSISTANCE.

SO IT SOUNDS LIKE, YOU KNOW, WE COULD DO SOMETHING SIMILAR AND NO ONE'S GONNA TAKE US UP ON OUR OFFER AND WE'LL BE JUST LIKE CARLSBAD IF THEY DO TAKE US UP AND IT'S ONLY ONE OR TWO PEOPLE, THAT'S ONE OR TWO PEOPLE THAT HAVE ACCEPTED THE SERVICE.

SO I DON'T, I'M NOT REALLY SURE AT THIS POINT.

ANYBODY ELSE? UM, GRAHAM, A QUESTION.

HOW EXPENSIVE IS IT GONNA BE FOR US TO, UM, IMPLEMENT THIS PROGRAM AND GET A, GET A CONTRACT WITH THE HUMANE SOCIETY? IF WE WERE TO RELY ON A SIMILAR CONTRACT THAT CARLSBAD UTILIZES, THE STAFF COST WOULD BE NOMINAL.

UM, BUT THERE IS, I MEAN, THERE IS A COST, THERE IS NOT, IT'S NOT JUST BECAUSE WE DON'T PAY FOR IT.

UM, IT DOESN'T TAKE STAFF TIME AND VINCE SORT OF MANAGES OUR ANIMAL CONTROL CONTRACTS.

SO IT'D JUST BE ADDED ONE MORE THING THAT HE'S REVIEWING AND MAKING SURE THERE WE'RE RECEIVING THE QUARTERLY REPORTS, IF THERE ARE ANY, UM, THAT WE'RE MAKING SURE WE MARKET IT.

SO THERE IS A, A NOMINAL COST, BUT IT WOULDN'T BE A HARD COST.

IT'D JUST BE AN INDIRECT STAFF COST.

IF YOU HAD TO PUT A ROUGH ESTIMATE TO THE DOLLAR AMOUNT, PROBABLY A COUPLE THOUSAND A YEAR JUST TO MANAGE.

AND SO I THINK THERE'S CAPACITY FOR THAT FOR, IN TERMS OF SPACE.

YEAH, I'M SURE.

I'M SORT OF TAGGING ON TO MR. ORTIZ.

I READ RECENTLY THAT THEY WERE AT CAPACITY AND THEY ARE ENCOURAGING PEOPLE NOT TO EVEN BRING DOGS IN.

AND THIS WAS, THAT'S NOT A CAPACITY ISSUE.

THAT'S, THERE'S A, UM, A VIRUS SPREADING THROUGH THE PET COMMUNITY.

AND SO THEY'RE CONCERNED ABOUT CONTAMINATING OTHER PETS.

SO, AND IT'S, THEY'RE ENCOURAGING PEOPLE NOT TO RELINQUISH THEIR ANIMALS TO THE HUMAN HUMANE SOCIETY RIGHT NOW UNTIL THEY CAN GET THAT VIRUS UNDER CONTROL.

I THINK LIKE EAST COUNTY TRANSITIONAL LIVING CENTER IS ABOUT NINE MONTHS LONG.

SO, UH, THAT'S, UH, THAT WOULDN'T HELP TOO MUCH ABOUT THE, THE BARRIER OF GIVING UP THEIR ANIMAL.

AND I KNOW THAT A LOT OF THE HOMELESS PEOPLE, UH, THEIR DOG IS THE ONLY ONE LEFT THAT LOVES THEM, AND SO THEY REALLY CARE ABOUT THAT DOG.

BUT ALSO WE HAVE TO LOOK AT THE FACT THAT MAYBE IT'S JUST ANOTHER EXCUSE.

SO I, I'M TORN ON THIS ISSUE RIGHT NOW.

MAYBE WE COULD DO A SIX MONTH PROGRAM AND JUST SEE IF THERE'S ANY DEMAND AT ALL.

I, I THINK THE CONCERN IS, IS A SIX MONTH IS GONE FROM KENNELING TO A KIND OF A DIFFERENT TYPE OF A PROGRAM.

UM, WITH THAT BEING SAID, IT DOESN'T, IN, IN MY PURVIEW, IT DOESN'T SEEM LIKE IT'S, UH, GOING TO WORK FOR A COUPLE DIFFERENT REASONS.

ONE 14 DAYS MAX WITH CARLSBAD, WITH REGARD TO PEOPLE GETTING OFF DRUGS AND TO COUNCILMAN, UH, KENDRICK'S POINT, YOU JUST NEED LONG-TERM BOARDING.

UM, SO I DON'T KNOW THAT THAT'S A, A GOOD FIT.

AND I WOULDN'T BE INCLINED TO, AS OUR CITY MANAGER SAID, BE BE THE DEFACTO OWNER OF A, OF AN ANIMAL.

UM, SO I LOVE THIS IDEA.

IF ANOTHER MUNICIPALITY WANTS TO GIVE IT A STAB, ONE OF OUR NEIGHBORS, UM, I THINK IT'S, IT'S OUT THERE.

AND, AND EXPLORING ALTERNATIVE SHELTER OPTIONS WITH BOARDING, UM, WITH BOARDING, PRIVATE BOARDING FACILITIES COULD BE AN OPTION AS WELL.

SO I I, WE LOOKED AT IT, WE GOT THE INFORMATION, WE HAVE ALL THE DATA, AND ACCORDING TO ALL THE DATA THAT IT, IT IS JUST NOT GONNA WORK.

WE, WE DON'T ALLOW CAMPING ON OUR STREETS.

IT'S VERY EASY TO SAY THAT WE'RE COMPLETELY HARDHEARTED ABOUT THIS.

I, YOU KNOW, I THINK BY OFFERING A PROGRAM LIKE THIS, ESPECIALLY IF IT'S NOT GONNA BE USED VERY MUCH, IT'S NOT GONNA BANKRUPT US.

I, I DON'T SEE, I SEE THERE'S A, THERE'S SOME PR BENEFIT TO IT WITHOUT, WITHOUT A LOT OF SIGNIFICANT COST.

AND THEN AS FAR AS, SO I WOULD BE ENCOURAGED OF DOING IT.

I I THINK 14 DAYS YOU'RE RIGHT, IS NOT PRACTICAL IN AS SENSE AT ALL.

BUT I DO THINK ONCE YOU'VE BEEN SOBER FOR 30 DAYS, THEN YOU REEVALUATE THE SITUATION WITH, WITH A MUCH MORE SERIOUS MIND.

UH, SO YOU THINK THAT AFTER 30 DAYS, THEY'RE CLEAR HEADED ENOUGH TO MAKE SOME SORT OF RATIONAL DECISION.

DO I WANNA DIE IN THE GUTTER OR DO I WANNA GIVE UP MY PET? I THINK YOU'RE GONNA BE A LOT MORE CLEARHEADED THAN YOU ARE ON THE DAY THAT YOU JUST WERE USING AND SOMEBODY'S TALKING TO YOU ABOUT GETTING OFF THE STREETS.

BECAUSE AS GRAHAM POINTED OUT, IT'S NOT ABOUT, IT'S NOT ABOUT THE DOG.

SO THE, AND THEN IF NOBODY ENTERS THE PROGRAM, UH, ASK THE CITY MANAGER, THEN IT DOESN'T COST US ANYTHING.

IS THAT CORRECT? THAT'S CORRECT.

JUST THE, THE COST OF IMPLEMENTATION.

SO, AND IF SOMEONE DOES ENTER THE PROGRAM FOR 30 DAYS, UH, DID THEY TAKE CARE OF THE DOG? HOW MUCH WOULD THEY CHARGE US? PROBABLY, OR WE DON'T REALLY KNOW YET.

WELL, IF THEY WERE TO, IF YOU WERE TO APPLY THAT SAME RATE THAT THEY'RE CURRENTLY $20 A DAY, IT ENDS UP BEING ABOUT $650, INCLUDING THOSE INTAKE FEES.

SO IF WE DO HAVE SUCCESS AND THE GUY GETS INTO THE PROGRAM AND REALIZES BY DAY 30 THAT HE WANTS TO LIVE, UH, IN EXCHANGE FOR GIVING UP THE DOG MAY OR MAY NOT GET THE DOG BACK, UM, FOR A FEW HUNDRED DOLLARS MAY HAVE SAVED THE GUY'S LIFE.

SO THAT EXPENSE TO ME WOULD BE WORTHWHILE.

AND THEN, AND AS THE MAYOR SAID IT, IT TAKES AWAY ONE MORE EXCUSE WHEN HE IS TALKING WITH THE POLICE OR SOMEONE, SOME FROM SOCIAL SERVICES.

SO, SO OUR FIXED COST IS $2,000 FOR A YEAR OR WHATEVER PER, YOU KNOW, OR SIX MONTHS.

AND THEN OUR VARIABLE COST IS A FEW HUNDRED FOR, FOR 30 DAYS.

BUT BOY, IF HE STAYS IN FOR 30 DAYS, I, I THINK THERE'S A REALLY GOOD CHANCE THAT HE'S GONNA KEEP WITH THE PROGRAM.

TO ME, THAT'S WORTHWHILE.

WE'RE BRIEFLY GONNA SHARE, UH, PRELIMINARY RESULTS FOR LAST YEAR FISCAL YEAR 23, DISCUSS A SMALL NUMBER OF FY 24 BUDGET AMENDMENTS, SEEKING THE AUTHORIZATION AND APPROVAL OF A COUPLE OF HOUSEKEEPING ITEMS RELATED TO PERSONNEL AND CAPITAL OUTLAY.

AND THEN BRIEFLY DISCUSS THE, UH, UPCOMING REPORTING ITEMS FOR FISCAL YEAR 23.

UH, AS I SAID, THESE ARE PRELIMINARY NUMBERS.

WE'RE STILL WORKING THROUGH THE YEAR END PROCESS, SO WE STILL MAY SEE A LITTLE BIT OF MOVEMENT BEFORE THESE ARE CONSIDERED FINAL.

USUALLY THESE NUMBERS ARE CONSIDERED FINAL WHEN OUR AUDITORS ISSUE THEIR OPINION ALONG WITH THE AFER.

UH, IN FISCAL YEAR 23, UH, WE'RE, WE ARE, WE'RE LOOKING AT TOTAL GENERAL FUND REVENUES OF APPROXIMATELY $95 MILLION AGAINST EXPENDITURES OF APPROXIMATELY 93.3 MILLION.

THIS HAS A NET IMPACT ON GENERAL FUND, UH, FUND EQUITY OR FUND BALANCE OF APPROXIMATELY $1.7 MILLION.

THIS IS A, A SIGNIFICANTLY BETTER IMPACT ON, UH, RESERVES THAN WAS ORIGINALLY PLANNED, UH, THROUGH THE, UH, ADOPTED BUDGET AS WELL AS THE AMENDMENTS DURING THE COURSE OF THE YEAR, WE EXPECTED TO CONSUME, UH, APPROXIMATELY $8.8 MILLION OF RESERVES.

SO RATHER THAN SHRINKING AND USING RESERVES, WE HAVE GROWN RESERVES.

AS I SAID, WE HAVE A SMALL NUMBER OF AMENDMENTS FOR THE 24 BUDGET, UM, FOR IN FACT, THE FIRST OF WHICH IS AN APPROPRIATION OF SEWER FUND FUND EQUITY FOR THE PURPOSES OF AN UPDATE TO THE SEWER MASTER PLAN.

AS I SAID, THIS IS WASTEWATER FUNDING.

UH, THE NEXT THREE ARE ALL FUNDED BY TRANSNET.

I WANTED TO TAKE A MOMENT AND POINT OUT THAT THESE ARE ALTERNATIVE FUNDING SOURCES AND HAVE NO GENERAL FUND IMPACT.

THERE IS NO, UH, GENERAL FUND MONEY INVOLVED WITH THESE, UH, AMENDMENTS.

THE OAKDALE ALAMEDA GATEWAY PROJECT INCLUDES $750,000 OF TRANSNET MONEY FOR SOME SIDEWALK WORK, UH, AND THEN THE OTHER TWO ARE VERY SIGNIFICANT IN MY OPINION.

APPROXIMATELY $6 MILLION OF TRANSNET MONEY TO EXPAND EXISTING SLURRY SEAL AND OVERLAY PROJECTS, UH, WITHIN THE CITY, UH, SHOULD REPRESENT A PRETTY SIGNIFICANT, UH, IMPACT ON THE CONDITION OF CITY STREETS FOR OUR PERSONNEL ACTIONS, UH, THESE ARE POSITION AUTHORIZATIONS.

UM, NONE OF THESE CHANGES REQUIRE, UH, CHANGES TO THE DOLLARS, UH, ALREADY AUTHORIZED.

UH, THIS IS JUST AN AUTHORIZATION FOR POSITIONS, THE FIRST OF WHICH IS A RECLASSIFICATION THAT HAS ALREADY OCCURRED AND AUTHORIZED BY THE CITY COUNCIL, UH, THE RECLASSIFICATION OF A PARKS AND RECREATION MANAGER TO A DEPUTY DIRECTOR.

THE SECOND ONE IS SOMETHING A LITTLE BIT DIFFERENT FOR THE CITY OF EL CAJON.

AN IDEA THAT OTHER CITIES AND AGENCIES USE.

UH, IT'S THE FIRST TIME I'VE SEEN IT USED HERE IN EL CAJON, AND IT'S AN IDEA OF AUTHORIZING A SERIES OF CLASSIFICATIONS.

THESE CLASSIFICATIONS REPRESENT STAFF ENGINEERING WORK AND CURRENTLY THIS WORK IS BEING DONE BY A MIXTURE OF THREE SEPARATE CLASSIFICATIONS.

THE DILEMMA IS, UH, THESE CLASSIFICATIONS HAVE BEEN APPROVED AND AUTHORIZED IN THE BUDGET, UM, INDIVIDUALLY AND DEPENDING ON THE CONDITIONS IN THE JOB MARKET, SOMETIMES IT'S ADVANTAGEOUS TO HIRE SOMEONE STRAIGHT OUTTA SCHOOL WITH NO EXPERIENCE.

SO THE IDEA THAT WE ARE LOOKING FOR YOUR APPROVAL ON, IN THIS CASE IS APPROVING THESE CLASSIFICATIONS AS A SERIES OF POSITIONS.

SO THERE ARE SIX CLASS OR SIX FTES IN TOTAL.

SO THERE'S NO CHANGE IN THE TOTAL NUMBER OF POSITIONS, BUT WE'RE ASKING THE CITY COUNCIL TO AUTHORIZE THESE POSITIONS TO BE FILLED AT ANY OF THOSE THREE LEVELS.

AND THAT'S ALL DRIVEN BY EXPERIENCE OF THE CANDIDATE.

UM, CITY COUNCIL POLICY REQUIRES, UH, EXPLICIT APPROVAL OF CAPITAL OUTLAY ITEMS OVER $25,000.

WE ARE PRESENTING TWO FOR YOUR APPROVAL.

UH, THE FIRST OF WHICH IS EXECUTIVE TIME SOFTWARE.

THIS IS SCHEDULING SOFTWARE THAT RUNS IN CONJUNCTION WITH, UH, MUNIS PAYROLL.

UM, EVENTUALLY THIS WILL BE MADE AVAILABLE TO ALL CITY DEPARTMENTS, BUT WE WILL BE PILOTING IT WITH THE POLICE DEPARTMENT.

IT ALLOWS US TO TAKE WORK SCHEDULES OUT OF ONE SYSTEM AND USE THAT AS THE BASIS OF INPUTTING TIME INTO UNITS FOR PAYROLL SO THAT WE'RE REMOVING THE REDUNDANCY OF HAVING TO DO IT TWICE.

UH, THIS WAS ADDRESSED LAST YEAR, UM, AND A PORTION OF IT'S CARRYING IT OVER INTO THE CURRENT FISCAL YEAR AS WELL.

UH, THIS IS FOR ADDITIONAL SPORTS NETTING, UM, THINK THE, THE NETTING THAT HANGS BEHIND SPORTS FIELDS TO KEEP BALLS FROM GOING INTO PEOPLE'S YARDS AND THINGS LIKE THAT.

UH, THE EXECUTIVE SOFTWARE WE'RE ESTIMATING TO BE AT $35,000 AND THE SPORTS FIELD NETTING AT 40,000.

WE'RE FINALLY BEGINNING TO GET OUR LEGS UNDERNEATH US, UH, FOLLOWING THE IMPLEMENTATION OF OUR NEW ACCOUNTING SYSTEM.

AND OVER THE NEXT FEW MONTHS, WE WILL BE GETTING CAUGHT UP ON A NUMBER OF REPORTING ITEMS, UH, MAYBE AS EARLY AS THE VERY NEXT COUNCIL MEETING.

UH, WE HOPE TO BE IN FRONT OF YOU WITH AN UPDATE ON THE CITY'S INVESTMENT POLICY AS WELL AS CLEARING THE BACKLOG OF TREASURER'S REPORTS AND HOPEFULLY HAVE THE ANNUAL PENSION REPORT READY FOR, UH, YOUR DIGESTION.

UM, IN THE SPRING WE EXPECT TO HAVE THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, AND THEN BY THE TIME WE GET TO THE MID-YEAR REPORT AND THE FISCAL YEAR 25 BUDGET, WE EXPECT TO BE CAUGHT UP AND BACK ON SCHEDULE.

SO WITH THAT, SPECIFICALLY IN CONJUNCTION WITH THIS REPORT, WE'RE ASKING FOR THREE SPECIFIC, UH, ACTIONS.

THE FIRST OF WHICH IS TO INCREASE OR MODIFY THE FY 24 BUDGET FOR THE FOUR ITEMS WE DISCUSSED TOTALING $7 MILLION AS WELL AS AUTHORIZING THE PROPOSED PERSONNEL CHANGES AND CAPITAL OUTLAY ITEMS. AND THAT CONCLUDES MY PRESENTATION AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

AND I, I KNOW THAT THE LEAGUE OF CALIFORNIA CITY SAID WE SHOULD HAVE 20% OF OUR BUDGET AS RESERVES.

TO ACTIVITY REPORT OF MR. GOBEL, UH, AS REPORTED WITH A COUPLE EXTRA THINGS MTS UH, WE TALKED LAST THURSDAY ABOUT THE EXTENSION TO THE AIRPORT.

THERE ARE THREE OPTIONS, AN ELEVATED PEOPLE MOVER, MUCH LIKE THE MONORAIL AT DISNEYLAND, A TROLLEY EXTENSION OFF OF SAY, SANTA FE DEPOT AND INCREASED BUS SERVICE.

THE MTS BOARD SEEMED TO FAVOR THE TROLLEY EXTENSION BECAUSE IT DOESN'T MAKE SENSE TO HAVE AN ELEVATED, UH, PEOPLE MOVER GOING OVER THE SAME SPACE AS A TROLLEY GOING DOWN THE STREET.

SO WE SAID IT WOULD COST LESS AND WOULD ENCOURAGE MORE PEOPLE TO USE THE TROLLEY IF THERE'S ACTUALLY A TROLLEY EXTENSION TO THE AIRPORT.

AND WE THOUGHT ABOUT PEOPLE WITH LUGGAGE AND KIDS AND NOT HAVING, GOING UP THREE STORIES TO A PEOPLE MOVER OR TWO STEPS ON A BUS.

SO, UH, THE MT S BOARD FELT IT WAS THE BEST SOLUTION TO RECOMMEND TO SANDAG.

MERIDIAN BAPTIST CHURCH HAS THE SIX TINY HOMES.

PASTOR OLAND SLATE INFORMED ME 11 OF THE 15 PEOPLE WHO HAVE BEEN HOUSED IN THAT THOSE SIX CABINS OVER THE PAST YEAR HAVE MOVED ON TO MORE PERMANENT HOUSING.

11 OF THE 15 PEOPLE, TWO OF THEM DROPPED OUT BECAUSE THEY DIDN'T LIKE THE RULES AND TWO OF THEM DROPPED OUT BECAUSE THEY JUST DIDN'T WANT TO TRY TO MOVE ALONG.

UH, YOU MAY HAVE SEEN IN THE NEWS THAT THE COUNTY OFFERED TO PAY FOR PALLET HOMES FOR ANY SITE LIKE MERIDIAN WHO WOULD HOST THEM.

I DON'T THINK THAT GOES FAR ENOUGH BECAUSE SOMEBODY WOULD SAY, WELL, WHAT, WHAT'S, WHY SHOULD WE DO THIS? IF WE COULD SIT, I'M GONNA TRY TO PROPOSE TO THE COUNTY SOMEHOW THAT SITES LIKE MERIDIAN GET A THOUSAND DOLLARS PER UNIT AS A STIPEND TO HOST SOMEBODY.

SO IN THIS CASE, PASTOR ROLAND WOULD GET $6,000 PER MONTH FOR HIS SIX CABINS
