RECOMMENDATION:

That the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency approves Minutes of the June 14, 2022, Meeting of the El Cajon City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency.

Warrants

RECOMMENDATION:
That the City Council approves payment of Warrants as submitted by the Finance Department.

Approval of Reading Ordinances by Title Only

RECOMMENDATION:
That the City Council approves the reading by title and waives the reading in full of all Ordinances on the Agenda.

Contract Amendments for Street Sweeping Services Click to View

RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to authorize amendments to the existing agreement for Street Sweeping Services with Cannon Pacific Services, LLC dba Pacific Sweeping (PS), in order to:

Approve the retroactive payment of prevailing wages in an amount not to exceed $150,000; and
Extend the term of the agreement from July 1, 2022 through and including June 30, 2023, and increase the Street Sweeping Services Contract in an amount not to exceed $160,000.

PUBLIC COMMENT:

At this time, any person may address a matter within the jurisdiction of the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency that is not on the Agenda. Comments relating to items on today’s docket are to be taken at the time the item is heard. State law prohibits discussion or action on items not on the Agenda; however, Council, Authority and Agency Members may briefly respond to statements or questions. An item may be placed on a future Agenda.

Fiscal Year 2022-23 Annual City, Housing Authority, and Successor Agency Budgets Click to View

RECOMMENDATION:

That the City Council, Housing Authority, and the City of El Cajon as Successor Agency to the former Redevelopment Agency hold a joint public hearing to consider the Fiscal Year 2022-23 Proposed Budgets. After closing the public hearing, staff recommends the following:

Acting as the City Council, individually adopt the following:
1. Resolution of the City of El Cajon Adopting the Fiscal Year 2022-23 Annual Budget.
2. Resolution Approving and Adopting the Annual Appropriations Limit for Fiscal Year 2022-23.
3. Resolution Approving Designation of General Fund Balances.
Acting as the Housing Authority Board of Directors, adopt Resolution titled: Resolution of the El Cajon Housing Authority Adopting the Fiscal Year 2022-23 Budget.
Acting as the Successor Agency to the former Redevelopment Agency Board of Directors, adopt Resolution titled: Resolution of the City Council of the City Of El Cajon as the Successor Agency to the former El Cajon Redevelopment Agency Adopting the Fiscal Year 2022-23 Budget.

Introduction of an Ordinance Amending Chapter 2.16.020 of the El Cajon Muncipal Code Regarding Salaries of Councilmembers and Mayor and a Resolution Adjusting the Cafeteria Benefit Allotment Click to View

RECOMMENDATION:

That the City Council considers:

Introducing an Ordinance amending Chapter 2.16.020 of the El Cajon Municipal Code (ECMC) related to salaries of Councilmembers and Mayor, and directs the City Clerk to read the title of the Ordinance; and
Adopting the next Resolution, in order, adjusting the cafeteria benefit allotment from $1,200 per month to $1,350 per month, effective January 2023, for Mayor and City Councilmembers.
