SO THIS ITEM IS A GRANT FROM THE DEPARTMENT OF HOMELAND SECURITY FOR OVER 70,000 IN FEDERAL DEBT DOLLARS.

USING THE EXCUSE QUOTE, SINCE THE TERRORIST ATTACKS OF SEPTEMBER 11TH, 2001, THERE HAS BEEN A HEIGHTENED CONCERN OVER THE POTENTIAL FOR AN ACT OF TERRORISM TO OCCUR.

AGAIN, I THINK 2000 ONE'S A LITTLE BIT DATED OF AN EXCUSE.

AND WHEN I THINK OF THE CITY OF EL CAJON, I CERTAINLY DO NOT THINK OR HAVE FEAR OF TERRORISM.

BUT THIS ITEM SAYS THAT THE FEDERAL GOVERNMENT, THROUGH THE DEPARTMENT OF HOMELAND SECURITY, HAS PROVIDED COMMUNITIES THROUGHOUT THE COUNTRY WITH HUNDREDS OF MILLIONS OF DOLLARS FOR THE FIGHT AGAINST TERRORISM AND OTHER CATASTROPHIC EVENTS.

THEY SURE ARE SKILLED AT WASTING TAXPAYER'S MONEY, AREN'T THEY? EVEN IF THE NORTH AMERICAN AEROSPACE DEFENSE COMMAND THAT'S NOAD COULDN'T STOP THE PLAINTIFF TAX THAT OCCURRED DURING NINE 11, WHICH WAS THEIR ONE JOB TO DO THAT DAY, THEN NO GRANTS ARE GOING TO STOP ATTACKS AFTER NINE 11.

AND I DO BELIEVE THAT'S BEEN PROVEN TO BE UNFORTUNATELY TRUE EVERY YEAR SINCE I WOULD CITE LAST YEAR'S MAY 14TH SHOOTING IN BUFFALO, NEW YORK THAT THE FBI SEEMINGLY ALLOWED TO HAPPEN.

AS A VERY CLEAR EXAMPLE, THIS HOMELAND SECURITY MONEY WILL BE USED BY BOTH THE POLICE AND FIRE DEPARTMENTS.

THE FIRE DEPARTMENT WILL GET OVER 51,000 IN FEDERAL DEBT DOLLARS TO PURCHASE MOBILE RADIOS, AND THE POLICE DEPARTMENT WILL GET OVER 19,000 AND FEDERAL DEBT DOLLARS TO BUY A RISING BALLARD SYSTEM THAT CAN BE RISEN AND RETRACTED BACK INTO THE GROUND SUPPOSEDLY, QUOTE, FOR EMERGENCY VEHICLES OR CONVERSELY, IMMEDIATE ACCESS

RESTRICTIONS IN AN EMERGENCY SITUATION.

I'D LIKE TO KNOW ACCESS RESTRICTIONS FOR WHO AND WHAT KIND OF EMERGENCY SITUATION WOULD WARRANT ACCESS RESTRICTIONS TO STOP WHO OF THE PUBLIC FROM GOING WHERE AND WHY.

WHAT WOULD A BALLARD SYSTEM ACHIEVE OTHER THAN BLOCKING PEOPLE'S ACCESS TO BUILDING A TREES THAT THEY PAID FOR WITH THEIR TAXES? BUT THE ITEM SAYS THAT QUOTE, ACTUAL ITEMS MAY CHANGE IF MODIFICATION WAS REQUESTED BY THE DEPARTMENTS AND APPROVED BY THE GRANTING AGENCY.

SO IT'S NOT EVEN GUARANTEED THAT THE OVER 70,000 IN FEDERAL DEBT DOLLARS, WHAT IT WILL BE SPENT ON.

THIS IS JUST AN EXCUSE FOR YOU COUNCIL MEMBERS TO FILL YOUR MONEY BUCKETS WITH FEDERAL DEBT DOLLARS SO THAT THE POLICE AND FIRE DEPARTMENTS CAN BUY SOME NEW TOYS TO PLAY WITH.

BUT Y'ALL BETTER HURRY BECAUSE THE COUNTY OF SAN DIEGO OFFICE OF EMERGENCY SERVICES AWARD LETTER SAYS, YOUR PERFORMANCE PERIOD ENDS MAY 31ST.

PLEASE SUBMIT YOUR REIMBURSEMENT REQUEST IN A TIMELY MATTER NO LATER THAN JUNE 30TH.

SO HURRY AND GET THOSE MONEY BUCKETS READY SOON.

SO THIS ITEM IS ABOUT THE PUBLIC SAFETY CENTER RENEWABLE ENERGY PROJECT, WHICH INCLUDES FURNISHING AND INSTALLING SOLAR PANELS, CARPORT, CANOPIES, AND A CITY FURNISHED BATTERY ENERGY SYSTEM AT THE PUBLIC SAFETY CENTER IN APRIL.

LAST YEAR, THIS PROJECT WAS TO BE BUILT BY CALIFORNIA SOLAR INTEGRATORS, INC.

IN JULY CS I I REQUESTED IT AN OVER A $283,000 INCREASE IN PAY.

THEY WEREN'T SATISFIED AND THEN REPORTED THE CARPORT SUBCONTRACTOR WOULD, WOULD NOT MOVE FORWARD WITH THE DESIGN AND SUGGESTED AN ALTERNATE SUBCONTRACTOR.

THEN IN AUGUST, THEY REPORTED THAT THE SOLAR PANEL'S ORDERED WERE NO LONGER AVAILABLE, AND FINALLY IN OCTOBER, THEY NOTIFIED THE CITY OF EL CAJON THAT THEY WERE UNABLE TO PERFORM THE WORK AS SPECIFIED IN THE ORIGINAL BID OFFER TRANSLATION.

IN ONLY SIX MONTHS, THEY COMPLETELY FAILED.

OH, HOLD ON.

HERE WE GO.

VERY IMPORTANT.

THEY ALSO WASTED TAXPAYER MONEY ON EVERYONE'S TIME.

MAYBE NEXT TIME YOU COUNCIL MEMBERS SHOULD CHOOSE A LOCAL COMPANY INSTEAD OF ONE THAT'S BASED IN LOS ANGELES, LIKE CALIFORNIA SOLAR INTEGRATORS INC.

IS THIS ITEM'S THE CHANCE TO DO IT WITH THE AUTHORIZATION OF REBIDDING OF THE PUBLIC SAFETY CENTER RENEWABLE ENERGY PROJECT? I DO LIKE THOUGH THE PUBLIC CONTRACT CODE SECTION 5,105 SAYS, A BIDDER WHO CLAIMS A MISTAKE OR FORFEITS HIS OR HER BID SECURITY SHALL BE PROHIBITED FOR PARTICIPATING IN FURTHER BIDDING ON THE PROJECT ON WHICH THE MISTAKE WAS CLAIMED OR SECURITY FORFEITED.

I THINK THAT'S A GREAT CODE TO FOLLOW.

IF THERE MUST BE TOXIC AND FLAMMABLE LITHIUM BASED SOLAR PANEL INFRASTRUCTURE AND TOXIC LITHIUM IRON PHOSPHATE BATTERIES, AT LEAST GET A GOOD DEAL ON SOMEBODY WHO WILL ACTUALLY GET THE JOB DONE THIS TIME.

I DID NOTICE THAT THE PUBLIC SAFETY CENTER RENEWABLE ENERGY PROJECT IS ON THE CA.GOV WEBSITE WITH A STATE CLEARINGHOUSE NUMBER 2007 0 4 1 1 35.

BASED ON THAT, I'M CURIOUS, DOES THE CITY OF OKON ACTUALLY GET USE OF THIS ENERGY GENERATED, OR IS IT THE STATE OR THE COUNTY IN CONTROL OF ITS DISTRIBUTION? THAT'S MY LEGITIMATE QUESTION.

YOU WANNA RESPOND TO THAT? CERTAINLY COUNCIL AND MEMBERS, UH, MAYOR OR MISS MAYORS OF THE COUNCIL.

UH, SO WHENEVER WE HAVE A SOLAR PROJECT IN THE CITY THAT CITI, IT GOES BACK INTO THE GRID, BUT IT SAVES US MONEY.

WE DO A RE A RETURN ON INVESTMENT ANALYSIS TO SEE HOW QUICKLY THAT SOLAR SYSTEM WILL PAY ITSELF OFF.

IN THIS CASE, THERE IS A BATTERY STORAGE SYSTEM.

IN THE EVENT OF AN EMERGENCY WHERE THE POWER GRID IS SHUT DOWN, WE CAN CAPTURE THAT ENERGY THAT WE'VE COLLECTED AND THEN RUN OFF THAT DURING AN EMERGENCY WHEN THERE'S NO OTHER POWER.

SO WE WOULD HAVE THE, THE POWER SOURCE TO BE ABLE TO RUN OUR EMERGENCY OPERATIONS.

LAST WEEK, THE CITY OF SANTI FINALLY ENDED THEIR FRAUDULENT COVID EMERGENCY WHILE THE CITY OF OCEANSIDE JUST BEGAN ONE OVER STORMWATER, WHILE THE SUN STILL SHINES.

BUT FRAUD AND CORRUPTION SEEMS TO SHINE BRIGHTER THESE DAYS THAN COMMON SENSE AND ETHICS BECAUSE HERE IN THE CITY OF EL CAJON, CITY MANAGER GRAHAM MITCHELL, EVEN THOUGH HE DID ANSWER MY QUESTIONS, AS THE DIRECTOR OF EMERGENCY SERVICES, DECLARANT AN EMERGENCY ON MARCH 22ND, ALL FOR $250,000 IN INFLATION CAUSING AMERICAN DESTRUCTION PLAN ACT DEBT DOLLARS.

BUT IT GETS EVEN WORSE WHEN YOU HEAR THE EXCUSE GIVEN QUOTE, VANDALISM AND DETERIORATING CONDITIONS

OF RESTROOMS AT WELLS PARK HAVE MADE IT DIFFICULT TO CONDUCT REPAIRS AND PROVIDE DAILY MAINTENANCE, INCLUDING CLEANING THE UNSANITARY CONDITIONS COULD SPREAD, INFECTIOUS DISEASES COULD NOT ARE, AND THEY CONTINUE WITH THEIR PATHETIC EXCUSES.

DESPITE NUMEROUS EFFORTS BY CITY STAFF AND CONTRACTORS TO REPAIR THE ONGOING DAMAGE, THE REPEATED VANDALISM HAS MADE IT CHALLENGING TO MAINTAIN THE RESTROOMS. INDIVIDUAL LOCKABLE STALLS IN THE RESTROOM BUILDING LEADS TO INDIVIDUALS USING THE STALLS TO ENGAGE IN ILLEGAL ACTIVITIES FOR EXTENDED PERIODS OR OVERNIGHT.

THE ILLICIT ACTIVITIES WITNESSED BY STAFF, INCLUDING POLICE OFFICERS, INCLUDE PROSTITUTION, DRUG USE, VIOLENT CRIMES, VANDALISM, RESULTING IN BROKEN FIXTURES, DAMAGED PLUMBING, GRAFFITI, AND BUILDUP OF WASTE INSIDE THE STALLS, CAUSING THEM TO BECOME UNUSABLE, END QUOTE.

SO WHAT THIS ITEM IS SAYING IS THAT CITY STAFF AND PAID PROFESSIONAL CONTRACTORS WERE ALL A WASTE OF MONEY, AND THAT EVEN POLICE HAVE BEEN FAILURES AT THEIR JOBS OF PROTECTING PEOPLE'S SAFETY AT THIS BATHROOM, SOME BUDDIES FULL OF MORE CRAP THAN THE TOILETS, AND I INSIST ON FLUSHING AWAY THE LIES AS BEST I CAN.

SO THE PICTURES IN THIS ITEM SHOW HORRIBLE LOOKING BATHROOMS, THERE'S NO DOUBT ABOUT THAT, BUT CERTAINLY NOT AN EMERGENCY.

I'VE SEEN DIRTIER HOMELESS ENCAMPMENTS AND RIVER BEDS THAN THIS BATHROOM.

HAVE ANY OF YOU COUNCIL MEMBERS EVER SEEN THE WOMEN'S BATHROOMS AT PACIFIC BEACH? NOW, THOSE ARE THE WORST UNNATURAL DISASTERS I'VE EVER SEEN IN MY ENTIRE LIFE.

I KID YOU NOT.

THE REALITY IS THAT THERE ARE NO CONDITIONS OF EXTREME PERIL THAT WARRANT AND NECESSITATE THIS PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY AS REQUIRED BY PUBLIC CONTRACT CODE SECTION 2250.

THIS IS FRAUD, AND EVERYONE KNOWS WHAT THIS TYPE OF UNSANITARY ITEM IS REALLY ABOUT.

WILL THE INCREASED DEBT AND INFLATION BE WORTH DESTROYING OUR FUTURES FOR? THAT'S SOMETHING YOU COUNCIL MEMBERS NEED TO ASK YOURSELVES.

WASN'T COVID ENOUGH OF A LIE WITH ITS 0.1 FATALITY RATE? YOU NEED TO CONSIDER THAT.

AND, UM, HAVING BEEN THERE RECENTLY AND HEARING COMPLAINTS FROM OUR RESIDENTS, I, I WOULDN'T, I DON'T FEEL COMFORTABLE WITH THOSE RESTROOMS BEING OPEN.

SO IT WAS EITHER A CHOICE OF DECLARING AN EMERGENCY AND GETTING A CONTRACTOR IN HERE TO TAKE CARE OF SOME WORK IMMEDIATELY, OR SHUTTING THE RESTROOMS AND SECURING THE SERVICES OF A PORTA-POTTY TO REPLACE THE RESTROOMS UNTIL, MM-HMM.

, THE RESTROOMS WERE COMPLETED.

WE RAN A COST ANALYSIS AND DETERMINED THAT THE PORTA-POTTIES WERE BY FAR THE MORE EXPENSIVE ROUTE.

THIS WILL BE THE, THE LEAST EXPENSIVE ROUTE WITH THE BIGGEST BANG FOR THE BUCK.

AND WHEN THE PEOPLE WERE LOCKED UP IN THEIR CITIES, POLICED BY THEIR DIGITAL IDS, UNABLE TO VISIT THEIR LOVED ONES.

NOW, FINALLY, THE PEOPLE CAN SEE RESTRICTED AND TRACKED WITH NO MONEY TO GO FURTHER, A PERMIT YOU'LL NEED CONTAINED IN YOUR DIGITAL CITIES.

A WHY DO THE PEOPLE NOT SEE THESE STEPS? THEY DECEPTIVELY SOLD US AS PROGRESS NEVER LOOKED TO BE QUITE WHAT THEY SEEMED.

IT WASN'T MY FIRST TIME, BUT THIS TIME SOMETHING WAS DIFFERENT.

AND I, I, I PULLED OUT OF THE MOTEL PARKING LOT AND HAD TO PULL OVER JUST A LITTLE BIT DOWN THE ROAD BECAUSE I JUST BROKE DOWN, UH, IN TEARS AND FRUSTRATION AT THE DIFFICULT SITUATION I WAS LEAVING THAT STUDENT IN.

AND WHEN, WHENEVER I COULD AVOID DOING SOMETHING LIKE THAT, I, I WOULD DO EVERYTHING I COULD, BUT TOO OFTEN, LEAVING A STUDENT WITH A SINGLE PARENT IN ONE OF THESE MOTELS WAS THE BEST SITUATION POSSIBLE.

AND, AND YET MY PRAYER WAS JUST THAT THEY'D BE ABLE TO LOCK THE DOOR AND AVOID THE VIOLENCE AND THE, THE DRUG ABUSE THAT WAS HAPPENING JUST A FEW FEET OUTSIDE THOSE DOORS.

YOU KNOW, IN ORDER TO BREAK THE GENERATIONAL CHALLENGES THAT SO MANY FAMILIES IN OUR COMMUNITY ARE FACING, UH, WE HAVE TO PROVIDE SOMETHING BETTER.

AND WE CAN ONLY DO THAT BY DEFENDING OUR STREETS AGAINST SO MANY CRIMINALS THAT HAVE BEEN GIVEN LICENSE THROUGH STATE AND COUNTY POLICIES TO CONTINUE, UH, SELLING DRUGS, BREAKING THE LAW, AND UNFORTUNATELY ABUSING THOSE FOUND IN THESE FRAGILE POSITIONS.

THE SAN DIEGO COUNTY BOARD OF SUPERVISORS, HOWEVER, ARE THE POLAR OPPOSITE OF THAT.

AND THEIR FORMER CHAIR, NATHAN FLETCHER, HAS PUBLICLY INSTIGATED A BEEF WITH MAYOR WELLS AND EL CAJON AS A WHOLE.

I HAVE NO DOUBT THE CURRENT UNBALANCED POLICY IS RELATED TO THAT VERY BEEF.

I CERTAINLY HAVE A TON OF COMPASSION FOR THE HOMELESS, AND I DON'T PERSONALLY HAVE THE ANSWER TO THEIR DILEMMA.

WHAT I CAN CLEARLY SENSE IS THAT THE COUNTY HAS NO DESIRE TO ACTUALLY SOLVE THE PROBLEM FOR THEM.

IT'S BECOME THE HOMELESS INDUSTRIAL COMPLEX WHERE THEY GROW PROGRAMS AND GRANTS AND PASS AROUND THIS CHUNK OF MONEY AND THAT CHUNK OF MONEY BACK AND FORTH TO THEIR FRIENDS AND HELP THEIR FRIENDS OVER HERE AND CAUSE PROBLEMS OVER THERE IN EL CAJON.

AND JUST KEEP THE WHOLE THING GOING.

THIS IS AN UPDATE FROM THE SPECIAL MEETING THAT WE HAD LAST WEEK, UM, TALKING ABOUT HOW WE CAN BETTER REGULATE SOME OF OUR LODGING ESTABLISHMENTS WHILE MAINTAINING, WHILE STAYING WITHIN THE BOUNDS OF STATE AND FEDERAL LAW.

UH, WE'VE, WE'VE PUT OUR THINKING CAPS ON.

WE TOOK SOME OF THE FEEDBACK FROM THE CITY COUNCIL AND FROM THE PUBLIC, AND WE THINK WE HAVE SOME PROPOSALS THAT MAKE SENSE.

SO AS YOU RECALL FROM THE 21ST MEETING, UH, WE PRESENTED SIX DIFFERENT IDEAS TO INVESTIGATE THE CITY COUNCIL ADDED AN AN ADDITIONAL ONE.

I'LL TALK ABOUT THE FIRST THREE.

UM, WE'VE ALREADY SUBMITTED A FORMAL REQUEST TO THE CO, UH, SAN DIEGO COUNTY GRAND JURY TO INVESTIGATE, UH, OVERPAYMENT OF TAX DOLLARS FOR MOTEL ROOMS AT A HIGHER RATE THAN YOU OR I WOULD PAY FOR THOSE EXACT SAME ROOMS. UM, WE ARE CONTINUING TO EXPLORE THE 90 DAY MORATORIUM AND THE LEGALITY OF THAT.

AND WE HAVE ALREADY SET A MOTEL, A HEARING FOR MOTEL SIX TO APPEAR BEFORE THE PLANNING COMMISSION UNDER THE DEEMED APPROVED ORDINANCE ESTABLISHED BY THE CITY COUNCIL SEVERAL YEARS AGO.

SO THOSE, THOSE THINGS ARE UNDERWAY.

UM, PROGRESS HAS BEEN MADE ON THAT IN JUST THIS PAST WEEK.

ONE OF THE OTHER THINGS THAT WAS, WAS BROUGHT UP DURING THE MEETING WAS THIS CONCEPT OF REGULATING MOTELS.

AND, UH, ONE OF THE RECOMMENDATIONS THAT WE HAVE AS PART OF TODAY'S MEETING IS THAT THE CITY COUNCIL DIRECT THE PLANNING COMMISSION TO CONSIDER AN EMERGENCY HOUSING PLACEMENT PROGRAM GUIDELINE TO MUNICIPAL

CODE CHAPTERS 17.2 12.

UH, 17.2 12 IS THE DEEMED APPROVED ORDINANCE THAT THE CITY COUNCIL ADOPTED.

SO WHAT WE WOULD RECOMMEND IS THAT THE CITY COUNCIL, UM, DIRECT THE, THE PLANNING COMMISSION TO REALLY DELVE INTO THIS.

THEY'LL HAVE AN OPPORTUNITY TO HEAR FROM THE PUBLIC OPPORTUNITY TO HEAR FROM HOTEL OR AND MOTEL OPERATORS.

BUT WHAT WE WOULD WOULD RECOMMEND AS PART OF THESE GUIDELINES IS IF A MOTEL IS PARTICIPATING IN A PROGRAM, THEY MUST PROVIDE A MONTHLY REPORT TO THE CITY ABOUT, UM, WHAT, HOW, HOW MANY ROOMS ARE BEING USED FOR, FOR, UM, EMERGENCY SHELTERING, UH, THE DURATION OF THE STAYS, WHO ARE THE DIFFERENT SERVICE PROVIDERS THAT ARE UTILIZING THAT SPACE? AND THE ROOM RATES.

THE ROOM RATES ARE IMPORTANT BECAUSE IT'S IMPORTANT THAT WE RECOGNIZE AND UNDERSTAND WHAT THE, UM, ALLEGED T O T BEING GENERATED.

SO WE CAN AUDIT AGAINST THAT.

IN, IN NO WAY ARE WE LOOKING FOR NAMES OF INDIVIDUALS, UH, WE ARE JUST LOOKING FOR NUMBERS SO WE CAN HAVE A BETTER UNDERSTANDING OF WHAT'S OCCURRING IN THE CITY.

THE OTHER THING IS THAT WE WOULD, UM, REQUIRE ALL MOTEL OPERATORS TO ACKNOWLEDGE THE STANDARDS THAT ARE SET FORTH IN MUNICIPAL CODE CHAPTER SECTION OR CHAPTER 17.212, AND ALSO TO PARTICIPATE IN COMPLETE HUMAN TRAFFICKING, UM, TRAINING.

SO THEY KNOW WHAT TO LOOK FOR WHEN HUMAN TRAFFICKING IS OCCURRING.

WE KNOW THAT HUMAN TRAFFICKING OCCURS ACROSS THE UNITED STATES AND MOTELS IS A, A COMMON PLACE FOR THAT, UH, WHERE TRAFFICKING DOES OCCUR.

AND, UH, OUR, UM, INDIVIDUALS ARE KEPT.

AND SO HAVING SOME TRAINING WILL ONLY BOLSTER OUR ABILITY TO FIGHT THIS HORRIBLE CRIME.

AND THE LASTLY, WE, WE HAVE INCLUDED OUR RECOMMENDING THAT WE INCLUDE TO THE PLANNING COMMISSION SOME VERY SPECIFIC TRIGGERS THAT WOULD BRING SOMEBODY FORWARD FOR A PUBLIC HEARING.

UH, THOSE TRIGGERS INCLUDE, UH, CALLS FOR SERVICE EXCEEDING CERTAIN NUMBER OF CALLS FOR SERVICE.

IT WOULD IN INCLUDE A HOST OF OTHER, UM, CRIMES SUCH AS, UH, JUST CRIMINAL OR NUISANCE ACTIVITIES, UH, DISCHARGING FIREARMS, PROSTITUTION, ILLEGAL DRUG ACTIVITY, HUMAN TRAFFICKING, HOMICIDE, UH, UM, ASSAULT, UH, PUBLIC HARASSMENT.

THERE'S A LONG LIST ASSAULT WITH A BA, UH, WITH INTENT.

SO THERE'S A LONG LIST OF, OF, UM, VIOLATIONS THAT WOULD POTENTIALLY BRING A HOTEL OR A MOTEL BEFORE THE PLANNING COMMISSION.

AND THEN THE PLANNING COMMISSION CAN USE ITS DISCRETION TO DETERMINE WHETHER THE, THE OWNER OR THE OPERATOR OF THE MOTEL HAD, UH, THE INABILITY TO THWART THAT AND HAD SOME CULPABILITY.

BUT IT, IT GIVES THE MOTEL OPERATOR SOME INCENTIVE TO ENSURE THAT THEY'RE OPERATING WITH THE HIGHEST STANDARDS POSSIBLE TO ENSURE THAT WE, WE CAN REDUCE THE AMOUNT OF CRIME THAT HAS OCCURRING AT OUR MOTELS.

THE, THE LAST THREE THINGS, THE LAST THREE TASKS FROM THE 21ST MEETING, UM, ARE A LITTLE BIT MORE DIFFICULT TO REGULATE.

AND, UH, OUR PLANNING STAFF, UH, MET WITH, WITH, UH, THE ASSISTANT CITY MANAGER, UH, ME AND THE CITY ATTORNEY, AND SUGGESTED THAT WE CAN EMPLOY A TOOL THAT WE ALREADY HAVE ON OUR TOOLBOX.

AND, AND IT'S JUST REALLY TO EXPAND THAT.

AND THAT'S TO LOOK AT EXPANDING MUNICIPAL CODE CHAPTER 5.16, WHICH IS THE CODE OR THE TITLE THAT, UM, OUTLINES HOW SPECIAL OPERATION LICENSES ARE ISSUED.

RIGHT NOW, THERE ARE 15 TYPES OF BUSINESSES ALREADY THAT EXIST IN THE CITY OF EL CAJON THAT REQUIRE THESE SPECIALIZED LICENSES.

UM, IT ALLOWS FOR ADDITIONAL REGULATION WHERE IT'S HARD TO, UM, INCLUDE THOSE IN THE MUNICIPAL CODE ON THESE, ON THESE BUSINESSES THAT ARE VERY, UM, TRANSACTIONAL AND HAVE CHANGING DYNAMICS.

AND SO IT ALLOWS STAFF TO HAVE SOME FLEXIBILITY IN HOW TO REGULATE THESE BUSINESSES TO ENSURE THAT SAFETY AND HEALTH OF THE COMMUNITY IS FIRST AND FOREMOST.

IT ALSO ALLOWS US TO REGULATE OR TO, TO LOOK AT THESE REGULATIONS AND WE CAN TAILOR THEM THROUGH THE APPLICATION PROCESS.

AND SO ASSUMING WE DEVELOP, UH, A SET OF REGULATIONS, WHICH I'LL SHARE WITH YOU SOME DRAFT REGULATIONS IN A SECOND, AND WE RECOGNIZE THAT ANOTHER ONE OR TWO REGULATIONS WOULD BE REALLY IMPORTANT TO HAVE, OR MAYBE EVEN, UM, ONE OF THE REGULATIONS DOESN'T REALLY BENEFIT US, WE HAVE THE ABILITY TO CHANGE THAT ON THE DIME AND NOT HAVE TO GO BACK AND AMEND THE MUNICIPAL CODE, UM, AND, AND HAVE PUBLIC HEARINGS FOR THAT.

AND LASTLY, IT ALLOWS, ANYTIME THE CITY MAKES A DECISION, WHETHER WE ARE DENYING THE ISSUANCE OF A SPECIAL OPERATIONS LICENSE OR WITHDRAWING A SPECIAL OPERATIONS LICENSE, IT'S NOT ALONG WITH DRAWN OUT PROCESS LIKE A CODE CASES, THEY CAN IMMEDIATELY MAKE A, UM, AN APPEAL TO THE CITY COUNCIL AND IT GETS IT RIGHT BEFORE YOU SO IT'S NOT

DRAWN OUT AND ISSUES CAN BE HANDLED IMMEDIATELY.

SO SOME OF THE THINGS THAT WE WOULD RECOMMEND IS THAT WE REQUIRE ALL ORGANIZATIONS THAT ENGAGE IN EMERGENCY SERVICE, HOUSING PLACEMENT ACTIVITIES.

AND IN MY MIND, THAT WOULD INCLUDE EXISTING ORGANIZATIONS THAT WE HAVE LONG-STANDING RELATIONSHIPS WITH, SUCH AS EAST COUNTY TRANSITIONAL LIVING CENTER, OUR OUR OWN CONTRACTORS, HOMESTART CRISIS HOUSE.

BUT IT WOULD ALSO HAVE A, WOULD ALSO ALLOW US TO REGULATE OTHER AGENCIES, CONTRACTORS THAT DO BUSINESS IN THE CITY OF EL CAJON.

ONE, THEY'D BE REQUIRED TO HAVE A BUSINESS LICENSE, WHICH I DON'T THINK MANY OF THOSE OUTSIDE CONTRACTORS THAT ARE WORKING FOR OTHER ENTITIES HAVE A BUSINESS LICENSE.

IT WOULD REQUIRE THEM TO HAVE A DISCHARGE PLAN.

UM, I, I SHARED WITH THE MAYOR EARLIER TODAY, WHEN I SEE AN ENCAMPMENT OUTSIDE OF A MOTEL, I, I TYPICALLY STOP MY CAR AND TRY TO UNDERSTAND WHAT, WHY THEY'RE THERE.

AND NINE TIMES OUTTA 10, THEY WERE DISCHARGED OUT OF A COUNTY RUN PROGRAM FOR VIOLATING THE RULES.

RIGHT NOW, THE COUNTY HAS NO PLAN WHATSOEVER.

ONCE SOMEONE'S DISCHARGED, IF SOMEONE WAS PICKED UP IN SPRING VALLEY, THEY'RE BROUGHT TO EL CAJON, THEY VIOLATE A RULE AND ARE DISCHARGED.

THEY'RE LEFT ON THE CURB IN EL CAJON FOR US TO DEAL WITH.

WE THINK THAT ANYONE THAT'S DOING BUSINESS IN EL CAJON IN PROVIDING EMERGENCY SHELTER HOUSING SHOULD HAVE A DISCHARGE PLAN THAT INCLUDES OUR OWN CONTRACTORS AS WELL.

UM, WE THINK THAT THERE SHOULD BE A REQUIREMENT TO CONDUCT A BACKGROUND CHECK.

WE DON'T THINK THAT'S OUT OF ORDINARY.

UH, WHEN IF YOU OR I WERE TO GO RENT AN APARTMENT, WE WOULD BE SUBJECTING OURSELVES TO A BACKGROUND CHECK.

UM, WE ALSO THINK THAT THE, THE CONTRACTOR, IT'S, IT'S ON THEIR RESPONSIBILITY TO INFORM THE CITY OF PLACEMENTS, UM, AND PROVIDE USEFUL INFORMATION SUCH AS DEMOGRAPHIC INFORMATION OR OTHER INFORMATION THAT WE MAY DEEM APPROPRIATE.

AND WE PLAN ON SITTING DOWN WITH THESE ENTITIES TO UNDERSTAND WHAT THEY THINK WOULD BE HELPFUL FOR US TO, TO SHARE, TO, FOR US TO UNDERSTAND SO WE CAN HELP THEM AS WELL.

SO WE NEED BETTER PARTNERS IN THIS WHOLE PROCESS.

AND THEN LASTLY, WE WOULD INCLUDE SOME SEX OFFENDER REGULATIONS.

I'LL, I'LL ADDRESS THOSE RIGHT NOW.

SO ONE, WE WOULD REQUIRE THE PLACING AGENCY TO ENSURE THAT IF THERE IS A DISTANCE RESTRICTION OF AN INDIVIDUAL THAT THEY'RE PLACING FROM A SCHOOL OR A PARK OR A, A DAYCARE FACILITY, THAT THOSE RESTRICTIONS THAT ARE, THAT ARE SPECIFICALLY IDENTIFIED IN PAROLE OR PROBATION ARE ADHERED TO.

UM, SECOND, THAT NO OFFENDER WITH A, WHAT'S CALLED A STATIC 99 R SCORE OF FOUR OR ABOVE WOULD BE ALLOWED OR PERMITTED.

AND IF YOU GO TO MEGAN'S LAW, YOU CAN KIND OF UNDERSTAND WHAT SOME OF THOSE SCORES ARE.

IF IT'S FOUR OR ABOVE, THERE'S A HIGH PROPENSITY OF, UM, REOCCURRING OFFENSE AND UNDER IT'S A LOWER THRESHOLD, BUT FOUR AND ABOVE, UH, I WOULD CONSIDER DANGEROUS IN OUR COMMUNITY.

AND IF THEY'RE NOT FROM OUR COMMUNITY, THEY SHOULDN'T BE HOUSED IN OUR COMMUNITY.

UM, AND LASTLY, THERE SHOULD BE A REQUIREMENT FOR THE AGENCY TO NOTIFY THE POLICE DEPARTMENT WITHIN TWO HOURS.

AND THIS IS, THE ONUS DOES NOT BECOME ON THE PERSON BEING HOUSED.

CRIMES AGAINST CHILDREN ARE SOMETHING THAT, THAT WE DON'T TAKE LIGHTLY.

I REMEMBER EVERY SINGLE CHILD I HAVE EVER PERFORMED CPR ON AND LOST EVERY DETAIL ABOUT THESE FRAGILE MEMBERS OF OUR SOCIETY.

I BELIEVE WE CAN ALL ATTEST TO THE TRANSIENT ISSUES WITHIN THE CITY, AND NOW MORE THAN EVER UNDERSTAND THE GRAVITY OF THE SITUATION.

THE COUNCIL, THE MAYOR AND THE CHIEF AND THE CITY MANAGER, UH, HAVE DRAWN, DRAWN A LINE OF THE SENATE IN ORDER TO PROTECT OUR MOST VALUABLE MEMBERS OF SOCIETY, OUR CHILDREN.

YOU HAVE DRAWN A LINE KNOWING THE POSSIBLE REPERCUSSIONS FROM THE CITY AND THE STATE.

IT'S NOT EASY TO DRAW A LINE IN THE SAND BECAUSE IF YOU ALLOW SOMEONE TO STEP OVER IT, YOU MAY BE LABELED A COWARD.

UM, THE COMPROMISE SOLUTIONS THAT CAN CHANGE ON A DIME AFTER A CRIME'S ALREADY HAPPENED, OR QUOTE, STAFF RECOMMENDS REQUIRE ENTITIES TO ORGANIZA AND ORGANIZATIONS THAT ENGAGE IN THE COUNTY'S EMERGENCY HOUSING PLACEMENT PROGRAM TO FIRST OBTAIN A SPECIAL OPERATIONS LICENSE BEFORE BEING ABLE TO OPERATE OR PROVIDE SERVICES IN THE CITY, INCLUDING ESTABLISHING DISTANCE LIMITS REGARDING THE PLACEMENTS OF ANY SEX OFFENDERS FROM SCHOOLS, DAYCARES, PUBLIC PARKS, NOT PLACING A SEX OFFENDER WITH THAT HIGH SCORE OF FOUR AND ABOVE IN EL CAJON REPORTING TO THE POLICE DEPARTMENT WITHIN TWO HOURS OF PLACEMENT THAT A SEX OFFENDER IS BEING PLACED HERE IN EL CAJON.

PLACEMENT LOCATION, A NUMBER OF PARTICIPANTS TO BE KNOWN AND A CRIMINAL BACKGROUND CHECK ON THE PARTICIPANTS.

THAT'S ALL GREAT, BUT I WOULD ASK WHY APPROVE OF SEX OFFENDERS AT ALL? AND A LICENSE WILL NOT STOP A CRIME.

IT'LL JUST MAKE THE ORGANIZATION'S PAY FEES TO THE CITY COUNTY SUPERVISOR, JOEL ANDERSON'S FRAUDULENT MOTEL VOUCHER PROGRAM WHERE HOMELESS PEOPLE GET SHIFTED IN MOTELS PAST THE 28 DAY LIMIT HAS COST TAXPAYERS OVER 4.1 MILLION SO FAR PATH, WHO'S CONTRACTED WITH THE COUNTY TO PROVIDE THIS SERVICE? GAVE A STATEMENT TO K U S I NEWS THAT SAID, QUOTE, CRIMINAL BACKGROUNDS DO NOT PRECLUDE INDIVIDUALS FROM RECEIVING SERVICES.

BOTH OF THE REGISTERED SEX OFFENDERS AT THE MOTEL SIX WERE REFERRED TO US BY THE COUNTY OF SAN DIEGO.

SO THE ALLEGED VICTIMS OF THOSE TWO PEDOPHILES ALLEGED PEDOPHILES NEED TO MAKE SURE TO SUE THE COUNTY AS WELL AS EACH SUPERVISOR WHO APPROVED THIS PROGRAM TO BEGIN WITH.

IT IS NOT JUST NATE FLETCHER, IT'S ALL OF THEM THAT APPROVED IT.

BUT WHY HAVE YOU COUNCIL MEMBERS ALSO GONE ALONG WITH THIS FRAUDULENT AND CRIME CAUSING PROGRAM? THE CITY OF SANTI COUNCIL, THEIRS, AND HAS NO INTENTION OF EVER BRINGING IT BACK BECAUSE OF THE THE CRIME IT CREATES.

WHY CAN'T THE CITY OF ELCON DO THE EXACT SAME THING? WHY MUST YOU COUNCIL MEMBERS KEEP SOMETHING YOU ALL BELIEVE HAS LED TO PEDOPHILIC RAPES BY REGISTERED SEX OFFENDERS? AND WHY ALLOW HOMELESS PEOPLE FROM DOWNTOWN TO BE DUMPED LIKE HUMAN GARBAGE HERE INTO EL CAJON? JUST USING THE WORD HOMELESS DOESN'T CUT IT.

FOR PEOPLE WHO SEE THROUGH THIS AND ALL OTHER FRAUDULENT COUNTY PROGRAMS. COUNTY SUPERVISOR JOEL ANDERSON LIED AND SAID SOMETHING LIKE 96% OF HOMELESS ARE NATIVE TO EAST COUNTY, BUT HERE'S WHERE HE TOLD THE TRUTH.

WE'VE WORKED ON HOMELESSNESS FOR A DECADE, AND WE HAVE FAILED TIME AND TIME.

WE FAILED.

UM, OUR HOME HAD SOME SUBSTANCE ABUSE, MENTAL HEALTH ISSUES BECAUSE OF THAT, WE UTILIZED SOME PROGRAMS FROM THE Y W C A, UM, BATTERED WOMEN'S PROGRAMS. THERE WERE TIMES THAT WE DID NOT LIVE AT HOME.

IT WASN'T SAFE.

UM, I DON'T KNOW IF WE WOULD'VE BEEN RECIPIENTS OF MOTEL VOUCHERS OR, YOU KNOW, AT LEAST A PART OF THAT PROGRAM, BUT I'M JUST SAYING THAT TO SAY I'M FAMILIAR WITH THESE PROGRAMS. I HAVE RECEIVED SOME, I'M, I'VE BENEFITED FROM SOME OF THE PROGRAMS THAT ARE HERE IN THE COUNTY OF SAN DIEGO.

I WILL ALSO SAY THAT MY DAD DIED HOMELESS WHILE HOMELESS HERE IN SAN DIEGO.

HE WAS STAYING IN A ST.

VINCENT DEPAUL SHELTER.

THAT SHELTER REQUIRED MENTAL HEALTH SERVICES BE UTILIZED, THAT HE BE CLEAN WHILE HE WAS THERE, AND THEY HAD A JOB REQUIREMENT.

SO THERE, AT LEAST WHEN HE WAS HOMELESS, THERE WAS A SENSE OF DIGNITY.

HE WAS GETTING BACK ON HIS FEET.

AND UNFORTUNATELY, MY DAD DIDN'T GET TO A PLACE WHERE HE WAS 100%.

BUT WHEN YOU CONTRAST THAT WITH THE HOUSING FIRST PHILOSOPHY OF SAN DIEGO COUNTY, I CAN'T HELP BUT BE REALLY CONCERNED JUST IN CONTRASTING THE DIGNITY, THE PROGRESS, THE IDEA THAT THOSE PROGRAMS THAT MY FAMILY HAS UTILIZED WERE NEVER INTENDED TO BE PERMANENT.

AND QUITE FRANKLY, THESE VOUCHER PROGRAMS REALLY SHOULDN'T BE EITHER WITH ZERO ACCOUNTABILITY, ZERO REQUIREMENTS, ZERO FOLLOW UP, ZERO BACKGROUND CHECKS, ZERO NOTIFICATION OF SEX OFFENDERS BEING PLACED, ZERO HAPPENING WHEN CRIMES ARE BEING COMMITTED BY PEOPLE WHO ARE RECEIVING THESE VOUCHERS.

I CAN'T HELP BUT BE REALLY CONCERNED.

AND WHEN I THINK BACK TO

UM, I WANT TO ECHO SOME OF THE POINTS I THINK I HAD MADE LAST FALL WHEN THIS ISSUE FIRST CAME TO THE FORE.

AS YOU CONSIDER ORDINANCES AND ENFORCEMENT MECHANISMS, UM, I'VE BEEN HEARTENED AND INSPIRED AND, AND ALSO CONCERNED TO HEAR SOME OF THE STORIES OF, UH, THE FELLOW SPEAKERS AND RESIDENTS.

AND ALSO JUST TO READ ABOUT THE INCIDENTS THAT HAVE OCCURRED IN OUR CITY, UM, AND ABSOLUTELY SUPPORT THE COUNCIL AND THE CITY IN EVERYTHING WE CAN TO ENSURE PUBLIC SAFETY IN THESE HOTELS ON OUR CITY STREETS, UM, THROUGHOUT THE CITY.

UM, I DO HAVE, UM, CONCERNS ABOUT THE APPROACH IN THE IMPLEMENTATION OR EXECUTION OF IT.

UM, THE FEASIBILITY OF SOME OF THE MEASURES, UM, GIVEN THAT ANY VIOLATIONS I THINK WOULD LIKELY NEED TO BE PROSECUTED THROUGH THE DISTRICT ATTORNEY'S OFFICE, WHICH IS ALSO WITH THE COUNTY.

UM, SO I WOULD ENCOURAGE THE CITY TO HAVE, UM, AS COUNCIL MEMBER KENDRICK NOTED, UH, TO CONTINUE AND NOT GIVE UP ON, UM, PARTNERSHIP AND DIALOGUE WITH THE COUNTY, UM, IN THE HO OF SOLUTIONS OFFICES, ALSO WITH THE DISTRICT ATTORNEY DIRECTLY IF NEEDED.

UM, GIVEN THAT THERE'S A LITTLE BIT DIFFERENT ACCOUNTABILITY STRUCTURES TO THE DISTRICT ATTORNEY RELATIVE TO THE SUPERVISOR AND COUNTY STAFF, UM, I ALSO DON'T WANT THE CITY TO GET SUED OVER THIS.

AND I THINK THAT THERE IS LEGAL LIABILITY AND EXPOSURE WITH A NUMBER OF THE PROPOSALS OR RECOMMENDATIONS.

PRIMARILY THERE REMAIN, IN MY OPINION, UH, VIOLATIONS OF CALIFORNIA HOUSING DISCRIMINATION LAWS IN THE PROPOSED ORDINANCES.

I THINK ANY, UM, AS MUCH AS I SUPPORT INCREASED BACKGROUND CHECKS AND THE COUNTY AND ITS CONTRACTORS ACTUALLY DOING THOSE BACKGROUND CHECKS AND REGULARLY DOING THEM AS THE STATUS FROM THREE MONTHS AGO MAY HAVE CHANGED TO TODAY FOR PARTICIPANTS IN THE PROGRAM.

UM, MY UNDERSTANDING OF CALIFORNIAN, UM, ANTI-DISCRIMINATION LAW REQUIRES THAT YOU NOT DISCRIMINATE BASED ON SOURCE OF INCOME.

HOTEL VOUCHERS ARE A SOURCE OF INCOME, THEREFORE, ANY APPLICATION OF A REQUIREMENT, PROHIBITION RESTRICTION ON RECIPIENTS OR HOTEL, UH, FOLKS STAYING IN THESE HOTELS, THAT APPLIES ONLY TO THE POPULATION OF FOLKS PAYING VIA HOTEL VOUCHER AND NOT TO OTHER GUESTS LIKELY RUNS THE FOUL OF STATE LAW.

SO I ENCOURAGE THE COUNCIL TO CONTINUE TO BE CREATIVE AND THINK THROUGH SOLUTIONS WORKING WITHIN THAT FRAMEWORK.

UM, BUT I WOULD FURTHER HATE FOR US TO SPEND TIME ON THIS, IMPLEMENT IT, WASTE MONEY IN LITIGATION, AND THEN BE BACK AT SQUARE ONE IN SIX MONTHS OR A YEAR FROM NOW AS WELL.

UM, SO I JUST WOULD ECHO THE CONTINUED FOCUS AS, UM, OTHERS HAD MENTIONED.

I THINK ON THE CALLS FOR SERVICE AS THE METRIC, THERE'S PLENTY TO WORK WITH THERE.

I SUPPORT THE ENFORCEMENT MECHANISMS THAT'LL BE DONE TO REFER PROBLEMATIC PROPERTIES TO PLANNING COMMISSION AND OTHER MECHANISMS. I THINK WE CAN CONTINUE, CONTINUE TO DO THAT WITHOUT RUNNING ENOUGH FOUL OF STATE LAW.

I DO BELIEVE A FREE BACKGROUND CHECK IS OKAY BECAUSE TENANTS FOR APARTMENTS SIGN, UH, PERMISSION THAT YOU CAN CHECK MY CREDIT AND YOU CAN CHECK MY BACKGROUND.

I PROBABLY HAVE TO BELIEVE IT'S SOMEWHERE IN HERE WHEN THEY JOIN THESE PROGRAMS, THEY, UH, HAVE SIMILAR APPROVALS, UH, IN THE SAME WAY THAT, UH, SECTION EIGHT PEOPLE MIGHT HAVE TO UNDERGO A BACKGROUND CHECKS.

IF YOU WANT TO DO BUSINESS AND MAKE $147 A NIGHT ON A VOUCHER THAT THE PUBLIC CAN GO RENT FOR 79 TO $95, SOMETHING'S BACKWARDS IN THAT SITUATION.

THAT'S A WASTE OF TAXPAYER MONEY.

UM, LIVING OUT OF STORAGE FACILITIES.

COUNCILMAN GOBEL BUILDS HOMELESS SHELTERS WITH HIS OWN TWO HANDS ON THE WEEKENDS.

COUNCILMAN GARY KENDRICK HOUSES HOMELESS PEOPLE IN HIS HOUSE IN VACANT ROOMS. I WANNA KNOW HOW MANY PEOPLE OUT THERE HOUSE PEOPLE IN THEIR OWN HOUSE, FORMERLY HOMELESS PEOPLE.

HE OPENS IT UP TO THEM.

AND MAYOR WELLS IS, HAS WORKED IN EMERGENCY ROOMS FACE-TO-FACE WITH HOMELESS INDIVIDUALS, UM, AS A DOCTOR AND A NURSE.

SO I WOULD PUT OUR EXPERTISE AGAINST ANYBODYS AND EXPERIENCE AGAINST ANYBODYS IN CALIFORNIA.

WE DO A GOOD JOB IN EL CAJON.

WE DO A VERY GOOD JOB IN EL CAJON MANAGING HOMELESS AND HELPING THEM IF THEY WANT TO BE HELPED.

BUT JUST BECAUSE YOU'RE HOMELESS DOESN'T MEAN YOU DON'T GET TO COMMIT CRIME.

UM, AND, AND WHAT SHOULD BE HAPPENING IS THIS IS A CRISIS.

THIS CRISIS OCCURRED WITH MINORS AND IT EXTENDS BEYOND THE MINORS.

WHAT ABOUT THE BUSINESS OWNERS? WHAT ABOUT THE, THE, THE VICTIMS THAT ARE ADULTS OF, OF HARASSMENT AND, UH, ASSAULT? WHAT'S HAPPENING ON THE SURFACE? THERE'S A VERY DEEP UNDERBELLY OF THINGS OCCURRING MORE THAN JUST WHAT WE'RE SEEING.

AND WHAT SHOULD HAVE HAPPENED IS ALL PARTIES INVOLVED, THE COUNTY, IT'S, IT'S, UM, IT'S CONTRACTORS, THE NONPROFITS, OUR CITY, THE MOTEL OWNERS SHOULD HAVE ALL HUDDLED UP TOGETHER AND SAID, WHAT DO WE NEED TO DO TO STOP THIS? WHAT, WHAT NEEDS TO HAPPEN? BUT THAT HASN'T HAPPENED.

AND SOME OF THE MOTEL OWNERS HAVE DONE THAT, AND WE'VE HAD SOME KIND OF CONTRACTORS THAT HAVE COME TOGETHER.

BUT WHAT SHOULD HAVE HAPPENED IS THAT IMMEDIATELY WHAT HAPPENED IN THE EL CAJONS, IN IN SUITES WHEN THAT YOUNG HIGH SCHOOL GIRL WAS SHOT IN THE HEAD, WE SHOULD HAVE SAID, WAIT A MINUTE.

WE NEED, WE NEED TO GET TOGETHER.

WE CAN DO BETTER THAN THIS.

GOBEL SAT ON A SUBCOMMITTEE, AS YOU RECALL, THAT MET WITH MOTEL OWNERS BACK IN THE FALL, AND WE STARTED TO RECEIVE ANECDOTAL INFORMATION ABOUT, UH, MOTEL, UM, THAT WERE PARTICIPATING MOTELS THAT WERE PARTICIPATING IN THE VOUCHER PROGRAM THAT WERE RECEIVING AS MUCH AS $149 A NIGHT WHEN THE ACTUAL PUBLICLY ADVERTISED RATE FOR THE SAME HOTELS THAT WE KNOW ARE PARTICIPATING IN THE PROGRAM.

WERE MUCH, MUCH LESS THAN THAT.

AGAIN, WE ONLY HAVE ANECDOTAL EVIDENCE, HOWEVER, WE THOUGHT IT WAS VERY IMPORTANT IN THE INTEREST OF, UH, PROTECTING TAXPAYER MONEY TO MAKE THE GRAND JURY AWARE OF THIS.

SINCE THE COUNTY HAS NOT BEEN FORTHCOMING WITH NUMEROUS REQUESTS TO OBTAIN INFORMATION ON THE AMOUNTS PAID FOR ROOMS UNDER THIS PROGRAM, OR THE AMOUNT OF REIMBURSEMENT PROVIDED TO COUNTY CONTRACTORS, UNDERSTANDING PRECISELY HOW TAXPAYER FUNDS ARE BEING USED HAS BEEN DIFFICULT.

TOO IMPOSSIBLE.

THAT'S A NICE WAY OF SAYING THE COUNTY BOARD OF SUPERVISORS IS MADE UP OF LIARS WHO KNOWINGLY AND TRY TO SECRETLY MISUSE OUR MONEY.

PLEASE ALLOW COUNTY SUPERVISOR JOEL ANDERSON TO TAKE THIS ONE ON TOO.

WELL, I, I THINK THAT ANYTIME THERE'S A POSSIBILITY THAT THAT PUBLIC FUNDS ARE BEING MISSPENT, UH, THERE SHOULD BE, YOU KNOW, UH, UH, CHECKS AND BALANCES TO ENSURE THAT THE MONEY'S NOT SPENT, UH, FOOLISHLY OR IN A CROOKED MANNER.

THE COUNTY CONTRACTS WITH THIRD PARTY SERVICE PROVIDERS TO SECURE MOTEL ROOMS FOR HOMELESS INDIVIDUALS.

THE SERVERS PROVIDERS MAY PAY THE MOTEL OPERATORS FOR MOTEL ROOMS AND ARE THEN REIMBURSED BY THE COUNTY FROM STATE AND OR FEDERAL FUNDS.

YOU SEE WHAT THAT REVEALS IS THAT ALL OF THIS FRAUD STEMS FROM THE FEDERAL GOVERNMENT, WHICH THE STATE GOVERNMENT BUYS INTO, AND THEN COUNTY GOVERNMENT BUYS INTO IT.

AND LASTLY, THE CITY GOVERNMENT BUYS INTO IT AS WELL BECAUSE NOBODY'S GOT ENOUGH ETHICS TO SAY NO TO THE FEDERAL FUNNEL.

EVERY SINGLE COMPROMISER ALONG THE WAY DOWN HERE TO THE CITY COUNCIL LEVEL HAS REFUSED TO STOP CHOOSING TO FILL THEIR MONEY BUCKETS RATHER THAN HAVE A BACKBONE AND DO THE RIGHT THING FOR WANTS THE SOLUTION, SOLUTION THIS ITEM OFFERS IS REQUEST THAT THE SAN DIEGO COUNTY GRAND JURY LOOK INTO THIS PROGRAM.

ISN'T THAT FUN? UH, THE REPORT ALSO SAYS THAT THE CITY OF ELK HOLMES'S REGULAR SALES TAX REVENUE INCREASED BY 2.1 MILLION, AND THE CITY'S ADDITIONAL DISTRICT SALES TAX KNOWN AS PROP J, ALSO INCREASED 1.4 MILLION WHILE PROPERTY TAXES INCREASED BY 11 BILLION.

AND THE CITY COLLECTED OVER 66,000 IN MOTOR VEHICLE LICENSE FEES,

OVER 1.8 MILLION IN LICENSE AND PERMITS, AND OVER 2.7 MILLION IN GAS TAXES.

THE CITY'S TOTAL NET POSITION WAS 242.9 MILLION BUSINESS TYPE ACTIVITIES, TOTAL 75.2 MILLION.

AND YOU SEE THAT ALL OF THAT'S WHAT HAPPENS WHEN REPRESENTATIVE GOVERNMENT BECOMES A FASCIST MUNICIPAL CORPORATION.

AND WHAT DID THAT CORPORATION, THE CITY OF EL CAJON DO WITH ALL THAT INCREASING AMOUNT OF TAXPAYERS MONEY, THEY HAD INVESTMENTS, ALMOST 30 MILLION IN US AGENCY SECURITIES, OVER 70 MILLION IN US TREASURIES, ALMOST 6 MILLION IN COMMERCIAL PAPER, OVER 9.6 MILLION IN CORPORATE NOTES.

OVER 604,000 IN CERTIFICATES OF DEPOSIT, OVER 1 MILLION IN FOREIGN ISSUES, AND OVER $156,000 ENDING MUNICIPAL DEBT.

THAT'S A TOTAL OF OVER 117 MILLION OF INVESTMENTS.

AND YET, QUOTE, INVESTMENT EARNINGS DECREASED BY 2.9 MILLION DUE TO UNREALIZED LOSSES ON THE CITY'S INVESTMENTS.

THEY FAILED AT GAMBLING PEOPLE'S MONEY AWAY.

THE REPORT SAYS THAT THE CITY GOT 48 9 0.9 MILLION AND AMERICAN DESTRUCTION PLAN ACT DEBT DOLLARS THAT HAVE CAUSED THIS INCREASING INFLATION.

UH, A LOCAL DEVELOPER HAS BEEN IN CONTACT WITH HIM, BUT THERE IS NOT A MEETING OF THE MINDS WITH REGARD TO THE MARKET VALUE OF THE PROPERTY.

UM, WE ALSO HAVE ECONOMIC DEVELOPMENT FUNDS, ARPA FUNDS THAT NEED TO BE PROGRAMMED AND SPENT IN A CERTAIN AMOUNT OF TIME.

WE MAY ALSO WANT TO BE A PARTICIPANT IN THIS.

WE DON'T KNOW.

UH, IF WE WERE WANTING TO BE A PARTICIPANT, WE WOULD OBVIOUSLY COME TO THE COUNCIL AND TALK ABOUT THE PLAN THAT WE HAD.

NOW, ARE YOU COUNCIL MEMBERS PLANNING ON RUNNING A MOTEL WHO WANTS TO STAY AT A GOVERNMENT OWNED AND RUN MOTEL? WHAT IS THIS THE SOVIET UNION? OR WOULD THE PURCHASE BE TO SIMPLY TAKE IT OFF THE MARKET AWAY FROM THE COUNTY'S ABILITY TO USE IT AS A DUMPING GROUND FOR THE HOMELESS? I DON'T THINK EITHER ONE'S A GOOD IDEA THOUGH.

I MEAN, A LOT OF TIMES I HEAR FROM THESE PROVIDERS ABOUT WE SERVED X AMOUNT, WE COULD SERVE MORE IF WE HAD MORE FUNDING.

WELL, THE IDEA IS TO GET LESS FUNDING THOSE NUMBERS DOWN AND GET IT TO A POINT WHERE YOU DON'T NEED ANY FUNDING AT ALL.

BUT IT'S, IT FEEDS ON ITSELF WITH A LOT OF THESE ORGANIZATIONS.

AND I THINK THERE'S REALLY AN OPPORTUNITY TO EXPLORE WITH THAT PROPERTY OWNER IF THEY MIGHT BE, UH, WILLING TO PUT THAT ON THE MARKET AND MAYBE DEVELOP THOSE TWO PROPERTIES TOGETHER AND REALLY HAVE AN OPPORTUNITY TO, TO CONNECT THAT AS WELL.

UM, RELATEDLY, UM, THAT INTERSECTION AT ELMONTE IS VERY DANGEROUS WITH LEFT TURNS COMING OFF OF THERE.
