IT IS GONNA BE THIS FRI OR NEXT FRIDAY, OCTOBER 21ST FROM FOUR TO 9:00 PM WE TRIED THAT TIME CHANGE LAST YEAR, AND IT SEEMED TO WORK WELL WITH ALL OF OUR PLANNING DEPARTMENTS GOING INTO THE EVENT.

UM, JUST AS AN OVERVIEW, HAUN FEST, WE, WE BELIEVE, IS THE LARGEST FREE ENTRANCE HALLOWEEN THEMED EVENT.

UM, I'M GONNA BE SO BOLD TO SAY IT'S THE LARGEST EVENT IN EAST COUNTY.

I'M GONNA BE THAT BOLD TO SAY THAT.

UM, THIS YEAR'S THEME IS HOCUS POCUS, AND WE ACTUALLY DECIDED ON THAT THEME WAY BACK IN ABOUT MAY OF THIS CALENDAR YEAR.

UM, WE DIDN'T KNOW HOCUS POSI WAS COMING OUT, OR AT LEAST I DIDN'T.

SO IT KIND, IT REALLY TIMED THINGS OUT REALLY NICELY FOR US, HOW WE HAD THAT THEME.

AND WE WERE ABLE TO RESERVE THOSE MOVIE RIGHTS FOR OCTOBER 21ST TO SHOW THE MOVIE.

UH, THIS IS AT THE COSTUME CONTEST OF LAST YEAR WITH COUNCIL MEMBER METRO, HER HUSBAND AND CHIEF SWEENEY.

THERE ARE JUDGES, UH, THIS YEAR'S FUN MAP.

OUR DOWNTOWN OPEN BUSINESS PARTNERS WILL BE DOING DIFFERENT MUSIC SHOWS AT THE PRESCOTT PROMENADE STAGE.

ALL WE'LL HAVE OTHER ACTIVITIES SUCH AS AIRBRUSH TATTOO GOING ON THE PROMENADE STAGE ALL ALONG MAIN STREET WILL BE A FOOD COURT.

WE'LL HAVE GIANT RIDES ON MAIN STREET, AS WELL AS DOWN INTO THE COURTHOUSE.

UH, ALSO ON MAIN STREET IN THE GRASS AREA NEXT TO THE MAGNOLIA, WE'LL BE SHOWING THE HOCUS POCUS MOVIE, THE ORIGINAL.

AND WE'LL HAVE A SCARY PETTING ZOO, WHICH IS LIKE A REPTILE TYPE OF PETTING ZOO.

AND WE'LL HAVE KENNY KENNY DISTRIBUTION POINTS THROUGHOUT THE EVENT.

ONE WILL BE RIGHT NEXT TO THE MAGNOLIA AND THE GRASS AREA ALONG THE LITTLE RIVER WALK.

THERE ARE CANDY TRAIL FOR KIDS UNDER 42 INCHES TALL.

SO WE WANT ONE AREA AT LEAST FOR, FOR MORE OF THE LITTLES SO THEY CAN GO THROUGH THAT AREA.

UH, WE'LL HAVE FACE PAINTING ON RAY AS WELL AS THE, THE HALLOWEEN MAZE ON OUR CENTENNIAL PLAZA STAGE.

WE'LL ALWAYS HAVE THE VERY POPULAR, UH, DJ DANNY.

AND SOMETHING UNIQUE THIS YEAR, AND I'LL TALK A LITTLE BIT MORE ABOUT IT, IS THE MAGNOLIA'S GONNA BE HAVING A HAUNTED CIRCUS AT THEIR LOCATION.

SO WE'RE PRETTY EXCITED ABOUT THAT AS WELL.

UH, SOME NEW THINGS THIS YEAR IS WE HAVE THE NEW BOUNCE HOUSES.

I TALKED A LITTLE BIT ABOUT HOCUS POCUS.

WE ACTUALLY GOT ONE OF THE ACTRESSES TO DO A CAMEO APPEARANCE FOR US AND SOME OF OUR MARKETING OF IT.

UH, IT WAS ACTUALLY HEATHER CARTER, ONE OF OUR SUPER REVISORS.

THIS WAS HER IDEA AND HER BRAINCHILD.

SHE BROUGHT IT TOGETHER.

SO IT WAS A REALLY COOL KIND OF THING TO SEE.

AND THEN WE ALSO HAVE A LOT OF NEW FREE ACTIVITIES THAT WE HAVEN'T HAD BEFORE AT THIS EVENT.

SOMETHING MUCH MORE UNIQUE IS THE FREE HAUNTED HOUSE THAT'S GONNA BE AT THE MAGNOLIA.

YOU DO NEED TO GET TICKETS FOR THAT, AND THEY'RE GONNA HAVE CONTORTIONIST JUGGLER, STILT WALKERS INSIDE THEIR FACILITY.

UH, THE FIRST SHOW'S AT FIVE, THE SECOND SHOW IS AT SEVEN, AND THEY OPEN THE DOORS AT FOUR 30 AND SIX 30 RESPECTFULLY.

HE HAS REALLY LED THE CHARGE ON THIS, GETTING IT, UM, REER OR GETTING TO THE FINISH LINE WITH H C D AS WELL AS SPENCER HAYES, WHO DID A LOT OF THE SUPPORT WORK IN PUTTING THE, UM, HOUSING ELEMENT TOGETHER.

THE COUNCIL MAY REMEMBER ON JULY 27TH, 2021, THE COUNCIL, UH, ADOPTED AN UPDATE TO THE THEN HOUSING ELEMENT AND FOLLOWING ADOPTION STAFF SUBMITTED FOR CERTIFICATION TO STATE HOUSING AND COMMUNITY DEVELOPMENT OR H C D ON OCTOBER 29TH OF THE SAME YEAR.

H CD TRANSMITTED THE RESULTS OF THEIR REVIEW AND FOUND THAT ADDITIONAL REVISIONS WERE NECESSARY.

THE REQUESTED REVISIONS WERE PRIMARILY RELATED TO THE IMPLEMENTATION OF AB 6 86 FOR AFFIRMATIVELY FURTHERING FAIR HOUSING.

OVER THE LAST YEAR, STAFF MADE MULTIPLE REVISIONS, WHICH WERE RESULT OF EVOLVING EXPECTATIONS FROM H C D REGARDING THE FORM AND CONTENT OF FAIR HOUSING ANALYSIS.

THIS REALLY PROVED TO BE DIFFICULT OVER THE COURSE OF THE LAST YEAR.

IN MOST INSTANCES, THE REVISIONS TO THE HOUSING ELEMENT INCLUDED THE ADDITION OF POLICIES AND PROCEDURES THAT ARE ALREADY IMPLEMENTED BY THE CITY, SUCH AS PARTICIPATING IN ORIGINAL EFFORTS TO ADDRESS FAIR HOUSING.

UTILIZING PLACE-BASED STRATEGIES IN ALIGNMENT WITH THE EN RECENTLY ADOPTED ENVIRONMENTAL JUSTICE ELEMENT WHEN FUNDING CAPITAL PROJECTS AND ENSURING SAFE AND SANITARY HOUSING THROUGH THE EXISTING HOUSING INSPECTOR PROGRAM ARE THE APARTMENT SPECTRUM PROGRAM.

THE REMAINING UPDATES TO THE HOUSING ELEMENT INCLUDED A DISCUSSION TO LOCAL, A DISCUSSION OF LOCAL CITY KNOWLEDGE OF DEVELOPMENT PATTERNS, PATTERNS RELATED TO FAIR HOUSING, A TABLE LINKING REGIONAL HOUSING NEEDS ASSESSMENTS, ASSESS UNITS BY FAIR HOUSING INDICATORS.

AGAIN, THINK OF THE ENVIRONMENTAL JUSTICE ELEMENT AND CLARIFICATIONS THAT THE CITY SHALL COMPLY WITH THE BY RIGHT PERMIT REQUIREMENTS FOR HOUSING ELEMENT SITES.

ACCORDING TO STATE LAW AND OCTOBER 4TH OF THIS YEAR, HCD STAFF PROVIDED WRITTEN CONFIRMATION TO STAFF TO GO AHEAD AND PROCEED WITH RE ADOPTION OF THE HOUSING ELEMENT AND RESUBMITTAL FOR CERTIFICATION.

SO, FINALLY MADE IT TO THE FINISH LINE.

HCD STAFF ALSO REQUESTED ADDITIONAL LANGUAGE TO BE ADDED TO THE RESOLUTION THAT WAS ADOPTED BY THE CITY COUNCIL IN JULY OF 2021.

DUE TO THIS REQUEST, STAFF PRODUCE A REVISED RESOLUTION, WHICH YOU SHOULD HAVE AT THE DIAS AND STRIKEOUT UNDERLYING, AND I BELIEVE ALSO A CLEAN VERSION, UH, DUE TO THIS, UM, REQUEST, UH, STAFF

IS REMA, UM, RECOMMENDING THAT THE CITY COUNCIL WON, APPROVED THE GENERAL PLAN AMENDMENT, UPDATING THE HOUSING ELEMENT TO INCLUDE, INCLUDING THE REVISIONS THAT ARE REQUIRED BY H CD, ALSO INCLUDING THE AMENDED RESOLUTION THAT YOU HAVE AT YOUR DIET.

UM, IT WAS, UM, PUT FORTH BY SENATOR CERO, AND IT BASICALLY, UM, ALLOWS HOUSING ON ANY LOT ZONED COMMERCIAL SUBJECT TO THE DEVELOPMENT BEING A PREVAILING WAGE PROJECT.

SO IT'S GOT, IT'S NOT AS SWEEPING OR AS BROAD AS YOU MIGHT THINK, BECAUSE IT'S GONNA BE VERY DIFFICULT TO, TO ACCOMPLISH THAT ON A PREVAILING WAGE BASIS.

SO IT'S, IT'S PROBABLY GOING TO HAVE, PRACTICALLY SPEAKING, FAIRLY LITTLE IMPACT.

UM, MOVING ON TO, UM, PAGE NUMBER TWO, UH, SB 81, THIS WAS THE ONE THAT WAS ON THE REPORT THE LAST TIME I GAVE IT, WHICH WE WERE WATCHING BECAUSE IT, IT DISMISSES THE SENTENCING ENHANCEMENTS, UM, OR REQUIRES A JUDGE TO DISMISS THE SENTENCING ENHANCEMENTS IF, UH, IT CAN BE DEMONSTRATED THAT THE CRIME INVOLVE MENTAL ILLNESS, CHILDHOOD TRAUMA, OR, UH, THAT THE FIREARM THAT WAS USED MALFUNCTIONED.

SO ESSENTIALLY, YOU'RE TRYING TO COMMIT A CRIME, YOU HAVE A GUN, THE GUN DOESN'T GO OFF, BUT YOU INTENDED FOR IT TO GO OFF, BUT IT DIDN'T.

AND, UM, SO THAT WOULD ALLOW THE JUDGE TO DISMISS A SENTENCING ENHANCEMENT THAT WAS SIGNED BY THE GOVERNOR AND IS NOW LAW, UM, SB 3 58, WHICH WAS DONE, UM, BY OUR LOCAL LEGISLATOR, UH, JONES.

UM, THIS SEEMED TO BE A REALLY EASY ONE.

I MEAN, THIS IS JUST, UM, YOU KNOW, IT EXPANDS THE CRIME OF MALE THEFT FROM THE UNITED STATES POSTAL SERVICE TO AMAZON AND U UPS AND THOSE TYPE OF OTHER, UH, THIRD PARTY, UH, DELIVERY SERVICES.

WE THOUGHT THAT THAT WAS GONNA GO RIGHT ON THROUGH AND IT DIED.

UM, I DON'T KNOW WHY.

IT SEEMED TO BE FAIRLY NON-CONTROVERSIAL, UM, BUT IT DIDN'T GO ANYWHERE.

UM, FORTUNATELY ALSO, I THINK FOR ALL OF US, WE WERE WATCHING SB FIVE 19 FROM LEGISLATOR WIENER OUT OF THE BAY AREA, WHO'S APPARENTLY HIS SOLE PURPOSE IN BEING IN THE LEGISLATURE IS TO, YOU KNOW, ELIMINATE ALL DRUG, YOU KNOW, THE ILLEGALITY OF DRUGS OR ANYTHING HAVING

HE, HE WAS ATTEMPTING TO LEGALIZE, UM, LSD, UH, MUSHROOMS, UH, MDM A AND THAT, THAT WAS SOMETHING WE WERE WATCHING COMPLETE AND TOTAL, UM, LEGALIZATION OF THOSE DRUGS THAT DID NOT PASS, THAT DID, THAT DIED IN COMMITTEE.

UM, BUT HE CONTINUES, HE CONTINUES ON WITH OTHER THINGS.

AND I'LL BRING ANOTHER ONE UP HERE SHORTLY.

UM, MOVING ON TO, UM, PAGE THREE, UM, SB 8 52.

UH, THIS ACTUALLY INTRODUCES, UH, THIS IS ACTUALLY SOMETHING THAT'S GOOD.

UM, IT INTRODUCES TAX INCREMENT FINANCING FOR PROJECTS THAT ADDRESS CLIMATE CHANGE IMPACTS.

AND IF THEY DO HAVE A NET POSITIVE IN TERMS OF THEIR IMPACT ON CLIMATE CHANGE, AND, UH, IF IT, IF IT'S OF BENEFIT TO THE CITY AND THE PROJECT, WE CAN USE, UH, VARIOUS TAX INCREMENT FINANCING METHODS TO ASSIST THAT PROJECT.

SO IT'S A LITTLE BIT MORE INTO THE REDEVELOPMENT, YOU KNOW, PUTTING, PUTTING A, A, A LITTLE BIT OF REDEVELOPMENT BACK INTO, UH, SOME PROJECTS.

UM, SB 9 32, UH, THIS WOULD REQUIRE THIS, THIS IS THE ONE THAT INCREASES THE LIABILITY FOR CITIES THAT DON'T AMEND THEIR CIRCULATION ELEMENTS TO ADDRESS BICYCLE PEDESTRIAN OR TRAFFIC CALMING PLANS.

SO, UH, THE BILL WOULD ALLOW A PERSON INJURED IN THE RIGHT, IN THE PUBLIC RIGHT OF WAY AFTER A COLLISION COLLISION WITH A MOTOR VEHICLE TO HAVE A CAUSE OF ACTION AGAINST THE CITY.

IF THE CITY BY JUNE 30TH, 2024, DID NOT MAKE THESE CHANGES TO THEIR CIRCULATION ELEMENT.

IT WAS, AGAIN, SOMETHING THAT SHOWED UP.

UH, ON THE LAST REPORT THAT I DID, WE WERE WATCHING IT, AND IT WAS SIGNED BY THE GOVERNOR.

SO IT IS, IT IS NOW LAW, UH, AB 26 31.

UM, THIS IS THE, THIS IS THE ONE THAT WAS GOING TO PROVIDE, UH, LIABILITY.

TH THIS WAS AN INTERESTING ONE.

IN LIGHT OF WHAT WE'VE CURRENTLY BEEN DEALING WITH.

THIS IS THE ONE THAT TRANSFERS, THAT CREATES LIABILITY FOR A CITY'S ACTIONS, OR A CITY OR COUNTY'S ACTIONS, A LOCAL AGENCY'S ACTIONS ON THEIR HOMELESSNESS PROGRAMS THAT ADVERSELY IMPACT ANOTHER AGENCY.

SO, IF IN THE CASE THAT WE'RE CURRENTLY SEEING OF WHAT THE COUNTY IS DOING WITH HOUSING VOUCHERS, THAT'S ONE LOCAL AGENCY, THAT'S ONE, UH, STEP OF GOVERNMENT THAT WE FEEL IS ADVERSELY IMPACTING ANOTHER, UH, LOCAL AGENCY OURSELVES.

AND THIS BILL WOULD'VE CREATED LIABILITY AND, AND GIVEN THE CITY OF CAJON CAUSE OF ACTION AGAINST THE COUNTY.

SO, UNFORTUNATELY, IN THIS CASE, THAT DIED.

SO IT'S JUST SOMETHING THAT I THINK AS ELECTED OFFICIALS WOULD NEED TO PAY ATTENTION TO AS YOU MOVE FORWARD IN YOUR, IN YOUR RESPECTIVE CAMPAIGNS.

THE PEDESTRIAN IN, IN SOME CASES, HAS BEEN KILLED.

THE FAULT LIED AT THE TIME WITH THE JAYWALKER BECAUSE THAT'S TECHNICALLY A CRIME.

UM, I DON'T KNOW WHAT THIS DOES FROM A CIVIL OR CRIMINAL LIABILITY STANDPOINT WHEN A MOTORIST HITS SOMEONE THAT'S CROSSING OUTSIDE OF THE DESIGNATED CROSSING AREAS, BUT THIS IS ESSENTIALLY WHAT THAT DOES.

YOU CAN BASICALLY CROSS THE STREET ANYWHERE YOU WANT, AND I THINK THERE'S SOME POTENTIAL HERE FOR, FOR, UM, BAD OUTCOMES, UH, ALL THE WAY AROUND.

UH, LASTLY, UM, GETTING BACK TO, UM, LEGISLATOR WIENER AND, UM, THE EXISTING LAW, I'M GONNA TAKE A MINUTE HERE TO DESCRIBE THIS.

THE EXISTING LAW, PRIOR TO THIS, THE EXISTING LAW PROHIBITS GRANTING PROBATION OR SUSPENDED SENTENCES FOR PEOPLE CONVICTED OF SPECIFIC CRIMES RELATED TO CONTROLLED SUBSTANCES, INCLUDING POSSESSION, UH, OR AGREEING TO CELL OR TRANSPORT, OPIATE OPIATES, UH, POSSESSION OF CANNABIS, UH, VARIOUS CRIMES RELATING TO, UH, ALTERING OR FORGING PRESCRIPTIONS AND CRIMES OF THAT NATURE SO THAT THE EXISTING LAW PROHIBITED, UM, GRANTING PROBATION OR SUSPENDED SENTENCES.

THIS BILL, UM, REPEALS ALL OF THAT.

SO, UM, A CRIME THAT INVOLVES THOSE THINGS THAT I JUST DESCRIBED IS NOW ELIGIBLE FOR A SUSPENDED SENTENCE AND OR PROBATION.

AND THAT WAS SIGNED BY THE GOVERNOR.

WHAT WAS THE NUMBER OF THAT BILL? THAT'S SB 73.

AND, UM, LASTLY, IT DIDN'T, IT DIDN'T MAKE THE LIST, BUT, UM, THIS MADE THE PAPERS RECENTLY AS AB 2 97, AND THAT ESSENTIALLY ELIMINATES PARKING REQUIREMENTS FOR ALL PROJECTS WITHIN A HALF MILE OF PUBLIC TRANSIT THAT WAS IN THE PAPER RECENTLY, AND JUST DIDN'T GET ON MY LIST.

THERE WERE TOO MANY OTHER THINGS TO FOLLOW.

UM, STAFF JUST WANTED TO SHOW THE GOALS AND THE TASKS WAS, IT WAS THE IDEA TO COME UP WITH A PROGRAM THAT CAN OBVIOUSLY HELP BEAUTIFY NEIGHBORHOODS, BUT MORE IMPORTANTLY, HELP EMPOWER THE RESIDENTS TO TAKE THAT ACTION, TO PARTNER WITH EACH OTHER, TO MAKE THAT DIRECT IMPACT TO WHERE THEY LIVE, WORK, AND OR, AND OR LIVE, WORK OR OWN PROPERTY WITH THE TARGET DATE AT THE END OF, OF THIS MONTH.

SO BEGINNING IN MARCH WAS, WHICH WAS RIGHT AFTER, WHEN THE PRIORITIES WERE ESTABLISHED, A MULTI DEPARTMENT TEAM THAT CONSISTED OF COMMUNITY DEVELOPMENT, PARKS AND RECREATION AND PUBLIC WORKS WERE FORMED, UH, REALLY WITH THE, THE IDEA OF BRAINSTORMING IDEAS AND THEN, AND THEN WITH THOSE IDEAS, HOW TO NURTURE THEM INTO THE PROPOSED PROGRAM THAT'S PRESENTED BEFORE YOU TODAY.

UM, BUT BEFORE I TALK A LITTLE BIT MORE ABOUT THE PROGRAM, AND THESE ARE GONNA BE THE FIVE COMPONENTS THAT THE PRESENTATION WILL FOCUS ON, I DO WANNA INTRODUCE THE TEAM, UM, THAT, THAT REALLY WERE THE FOCUS POINT AND, AND THE, THE BRAIN TRUST, IF YOU WILL, THAT CAME UP WITH THESE IDEAS.

AND THE TEAM, THERE'S TWO INDIVIDUALS THAT AREN'T HERE THIS EVENING.

UM, NOAH, AVI AND MARTIN BILING.

HOWEVER, THERE'S THREE INDIVIDUALS NOW THAT I'D LIKE TO RECOGNIZE WHO ARE IN THE, OF COURSE, IN THE FRONT ROW.

UM, HOPE GOLD, CHRIS ROBERTS AND MIKE VIGLIONE.

SO A BIG WAVE.

SO THIS IS THE TEAM.

I WAS GONNA PUT A TEAM, BUT YOU KNOW, THAT MIGHT BE A LITTLE CLICHE, BUT, SO WE PUT TOGETHER THE TEAM BECAUSE THIS WAS A GOOD GROUP OF EXTERNAL FACING, CUSTOMER SERVICE ORIENTED EMPLOYEES THAT CAN PULL FROM DIFFERENT SOURCES OF INFORMATION.

AND NOW WE'LL TOUCH ON SOME OF THOSE COMPONENTS OF THE PROGRAM THAT'S PRESENTED BEFORE YOU THIS EVENING.

SO THE FIRST STEP IN ANY OF THIS, ANY PROGRAM IS REALLY, WELL, WHAT DO WE WANNA DO? AND WHAT ARE THE PARAMETERS THAT WE WANNA FOLLOW? SO THE TEAM REALLY TOOK THAT TO HEART AND REALLY LOOKED AT, WELL, LET'S, THE FIRST AND FOREMOST, WE WANNA MAKE SOMETHING THAT'S EASY TO USE.

WE DON'T WANNA MAKE IT CUMBERSOME, AND WE WANNA MAKE IT SOMETHING THAT WOULD HELP FACILITATE, UM, MORE AND MORE INDIVIDUALS USING THIS PROGRAM MOVING FORWARD.

AND THE SECOND PIECE IS, IS IT WANTS, WE WANT TO HAVE IT COST EFFECTIVE, IS THAT THE TEAM CAME TOGETHER AND SAID, LOOK, ANYTHING THAT WE DO, WE CREATE, WE MAINTAIN, AND HOPEFULLY IT BECOMES SUSTAINABLE IS SOMETHING THAT'S, THAT'S AFFORDABLE AND MANAGEABLE WITHIN THE CURRENT PARAMETERS OF WHAT WE HAVE.

AND THEN THE SECOND PIECE IS, IS BEING SCALABLE.

SO WHETHER IT'S A SMALL GROUP OF THREE HOMES OR A A, A BUSINESS OF A HUNDRED PLUS EMPLOYEES THAT WANT TO ADOPT A, A BLOCK, EITHER WAY, THIS PROCESS IS GONNA HELP, UM, THE CITY COUNCIL AND THE CITY TO BE ABLE TO SUPPORT, TO BE ABLE TO MOVE FORWARD WITH THAT TYPE OF PROGRAM.

UM, WHETHER REGARDLESS OF WHAT SIZE IT IS.

ONE, WE TIE BACK TO THE EASE OF USE SCALABILITY, BUT ALSO AS OTHER BENEFITS LIKE OUR CITY TREE PROGRAM, SOME, IF THAT'S SOMETHING THAT THEY WANT TO TAKE ADVANTAGE OF, OR THE FREE MULCH THAT'S OFFERED THROUGH EDCO THROUGH OUR PARTNERSHIP WITH EDCO.

SO APPROACH.

SO WITH THOSE PARAMETERS IN MIND, THE NEXT STEP IS TO GO, OKAY, WELL LET'S TALK ABOUT KEEPING IT SIMPLE.

KIND OF TOUCHED ON THAT A LITTLE BIT.

WELL, THE APPLICATION SHOULD BE SOMETHING EASY.

WE CAN DO IT ONLINE, YOU CAN DO IT IN PERSON, DOESN'T MATTER HOW, AS LONG AS YOU CAN GET IT SUBMITTED AND IT'S EASY TO FILL OUT AND THE REQUIREMENTS ARE EASY, EASILY MET.

THE OTHER PIECE IS WE DON'T, THE, THE TEAM DIDN'T WANNA REINVENT SOMETHING JUST TO REINVENT IT.

SO THAT'S WHERE THAT EXPERIENCE CAME FROM THE TEAM TO LOOK INSIDE TO GO, WELL, WHAT DO WE CURRENTLY HAVE IN PLACE THAT WE CAN MORPH AND ADAPT TO THIS NEW NEIGHBORHOOD CLEANUP PROGRAM? AND, AND AGAIN, MANY OF THE, THE STEPS TO THAT PROGRAM, HOPEFULLY THAT'S SOMETHING THAT CAN BE KIND OF TWEAKED A LITTLE BIT TO BE ABLE TO, UM, TO MAKE A DIRECT IMPACT ON THIS.

AND SO WHEN THE TEAM CAME TOGETHER AND MET, THE, THE BIGGEST PROJECT OR PROGRAM THAT'S IN PLACE NOW IS THE BLOCK PARTY MODEL.

SO IT'S ALREADY SOMETHING THAT'S IN PLACE WHERE YOUR INDIVIDUALS CAN SUBMIT FOR A BLOCK PARTY APPLICATION.

THEY SUBMIT A SITE DIAGRAM, AND THEN THE PUBLIC WORKS DEPARTMENT, WHICH IS PRIMARILY THE, THE, THE GROUP THAT, UM, MANAGES THOSE, CAN TAKE THAT SAME INFORMATION AND THEN TO GO THROUGH THE SAME, UM, AND APPLY IT IN THE SAME WAY.

AND THAT'S THE NEXT STEP, I GUESS, TO THAT IS ONCE WE HAVE THE PROGRAM IN PLACE AND IT'S SCALABLE, THEN WE LOOK AT MARKETING, WHAT CAN WE USE NOW AND WHAT ARE SOME OF THE TOOLS THAT ARE CURRENTLY IN PLACE TO BE ABLE TO GET THE WORD OUT? AND SO THERE, THERE'S A FEW WAYS THAT THE GROUP CAME UP WITH THE, THE, THE FIRST WAY IS, UM, A WEBPAGE.

AND SO THAT'S JUST CREATING A NEW WEBPAGE ON THE CITY WEBSITE THAT REALLY HAS THE APPLICATION COMPONENTS ALREADY CONTAINED WITHIN IT.

UM, SO FROM AN EXTERNAL, UM, CUSTOMER STANDPOINT, WE HAVE TO REALLY TAKE A LOOK AT, WELL, WHO ARE WE TRYING TO SERVE? WHO'S OUR AUDIENCE? UM, AND IN THIS CASE, IT'S, IT'S PRETTY WIDE OPEN.

ANY RESIDENT OR BUSINESS THAT WANTS TO, UM, BEAUTIFY THEIR NEIGHBORHOOD OR THEIR BLOCK.

UM, AND THEN WI WITH THAT KIND OF, WHAT'S, WHAT'S THE GOAL? THE GOAL BEHIND THAT IS TWOFOLD.

ONE CITY BEAUTIFICATION TO CLEAN UP THE AREA, BUT THEN THE SECOND GOAL IS TO MEET YOUR NEIGHBOR.

SO WHEN YOU'RE OUT AND ABOUT TO HELP, TRY AND ENCOURAGE THAT.

CUZ BACK IN THE DAY THAT USED TO BE THE NORM, USED TO KNOW YOUR NEIGHBOR, USED TO KNOW WHO OWNED THE BUSINESS ON THE CORNER.

SO WHAT THIS, WHAT WHAT THE TEAM IS ENVISIONING WITH THIS PROGRAM, WE CAN KIND OF RESTART THAT PROCESS AND HOPEFULLY BRING EVERYBODY TOGETHER WITH ONE COMMON GOAL TO HELP CLEAN UP, UM, HELP CLEAN UP THE AREA.

AND THEN WE TOUCHED A LITTLE BIT, UM, ON THE, ON THE SCALABILITY.

SO I WON'T DIVE INTO THAT ANYMORE.

BUT I THINK THAT'S, THAT'S REALLY AN IMPORTANT COMPONENT TO THIS PROGRAM BECAUSE, UH, THE TEAM TRULY FEELS IT CAN WORK FOR A SMALL GROUP OR A LARGE GROUP, DOESN'T MATTER WHAT, WHAT THE SIZE IS BECAUSE THE GOAL AND THE OUTCOME IS, IS THE SAME.

AND FROM THE INTERNAL PARTNER STANDPOINT, UM, PRIMARILY IT'S GONNA BE THE PUBLIC WORKS DEPARTMENT, WHICH WILL, WHICH ALREADY, UM, WE'LL TAKE THE LEAD ON RECEIVING, UM, AND REVIEWING THE APPLICATION PROCESS.

AND WE'LL GO INTO, UH, TALK ABOUT THOSE DETAILS ON THE NEXT SLIDE.

AND THEN PARTNER WITH THE PUBLIC WORKS DEPARTMENT.

SO ALL THAT'S GONNA BE CONTAINED WITHIN THE APPLICATION PROCESS THAT'LL COME TO PUBLIC WORKS.

PUBLIC WORKS WILL REVIEW IT, EITHER APPROVE IT OR IF IT IS DENIED, REALLY JUST EXPLAIN WHY.

AND IT COULD BE, YOU KNOW, ONE PIECE TO THIS IN THE APPLICATION PERIOD IS WE ARE ASKING FOR THREE WEEKS AND WE'LL TOUCH THE, THE OTHER STEPS HERE WILL KIND OF EXPLAIN THE BEHIND THE SCENES ACTIONS THAT THE PUBLIC WORKS IS DOING, UM, TO BE ABLE TO SUPPORT THAT THREE WEEK PERIOD.

UM, BUT WHATEVER IT IS, THAT APPLICATION WILL BE PROVIDED BACK TO THE APPLICANT AND THEN A LITTLE BIT MORE EXPLANATION WILL BE PROVIDED.

AND THEN IN ADDITION TO THAT IS GONNA BE, THE FIELD VISIT IS GONNA ALSO, UM, LOOK FOR ANY SPECIFIC HAZARDS THAT COULD BE IN PLACE IN THAT AREA.

SO IF THERE'S GONNA BE AN, AN INCREASE IN THE NUMBER OF INDIVIDUALS FOR THIS PROGRAM, UH, THE CITY IS A SUPPORTING, UM, UM, AS SUPPORTING THIS PROGRAM WANTS TO MAKE SURE THAT THERE AREN'T ANY REALLY NOTICEABLE TRIPPING HAZARDS THAT ARE OUT THERE FROM A CURB GUTTER, SIDEWALK STANDPOINT, SIGNIFICANT POTHOLES THAT ARE IN THE AREA OR ANY LOW HANGING TREES OR, UM, OR, OR BRANCHES RATHER, THAT ARE GONNA HAVE IMPACTS TO INDIVIDUALS WORKING IN THE AREA.

SO, UM, AND THEN THE OTHER PIECE IS REALLY JUST TO IDENTIFY THE TREE LOCATION.

AND THAT'S WHERE THE PUBLIC WORK STAFF WILL COME INTO PLAY.

CUZ THERE'S GONNA BE CERTAIN INSTANCES WHERE JUST BECAUSE THE, THE DIFFERENT TYPES OF TREES THAT WE HAVE AVAILABLE THROUGH THE PROGRAM JUST WON'T FIT IN A CERTAIN SPOT.

SO THE INDIVIDUAL MAY WANT 'EM THERE, BUT WE'LL JUST GO HAVE TO GO IN AND EXPLAIN WHY OR WHY NOT THAT CAN'T HAPPEN OR MAYBE CONSIDER A DIFFERENT TYPE OF TREE.

UM, BUT THEN THE, PROBABLY THE MOST IMPORTANT PIECE IS, IS THERE ENOUGH LOCATION FOR THE DUMPSTER TO ACTUALLY BE, TO BE UM, LIKE ONE OF THE BIGGER 40 YARD ROLL-OFF DUMPSTERS, UM, TO BE LOCATED IN THAT AREA.

UM, AND THEN THE NEXT STEP IS THE FOLLOW-UP VISIT.

AND THAT'S KIND OF WHERE THE BIG STEP IN THE PUBLIC WORKS RESPONSE IS GOING TO BE WHERE, UM, THE, THE POSTING DURING THIS TIME, THE POSTING OF THE 72 HOUR, NO PARKS IN THE AREA CUZ WE WANT TO MAKE SURE THAT AS MUCH OF THAT AREA IS CLEARED.

UM, AND THEN THE ACTUAL DELIVERY FROM ED CO OF THE ROLL-OFF BINS WILL OCCUR DURING THAT TIME.

AND THEN ANY OTHER, UM, SUPPLEMENTAL INFORMATION, UM, DOOR HANGERS OR TOOLS, WHETHER IT'S GLOVES, UM, PICKERS, TRASH BAGS WILL ALL BE DELIVERED AT THAT POINT TO THE INDIVIDUAL THAT PUT THE APPLICATION IN.

AND THEN ANY OF THE, UM, POTENTIAL HAZARDS THAT ARE UM, IDENTIFIED, THERE WOULD BE SOME FOLLOW UP MITIGATION WHERE IF IT'S, IF IT'S AN OFFSET IN THE CONCRETE, WE COULD DO SOME GRINDING, WE POTENTIALLY COULD DO REMOVAL AND REPLACEMENT.

IF IT'S A POTHOLE, WE CAN FILL IT.

AND IF IT'S SOMETHING MORE SIGNIFICANT THAN THAT, THEN MAYBE THERE'S A WAY THAT WE WOULD BE ABLE TO BARRICADE IT TO MARKET AS AN AREA TO STAY AWAY FROM OR STAY OUT OF.

AND THEN WE WOULD ADDRESS IT AFTER THE THREE WEEK PERIOD OR AFTER THE EVENT OCCURS.

AND THEN ALSO DURING THAT PERIOD IS IF THERE'S ANY, UM, ESPECIALLY FOR THE LARGER EVENTS, WE WOULD ALSO IDENTIFY A LOCATION WHERE WE WOULD POTENTIALLY PLACE TABLE CHAIRS AND A SHADE CANOPY WITH WATERS IF THERE'S GONNA BE A SIGNIFICANT NUMBER OF INDIVIDUALS, UM, FOR THAT EVENT.

AND THEN, UM, THE NEXT STEP IS THE EVENT OCCURS, UM, OCCURS SAFELY AND AFTER THAT IS GONNA BE THE POST EVENT PROCESS WHERE, UM, PUBLIC WORK STAFF WILL RESPOND BACK TO THE AREA, COORDINATE FOR THE ROLL OFF BIN TO BE REMOVED, AND THEN ALSO TO PICK UP ANY OF THE CITY, UM, CITY PROVIDED TOOLS, EQUIPMENT SUPPLIES, AND, UM, FROM THE, THE PRIMARY PERSON THAT'S ORGANIZING THE EVENT.

SO AFTER THAT WHOLE PROCESS WAS CREATED BY THE TEAM, THEN WE WENT BACK FOR A FINAL CHECK.

AND SO THE CITY, THE TEAM MET WITH THE CITY MANAGER'S OFFICE AND THE CITY ATTORNEY'S OFFICE AND WENT THROUGH THE FINAL REVIEW AND UM, AND REVIEW OF THE PROGRAM AND REQUIREMENTS.

AND THERE WERE, THERE WERE TWO AREAS THAT, UH, THE, THE TEAM, UM, SPENT A LITTLE MORE TIME ON.

ONE WAS TALKING ABOUT GENERAL LIABILITY AND REALLY FOCUSING ON MAKING SURE THAT THERE WERE TWO WAIVERS THAT WOULD BE AVAILABLE.

UM, ONE OR THERE WOULD BE AN INDIVIDUAL WAIVER FOR EACH INDIVIDUAL PARTICIPANT.

AND THEN, UM, AND THEN IF APPLICABLE, THERE WOULD BE A LARGER HOLD HARMLESS AGREEMENT WHERE THE INDIVIDUAL, UM, SAY IN THIS CASE IT COULD BE, UH, BUSINESS, A NONPROFIT GROUP, SOMEBODY THAT HAS RESPONSIBILITY FOR SAY THEIR EMPLOYEES.

THEN THE WHOLE HARM AGREEMENT WOULD POTENTIALLY COME INTO PLAY AND TAKE AND BE MORE APPLICABLE BECAUSE AGAIN, THIS COMES INTO PLAY.

WHAT WE, WHAT WHAT THE TEAM DIDN'T WANNA DO WAS MAKE SO MUCH PAPERWORK AND SO MANY AGREEMENTS THAT THE, THE, THE 1, 4 5 FAMILY RESIDENTS WOULDN'T WANT TO DO THAT WORK.

SO THAT'S WHERE THE INDIVIDUAL, UM, WAIVERS WOULD COME INTO PLAY.

AND THEN WE WOULD HAVE EVERYBODY ALSO PARTICIPATE IN THE INDIVIDUAL SIGN IN SHEET MOVING FORWARD.

UM, THE NEXT PIECE WAS JUST FINALIZING COSTS.

UM, REALLY IT'S MINIMAL.

THE COST FOR TRASH PICKERS, TRASH BAGS, WHICH ARE INCLUDED IN THE STAFF REPORT, UM, ARE, ARE SOMETHING THAT CAN BE, UH, POTENTIALLY ABSORBED DEPENDING ON THE SIZE OR NUMBER OF EVENTS, UM, FROM EVENT TO EVENT AND NOT, WE WON'T HAVE TO BUY AS MANY PICKERS FOR

BUT AGAIN, AT THIS POINT, STAFF JUST DOESN'T HAVE A GOOD, UM, ESTIMATE ON THAT.
