IT'S BEEN A TOUGH THREE YEARS FOR LAW ENFORCEMENT AND I CAN'T TELL YOU AS A FORMER MEMBER OF THE POLICE DEPARTMENT, AS A, UH, UH, FORMER TEACHER OF OFFICERS THAT ARE PRESENT, UH, I CAN'T TELL YOU HOW MUCH IT'S APPRECIATED AS A CITIZEN OF EL CAJON THAT WE HAVE YOUR SUPPORT, THE DEPARTMENT HAS YOUR SUPPORT.

I'VE BEEN THROUGH TIMES WHEN THE CITY COUNCIL WAS NOT SO, HOW SHOULD I SAY IT? SUPPORTIVE.

BUT, UH, THESE LAST THREE YEARS HAVE BEEN VERY, VERY DIFFICULT FOR LAW ENFORCEMENT AND I JUST HAD TO SET STEP UP AND THANK YOU FOR TAKING CARE OF THE MEN AND WOMEN OF OUR DEPARTMENT.

I HAVE A SOFT SPOT FOR THIS DEPARTMENT BECAUSE I'VE WORKED THERE.

I KNOW THEY TAKE CARE OF BUSINESS.

THEY'RE PROFESSIONAL.

AND, UM, I, I, THAT'S ABOUT ALL I HAVE TO SAY.

I CAN'T SAY IT MUCH BETTER.

UM, HE IS AN EXTREMELY CORRUPT AND BIASED JUDGE AND MAKING THE CITY MORE UNSAFE EVERY DAY.

HE'S ON THE BENCH.

I KNOW HE IS JUST RECENTLY APPOINTED, AND I ACTUALLY HAD EXPERIENCE DEALING WITH THE JUDGE BEFORE HIM AND COULD PROVE BETWEEN THE TWO CASES, UM, WHAT THE BIAS AND CORRUPTION IS.

UM, YOU COULD GO TO ANY LOCAL GUN SHOP IN EL CAJON AND THEY KNOW HIS NAME ALREADY.

HE IS ON THE SIDE OF THE CRIMINALS AND HE NEEDS TO BE LOOKED INTO BY THE CITY.

JUST, UH, I, I UNDERSTAND WHAT YOU'RE SAYING.

I JUST WANNA LET YOU KNOW THAT THE CITY HAS NO JURISDICTION OVER JUDGES AT ALL.

OKAY.

SO WHAT WOULD PEOPLE BE ABLE TO DO THAT HAVE ISSUES? THERE'S NOTHING.

I MEAN, HE'S IN THE POSITION OF POWER, AND THE ONLY THING YOU COULD DO IS FILE A COMPLAINT.

YOU KNOW, I'M GONNA ASK OUR CITY ATTORNEY HOW, HOW, HOW DO, UH, COMPLAINTS AGAINST JUDGES OR HOW ARE THEY HANDLED? WELL, SOMEBODY, EXCUSE ME, SOMEBODY HAS A COMPLAINT AGAINST A JUDGE AND FEELS THAT THEY'VE, UM, VIOLATED CERTAIN LAWS.

THEY SHOULD, UM, REPORT IT TO THE JUDICIAL COUNSEL UP IN, UH, SAN FRANCISCO AND FILE A COMPLAINT WITH THEM.

AND THEN, UM, THEY WILL INVESTIGATE IT.

UH, JUDGE'S BEHAVIOR.

I JUST THINK IT'S IMPORTANT THAT THE OFFICE HE'S IN IS FOR RESTRAINING ORDERS FOR WOMEN, AND IF I WAS A WOMAN THAT NEEDED A RESTRAINING ORDER, I WOULD TELL THEM TO MOVE TO A DIFFERENT CITY.

THAT'S HOW TERRIBLE OF A JUDGE HE IS NOT PROTECTING WOMEN IN THE CITY OF EL CAJON.

SO WHAT I HAVE FOR YOU TODAY, AND FIRST OF ALL, I WANNA THANK ALL OF THE COUNCIL MEMBERS WHO HAVE RICHLY SUPPORTED US IN SO MANY EFFORTS OF WHAT WE DO AT THE PREGNANCY CARE CLINIC.

THE CLINIC PROVIDES, UM, UH, ASSISTANCE FOR UNINTENDED PREGNANCIES, OFFERING THEM OPTIONS OF PLACING FOR ADOPTION, UM, HELPING THEM TO UNDERSTAND PARENTING.

WE OFFER PARENTING CLASSES AND SUPPORT CLASSES, AND WE ALSO DO TALK ABOUT ABORTION, HOW WE DON'T REFER TO ABORTION, AND WE GIVE THEM SOLUTIONS OF, UM, HEALING FROM ABORTIONS IF THEY HAVE HAD ONE.

SO TODAY I WANTED TO PRESENT TO YOU THAT WE ARE HAVING OUR ACTUAL 30TH ANNIVERSARY, UM, WALK FOR LIFE.

SO WE HAVE ACTUALLY BEEN OPERATING IN THE CITY OF EL CAJON FOR 30 YEARS.

UH, SO OUR WALK FOR LIFE IS GOING TO BE AN ACTUAL SPECTACULAR CELEBRATION HOSTED AT THE PROMENADE PARK.

AND, UH, THERE WILL BE FACE PAINTING AND, UH, MUSIC AND FREE HOTDOGS.

UM, COUNCILMAN ORTIZ HAS AGREED TO PRESENT FOR OUR, UH, RECOGNITION FOR OUR VOLUNTEER OF THE SEASON.

[10. Extension of Management Agreement with Live Nation RECOMMENDATION: That the City Council authorizes the City Manager to execute the First Amendment to the Management Agreement between the City of El Cajon and Live Nation Worldwide, Inc.]

ITEM 10 IS AN EXTENSION OF THE MANAGEMENT AGREEMENT WITH LIVE NATION, AND I'LL ASK STAFF TO TELL US ABOUT THAT, PLEASE.

HELLO, MAYOR.

HEARING COUNCIL MEMBERS GIMME ONE SEC WHILE I SET UP.

HI, PARIS.

HELLO.

ALL RIGHT.

SO I'M HERE TODAY TO PRESENT A PROPOSED CONTRACT AMENDMENT, UM, TO THE MANAGEMENT AGREEMENT WITH LIVE NATION, UM, WHICH WOULD EXTEND THE AGREEMENT BY TWO YEARS.

UM, ALL THE OTHER CONDITIONS WOULD REMAIN THE SAME.

LET'S SEE, SO CANADA, SOME BACKGROUND, UM, AS IT SITS RIGHT NOW, THE CONTRACT WITH LIVE NATION WOULD EXPIRE IN AUGUST OF 2024.

THE AGREEMENT WAS INITIALLY SIGNED IN 2018, UM, AND TOOK EFFECT, UM, IN SEPTEMBER, 2019 WHEN WE OPENED.

SO THE FIVE YEAR CLOCK STARTED THEN, UM, SIX MONTHS AFTER THAT, IN MARCH OF 2020, UH, STATE AND COUNTY REGULATIONS, UM, RELATED TO COVID EFFECTIVELY SHUT DOWN A THEATER.

UM, AND LIVE NATION HAD TO CLOSE OR CANCEL ALL THE SHOWS AND RESCHEDULE AND POSTPONE STUFF.

UM, IT WASN'T UNTIL AFTER SEPTEMBER OF 2021 THAT THE STATE'S SAFE, UH, REOPENING GUIDELINES ALLOWED US TO REOPEN THE THEATER.

AND AT THAT POINT, WE HAD BEEN CLOSED, UH, FOR 19 MONTHS CONSECUTIVELY, EVEN AFTER WE REOPENED.

UM, THE REOPENING WAS PRETTY SLOW.

UM, AND SO WE REALLY DIDN'T GET TRACTION AND BACK TO THE CAPACITY THAT THE THEATER, UM, WAS INTENDED TO OPERATE AT UNTIL SEVERAL MONTHS AFTER THAT.

SO THIS PAST SEPTEMBER OF 2022, UM, I PROVIDED THE COUNCIL WITH A FINANCIAL PERFORMANCE REPORT.

I WANTED TO INCLUDE SOME OF THOSE SLIDES.

UM, NOW, AND I'VE HAD THE CHANCE, UH, TO UPDATE SOME OF THESE SLIDES SO THAT YOU KIND OF GET A PICTURE AS TO WHERE WE'RE AT FINANCIALLY WITH THE THEATER.

UM, THIS FIRST SLIDE SHOWS THE NUMBER OF, UH, TARGET EVENTS AS IDENTIFIED IN THE CONTRACT.

UM, SO THE CONTRACT WITH LIVE NATION HAS A, HAS AN EXHIBIT IN IT, UH, WHICH INDICATES HOW MANY EVENTS ARE GONNA PERFORM EACH YEAR, AND IT KIND OF PROGRESSIVELY STEPS UP.

UM, YOU CAN SEE IN THE FIRST YEAR, UM, YOU KNOW, IN MARCH, UH, WE CLOSE DOWN.

UM, AND THEN THE SECOND YEAR IS ALMOST COMPLETELY CLOSED OR, OR PARTIALLY REOPENED, I GUESS YOU COULD SAY.

UM, IT'S NOT REALLY UNTIL OUR THIRD YEAR AND FOURTH YEAR THAT WE GET KIND OF MORE OF AN OPERATING PICTURE FOR THE FACILITY.

AND THIS YEAR WE'RE ESTIMATED IN 2022 AND 2023 TO, UM, HAVE 72 EVENTS, OR I SHOULD SAY WE'RE ON, ON TRACK TO REACH 72 EVENTS.

THIS SLIDE IS THE MAGNOLIA ADJUSTED OPERATING INCOME, UM, THROUGH DECEMBER OF 2022.

THAT'S THE MOST RECENT DATA THAT I HAVE.

UM, IT SHOWS YOU THE REVENUE FROM THE SHOWS MINUS THE SHOW EXPENSES AND FIXED EXPENSES.

UM, AND AS YOU CAN SEE, UM, SINCE 2021, WE'VE BEEN KIND OF TRENDING IN THE RIGHT TRACK.

IN FACT, FOR 22, 23, THAT'S FOR THE SIX FULL MONTHS THAT I HAVE.

AND WE'RE CURRENTLY SITTING, UM, IN THE POSITIVE BY ABOUT $250,000.

SO THIS IS, THIS IS BEFORE CITY EXPENSES.

THIS IS JUST THE MAGNOLIA'S OPERATING PICTURE, IF YOU WILL.

THIS SLIDE, UM, IS KIND OF A MORE STATIC SLIDE.

IT AT THE MOMENT, IT REPRESENTS, UM, OUR UTILITY EXPENSES, UH, OTHER EXPENSES THAT THE CITY HAS IN REGARDS TO MAINTAINING THE FACILITY, SUCH AS REPAIRING THE FACILITY AND INSURANCE FOR THE FACILITY.

AND SO WHEN YOU ADD THE MAGNOLIA'S OPERATING PICTURE OR A O I AND THE CITY'S EXPENSES, UM, THIS IS WHERE WE'RE CURRENTLY SITTING.

SO THROUGH DECEMBER, WE'RE SITTING AT ABOUT $38,000 SUBSIDY

FOR THE FACILITY.

UM, AND FOR THE NEXT SIX MONTHS, WE DON'T ANTICIPATE WE'RE GONNA BE DOING AS STRONG.

THE, UM, FOURTH QUARTER IS REALLY THE STRONGEST YEAR AT THE FACILITY.

UM, BUT WE STILL DO ANTICIPATE IT'S GONNA BE, UM, PRETTY CLOSE TO WHERE WE'RE AT.

IT'S, I THINK WE PROJECT, THE AOI RIGHT NOW IS ABOUT TWO 50, AND WE PROJECT BY YEAR'S END, IT'S GONNA BE ABOUT ONE 50.

UM, BUT STILL IN A GOOD POSITION.

THIS IS KIND OF OUR ATTENDANCE BY QUARTER OR SUMMARIZES OUR ATTENDANCE BY QUARTER.

UM, YOU CAN SEE THE FOURTH QUARTER OF 2022, UH, WE HAD A, OUR STRONGEST QUARTER AS FAR AS ATTENDANCE GOES AT THE FACILITY.

UM, I THINK WE HAD EDDIE VETTER AND MAYBE MORRIS WAS THAT PART OF Q4.

OKAY.

JUST EDDIE VETTER ALONE, HE'S A BIG ENOUGH DRAW.

UM, ANYWAYS, SO THIS KIND OF CAPTURES, UH, OUR ATTENDANCE TRENDS FOR THE FACILITY.

AND I WOULD JUST KIND OF NOTE THAT, UM, YOU KNOW, WE TALKED ABOUT HOW MUCH MONEY WE'RE SUBSIDIZING RIGHT NOW, AND RIGHT NOW WE'RE IN A GOOD SPOT.

PRIOR TO CLOSING IN 2009, WE'RE SUBSIDIZING THE FACILITY BY, WITH ABOUT $600,000 ANNUALLY.

SO WE'RE GETTING A PRETTY GOOD RETURN ON OUR INVESTMENT RIGHT NOW.

AND IF WE SECURE THE AGREEMENT, NOW WE'RE DOING SO AT A GOOD TIME, IS THE COST OF EVERYTHING, AS YOU KNOW, IS GOING UP.

UM, THIS GIVES US THE ABILITY TO LOCK IN OUR RATES, UM, BEYOND 2024 TO 2026.

UM, SO WITH THAT, I WOULD LIKE TO TURN IT OVER FOR QUESTIONS.

I HAVE, UH, PARIS LANDON WITH THE, WITH LIVE NATION HERE TO HELP ME ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

AS YOU'RE AWARE, UH, THE FIVE YEAR CONSOLIDATED PLAN IS THE CITY'S PLAN FOR ADDRESSING THE NEEDS OF EL CAJON LOW INCOME, UH, COMMUNITY RESIDENTS OVER A FIVE YEAR PERIOD.

AND THIS IS USING CDBG AND HOME FUNDS.

THE ANNUAL ACTION PLAN IS REQUIRED FOR EACH YEAR OF THE FIVE YEAR CONSOLIDATED PLAN.

THE ACTION PLAN IDENTIFIES PROJECTS AND ACTIVITIES TO MEET THE GOALS AND PRIORITIES IN THE CONSOLIDATED PLAN.

FISCAL YEAR 2324, WHICH IS BEING PRESENTED TODAY IS THE FIFTH AND LAST YEAR OF OUR CURRENT CONSOLIDATED PLAN FOR THIS PROCESS, A NOTICE OF FUNDING, AVAILABILITY, AND APPLICATION, UH, FOR C D B G AND HOME PROJECTS WAS PUBLISHED, UH, FOR A 30 DAY PERIOD THAT WAS BETWEEN NOVEMBER 21ST AND DECEMBER 21ST, 2022.

THROUGH THAT PROCESS, WE RECEIVED 12 ELIGIBLE APPLICATIONS, UH, 11 FOR C D B G, AND ONE FOR HOME.

HERE'S A HISTORICAL FUNDING FOR BOTH CDPG AND HOME PROJECTS.

UM, AND THESE ARE ALLOCATIONS RECEIVED YEARLY, UM, THROUGH HUD.

THE ESTIMATED FISCAL YEAR 2324 ALLOCATION WAS EXPECTED TO BE, UM, 1,000,219, UM, THOUSAND 861.

AND FOR HOME IT WAS EXPECTED TO BE 665,010.

UM, HOWEVER, HUD DID ANNOUNCE THE ACTUAL ALLOCATIONS FOR BOTH C BG AND HOME, UH, LATE YESTERDAY AFTERNOON.

SO WE DID NOT, UM, HAVE A CHANCE TO ACTUALLY UPDATE THIS.

SO WE WILL BE BASING IT OFF THIS ESTIMATED ALLOCATION FOR 2324 SHOWN ON THIS SLIDE.

UM, HOWEVER, THERE IS A SLIGHT INCREASE FROM LAST YEAR, UH, WHICH IS ABOUT A 0.75% FOR CD B G AND 3.61%

SO THE ACTUAL ALLOCATIONS WILL BE REFLECTED ON OUR SECOND PUBLIC HEARING IN APRIL.

UH, SO FOR CDPG, IN ADDITION TO THE ESTIMATED ALLOCATION, UH, OF THE 1.2, UH, STEPH HAS IDENTIFIED, UM, 170,000 $106 IN PER YEAR CDBG FUNDS THAT WILL ALSO BE RECOMMENDED FOR ALLOCATION TODAY.

STAFF'S RECOMMENDATIONS FOR CDBG FUNDING, UM, ARE LISTED HERE AND IN ATTACHMENT ONE AND NO, JUST ONE FOR CDBG SUMMARY ALLOCATIONS.

SO, UH, FOR PLANNING AND ADMINISTRATION, STAFF RECOMMENDS, UM, ADMINISTRATION OF THE CD, BG, AND HOME PROGRAMS AND THE AMOUNT OF $203,972 STAFF RECOMMENDS FOR HOUSING SERVICES IN THE AMOUNT OF 40,000 AND C D B G FUNDS.

AND THAT IS FOR CSA SAN DIEGO COUNTY.

UNDER PUBLIC SERVICES, OR SORRY, UNDER PUBLIC FACILITIES CAPITAL AND OTHER CATEGORY STAFF RECOMMENDS FUNDING A PILOT PROGRAM, THE EMERGENCY REPAIR PROGRAM, AND THE AMOUNT OF 60,000.

THIS IS A NEW PROGRAM.

SO I DO HAVE A SLIDE, UM, WITH ADDITIONAL DETAILS AFTER THIS.

STAFF IS ALSO RECOMMENDING FUNDING THE CONTINUATION OF 88, UH, CONCRETE IMPROVEMENTS FOR 2324 AND THE AMOUNT OF 864,866, AND THAT INCLUDES THE PRIOR YEAR.

CDBG FUNDS MENTIONED.

STEPH ALSO RECOMMENDS FUNDING THE HOME OF GUIDING HANDS PROJECT AND THE AMOUNT OF 38,000 $150.

THE STAFF REPORT, UH, DID MENTION THIS WAS CONTINGENT TO HUD DETERMINATION OF ELIGIBILITY.

WE DID RECEIVE, UM, HUD CONFIRMATION THAT THE ADA ACCESSIBILITY IMPROVEMENTS FOR THIS PROJECT ARE ELIGIBLE UNDER HUD FOR PUBLIC SERVICE CATEGORY.

AS YOU KNOW, THERE IS A 15% MAXIMUM.

UH, SO THE FUNDING ALLOCATIONS THAT STAFF IS RECOMMENDING IS $37,086 FOR CRIME-FREE MULTI-HOUSING, A HUNDRED THOUSAND FOR EMERGENCY SHELTER PROGRAM EC TLC 10,000, UH, FOR SENIOR CARE COORDINATION PROGRAM, ELDER HELP 10,000 800 993 FOR ROTATIONAL SHELTER PROGRAM, INTERFAITH, AND 25,000 FOR MEALS ON WHEELS.

EL CAJON, UM, MEALS ON WHEELS, , UH, THIS MAKES THE TOTAL CDBG ALLOCATION FOR 2324, INCLUDING PRIOR YEAR FUNDS, 1,389,967.

SO JUST TO PROVIDE A FEW DETAILS ON THE PILOT PROGRAM EMERGENCY REPAIR PROGRAM, UH, THIS WILL BE A FORGIVABLE LOAN UP TO $10,000 FOR SINGLE FAMILY AND ELIGIBLE MOBILE HOMES.

IT IS A FIVE YEAR TERM.

UM, IT IS CONVERTED INTO A GRANT, UM, BECAUSE IT IS FORGIVEN AT A ONE FIFTH RATIO, UM, EVERY YEAR.

UM, ELIGIBLE HOMEOWNERS, UM, CAN EARN OR WILL HAVE TO EARN LESS THAN 50% AMI FOR A HOUSEHOLD OF FOUR.

THAT WOULD BE THE MAXIMUM $65,050.

UM, ANNUALLY PRIORITY WILL BE PROVIDED FOR SENIORS AND PERSONS WITH DISABILITY.

SOME ELIGIBLE, ELIGIBLE REPAIRS NOT LIMITED TO WOULD INCLUDE ELECTRICAL WATER HEATERS, ROOF HEALTH AND SAFETY, AND, UM, ITEMS AFFECTING STABILITY.

MOVING ON TO THE RECOMMENDED HOME ALLOCATIONS.

UM, AGAIN, THE ESTIMATED HOME ALLOCATION FOR TWENTY THREE TWENTY FOUR, SIX HUNDRED AND SIXTY $5,010.

STEPH HAS ALSO IDENTIFIED, UM, PRIOR YEAR HOME FUNDS IN THE AMOUNT OF $2,365,757.

THERE IS A 10% MAXIMUM.

UM, SO STAFF IS RECOMMENDING 66,501 FOR THE CHILDREN RESERVE ALLOCATION, WHICH IS A REQUIRED MINIMUM OF 15% OF THE ANNUAL ALLOCATION, THAT WILL BE 99,752.

FOR THE RECOMMENDATION.

UM, THE LEFTOVER WOULD BE HOUSING PROGRAM POOL OF FUNDS, AND THAT WOULD BE IN THE AMOUNT OF F 498,757.

THIS WOULD BE FOR, FOR HOME BUYERS EARNING LESS THAN 80% AMI, UH, FOR A HOUSEHOLD OF FOUR THAT WOULD BE MAXIMUM 104,000 A HUNDRED DOLLARS ANNUALLY.

ONCE THIS FUNDING IS APPROVED, UH, THE FIRST STEP WOULD BE FOR SAN DIEGO HABITAT FOR HUMANITY TO IDENTIFY, UH, POTENTIAL SITES.

THEY HAVE DONE PAST PROJECTS HERE IN THE CITY OF, OF EL CAJON, UM, THAT WOULD INCLUDE VALENTINE FOUNDATION LANE AND BIRCHWOOD PROJECTS.

THE NEXT STEPS AFTER THIS PUBLIC HEARING WOULD BE TO PREPARE THE FISCAL YEAR 23 24 1 YEAR ACTION PLAN.

WE DO HAVE A SECOND PUBLIC HEARING FOR APPROVAL OF FINAL ALLOCATIONS AND ADOPTION OF ANNUAL ACTION PLAN.

UM, AN ADMINISTRATION NOW IS THROUGH THE SAN DIEGO HOUSING COMMISSION, SO THEY ARE DOING A LOT OF MARKETING FOR THIS PROGRAM AS OF NOW.

UH, THE CITY OF CA ALCOHOL IS FORTUNATE TO RECEIVE APPROXIMATELY 2.1 MILLION, UM, USING THE HUD PRESCRIBED NOTICES AND PLANNING REQUIREMENTS WHERE WE STARTED A CONSULTATION PROCESS WITH STAKEHOLDERS AND WITH THE PUBLIC.

AND TODAY WE'RE, UM, GONNA GO OVER THE SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN.

SO WHO CAN WE SERVE WITH THESE DOLLARS? SO HUD HAS IDENTIFIED THAT QUALIFYING POPULATIONS IDENTIFIED ON THE SLIDE ARE THE FOLKS THAT WERE SUPPOSED TO BE HELPING WITH THESE FUNDS.

AND OUR CURRENT, UM, DRAFT ACTION PLAN IS ON THE WEBSITE.

AND THAT COMMENT PERIOD IS FROM FEBRUARY 16TH THROUGH MARCH THE THIRD.

AND WE ALSO USE DATA FROM THE MOST RECENT POINT IN TIME COUNT FOR 2022.

AND THEN ON THE THESE ASSESSMENT AND GAP ANALYSIS, WE USE THE POINT IN TIME COUNT NUMBERS, UM, TO PRODUCE, UM, THESE, UM, FIGURES, SOME EMERGENCY SHELTER.

AT THE POINT IN TIME COUNT, THERE WAS 683 FOLKS HOUSED IN EMERGENCY SHELTER, FOUR 40 IN TRANSITIONAL HOUSING AND 185 WERE UNSHELTERED.

UM, WE ALSO LOOKED AT A CURRENT HOUSING PORTFOLIO OF AFFORDABLE HOUSING UNITS THROUGHOUT THE CITY.

WE CURRENTLY HAVE A HUNDRED AND I MEAN 1,153 EXISTING AFFORDABLE HOUSING UNITS THAT ARE DERE RESTRICTED.

UM, THERE'S ALSO 8,360, UM, APPLICANTS ON THE SECTION EIGHT WAITING LIST WAITING FOR A VOUCHER.

ALSO IN POPULATION GROUPS, WE USE CENSUS DATA AND WE FOUND OUT THAT 5,980, UM, RESIDENTS ARE AT GREATER RISK OF, UM, BECOMING HOMELESS.

UM, THAT'S DUE TO THE LOW INCOME THAT THEY HAVE.

THEY EARN BETWEEN ZERO AND 30% OF THE, THE AREA MEDIAN INCOME.

AND THE SECOND GROUP IS 3007 AND 25 HOUSEHOLDS THAT ARE ALSO AT RISK THAT MAKE BETWEEN 30 AND 50% OF THE AREA MEDIAN INCOME.

SO THE SURVEY RESULTS TO DATE, UM, INDICATE THAT, UM, THERE IS A GREATER NEED FOR DEVELOPMENT OF AFFORDABLE HOUSING, INCLUDING PERMANENT SUPPORTIVE HOUSING.

SO PERMANENT SUPPORTIVE HOUSING IS WHERE YOU HAVE ONSITE SERVICES.

SO THERE'LL BE LIKE A DEDICATED, UM, OFFICE AND THEY'LL PROVIDING, UM, DIFFERENT TYPES OF SERVICES, UM, PARTICULARLY FOR THE RESIDENTS.

SO THEY WOULDN NEED TO GO SOMEWHERE ELSE TO GET SOME TYPE OF SERVICES THAT'LL BE ONSITE.

SO IT'S KIND OF THE WORKERS AND THEN SOME FLEX FUNDS TO HELP PEOPLE GET HOUSED.

SO IF ANY LIKE SECURITY DEPOSIT ASSISTANCE FIRST AND LAST MONTH'S RENT, THERE'S FLEXIBILITY WITHIN THAT POT OF MONEY TO HELP FOLKS.

FROM WHAT I UNDERSTAND, THE MONEY IS THERE, BUT THE ADMINISTRATION OF THAT, OF THOSE FUNDS TO THE PEOPLE THAT NEED IT, WHAT IS THE HOLDUP? DO YOU KNOW? WELL, HUD TO THE AMERICAN RESCUE PLAN ALSO ALLOCATED ADDITIONAL VOUCHERS.

SELECT 300 MORE VOUCHERS WENT TO THE COUNTY TO ADMINISTER FOR ALL OTHER AREAS, INCLUDING EL CAJON.

UM, I UNDERSTAND THE WAITING LIST IS VERY LONG FOR SECTION EIGHT, BUT, UM, THE COUNTY IS REALLY TRYING TO WORK, I GUESS, IN CHANGING THEIR PRIORITY GROUPS.

CUZ RIGHT NOW THEY HAVE CERTAIN GROUPS THEY TARGET, AND A LOT OF FOLKS HAVE BEEN TRYING TO MAKE SURE THOSE VOUCHERS ALLOCATE TO THE HIGHEST NEED, WHICH WOULD BE IN THIS CASE, UM, HOMELESS OR THOSE ARE AT RISK OF HOMELESS AND NEED A VOUCHER.

UM, I KNOW THAT OUR SCHOOL DISTRICT, I WAS AT A HOMELESS, UH, HOUSING MEETING SOMETIME AGO WITH THE, UM, EAST COUNTY HOMELESS TASK FORCE.

THEY HAD, I BELIEVE IT WAS 340 STUDENTS IN THE CAJON VALLEY SCHOOL DISTRICT WHO WERE COUCH SURFING, LIVING IN THEIR CARS.

I DOUBT THAT THEY WERE ACTUALLY ON THE STREET BECAUSE IF YOU'RE A KID GOING TO SCHOOL AND LIVING ON THE STREET, THAT'S, IT'S EXTREMELY DIFFICULT.

HOW IS THAT BEING ADDRESSED? I MEAN, ARE SOME OF OUR FUNDS GOING TO BE GOING TO HELP MITIGATE SOME OF THOSE ISSUES AS WELL? THEY COULD BE USED, BUT I, I BELIEVE SCHOOL DISTRICTS GET THEIR OWN POT OF MONEY.

IT'S CALLED MCK MCKINNEY-VENTO ACT FUNDS, AND THEY GET SOME FUNDING TO ADDRESS THOSE ISSUES WITHIN SCHOOL DISTRICTS.

IN COUNCIL MEMBER MITCHELL, JUST ON THAT, ON THAT STUDY, YEAH.

WE, WE DOVE INTO SOME OF THE NUMBERS AND WE COULD NOT VERIFY SOME OF THAT.

SO I DON'T KNOW HOW ACCURATE THE STUDY WAS THAT THERE WERE THAT MANY STUDENTS BECAUSE WE, BECAUSE WE SPECIFICALLY ACTUALLY REACHED OUT TO THE SCHOOLS YEAH.

TO IDENTIFY THEM, TO CONNECT THEM WITH HOME, START TO SEE IF THERE WERE SOME FAMILIES THAT WE COULD HELP.

AND WE, WE STRUGGLED TO IDENTIFY THOSE FAMILIES.

MEMBERS OF COUNCIL, UM, TYPICALLY THIS TYPE OF ITEM, UH, YOU FIND IT ON CONSENT, UM, BUT I KNOW THAT THIS IS, UH, UM, AN ISSUE THAT IS NEAR AND DEAR TO THE COUNCIL AND IT'S A PRIORITY ISSUE, SO WE THOUGHT IT WOULD BE BETTER TO EXPLAIN EXACTLY WHAT'S GOING ON HERE.

UM, AS YOU RECALL, BACK IN 2021, THIS COUNCIL ADOPTED A SERIES OF ZONING ORDINANCE AMENDMENTS, UM, MAKING THE DEVELOPMENT OF DIGITAL BILLBOARDS ON CITY OWNED PROPERTY OR RIGHT OF WAY, UH, A POSSIBILITY.

UM, AFTER THAT, IN AUGUST OF 2022, UH, STAFF PREPARED, UH, AN R F P, UH, SEEKING QUALIFIED VENDORS TO DEVELOP THE DIGITAL MESSAGE BOARD, SIGN THE SITE IN QUESTION THAT THE COUNCIL AND THE STAFF HAD ENVISIONED WAS THE SITE, UM, AT THE, UM, NORTH JOHNSON AVENUE, UH, EXIT.

UM, THERE'S A PIECE OF CITY OWNED PROPERTY THERE ADJACENT TO THE MAZDA DEALERSHIP.

THAT WAS TO BE THE LOCATION OF THE SIGN, AND THAT'S THE DIRECTION THAT WE WERE MOVING.

AND THE REASON WHY WE ISSUED THE RFP WAS

FOR THE DEVELOPMENT OF THAT SITE.

UM, UH, THERE WERE THREE STAFF MEMBERS THAT WERE ON THE PANEL MYSELF, UH, COMMUNITY DEVELOPMENT DIRECTOR, TONY SHOOT, AND MANAGEMENT ANALYST, RYAN VIEGA, WHO REVIEWED ALL OF THE PROPOSALS AND CHOSE, UM, OUTDOOR ASSOCIATES AS THE BEST QUALIFIED.

AND WE BEGAN INITIAL A SERIES OF INITIAL, UH, CONVERSATIONS WITH OUTDOOR ASSOCIATES CONCERNING THAT SITE.

AS WE DIALOGUED WITH OUTDOOR ASSOCIATES, WE CAME TO FIND OUT THAT THIS SITE AT THE MAZDA DEALERSHIP ON JOHNSON, UH, AVENUE EXIT WAS GONNA BE VERY CHALLENGING.

THE ENTIRE, UH, CORRIDOR, UH, THE ENTIRE I EIGHT CORRIDOR THROUGH EL CAJON IS CLASSIFIED BY CALTRANS AS A LANDSCAPE CORRIDOR.

AND AS YOU KNOW FROM YOUR EXPERIENCE, UH, KNOWING THAT SITE, UM, THERE'S A, A STAND OF EUCALYPTUS TREES THERE THAT WOULD HAVE TO BE REMOVED.

UM, IT'S THE OPIN, IT WAS THE OPINION OF OUTDOOR ASSOCIATES.

STAFF CONCURRED THAT THE LIKELIHOOD OF CALTRANS APPROVING AN AMENDMENT, UH, REMOVING THAT DESIGNATION FROM THAT LOCATION WAS SLIM.

AND THAT THE, UH, OPPORTUNITY TO REMOVE THOSE TREES WOULD IN ALL LIKELIHOOD NOT BE GRANTED.

UM, SO WE STARTED TO LOOK AT OTHER SECONDARY SITES, AND IF WE FOUND A SECONDARY SITE, WE'RE STILL GOING TO HAVE TO AMEND THE CLASSIFICATION BECAUSE THE LANDSCAPE CORRIDOR CLASSIFICATION EXISTS THROUGHOUT THE ENTIRE CITY.

WE HAVE FOUND A SECOND SITE.

WE ARE LOOKING AT IT AND EXAMINING IT AND DETERMINING WHETHER IT WOULD BE APPROPRIATE FROM AN ACCESS STANDPOINT, WHETHER IT'S SUITABLE FOR THE DEVELOPMENT OF A SIGN.

BUT THAT'S, WE ARE MOVING TOWARDS, UH, A SECONDARY SITE TO BECOME THE PRIMARY SITE.

WE'RE, WE'RE, WE'RE JUST ABOUT READY TO DO THAT.

UH, COINCIDING WITH THAT, UM, OUTDOOR ASSOCIATES HAD SOME INTERNAL ISSUES THAT THEY THEN INFORMED US THAT THEY WOULD BE WITHDRAWING FROM THE PROCESS.

UM, NOT BECAUSE THEY COULDN'T DO THE JOB.

THIS WAS ENTIRELY A, A, A DECISION INTERNAL, NOT NOT HAVING ANYTHING TO DO WITH THE R F P.

SO WE FIND OURSELVES IN A POSITION WHERE THE VENDOR HAS WITHDRAWN, THE SITE IS UNTENABLE, AND WE'RE LOOKING AT A SECONDARY SITE.

THIS MAKES IT, UM, A REQUIREMENT THAT WE REVISE THE RFP, UH, GO OUT AGAIN AND SOLICIT PROPOSALS, A, ANALYZE THOSE PROPOSALS, MAKE A SELECTION, BEGIN THOSE DISCUSSIONS, AND EVENTUALLY BRING AN AGREEMENT BACK TO THE COUNCIL.

UM, SO THIS WAS GOING TO TAKE PROBABLY IN, INTO THE SPRING.

UM, BUT AGAIN, RECOGNIZING THE IMPORTANCE OF THIS ISSUE THAT THE COUNCIL PLACES ON IT, WE WILL MOVE WITH ALL DUE DILIGENCE AND GET IT BACK TO YOU AS QUICKLY AS WE CAN, AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

MY INTENT TODAY IS NOT TO GO THROUGH ALL 60 OF THE TASKS AND MILESTONES, BUT JUST TO GO THROUGH EACH PRIORITY AND SEE IF THERE'S ANY QUESTIONS ABOUT THE OUTCOMES OR PRIORITIES.

SO, UM, IT'S, IT'S A USEFUL TOOL FOR MANAGEMENT, BUT IT'S ALSO A USEFUL TOOL TO COMMUNICATE SOME OF THE AMAZING THINGS THAT ARE CURRENTLY BEING, UM, WORKED ON THROUGHOUT OUR COMMUNITY.

UH, AND I, THIS BEAUTIFICATION OBJECTIVE INCLUDES THE MURAL PROJECT, TALKS ABOUT THIRD PARTY CONTRACTOR REVIEW, AND THEN ALSO, UM, THE EXPLORATION OF TECHNOLOGICAL SOLUTIONS TO REALLY FOCUS ON CITY BEAUTIFICATION OR, OR NEIGHBORHOOD IMPROVEMENTS.

WE'LL PROBABLY BE WANTING TO EITHER GO IN CLOSE SESSION BECAUSE THERE'S SOME, UH, REAL ESTATE NEGOTIATIONS, OR WE MAY JUST DO SOME, SOME ONE-ON-ONE BRIEFINGS TO GET THE COUNCIL UPDATED ON WHERE WE'RE, WE'RE GOING WITH SOME IDEAS, BUT WE'RE HOPING TO GET SOMETHING BEFORE THE CITY COUNCIL RELATIVELY SOONER THAN LATER AS A FORMAL PACKAGE TO GO OUT TO THE, TO THE COMMUNITY.

UM, PARKWAY PLAZA CONTINUES TO BE A PRIORITY FOR THE CITY, AND I THINK THERE'S SOME OPPORTUNITIES THERE.

THE CAPSTONE, UM, THE STUDENTS AT SAN DIEGO STATE THAT ARE WORKING ON A CAPSTONE PROJECT CURRENTLY HAVE A, A SURVEY OUT.

AND SO WE WILL USE SOME OF THE MATERIAL FROM THAT TO HELP AN EDUCATION EFFORT AND, AND HOPEFULLY

UH, WE CONTINUE TO LOOK FOR OPPORTUNITIES TO HELP OUR NEIGHBORING JURISDICTIONS WITH SOME SHELTER OPPORTUNITIES.

THE, THE $185,000 THAT YOU REALLOCATED EARLIER TODAY WAS ACTUALLY SET ASIDE FOR A SHELTER.

THE THE PROBLEM IS THAT DEADLINE WAS COMING DUE, AND SO IT WAS BETTER TO ALLOCATE IT.

NOW WE HAVE SOME ADDITIONAL FUNDING THAT IS COMING TO THE CITY THROUGH SOME PERMANENT HOUSING FUNDING FOR, SPECIFICALLY FOR HOMELESSNESS AND SHELTERING.

AND SO WE CAN UTILIZE THOSE FUNDS AS THEY COME AVAILABLE TO HELP OUR NEIGHBORS.

AND THEN ALSO WE'RE LOOKING AT, I THINK IN EVERY CONTRACT, IN EVERY CONDITIONAL USE PERMIT THAT HAS ANY CONNECTION WITH HOMELESSNESS, THERE HAS TO BE A PLAN OR A POLICY TO DISCHARGE.

IN FACT, I I RECENTLY HEARD OF, UM, HEALTHCARE DISTRICT RELYING ON EL CAJON, UH, SERVICES FOR THOSE BEING DISCHARGED WITHOUT HOMES.

THEY'RE COMING TO EL CAJON.

THE QUESTION IS, DO THEY EVER LEAVE EL CAJON? AND SO IT'S ONLY FAIR TO THE, THE RESIDENTS OF EL CAJON TO ENSURE THAT EVERY POLICY, EVERY AGREEMENT, EVERY CONDITIONAL USE PERMIT HAS SOME, HAS A PLAN IN THERE THAT ADDRESSES THIS ISSUE.

AND SO THAT'LL BE SOMETHING THAT WE'LL BE FOCUSING ON THROUGHOUT THE YEAR AND MAKING SURE THAT EVERY POLICY IS, OR EVERY, EVERY AGREEMENT OR OR C P THAT POLICY IS WOVEN THROUGH.

ORTIZ, AS PART OF THE LEAGUE OF CALIFORNIA CITY'S, SAN DIEGO REGION, RATHER THAN HAVING A MEETING AT A STUFFY MOTEL OR HOTEL IN, IN THE MIDDLE OF SAN DIEGO, THEY HAVE A MEETING IN EL CAJON AT THAT LOCATION.

AND WE COULD SHOWCASE TO ALL THE CITIES, ALL 18, ALL 17 OTHER CITIES IN THE COUNTY, WHAT WORKS AND WHAT'S POSSIBLE AND, AND HOW IT'S REALLY DUPLICATABLE.

SO I THINK THAT'S A GREAT IDEA.

AND, UH, I HAVE SEEN MORE THAN A FEW COLLISIONS GO THROUGH THERE AND, AND PERSONALLY EXPERIENCED ONE IN JANUARY, UH, WHICH WAS, WHICH WAS PRETTY AMAZING.

AND, UH, SO I SAID, HEY, I WONDER HOW SAFE THIS STRETCH OF THE ROAD REALLY IS.

AND SO I ASKED THE CITY MANAGER TO LOOK INTO THE NUMBER OF INCIDENTS.

REALLY THE KEY IS HOW MANY PEOPLE LEFT THE ROADWAY AND WENT DOWN THE BANK AND INTO THE FLOOD CHANNEL.

CAUSE THERE'S BEEN SOME SERIOUS INCIDENTS.

AND THE STATS THAT I GOT FROM THE CHIEF, THANK YOU, CHIEF, UH, IS THAT FROM THE ALL OF 2021 AND ALL OF 2022 COMBINED, THE TWO YEARS THERE WERE 143 TOTAL INCIDENTS, UH, THAT HEARTLAND RESPONDED TO AND, AND MUTUAL AID AS WELL.

UH, THE FIRE RESPONDED TO 101 OF THOSE WERE WESTBOUND AND LET'S SEE, WESTBOUND, 17 OF THOSE LEFT THE ROADWAY DOWN THE BANK SOME INTO THE FLOOD CHANNEL 17 IN TWO YEARS.

THAT'S A SERIOUS, SERIOUS STRETCH OF ROADWAY.

AND SO RATHER THAN SAY, HEY, I'LL, I'LL WRITE A LETTER TO CALTRANS AND SAY, CAN WE GET SOME GUARDRAIL?
