UH, THAT IS THE FOR THE LODGING ESTABLISHMENT AT 1274 OAKDALE AVENUE.

UM, AND THE MOTEL IS BRANDED AS BEST IN AND SUITES.

UM, JUST AS A REMINDER, THIS REQUEST WAS INITIATED BY THE PLANNING COMMISSION AT YOUR MAY 2ND, UH, 2023 MEETING.

SO THE SITE IS LOCATED ON THE NORTH SIDE OF OAKDALE AVENUE BETWEEN OAKDALE LANE AND NORTH SECOND STREET, UH, WITH THE BOUNDARY FOR THE SITE SHOWN IN YELLOW ON THIS SLIDE.

UH, THE SITE IS 1.3 ACRES IN SIZE AND DOES INCLUDE 32 MOTEL ROOMS AND A CARETAKER UNIT.

AND THE BUILDINGS ARE CENTRALLY LOCATED ON THE SITE AND THEN SURROUNDED BY PARKING AREAS AND DRIVEWAYS.

UH, THE SITE IS GOVERNED BY SPECIFIC PLAN NUMBER 51, WHICH OR ORIGINALLY GOVERNED ALL THE PROPERTIES ON THE NORTH SIDE OF OAKDALE AVENUE.

UH, THAT INCLUDES THE VACANT LOT ON THE WEST, THE MOTEL, UH, THE IHOP RESTAURANT TO THE EAST, AND THEN THE, UM, OIL CHANGE, UH, BUSINESS, UH, AT THE CORNER OF SECOND STREET.

UH, WHEN THE SPECIFIC PLAN WAS APPROVED, UH, IT DID REQUIRE A CONDITIONAL USE

PERMIT FOR THE MOTEL AND IT WAS ALL THE WAY BACK IN 1967 WHEN CONDITIONAL USE PERMIT NUMBER 2 5 2 WAS APPROVED.

UH, THE OTHER SURROUNDING USES JUST INCLUDE INTERSTATE EIGHT TO THE NORTH AND THEN RESIDENTIAL AND COMMERCIAL USES TO THE SOUTH.

SO HERE, JUST FOR ADDITIONAL REFERENCE, I JUST WANNA PROVIDE A STREET VIEW OF THE PROPERTY FROM EARLIER TODAY.

UH, THIS SHOWS THE ENTRANCE OF THE MOTEL WHEN VIEWED FROM THE EASTERLY PROPERTY LINE AND THEN LOOKING TO THE NORTH NORTHWEST.

SO F M A SECOND, UH, PLANNING COMMISSION MEETING THE LODGING ESTABLISHMENTS DEEMED APPROVED STATUS WAS REVOKED.

AND THEN THE PLANNING COMMISSION DIRECTED STAFF TO SCHEDULE A PUBLIC HEARING TO CONSIDER EITHER AN AMENDMENT, UH, TO CONDITIONAL USE PERMIT NUMBER 2 5 2 OR THE REVOCATION OF THE CONDITIONAL USE PERMIT.

UH, THERE WAS ADDITIONAL RECOMMENDED ACTIONS BY THE PLANNING COMMISSION THAT ARE SHOWN HERE.

UH, THE PLANNING COMMISSION REQUESTED THAT THE OPERATOR PREPARE AN OPERATIONS AND MANAGEMENT PLAN, UH, COMPLETE PROPERTY MAINTENANCE, UH, RESOLVE PROPERTY BUILDING CODE VIOLATIONS, UH, SIGN AN AFFIDAVIT, ACKNOWLEDGING THE REQUIREMENTS OF THE DEEMED APPROVED LODGING ORDINANCE, COMPLETE HUMAN TRAFFICKING TRAINING, AND THEN PROVIDE MONTHLY REPORTING REGARDING EMERGENCY HOUSING PLACEMENT PROGRAM.

UH, STAFF IS HAPPY TO REPORT THAT ALL THESE ITEMS HAVE BEEN COMPLETED.

THE OPERATIONS OF MANAGEMENT PLAN HAS BEEN SUBMITTED AND REVIEWED BY THE POLICE DEPARTMENT.

UH, GENERAL MAINTENANCE OF THE PROPERTY HAS BEEN COMPLETED.

UH, THE BUILDING OFFICIAL ALSO COMPLETED AN INSPECTION OF THE PROPERTY AND THE APPLICANT HAS SUBMITTED PLANS, UH, FOR A BUILDING PERMIT TO ADDRESS THE PREVIOUSLY IDENTIFIED VIOLATIONS.

ADDITIONALLY, AFFIDAVITS AND HUMAN TRAFFICKING CERTIFICATES HAVE BEEN SUBMITTED AND THE MONTHLY REPORTS REGARDING EMERGENCY HOUSING PLACEMENT PROGRAMS HAVE ALSO BEEN RECEIVED.

SO STAFF, UH, ALSO CONDUCTED A REVIEW OF CALLS FOR SERVICE BETWEEN APRIL 1ST, 2023 AND JULY 1ST, 2023.

SO THIS WAS THE THREE MONTH PERIOD, UH, FOLLOWING THE ORIGINAL NOTICE OF VIOLATION AND FOLLOWING THE, UH, MAY PLANNING COMMISSION MEETING.

SO DURING THIS TIME, THERE WERE A TOTAL OF 11 CALLS FOR SERVICE RELATED TO NUISANCE ACTIVITIES AND MEDICAL CALLS, UH, WHICH WHEN ANALYZED ANNUALIZED OVER THE THREE MONTH PERIOD, THAT WOULD EQUATE TO 1.3 CALLS PER ROOM.

SO IT STILL REMAINS ABOVE THAT THRESHOLD THAT THE PLANNING COMMISSION AND CITY COUNCIL SET OF ONE CALL PER ROOM PER YEAR.

UH, BUT IT, THE CALLS FOR SERVICE FOR THE LOCATION ARE ON A DOWNWARD TRAJECTORY.

UM, AT THE PREVIOUS HEARING, UH, THEY WERE AT 1.6 CALLS PER ROOM PER YEAR.

SO WE'RE MOVING DOWNWARDS TOWARDS 1.3.

UM, AND THEN IN ADDITION, THEY'RE CONTINUING TO IMPLEMENT THEIR OPERATIONS AND MANAGEMENT PLAN.

UM, SO, UH, WE SEE IT AS A POSITIVE THAT THEY'RE MOVING IN THE RIGHT DIRECTION.

UM, THIS SLIDE INCLUDES THE STAFF RECOMMENDATION, BUT BEFORE I GET TO THAT, UM, I WANTED TO NOTE THAT AFTER THE PUBLICATION OF THE AGENDA, UM, STAFF DID RECEIVE A COMMENT REGARDING THE PROHIBITION OF WEAPONS IN THE OPERATIONS PLAN.

UM, AFTER CONSIDERING THE COMMENT, UH, STAFF DID PREPARE AN AMENDED RESOLUTION, WHICH IS PROVEN PROVIDED TO YOU AT THE DAIS.

UH, THE AMENDED RESOLUTION JUST NOTES THAT ANY WEAPONS RELATED ISSUES, UM, SHOULD, SHALL NOT BE GROUNDS FOR REVOCATION OF THE CONDITIONAL USE PERMIT AND THEREFORE, UH, PRESERVING INDIVIDUAL RIGHTS.

UM, STAFF HAS PROVIDED A COPY OF THE AMENDED RESOLUTION, UH, TO THE APPLICANT AND THE ATTORNEY REPRESENTING THE APPLICANT AS WELL.

SO STAFF IS RECOMMENDING THAT THE PLANNING COMMISSION APPROVE AN AMENDMENT OF CONDITIONAL USE, PREVENT NUMBER 2 5 2, UM, AS REFLECTED IN THE AMENDED RESOLUTION ON THE DAIS, AND THEN FOR THE PLANNING COMMISSION TO DIRECT STAFF TO SCHEDULE A REVIEW BY THE PLANNING COMMISSION OF THE CONDITIONAL USE PERMIT IN APPROXIMATELY 180 DAYS.

AND THAT'S REALLY JUST TO CONFIRM, UH, THAT WE'RE CONTINUING ON A DOWNWARD TRAJECTORY FOR THE CALLS AND THE OPERATIONS AND MANAGEMENT PLAN, UH, IS SUFFICIENT.

SO THAT CONCLUDES STAFF'S PRESENTATION.

UM, I DIDN'T PROVIDE THE EXACT CALCULATION, BUT IT WAS ABOUT 50 50 ON MEDICAL CALLS AND, UH, NUISANCE RELATED CALLS.

SO QUESTION IS, IF I'M, IF I HAVE A PROBLEM ON THE SIDEWALK IN FRONT OF THAT PLACE MM-HMM.

UM, SO WHEN I PULLED ALL OF THE CALLS OVER THAT THREE MONTH PERIOD, THERE WAS A TOTAL OF 29 CALLS.

SO WE, UM, EXCLUDED 18 OF THOSE.

UM, SO ANYTHING THAT'S LIKE A TRAFFIC STOP, UM, IN THE STREET, UM, THERE WERE CALLS FROM, UH, THE ADJACENT RESIDENTIAL PROPERTIES, UH, RELATED TO LIKE HOMELESS INDIVIDUALS THAT WERE ON THE SIDEWALK.

SO WE'VE EXCLUDED ALL OF THOSE.

WE'RE LOOKING PRECISELY AT THE ONES THAT ARE RELATED TO WHERE LIKE THE REPORTING PARTY IS AN EMPLOYEE OR IT'S A REPORTING PARTY IS SOMEONE THAT'S STAYING AT THE MOTEL.

IF THERE'S ANY CAUSE FOR US TO NOT BE ABLE TO CONFIRM THAT THAT CALL IS RELATED DIRECTLY TO THE OPERATIONS OF THE SITE, WE'VE BEEN EXCLUDING THOSE.

MY NAME IS SABEL BELTRAN AND I'M A JUNIOR PLANNER WITH THE COMMUNITY DEVELOPMENT DEPARTMENT.

THIS ITEM IS A SUMMARY REPORT REGARDING ADMINISTRATIVE DECISIONS MADE SINCE FEBRUARY OF 2022.

CHAPTER 17, 1 0 OF THE ZONING CODE REQUIRES THAT STAFF REPORT TO THE PLANNING COMMISSION REGARDING ADMINISTRATIVE DECISIONS INCLUDING DIRECTOR'S DETERMINATIONS, MINOR AMENDMENTS, AND SUBSTANTIAL CONFORMANCE REVIEWS.

SINCE THE BEGINNING OF 2022, A TOTAL OF 17 DETERMINATIONS HAVE BEEN ISSUED.

THE DECISIONS COVER A WIDE VARIETY OF QUESTS AND INCLUDE SEVERAL COMMERCIAL BUILDING UPGRADES AND PROJECT MODIFICATIONS, AS WELL AS WIRELESS ANTENNA UPGRADES, STORM WATER FACILITIES AND EDUCATION USES AT SHADOW MOUNTAIN COMMUNITY CHURCH.

THE RECOMMENDATION FROM STAFF IS TO ACCEPT THE REPORT.

MR. ALBEE WILL RESPOND TO QUESTIONS REGARDING ANY OF THE DETERMINATIONS.

I'VE GOT QUESTIONS ON THREE THINGS.

THE FIRST ONE IS THE PARKWAY PLAZA OUT PARCEL REDEVELOPMENT, UH, DEMOLITION OF EXISTING RETAIL BUILDING, APPROVAL OF NEW RESTAURANT BUILDING AND RECONFIGURATION OF A PREVIOUSLY APPROVED DRIVE-THROUGH RESTAURANT.

UM, IS THAT THE, THE OLD BANK BUILDING THAT'S ON THE CORNER OF JOHNSON AND FLETCHER PARKWAY? YES.

SO IT WAS, UH, THAT WAS MOST RECENTLY I THINK A SPRINT, UH, WIRELESS PHONE SALES BUILDING.

UM, IT WAS PROPOSED TO BE DEMOLISHED, UM, AND UH, FOR A RESTAURANT TO REPLACE IT THERE AT THE CORNER.

AND THEN A, UM, DRIVE THROUGH RESTAURANT, UH, WAS ALSO APPROVED.

IT WAS ACTUALLY A MINOR AMENDMENT THAT WAS APPROVED IN THE LAST CYCLE WHEN WE DID THE, THE LAST, UH, MINOR AMENDMENT REVIEWS, UM, BACK IN, UH, THE BEGINNING OF 2022.

UH, THIS WAS A REFINEMENT TO THAT PLAN BECAUSE OF THE RESTAURANT LAYOUT CHANGING AND A SMALL REFINEMENT TO THE, THE DRIVE THROUGH.

BUT SINCE THAT TIME, UH, THAT IT WAS APPROVED, UH, THE PROPERTY HAS CHANGED HANDS AND, UH, A NEW, UH, PROPERTY OWNER HAS, UM, CONFIRMED RECEIPT OF THE MINOR AMENDMENT APPROVAL DOCUMENTS.

UH, BUT THEY HAVEN'T TAKEN ANY ACTION ON IT.

OKAY.

I WAS LIKE, I HAVEN'T, I DIDN'T KNOW, I DIDN'T REMEMBER ANY OF THIS.

LIKE OKAY, COOL.

SO THE NEW OWNER, HOW LONG AGO DID THEY SWITCH OWNERSHIP? DO WE KNOW? I WANNA SAY, UM, PROBABLY THREE TO FOUR MONTHS AGO.

UM, THE NEW OWNERS HAVE BEEN, UH, PARTICIPATING IN SOME OF THE CITY COUNCIL VISIONING SESSIONS THAT THEY'VE HAD WITH REGARDS TO PARKWAY PLAZA AND THEY'VE BEEN IN CONTACT WITH, UH, COMMUNITY DEVELOPMENT AS WELL AS THE CITY MANAGER'S OFFICE ON TRYING TO LOOK AT WAYS TO IMPROVE PARKWAY PLAZA.

OKAY, GREAT.

THE SECOND ONE I WANTED TO ASK ABOUT WAS ARBY'S.

IT SAYS FACADE MODIFICATIONS.

LAST TIME I DROVE BY THERE, IT LOOKED LIKE THEY BULLDOZED THE WHOLE THING.

WELL, YEAH, IT'S, UH, ESSENTIALLY, UM, THE, THE POLICIES ALLOW FOR A COMPLETE EXTERIOR CHANGE.

UH, IT, IT BASICALLY WAS TAKEN DOWN TO THE STUDS, SO, SO YES.

BUT, UH, IT DIDN'T, UM, WARRANT, UH, A PUBLIC HEARING BECAUSE THEY WEREN'T CHANGING OR EXCEEDING THE SQUARE FOOTAGE ADDITIONS, UM, THAT WOULD REQUIRE THAT.

OKAY.

AND IT WAS JUST REALLY A, UM, COMMERCIAL FACADE RENOVATION, BUT, BUT YES, IT'S, IT'S A VERY EXTENSIVE FACADE RENOVATION.

YEAH.

YEAH, THAT'S WHY I WAS LIKE, AH, FACADE.

THEY WENT FARTHER THAN THAT.

YEAH.

UM, THE LAST ONE WAS THE BATTERY STORAGE 1527 EAST MAIN STREET.

IS THAT ON THE OLD, UH, WHICH ONE WAS IT? THE SEVEN, THAT'S THE E C T L C CT, UH, PROPERTY.

AND, UH, THE BATTERY STORAGE, UH, WAS APPROVED QUITE SOME TIME AGO.

YEAH, IT WAS, YEAH.

UH, BY THE PLANNING COMMISSION.

UM, THEY MADE SOME MODIFICATIONS TO THE, TO THE DESIGN AND THEN THEY WERE, UM, THEY HAD SOME ISSUES WITH

GRADING AND THEY WANTED TO REDESIGN, UH, THE LAYOUT OF THE BATTERIES, UM, IN ORDER TO ACCOMMODATE FLOODING ISSUES AND POTENTIAL ELECTRICAL ISSUES.

AND, UH, THE ONE THAT THEY'RE REDOING OVER ON JUST OFF OF 67.

AGAIN, THEY'VE GOT GREAT DESIGNS AND I WANT TO THANK YOU GUYS FOR KEEPING THAT LINE GOING.

'CAUSE I REMEMBER WHEN WE WERE LOOKING AT ALL THESE MONOPOLES GOING UP AND GOING, THESE ARE SO UGLY AND VISITING LA IT REMINDED ME HOW BLESSED WE ARE TO BE IN ELGON.

SO TWICE IT HAPPENED, I GOT CAUGHT IN IT.

SO THEN LAST COUPLE TIMES I HAVE NOT BEEN TAKING CAJON BOULEVARD.

THEN I SAID, WELL, IT'S BEEN ABOUT FOUR OR FIVE MONTHS.

I'M SURELY IT'S OPEN.

I IT'S NOT OPEN YET.

IS WHEN IS THAT GONNA BE OPEN, DO YOU THINK? I THINK THE LAST, UH, JOINT MEETING THAT I HAD WITH THE PUBLIC WORKS DEPARTMENT, UH, WAS THAT THEY WERE GETTING CLOSE TO MOVING ON TO THE NEXT PHASE WHEN THEY WOULD REROUTE, UM, THE TRAFFIC, UH, BACK TO THE EAST SIDE OF THE ROAD.
