MAYOR CITY, COUNCIL AND CITY STAFF.

I'M GINA BRAVO BRANCH MANAGER OF THE ALCOHOL LIBRARY.

I'M HERE TO SHARE SOME OF THE COUNTY LIBRARIES, INITIATIVES AND ACCOMPLISHMENTS, AS WELL AS ALL THE GOOD THINGS HAPPENING AT THE ALCOHOL BRANCH.

FIRST, I WANTED TO LET YOU KNOW THAT WE'VE EXPANDED OUR HOURS.

WE'RE NOW OPEN SEVEN DAYS A WEEK, INCLUDING SOME EVENINGS WE'RE ON EAST DOUGLAS AVENUE RIGHT NEXT TO FIRE STATION SIX AND OUR HOURS AND LATEST UPDATES ARE ALWAYS AVAILABLE ON OUR WEBSITE, WWW.SDCL.ORG.

THE COUNTY LIBRARY RECENTLY LAUNCHED A NEW STRATEGIC PLAN.

OUR MISSION STATEMENT IS WE CELEBRATE OUR COMMUNITIES AND DEDICATE OUR PASSION AND EXPERTISE TO HELP YOU CREATE YOUR OWN STORY.

WE HAVE FOUR GUIDING PRINCIPLES AS PART OF OUR NEW STRATEGIC PLAN, LEARN ENERGIZE, READ, AND CREATE EVERYTHING WE DO AT THE ALCOHOL BRANCH FITS INTO ONE OF THESE FOUR PRINCIPLES.

OUR FIRST GUIDING PRINCIPLE IS LEARN.

WE PROMOTE LEARNING EXPLORATION AND DISCOVERY FOR FULFILLMENT AND PERSONAL GROWTH.

THIS PRINCIPLE IS SUPPORTED BY LIBRARY HIGH SCHOOL AND OUR DIGITAL LITERACY INITIATIVES LIBRARY HIGH SCHOOL BUILDS BRIGHT FUTURES BY CONFERRING ACCREDITED HIGH SCHOOL DIPLOMAS TO ADULTS WHOSE EDUCATION WAS INTERRUPTED IN 20 20, 40 3% OF SDCS LIBRARY.

HIGH SCHOOL GRADUATES WERE ALCOHOL AND RESIDENTS SO FAR, WE'VE HAD 104 GRADUATES AND THERE ARE 73 STUDENTS ENROLLED IN THE PROGRAM.

RIGHT NOW, THIS PROGRAM IS COMPLETELY FREE TO SAN DIEGO COUNTY RESIDENTS AND OFFERS ADULT LEARNERS A FLEXIBLE ALTERNATIVE TO PURSUING A GED, SOME EMPLOYERS, INCLUDING THE MILITARY, PREFER APPLICANTS WITH A HIGH SCHOOL DIPLOMA AND AN ACCREDITED DIPLOMA OPENS UP OPPORTUNITIES FOR CONTINUING EDUCATION.

PLEASE FEEL FREE TO OFFER THIS PROGRAM TO ANY OF YOUR CONSTITUENTS OR COMMUNITY PARTNERS.

JUST REFER FOLKS TO LIBRARY HIGHSCHOOL.ORG TO SIGN UP.

CURRENTLY.

WE ALSO OFFER FREE COMPUTER CLASSES IN ENGLISH AND ARABIC COVERING BASIC SKILLS, INCLUDING HARDWARE COMPONENTS, INTERNET EMAIL, AND USING GOOGLE APPS.

ACCORDING TO THE CENSUS IS FIVE-YEAR ESTIMATE FROM 2016 TO 2020 13% OF HOUSEHOLDS IN ALCOHOL DO NOT HAVE BROADBAND INTERNET, MANY HOUSEHOLDS THAT DO MAY ONLY HAVE IT ON A CELL PHONE.

THIS IS CONSISTENT WITH THE FACT THAT THE ALCOHOL INTERNET LAB IS RELIABLY.

THE BUSIEST OF ALL SDCL LOCATIONS.

THE COURSES ARE DESIGNED AND LED BY LIBRARY STAFF.

BASED OFF OF THE QUESTIONS WE GET ASKED THE MOST FREQUENTLY FROM OUR CUSTOMERS.

WE'VE BEEN BOOKING CLASSES SINCE TO CAPACITY, SINCE WE RESUMED THEM IN DECEMBER OF 2021 AND HAVE SINCE SEEN MANY OF THE STUDENTS RETURN ON THEIR OWN AND CHECK OUT LAPTOPS FOR THEIR PERSONAL USE, WHICH IS A SUCCESSFUL OUTCOME FOR THE CLASS.

THE COUNTY LIBRARY ALSO RECEIVED A GRANT TO PROVIDE MY FIVES AND CHROMEBOOKS FOR CHECKOUT.

WE LOOK FORWARD TO HAVING MORE INFO ABOUT THIS PROGRAM, CLOSER TO LAUNCH OUR NEXT GUIDING PRINCIPLE IS ENERGIZED.

WE CHAMPION CIVIC ENGAGEMENT AND SUPPORT INDIVIDUALS IN SHAPING THE FUTURE OF THEIR COMMUNITIES.

WHETHER IT'S SERVING AS A POLLING SITE, HANDING OUT WATER AND SNACKS AS A PITSTOP FOR BIKE TO WORK DAY, CONNECTING NEW AMERICANS WITH CITIZENSHIP RESOURCES, OR EVEN FINDING FOLKS, A PLACE TO STAY FOR THE NIGHT IT'S HAPPENING AT THE LIBRARY.

WE'RE FORTUNATE TO HAVE RESUMED OUTREACH, TABLING AND OFFICE HOURS WITH THE FOLLOWING PARTNERSHIP ORGANIZATIONS, JEWISH FAMILY SERVICES, THE OFFICE OF MILITARY AND VETERANS AFFAIRS, THE SAN DIEGO LAW LIBRARY, THE REGISTRAR VOTERS.

AND OF COURSE THE CITY OF ALCOHOL, THESE PARTNERSHIPS PROVIDE ESSENTIAL RESOURCES TO OUR CITIZENS AND TOGETHER WE BUILD UPON A NETWORK OF PUBLIC TRUST AND COMMON PURPOSE SHARED BETWEEN ALL OF OUR ORGANIZATIONS.

IT'S A PLEASURE TO BE THE BRICK AND MORTAR HOME FOR SO MANY IMPORTANT SERVICES AND BUILD COMMUNITY RESOURCES ALONGSIDE OUR DIVERSE COMMUNITY.

THE OTHER INITIATIVE SUPPORTING THE ENERGIZED PRINCIPAL IS CULTIVATING A STRONG WORKFORCE THAT IS REFLECTIVE OF THE COMMUNITY WE SERVE.

WE AIM TO SUPPORT COMMUNITY MEMBERS IN THEIR PROFESSIONAL DEVELOPMENT AND JOB READINESS THROUGH ROBUST EXPANDED OPPORTUNITIES FOR ADULT VOLUNTEERS AND SERVICE LEARNERS.

VOLUNTEERING IS A GREAT WAY TO STAY ENERGIZED AND ENGAGED IN THE ALCOHOL COMMUNITY.

THE LIBRARY IS ALWAYS LOOKING FOR VOLUNTEERS, BOTH TEENS AND ADULTS.

THESE PHOTOS ARE OF OUR CURRENT VOLUNTEERS FOR THE LIBRARY AND THE FRIENDS OF THE LIBRARIES BOOKSTORE AS WELL AS CURRENT STAFF THAT BEGAN THEIR CAREERS AS LIBRARY VOLUNTEERS, VOLUNTEERS PROVIDE COMMUNITY ADVOCACY AND COLLABORATIVE DESIGN INPUT THAT IS MUCH NEEDED.

AS WE CONTINUE TO BUILD RELEVANT AND RESPONSIVE PROGRAMS. OUR THIRD GUIDING PRINCIPLE IS THE MOST, THE ONE MOST PEOPLE THINK OF WHEN THEY CONSIDER THE LIBRARY READ.

WE ENCOURAGE READING IN EVERY WAY TO DEVELOP SKILLS, NURTURE HOPE, AND MOTIVATE A LOVE OF READING.

SAN DIEGO COUNTY LIBRARY HAS WELL OVER 300,000 DIGITAL ITEMS, ACCOUNTING FOR ROUGHLY 24% OF OUR TOTAL COLLECTION.

YOU CAN DOWNLOAD THESE BOOKS TO YOUR SMARTPHONE, TABLET, OR COMPUTER WHENEVER AND WHEREVER YOU ARE.

OUR FOURTH GUIDING PRINCIPLE IS CREATE, WE DESIGN OPPORTUNITIES TO EXPERIENCE AND ENJOY CULTURE IN THE ARTS AS A CREATOR AND PARTICIPANT WE'RE GEARING UP TO LAUNCH CHILDREN'S AND FAMILY PROGRAMMING THIS SUMMER.

AND WE'LL FOCUS ON CREATING CULTURALLY DIVERSE PROGRAMMING THAT REFLECTS THE DIVERSITY OF THE COMMUNITY.

WE SERVE BY ESTABLISHING PARTNERSHIPS WITH LOCAL ORGANIZATIONS, VOLUNTEERS, AND BUILDING A CULTURALLY SENSITIVE WORKFORCE.

WE RECOGNIZE AND EMBRACE THE FACT THAT ALCOHOL IS AN INCREDIBLY DIVERSE CITY.

OUR GOAL IS TO CREATE AN ENVIRONMENT IN THE LIBRARY THAT REFLECTS OUR COMMUNITY, WHERE ALL PEOPLE FEEL WELCOME AND COMFORTABLE.

THIS IS THE ONLY WAY THAT THEY WILL BE ABLE TO UTILIZE THE VAST ARRAY OF SERVICES WE OFFER IN ORDER TO BETTER THEMSELVES AND CREATE THEIR OWN STORY.

SOME WAYS WE PLAN ON DOING THIS IS THROUGH OUR PROGRAMS FOR VOLUNTEERS, ADULTS WITH SPECIAL NEEDS, HIGH SCHOOL STUDENTS AND A LIBRARY OPEN HOUSE, WHERE WE INVITE FAMILIES AND INDIVIDUALS INTO THE COMMUNITY TO COME IN FOR A TOUR OF OUR LIBRARY AND AN OPEN DISCUSSION OF WHERE OUR SERVICES CAN GO TO BEST MEET THE NEEDS OF CUSTOMERS.

WHAT'S NEW SOMETHING YOU MAY FIND AS A PLEASANT SURPRISE.

THE NEXT TIME YOU BORROW ITEMS FROM THE LIBRARY IS THAT WE NO LONGER CHARGE LATE FEES.

LIBRARY, STAFF AND CUSTOMERS ARE THRILLED ABOUT THIS NEW POLICY.

AS LONG AS ITEMS ARE RETURNED TO WILL NOT HAVE TO PAY ANYTHING.

ALSO LAST YEAR, THE LIBRARY LAUNCHED A NEW WEBSITE.

THE NEW SYSTEM ALLOWS FOR TEXT MESSAGE NOTIFICATIONS.

IN ADDITION TO THE NEW EMAIL TO EMAIL OR PHONE OPTIONS THAT HAVE BEEN AVAILABLE IN THE PAST.

ANOTHER FEATURE OF THE NEW SYSTEM IS THAT BORROWED LIBRARY ITEMS ARE NOT AUTOMATICALLY RENEWED.

AND YOU GET AN EMAIL TO INFORM YOU OF THE NEW DUE DATES.

OUR NEW WEBSITE IS MORE USER-FRIENDLY AND SEARCHING FOR ITEMS IS NOW AS EASILY EASY AS DOING A GOOGLE SEARCH.

FOR EXAMPLE, WHEN YOU BEGIN TYPING IN THE SEARCH FIELD, THE SYSTEM ANTICIPATES WHAT YOU'RE LOOKING FOR AND RESULTS ARE LISTED BASED ON POPULARITY.

WE ALSO HAVE A NEW SMARTPHONE APP THAT IS STREAMLINED AND EASY TO USE.

IT WAS TRULY AN HONOR TO HAVE YOU GUYS THERE.

UM, BUT I JUST WANTED TO GIVE YOU GUYS KIND OF A RECAP OF THE DAY.

THIS IS OUR EIGHTH YEAR DOING IT.

UM, JUST KIND OF A RECAP TEDX KIDS IS, UM, IS WE HAVE THIS IN OUR DISTRICT, BUT WE REALLY WANTED TO OPEN IT UP TO THE COMMUNITY OF ALCOHOL, WHERE STUDENTS AGES FROM TK ALL THE WAY TO HIGH SCHOOL, GIVE A TED TALK.

AND SO OUR YOUNGEST ONE THIS YEAR WAS IN FOURTH GRADE, NINE YEARS OLD, GIVING A TED TALK ON THE STAGE RIGHT HERE AT THE MAGNOLIA THEATER, WHICH WAS PRETTY AMAZING TO SEE, UM, THESE KIDS, THE PURPOSE OF THIS PROGRAM IS TO GIVE EMPOWERMENT AND CONFIDENCE.

UM, THROUGH THESE TALKS FOR THESE KIDS TO TALK ABOUT SOMETHING THEY'RE REALLY PASSIONATE ABOUT, UM, SOMETHING YET YOU DON'T REALLY GET TO TALK ABOUT IN THE REGULAR SCHOOL DAY.

SO WITHOUT FURTHER ADO, WELL, I'M A MAC PERSON WELCOME TO TEDX KIDS AT OKLAHOMA, 2022.

WE HAVE 19 STUDENTS SPEAKERS.

THEY RANGE FROM AT FOURTH GRADE THIS YEAR, ALL THE WAY TO 12TH GRADE.

AND THEY ARE GIVING AMAZING TALKS ABOUT THEIR STORIES, EXPERIENCES, HOPES, DREAMS, GREAT IDEAS.

THIS YEAR, OUTSIDE OF OUR TALKS, WE HAVE AN AMAZING OUTDOOR EXPERIENCE FOR OUR ATTENDEES.

AND THIS YEAR I'M VERY EXCITED BECAUSE WE HAVE SO MUCH SUPPORT FROM OUR COMMUNITY HERE IN OKLAHOMA.

WE HAVE CITY COUNCIL MEMBERS.

WE HAVE COMMUNITY MEMBERS THAT ARE HERE WANTING TO MEET OUR SPEAKERS.

SO IT'S NOT JUST OUR DISTRICT THAT IS INVOLVED, BUT WE REALLY HAVE A COMMUNITY AROUND US SUPPORTING OUR STUDENTS THIS YEAR, COME ON PEOPLE.

WE CREATED THE INTERNET.

WE CAN INTERRUPT OUR QUICK JUDGEMENTS, EXPLORE OUR BIASES, LEARN AND GROW MY DAUGHTER.

AND TO BE HONEST, THIS EVENT IS REALLY A HUGE EVENT BECAUSE IT'S KIND OF LIKE OPEN OPPORTUNITIES IN FRONT OF OUR KIDS.

AND YOU KNOW, THEY'RE ALL HERE TO TALK ABOUT LIKE THEIR PERSPECTIVES AND, YOU KNOW, OPEN YOUR MIND MORE TO SEE LIKE THE WORLD FROM LIKE A DIFFERENT ANGLE.

EVERYONE SHOULD BE EQUAL REGARDLESS OF GENDER.

IMAGINE A WORLD WHERE YOUR AGENDA DID NOT DEFINE YOU.

IMAGINE A WORLD WHERE EVERYBODY HAD OPPORTUNITIES FOR SUCCESS.

I WANT TO IMAGINE THIS WORLD AND MAKE IT A REALITY BY CONTINUING TO PROMOTE BONUS IDEALS AND EQUAL RIGHTS FOR EVERYBODY, WHETHER YOUR SUCCESS IS BIG OR SMALL, IT COULD CHANGE THE WORLD FOR THE BETTER.

SO GO OUT AND BE THE SUCCESSFUL PERSON YOU WANT TO BE.

I BELIEVE THAT THIS IS AN AMAZING EVENT THAT ONLY BECAUSE IT SHOWCASES THAT DIVERSITY HERE IN ALCOHOL, BUT ALSO BECAUSE IT'S PLACING STUDENTS FRONT AND CENTER, NOT ONLY IN TERMS OF THEIR VOICE, UM, BUT ALSO SHARE THEIR TRUE, AUTHENTIC SELVES SO THAT THEY CAN SPEAK YOUR TRUTH.

AND ALSO IMAGINE AS THE THEME IS FOR TODAY, WHAT A FUTURE FOR NOT ONLY ALCOHOL COULD LOOK LIKE, BUT FOR STUDENTS ACROSS THE COUNTRY.

NOW, WHEN I THINK OF MY FUTURE, I'M EXCITED TO SEE WHO I'LL BECOME.

I LOOK BACK AND SEE THE FAMILY MEMBERS CRYING AND YOU SEE THE PROUDNESS AND THE JOY THAT THEY HAVE.

SO AGAIN, I JUST WANT TO THANK YOU.

THEY CAME FROM 14 OF OUR HOME VALLEY UNION SCHOOL DISTRICT SCHOOLS.

AND THEN, UM, TWO OF OUR SPEAKERS CAME FROM GRANITE HIGH SCHOOL.

AND THEN, UM, WE HAD 15 PERFORMANCES.

WE HAD INSIDE PERFORMANCES AND OUTSIDE PERFORMANCES WITH 10 CAHONE VALLEY SCHOOLS.

WE HAD STILL CANYON INVOLVED AND ONE COMMUNITY AFGHANISTAN AFGHANY GROUP.

WE HAD 160 ART DISPLAYS FROM NINE DIFFERENT SCHOOLS, INCLUDING ALCOHOL AND HIGH SCHOOL.

AND THEN, UM, YOU SAW IT SAT A LITTLE BIT.

WE HAD A LOT OF INTERACTIVE ACTIVITIES FOR EVERYBODY.

SO WE HAD A INTERACTIVE, UM, ACTIVITIES, INCLUDING, UM, SOME BOOTHS THAT KIDS CAN BE A PART OF AND SOME, UM, MEET THE SPEAKERS, OR WE GOT TO GO UP AND MEET THE SPEAKERS INDIVIDUALLY AND ASK THEM QUESTIONS, WHICH THEY FELT LIKE SUPERSTARS, YOU KNOW, THERE WERE LIKE THE PAPARAZZI AROUND THEM.

SO IT WAS PRETTY COOL.

UM, AND THEN WE HAD SOME AMAZING FOOD TRUCKS TO HELP US OUT THROUGHOUT THE DAY.

SO IT'S SUCH AN AMAZING EVENT, SUCH AN AMAZING DAY.

AND, UM, I WAS JUST COMPLETELY AMAZED.

AND THEN, SO IT'S FOCUSED ON PUBLIC SPEAKING, BUT THEN THE KIDS GET AN IDEA OF WHAT IT'S LIKE TO PUT ON AN EVENT AND THE SOFT SKILLS AND THE COORDINATION AND THE TEAM WORK, AND THE SHOW MUST GO ON.

AND THEN THERE WAS A COUPLE PRESENTERS THAT, LIKE YOU SAID, STUMBLE OVER THEIR WORDS.

AND THAT WAS REALLY AN INCREDIBLE MOMENT WHEN THEY HAD TO COMPOSE THEMSELVES WHEN THEY HIT A HARD POINT AND THEN THEY KEPT GOING AND THEY GET KNOCKED DOWN AND GET BACK UP.

I MEAN, YOU DON'T, YOU DON'T GET THIS KIND OF, UM, EXPOSURE OR OPPORTUNITY IN ANYWHERE ELSE IN ELEMENTARY SCHOOL.

MARK SKIDMORE, WHO'S A MICHIGAN STATE UNIVERSITY PROFESSOR AND PHD SAID THAT THE U S COULD HAVE SAVED 88,000 LIVES.

IF IT HAD REMOVED THE BAN ON HCQ HYDROXY CHLOROQUINE AND MADE IT WIDELY AVAILABLE.

AS YOU KNOW, THESE, THERE WAS AN UNOFFICIAL BAN ON THE AND IVERMECTIN IN MARCH OF A TONY, TONY TO DR.

SKIDMORE, AFTER A SURVEY OF HIS OWN AND ESTIMATED TOTAL US DEATHS FROM COVID-19 POPULATION AT 294,000.

THERE'S THE VACCINE ADVERSE EVENTS REPORTING SYSTEM ESTIMATES ARE AS HIGH AS 2.1 MILLION DEATHS, BUT THERE IS A LARGE DISCREPANCY IN THERE.

SKIDMORE CONCLUDED THAT THE COVID VACCINE IS TOO DANGEROUS TO BE MANDATED.

AND DECEMBER 6TH, 2021, A COMPLAINT WAS FILED WITH THE INTERNATIONAL CRIMINAL COURT IN THE HAGUE, NETHERLANDS ON BEHALF OF THE BRITISH PEOPLE TO INVESTIGATE THE HIGH INCIDENTS OF DEATH AND PERMANENT INJURY FROM THE COVID QUOTE UNQUOTE VACCINES, THE 46 PAGE COMPLAINT ALLEGES THE UK GOVERNMENT HAS FAILED TO INVESTIGATE THE REPORTED DEATHS AND INJURIES.

THE PETITIONERS CONTEND THAT THE HARMFUL CONSEQUENCES OF VACCINES, QUOTE, UNQUOTE, THE LOCKDOWNS AND THE VIRUS ITSELF MEET THE CRITERIA THERE, WORDS OF GENOCIDE CRIMES AGAINST HUMANITY AND WAR CRIMES AGAINST THE BRITISH PEOPLE.

THOSE ARE THEIR WORDS, AND THAT'S WHAT WAS FILED IN THE, IN THE COMPLAINT.

THE COMPLAINT STATES THAT SUPPRESSION OF SAFE AND EFFECTIVE ALTERNATIVE TREATMENTS FOR COVID 19 AMOUNT TO MURDER AND WARRANTS, A FULL INVESTIGATION BY THE COURT.

AGAIN, THEIR WORDS, NOT MINE, SEVERAL WELL-KNOWN AMERICAN PUBLIC PERSONS ARE MENTIONED IN THAT COMPLAINT.

THE BAN ON IVERMECTIN AND HYDROXY CHLOROQUINE FOR PHYSICIANS AND PHARMACISTS IN LAMESA SAN DIEGO IN CALIFORNIA SHOULD BE REMOVED BY LOCAL OFFICIALS AND LICENSED PHARMACISTS SHOULD BE NOTIFIED TO FILL SETS PRESCRIPTIONS FROM LICENSED PHYSICIANS IN LAMESA ALCOHOL, SAN DIEGO, AND THE REST OF CALIFORNIA.

UM, AND THERE HAS BEEN HARASSMENT.

THERE IS COLLUDING BETWEEN THE PRESIDENT AND OTHER NEIGHBORS.

AND I'M SURE YOU'VE HEARD STORIES LIKE THIS BEFORE.

UH, IT'S BECOMING VERY FRUSTRATING TO THE POINT THAT I'M AT A LOSS WITHOUT THE CITY'S HELP OR HIRING AN ATTORNEY.

UM, IT'S NOT RENTABLE, IT WAS SUPPOSED TO BE A RENTAL AT SOME POINT.

UM, I'M TRYING TO HANG ON HERE IN THIS STATE FOR A FEW MORE YEARS AND RUN MY BUSINESS.

I MADE IT THROUGH THE PANDEMIC AND THIS IS EXTREMELY FRUSTRATING TO HAVE THIS BE MY QUALITY OF LIFE AND LIVING CONDITIONS.

UM, UH, AND I JUST AM LOOKING FOR ANY ADDITIONAL HELP THAT THE CITY CAN PROVIDE AND HELPING ME BECAUSE THEY HAVE ALL THE POWER AND THE SITUATION AND THERE'S, YOU KNOW, IT'S OUR PROPERTY VALUES.

SHOULDN'T BE FORCED OUT OF THEIR HOMES BY SECTION EIGHT AND BY A CORRUPT HOA IS, AND THE CITY IS OBVIOUSLY GOING TO SUFFER.

PEOPLE LIKE ME ARE LEAVING AND THOSE ARE THE PEOPLE WHO REPLACED ME.

UM, MY NAME IS MIKE JAMES AND I'M THE DEPUTY DIRECTOR FOR PUBLIC WORKS AND OPERATIONS.

SO TODAY I'LL BE SPEAKING ON A PUBLIC HEARING ITEM, UH, THAT WILL RE RECOMMEND LIENS THAT WE PLACED FOR DELINQUENT REFUSE, RECYCLING AND COLLECTION CHARGES.

JUST A LITTLE BIT OF BACKGROUND.

SO JANUARY OF 21, UM, THERE WAS A NEW REFUSE RECYCLING FRANCHISE AGREEMENT THAT WAS ESTABLISHED WITH EDCO.

UM, AS A PART OF THAT FRANCHISE AGREEMENT, IT INCLUDED ALL RESIDENTIAL AND COMMERCIAL REFUSE RECYCLING SERVICES.

UM, AND AS A PART OF THOSE SERVICES, EDCO WILL BUILD DIRECTLY EACH OF THE CUSTOMER OR THEY ACCOUNTS, UH, WITHIN THE CITY.

UM, AND AS NEEDED THE CITY MAY ASSIST WITH THE COLLECTION OF SOME OF THOSE DELINQUENT ACCOUNTS THROUGH THE LIEN PROCESS.

AND AS THOSE LIENS ARE COLLECTED SPECIFICALLY FOR SINGLE FAMILY DWELLING UNIT ACCOUNTS, THOSE SINGLE FAMILY DWELLING UNITS ARE THE ONLY ONES THAT CAN BE PROCESSED THROUGH THE LIEN, THE LIEN SERVICE, THOSE FUNDS ARE COLLECTED, AND THEN REMITTED BACK TO EDCO.

WHEN WE'RE TALKING ABOUT THE HISTORY OF THE LIEN PROCESS AND QUANTIFYING EVERYTHING, STAFF WENT TO 2017 AND TOOK A LOOK AT HOW MANY, HOW MANY TOTAL ACCOUNTS WERE INITIALLY PRESENTED.

AND THAT INITIAL PRESENTATION, UM, IS THE FIRST LOOK REALLY OF ALL THE ACCOUNTS THAT ARE DELINQUENT WHEN WE'RE TALKING DELINQUENT IT'S REALLY ANYTHING 60 DAYS OR MORE IS CONSIDERED A DELINQUENT ACCOUNT.

AND SO FROM THERE, THE INITIAL PRESENTATION OF THE ACCOUNT TO THE UPDATED NUMBER, WHICH MEANS THERE'S BEEN A LOT OF BACK AND FORTH, A LOT OF OUTREACH.

AND YOU'LL SEE IN THIS, UM, IN, IN THE CHART THAT THAT NUMBER HAS SIGNIFICANTLY DROPPED FROM THE INITIAL PRESENTATION TO THE UPDATED NUMBERS AND THEN DIRECTLY CORRELATED WITH THAT IS THE, THE AMOUNT OF THE LANES.

AND SO IN THIS CHART, THERE'S THE ACCOUNTS, BOTH THE INITIAL AND UPDATED, AND THEN THE AMOUNT OF MONEY.

THAT'S THE TOTAL OF, OF ALL OF THE ACCOUNTS THAT ARE PRESENTED.

SO I HIGHLIGHTED HERE IN BLUE WAS THE PRIOR, UM, FRANCHISE AGREEMENT HOLDER.

AND THEN IN 2021, THAT WAS THE FIRST COMPLETE YEAR WORKING WITH EDCO.

AND THE TOTAL THAT YOU SEE HERE IS THE AMOUNT THAT I REALLY WANT TO HIGHLIGHT IS 124.

AND SO THOSE ARE THE TOTAL NUMBER OF ACCOUNTS THAT ARE STILL CONSIDERED DELINQUENT AS OF THIS MORNING.

AND THEN THE VALUE OF THAT IS APPROXIMATELY $37,000.

AND THAT ALSO INCLUDES NOT JUST THE AMOUNT THAT'S DELINQUENT, BUT THE ASSOCIATED FEES THAT, UM, THAT ARE REQUIRED, IF THOSE AMOUNTS GO THROUGH THE LEAN PROCESS.

AND JUST BECAUSE I LIKE CHARTS AND GRAPHS, I WANTED TO INCLUDE ANOTHER ONE BECAUSE THIS, YOU CAN REALLY SEE THE TREND.

AND OVER, OVER THE YEARS, AS TIME HAS PROGRESSED, THERE'S BEEN A GENERAL DOWNWARD TREND TO GET TO WHERE WE'RE AT TODAY.

AND SO THE BLUE LINE IS THE INITIAL PRESENTATION OF THE ACCOUNT TOTALS.

THE GREEN LINE IS WHERE WERE, WAS THE ACTUAL AMOUNT THAT WAS PLACED WITHIN THE LIEN.

SO ONE OF THE QUESTIONS THAT MAY COME UP IS, YOU KNOW, IT'S, IT'S GOOD TO SEE THAT THERE'S A DROP AND IT'S, IT'S GOOD TO SEE, UM, THAT ESPECIALLY FOR THIS YEAR, THERE'S ONLY 124 ACCOUNTS.

AND GRANTED THAT'S OUT OF ABOUT 14,000 SINGLE FAMILY ACCOUNTS, UM, THAT ARE HELD.

SO W SOME OF THE REASONS FOR THAT STAFF WAS THINKING THAT, WELL, OBVIOUSLY WE'RE COMING OUT OF THE COVID ERA.

INDIVIDUALS ARE RETURNING BACK TO WORK, BUT THEN ALSO, YOU KNOW, WORKING CLOSELY WITH EDCO AND THE INFO AND THE INFORMATION THAT THEY SHARED, THEIR COMMUNICATION AND OUTREACH WITH EACH OF THE ACCOUNT HOLDERS, DIDN'T START IN APRIL.

WHEN WE FIRST GOT THE INITIAL NUMBER, IT WAS REALLY ALL YEAR LONG.

SO FROM THE TIME AND ACCOUNT GOES DELINQUENT ADDITIONAL FOLLOW-UP ADDITIONAL CALLS, AUTOMATED CALLS, TAGS ON THE, UM, BINS WILL BE PLACED, UM, UH, TO EVENTUALLY DOING DIRECT ONE-ON-ONE CALLS TO EVENTUALLY GET THAT NUMBER DOWN.

AND SO THAT'S WHY I THINK THAT'S A, THAT'S A CRITICAL POINT AND REASON WHY YOU SEE THE 236 NUMBER DROPPED DOWN TO 124 ACCOUNTS.

THAT'S ALMOST A 50% REDUCTION.

UM, AND WHEN LOOKING AT OVER, THROUGHOUT THE PAST, THAT IS THE SINGLE LARGEST PERCENTAGE REDUCTION WHEN YOU COMPARE IT TO THE AVERAGE OF, OF, UM, THE OTHER YEARS.

AND SO THAT CONCLUDES STAFF'S REPORT STAFF IS AVAILABLE FOR QUESTIONS.

I THINK IT IS 3%.

IT'S ACTUALLY 4%, UM, 4%.

I DON'T KNOW MANY THINGS IN THIS WORLD THAT ARE STILL AT 4%.

THERE'S A WHOLE LOT, THAT'S A LOT HIGHER THAN 4% INFLATION RIGHT NOW.

SO I THINK WE GOT A GREAT CONTRACT WITH EDCO, AND I'M SORRY, EDCO, THAT YOU HAVEN'T BEEN ABLE TO RAISE RATES THIS YEAR, BUT THE PEOPLE THAT ALCOHOL THANK YOU, THAT YOU FROZE THE RATES FOR A YEAR.

UH, IT JUST MAKES IT ALL THE MORE EASIER ON THOSE THAT HAVE STRUGGLED THE PAST YEAR, WE'RE DOWN TO 1 24, BUT THE REST OF THE CITY CERTAINLY IS GRATEFUL FOR, UM, THE VALUE THAT EDCO PROVIDES.

I HAVE A QUESTION I'M NOT FAMILIAR WITH THIS BECAUSE MY BILLS ARE ALWAYS PAID ON TIME, BUT WHAT HAPPENS IF WE DO A LEAN, WHAT HAPPENS TO THE RESIDENTS?

SO THE FIRST STEP IN THE PROCESS IS YOU'LL HAVE A LIEN AMOUNT.

AND THEN ON TOP OF THAT, THERE'S GOING TO BE ASSOCIATED FEES ON TOP OF THAT LIEN.

SO IT'S GOING TO BE A HUNDRED DOLLARS.

THAT'S OWED.

THERE'S GOING TO BE A 10%, UM, CITI FEE FOR DELINQUENT ACCOUNT, AND THEN A CITY CLERK AND COUNTY RECORDING FEE.

THAT'LL BE PLACED ON TOP OF THAT.

AND THEN AFTER WHICH, UM, THEN THE CITY CLERK WILL PROCESS THIS AND THEN HAVE THOSE, UM, LIEN SPECIFICALLY RECORDED TO, TO THE PROPERTY.

SO THEY HAVE A LIEN AGAINST THEIR PROPERTY.

AND IF THAT JUST DOESN'T GET PAID, CAN THEY LOSE THEIR PROPERTY IF THEY DON'T PAY THEIR GARBAGE FEE? TH TH THE WAY THAT IT WORKS IS, UM, SO THAT LIEN AMOUNT WILL THEN GO ONTO THEIR PROPERTY TAX BILL.

OKAY.

AND THEN IF THEY DON'T PAY THAT THEY COULD POTENTIALLY, AFTER A PERIOD OF TIME, I BELIEVE IT'S FOUR YEARS NOW BEING DELINQUENT, OR MAYBE IT'S FIVE BE DELINQUENT ON THEIR PROPERTY TAX, AND THEN THE COUNTY CAN SELL THE PROPERTY AND THEN THE CITY WOULD GET ITS PORTION OF THE AMOUNT BACK.

OKAY.

AND JUST OUT OF CURIOSITY, WHAT'S THE AVERAGE REASON WHY THEY'RE NOT PAYING THEIR GARBAGE BILL FOR SOME OF THESE THAT ARE LIKE ALMOST FOUR.

SOME OF THEM ARE FOUR OVER $400, BY THE TIME YOU HAD THE VISA AND EVERYTHING, WHAT IS THE REASON? SO FOR THAT, I'D HAVE TO REQUEST, UM, I'M JUST CURIOUS, YOU DON'T HAVE TO, I'D HAVE TO REQUEST STAFF TO BE ABLE TO, OR, UH, AT EDCO REPRESENTATIVES FOR FURTHER FOLLOW-UP, BUT STAFF DID NOT INQUIRE ABOUT THE PRIMARY REASONS AS TO, AS TO WHY THROUGHOUT THE YEAR, BUT STAFF CAN DEFINITELY FOLLOW UP AND PROVIDE THAT INFORMATION TO THE COUNCIL.

IS THERE ANY DOUBT ON THAT? I THINK IT'S THE CONSISTENT, THE CONSISTENT AND MULTIPLE WAYS THAT OUTREACH WAS PROVIDED TO EACH OF THE ACCOUNT HOLDERS THAT WERE DELINQUENT.

SO IT, IT REALLY THE, THE, THE TIMELINE STARTED FROM, FROM, FROM JANUARY OF 21.

AND THEN THERE WAS IT REALLY, EVERY TWO MONTHS, THERE WAS SOME FORM OF CONTACT THAT WAS MADE WITH THE ACCOUNT HUNTER, UH, ACCOUNT HOLDERS.

UM, AND THOSE WERE AUTOMATED CALLS, PERSONAL CALLS.

THERE WAS A HARD COPY OF LETTERS THAT WERE MAILED MULTIPLE LETTERS THAT WERE MAILED.

UM, AND THEN IT EVEN FOLLOWED UP WITH THE TAGS THAT YOU'LL SEE SOMETIMES THEY'LL INSERT INTO THE TRASH BINS THEMSELVES.

AND I THINK THOSE, THOSE, THOSE MULTIPLE CONSISTENT OUTREACH EFFORTS I THINK, WERE WHAT HELPED TO REDUCE THAT AMOUNT DOWN TO, UM, 50%.

I WAS CURIOUS CAUSE OF, UM, I KNOW THERE WAS A LOT OF, UH, UTILITY ASSISTANCE DURING COVID AND I WASN'T SURE IF MAYBE THAT WAS ATTRIBUTING TO SOME OF THE LARGER DECLINES IS, HEY, THERE'S THIS PROGRAM.

I CAN PAY IT OFF USING THIS, OR SO, I DON'T KNOW, JUST, JUST CURIOUS IF THERE'S ANY, WE'RE GOING TO SEE THOSE DECLINES AGAIN IN YEARS TO COME, OR IF WE DID SOMETHING DIFFERENT, LET'S KEEP DOING IT.

OR IF IT'S MONEY, THAT'S RAN OUT SOMETHING TO THINK ABOUT MR. CORTEZ.

I DON'T KNOW IF THIS IS THE REASON WHY, BUT AS WE WERE GOING THROUGH THE RFP PROCESS IN SELECTING THE, THE, UM, CONTRACT OR THE FRANCHISEE, THERE WAS THREE THAT WE WERE LOOKING AT AS YOU RECALL.

AND IT'S A COLLABORATIVE EFFORT EFFORT BETWEEN THE CITY PADRE DAM, THE COUNTY OF SAN DIEGO, AND, UH, THE HELIX WATER DISTRICT.

UM, IF APPROVED THIS PROJECT WILL BECOME OPERATIONAL IN 2026, AND IT CAN PROVIDE, WE'LL PROVIDE OUR COMMUNITY WITH UP TO 14,000 ACRE FEET PER YEAR OF DROUGHT PROOF, LOCAL SUSTAINABLE WATER SUPPLY USING STATE OF THE ARTS TECHNOLOGY TO PURIFY EAST COUNTIES, UM, RECYCLED WATER, UH, COMING UP NEXT WEEK ON MAY 19TH, THE EAST COUNTY ADVANCED WATER PURIFICATION GP BOARD WILL BE ASKED TO APPROVE AMENDMENTS FOR A PROGRESSIVE DESIGN BUILD AGREEMENT.

THAT WILL BE THE FINAL STAGES OF THIS PROJECT.

UM, SHOULD THE BOARD, UM, MOVE FORWARD WITH, UH, WITH A YES VOTE THEN THIS PROJECT IS FULL STEAM AHEAD.

SO WE'RE, WE'RE HAPPY TO BE HERE TO PROVIDE AN UPDATE.

I'LL BE JOINED UP HERE, UH, IN, IN A MOMENT BY OUR DIRECTOR OF ADVANCED WATER PURIFICATION, UH, MARK NEMIC AND OUR TECHNICAL ADVISOR CAN WEINBERG WITH KEN WEINBERG WATER RESOURCES CONSULTING.

SECONDLY, THIS PROJECT FROM THE INFORMATION THAT WE HAVE HERE TODAY, UH, IS FINANCIALLY FEASIBLE.

UH, THE LONGTERM INVESTMENT FOR, FOR WATER AND WASTEWATER RATE PAYERS, UH, IS, UH, AGAIN, BASED ON THE INFORMATION WE HAVE TODAY, UH, LESS THAN THE NO BUILD ALTERNATIVE OR STATUS QUO OPTION.

AND THEN FINALLY, UH, THIS PROJECT DOES, UH, ACHIEVE SOME ENVIRONMENTAL, MENTAL, UH, BENEFITS.

UH, WE ELIMINATE THE DISCHARGE OF ABOUT 15 MILLION GALLONS OF WASTEWATER, UH, PER DAY, UH, HEADED FROM EAST COUNTY, 20 MILES DOWN TO POINT LOMA TO THE PACIFIC OCEAN.

SO WITH THAT, WE'LL GET INTO THE PRESENTATION.

WE WANT TO PROVIDE YOU WITH THIS UPDATE.

UM, FIRST AND FOREMOST, THESE ARE THE, THE, THE GOALS AND THE, THE, THE BENEFITS OF THIS PROJECT, A NEW LOCAL SUPPLY REDUCED DEPENDENCE ON IMPORTED SUPPLIES, UM, THE ELIMINATED, UH, ELIMINATION OF A DISCHARGE OF 15 MGD AND TO THE PACIFIC OCEAN.

AND THIS PROJECT WENT ONLINE, WILL PROVIDE EAST COUNTY, HALF A MILLION PEOPLE WITH 30% OF THEIR, OF THEIR WATER SUPPLY.

AS YOU HAVE HEARD, UM, WE ARE IN A PRETTY SERIOUS SITUATION IN TERMS OF DROUGHT IN THE STATE OF CALIFORNIA AND THE WESTERN US IS IN ONE OF THE WORST DROUGHTS IN 1200 YEARS.

UM, THE COLORADO RIVER BASIN FOR THE FIRST TIME EVER IN ITS HISTORY IS, UH, IS UNDER A SHORTAGE DECLARATION.

UH, THE FIRST STATE THAT WILL BE IMPACTED BY THAT, THAT SHORTAGE WILL BE, UH, ARIZONA, CALIFORNIA, NOT TOO FAR BEHIND HISTORIC LOW LEVELS IN LAKE MEAD AND LAKE POWELL.

YOU MAY HAVE SEEN ON THE NEWS, THEY'RE FINDING SOME INTERESTING THINGS AT THE BOTTOM OF LAKE MEAD, UH, THE WATER, THE STATE WATER PROJECT UP IN NORTHERN CALIFORNIA, WHERE WATER FLOWS FROM 600 MILES AWAY, THIRD CONSECUTIVE DRY YEAR.

UH, THE GOVERNOR HAS DECLARED AN EXECUTIVE ORDER, UH, DID DO SO IN MARCH AND IS EXPECTED TO MAKE ANOTHER ANNOUNCEMENT EMERGENCY CONSERVATION REGULATION ANNOUNCEMENT, UH, LATER THIS MONTH OR EARLY IN JUNE.

SO, UH, THIS PROJECT COULDN'T, UH, HAPPEN AT A, AT A MORE NECESSARY TIME.

THIS IS THE STORY OF OUR, UH, UH, WASTEWATER, UH, IN EAST COUNTY, UH, THREE AGENCIES, THE COUNTY OF, UH, OF SAN DIEGO CONTRIBUTES ABOUT 4 MILLION GALLONS A DAY, THE CITY OF SANTEE, UH, 4 MILLION GALLONS A DAY, AND THE CITY OF OKLAHOMA, 7 MILLION GALLONS A DAY, UH, ALL FLOWING DOWN MISSION GORGE ABOUT A STONE'S THROW AWAY FROM SANTEE LAKES AND OUR EXISTING, UH, WATER RECLAMATION FACILITY, WHERE WE CAPTURE ONLY TWO MGD OF THAT, OF THAT FLOW.

SO THAT MEANS 13 MILLION GALLONS A DAY IS FLOWING 20 MILES DOWN TO POINT LOMA WHERE IT'S PARTIALLY TREATED AND THEN PUT OUT INTO THE PACIFIC OCEAN.

WE CAN DO BETTER THAN THAT.

WE HAVE THE TECHNOLOGY TO TAKE THAT WATER, TO REUSE IT AND TO MAKE IT A BENEFIT FOR, FOR EAST COUNTY.

SO THIS IS WHAT WE WANT TO DO.

WE WANT TO BUILD A NEW ADVANCED WATER TREATMENT FACILITY, NORTH OF SANTEE LAKES.

WE WANT TO CAPTURE ALL 15 MILLION GALLONS OF THAT WASTEWATER EVERY DAY, CLEAN IT, PURIFY IT, AND THEN SEND IT OVER TO OUR PARTNERS AND FRIENDS OVER AT HELIX WATER DISTRICT.

I'M GLAD TO BE JOINED BY THE GENERAL MANAGER, CARLOS LUGO'S HERE TODAY AND HIS STAFF.

UH, THEY WILL BE BLENDED WITH, WITH, UH, LAKE JENNINGS WATER AS A WATER RAW WATER SUPPLY TREATED ONE MORE TIME AND THEN PUT INTO THE DISTRIBUTION SYSTEM, SERVING 500,000 EAST COUNTY RESIDENTS CREATING A 30% OF OUR LOCAL, A OF OUR WATER SUPPLY HERE LOCALLY.

SO THIS IS A PROJECT OVERVIEW FROM A MAP STANDPOINT, WE'VE GOT THE FOUR PACKAGES WE'VE DIVIDED THE PROJECT INTO FOUR PACKAGES, PACKAGE ONE UP AT THE TOP.

THERE IS THE LARGEST COMPONENT.

THAT'S THE, UH, THE NEW WATER RECYCLING FACILITY AND THE ADVANCED TREATMENT FACILITY, UH, PACKAGE TWO IS OVER ON THE RIGHT.

THAT'S THE PIPELINE THAT TAKES THE WATER OVER TO LAKE JENNINGS, A PROJECT IN AND OF ITSELF TRAVELING ALL THE WAY THROUGH SANTEE, THEN LAKES THROUGH SLOW LAKESIDE, AND THEN, UH, MAKING ITS WAY INTO, INTO LAKE JENNINGS.

PACKAGE THREE IS, UH, IMPROVEMENTS TO PUMP STATIONS, A NEW NEW FORCE MAIN FROM THE NEW TREATMENT FACILITIES DOWN TO THE EAST MISSION GORGE PUMP STATION, AND THEN PACKAGE FOUR IS A NEW BRINE LINE AND THE REFURBISHMENT OF AN EXISTING, UH, FORCED MAIN, UH, THROUGH, UM, MISSION TRAILS PARK.

AS I SAID, WE ARE, UH, PROCURING THIS IN, IN FOUR PACKAGES.

UH, E-COMM LYLES IS, UH, ONE OF THE JOINT VENTURES THAT WE'LL BE DEPLOYING THIS PROJECT, A DESIGN BUILD A PROGRESSIVE DESIGN BUILD CONCEPT.

AND THEN, UH, ORION GHD IS, UH, ALSO THE, THE OTHER, UH, JOINT VENTURES.

THIS IS OUR, OUR BOARD OF DIRECTORS, UM, REPRESENTATIVES FROM EACH AGENCY, UH, UH, ALCOHOL IS REPRESENTED BY, BY STEVE GLOBAL, UH, WHO IS, UH, THE CHAIR OF THE EAST COUNTY ADVANCED WATER PURIFICATION JPA.

WE HAVE CONTRACTS FOR WATER AND WASTEWATER ON THE LEFT-HAND SIDE, YOU SEE WATER PURCHASES, WATER AGREEMENTS WITH POTTERY DAM AND HELIX.

SO THE JPA WILL SELL THE PRODUCT WATER TO BOTH PADRE DAM AND HELIX AS A REVENUE SOURCE ON THE RIGHT-HAND SIDE ARE THE WASTEWATER, UH, AGREEMENTS WITH, UH, ALL THREE AGENCIES, THE COUNTY OF SAN DIEGO, THE CITY OF OKLAHOMA AND PADRE DAM.

SO THIS WILL BE THE STRUCTURE BY WHICH WE, UM, UH, WE WILL, UH, MOVE THE PROJECT FORWARD WITH THAT.

I'M GOING TO TALK ABOUT PROBABLY WHAT IS OF KEEN INTEREST TO EVERYBODY, THE, THE FINANCIAL FINDINGS AND CONCLUSIONS ON THAT.

SO, UH, JUST TO TELL YOU A LITTLE BIT ABOUT MYSELF, UM, MY NAME IS KEN WEINBERG AND I'VE BEEN ABOUT, SPENT ABOUT 30 YEARS IN THE PUBLIC SECTOR AND IN CONSULTING AND 24 OF THOSE YEARS WERE AT THE SAN DIEGO COUNTY WATER AUTHORITY.

AND I SPENT MOST OF MY TIME THERE AS A DIRECTOR OF WATER RESOURCES, AND I'M AN INDEPENDENT ADVISOR ON THIS PROJECT BECAUSE I BRING EXPERIENCE IN LARGE INFRASTRUCTURE PROJECTS, DOING THE FINANCIAL ECONOMIC ANALYSIS, PROJECT DEVELOPMENT, PERMITTING ALL OF THOSE THINGS.

BUT, YOU KNOW, AT THE END OF THE DAY, YOU KNOW, A BOARD OR A COUNCIL HAS TO MAKE A FINANCIAL DECISION.

AND SO THAT'S BEEN PART OF MY ROLE ON THE PROJECT IS TO BRING THAT EXPERIENCE.

SOME OF THE OTHER THINGS THAT I'VE DONE JUST TO GIVE YOU A LITTLE BIT MORE BACKGROUND IS, UH, I HAVE A STRANGE HOBBY OF DESIGNING RATE STRUCTURES.

SO I WAS PART OF DESIGNING THE, UH, WHAT'S CALLED AN UNBUNDLED RATE STRUCTURE AT THE WATER AUTHORITY.

THAT'S STILL IN PLACE NOW.

AND IT GIVES ME A LITTLE BIT OF INSIGHT INTO A WATER AUTHORITY RATES.

AND I'M GOING TO TELL YOU WHY THAT'S IMPORTANT AS WELL.

AND I SERVED FOUR YEARS UNDER THE BROWN AND NEWSOME ADMINISTRATIONS ON THE DELTA STEWARDSHIP COUNCIL.

AND PART OF MY JOB THERE WAS LOOKING AT, UH, STATE INVESTMENTS IN INFRASTRUCTURE.

SO KIND OF GOT SOME, SOME BACKGROUND IN THIS THAT I CAN BRING TO, UH, TO THE TABLE.

UM, THE OTHER PERSON UP THERE IS DAVID MOORE AND HE IS THE PRINCIPAL OF CLEAN ENERGY CAPITAL.

HE'S NOT HERE TODAY, BUT, UH, DAVID AND I BOTH WORKED TOGETHER ON THE CARLSBAD DESALINATION PROJECT.

UH, THAT WAS KIND OF A MEAN WORK EFFORT FOR ME OVER MANY YEARS.

AND I WORKED WITH DAVID AND HE WAS IN THIS ROLE OF A FINANCIAL ADVISOR.

SO AGAIN, BIG, VERY DEEP BACKGROUND IN INFRASTRUCTURE PROJECTS AND, AND A LOT OF EXPERIENCE IN THE WATER SPACE BEING AN INVESTMENT BANKER, YOU COULD SEE SOME OF THE SPECIFICS IN HIS BACKGROUND.

SO, YOU KNOW, WHERE ARE THE INDEPENDENT ADVISORS AND THE CONSULTANTS ON THE, ON THE PROJECT, LOOKING AT THE FINANCIAL, UH, ASPECTS, BUT WE ALSO WORK VERY CLOSELY WITH THE STAFF AND THAT MAIN STAFF PERSON THERE IS, UH, KAREN JUST SOY WHO'S THE CHIEF FINANCIAL OFFICER FOR PADRE DAM.

AND, UH, KAREN DOES A LOT OF THE HEAVY LIFTING.

SO I WANTED TO MAKE SURE WE RECOGNIZED HER IN THIS.

SO WE'RE GOING TO TALK ABOUT THE FINANCIAL ANALYSIS AND THE VIABILITY AND THE HEART OF THE FINANCIAL ANALYSIS.

IT'S A COMPREHENSIVE PROFORMA MODEL LIKE ANY BUSINESS WOULD DO LOOKING AT COSTS AND LOOKING AT REVENUES AND LOOKING AT, YOU KNOW, INSTEAD OF PRICING, WE'RE LOOKING AT ULTIMATELY WHAT RATE IMPACTS WOULD BE.

AND THE PROFORMER WAS, UH, DEVELOPED BY CDC AND, UH, OVERSEEN BY KAREN AND BY DAVID MOORE, THE PRINCIPAL AT CEC, AND IT IS A COMPREHENSIVE FINANCIAL ANALYSIS.

THE PROJECT OVER ITS 30 YEAR LIFE.

IT INCLUDES CAPITAL AND OPERATING EXPENSES.

UM, WE INCLUDED RECENT PRICING INCREASE DUE TO MACRO ECONOMIC PRESSURES.

AND I KNOW THAT'S A QUESTION THAT'S COME UP IN THE PAST, UH, AND WE'VE CERTAINLY BEEN SUBJECT TO THEM.

UM, IT'S GOT TWO KEY VARIABLES THAT I'M GOING TO TALK ABOUT IN A LITTLE MORE DEPTH AND THAT'S THE AVOIDED METRO COSTS AND COUNTY WATER AUTHORITY RATES.

THOSE ARE VERY KEY TO KIND OF DRAWING THE BOTTOM LINE CONCLUSION THAT ALAN WENT OVER ON THE COST EFFECTIVENESS OF THE PROJECT.

UM, I WANT TO ESPECIALLY POINT OUT

THAT WITH THIS PROFORMA, WITH THIS PROJECT, IT'S IMPORTANT TO NOTE THAT FUTURE WATER SALES.

SO AS ALAN MENTIONED, YOU KNOW, WE'RE GOING TO PRODUCE WATER.

THE JPA WILL SELL IT TO, UH, PADRE DAM AND HELIX WATER DISTRICT, AND THEY WILL COLLECT REVENUE.

AND THAT REVENUE IS GOING TO REDUCE THE COST TO THE WASTEWATER CUSTOMERS THAT ALONG WITH, UH, SOME GRANTS FROM THE METROPOLITAN WATER DISTRICT.

SO THAT'S A REAL KEY ASPECT.

SO WE TALKED ABOUT INDEPENDENT QUALITY ASSURANCE, UH, MYSELF, DAVID MOORE, UH, FROM QUEEN ENERGY CAPITAL AS WELL AS THERE'S A TECHNICAL ADVISORY COMMITTEE THAT, UH, YOUR DIRECTOR OF PUBLIC WORKS SERVES ON.

AND WE HAVE REPRESENTATIVES FROM THE COUNTY, OTHER ELK OWN STAFF THAT ALSO REVIEWED THIS INFORMATION.

AND IN THAT ALL SERVES TO KIND OF GO THROUGH THAT QUALITY ASSURANCE AND BUILD THE CONFIDENCE IN HOW WE'RE ANALYZING THIS.

SO OUR FINDING, YOU KNOW, ON THE INDEPENDENT ADVISORY SIDE IS THAT THE PROJECT ECONOMICS, THE KEY ISSUE REMAIN COST COMPETITIVE WITH THE ALTERNATIVE, WHICH HAS JUST CONTINUED PARTICIPATION IN METRO AND PURCHASING WATER FROM THE COUNTY WATER AUTHORITY.

SO THAT THAT'S THE BOTTOM LINE CONCLUSION.

SO IT'S IMPORTANT TO TALK ABOUT SOME OF THE DETAILS, OH, I FORGOT TO ADVANCE THAT.

UM, THE ALTERNATIVE OF PAIN MORE OR LESS THAN METRO REALLY IS THE PRIMARY CONSIDERATION FOR, I THINK ALL THE AGENCIES INVOLVED ON WHETHER TO IMPLEMENT THE PROJECT.

UM, THIS HAS BEEN SOMETHING WE'VE BEEN FOCUSED ON SINCE THE BEGINNING.

I THINK THE CITY MANAGER MENTIONED THE PLANNING OF THIS WENT, IT GOES BACK TO 2014.

WE HAVE BEEN KEENLY FOCUSED ON IDENTIFYING FUTURE METRO COST, I THINK SINCE 2018.

UM, I'VE BEEN WITH THIS PROJECT SINCE 2015.

SO IT KIND OF BEEN THROUGH THIS, THIS WHOLE PROCESS.

OUR PROJECTIONS FOR METRO REFLECT INFORMATION PROVIDED BY THE CITY OF SAN DIEGO, UM, BUT NOT COMPLETE INFORMATION.

SO WE HAD TO, ESPECIALLY FOR FUTURE COSTS, WE HAD TO DEVELOP SOME ASSUMPTIONS AND WE WORKED WITH, UH, ANOTHER CONSULTANT.

HER NAME IS KAREN KEYS.

SHE WORKS CLOSELY WITH THE, UH, METRO PARTICIPATING AGENCIES AND THE METRO, UH, COMMISSION ON REPRESENTING THEM IN THEIR FINANCIAL DISCUSSIONS WITH THE CITY.

UM, AND SHE WAS HELPFUL IN US CREATING A AVOIDED COST MODEL TO LOOK AT THOSE FUTURE METRO COSTS.

IN 2021, WE WENT THROUGH AN EXTENT EXTENSIVE UPDATE.

SO THAT WAS THE FIRST TIME WE ACTUALLY SAW SOME SPECIFIC DEBT SERVICE SCHEDULES FROM THE CITY ON PURE WATER AND, AND EXISTING METRO DEBT.

SO THAT WAS VERY HELPFUL.

UM, THE CITY DOES DO A FIVE-YEAR FORECAST OF ITS RATES AND CHARGES FOR ITS, UH, PARTICIPATING AGENCIES.

SO WE MADE SURE WE WERE ALIGNED WITH THAT LATEST FIVE-YEAR FORECAST.

UH, THERE WERE SOME OF THE BEGINNING OF EFFECTS OF THE, UH, SUPPLY CHAIN CONSTRAINTS AND, AND INFLATION ON CONSTRUCTION PRICES.

SO WE WERE ABLE TO CAPTURE SOME OF THAT.

UM, AND WE LOOKED AT WHAT THE RECENT PAST WAS IN METRO RATE INCREASES.

AND WE LOOKED AT THE THREE AGENCIES BECAUSE THAT'S REALLY WHERE THE DECISION IS.

AND IF YOU LOOK BETWEEN FISCAL YEAR 2015 AND 2021, THE AVERAGE ANNUAL RATE OF INCREASE WAS 7% FOR ALCOHOL AND THE COUNTY AND PADRE DAM.

SO THAT'S SIGNIFICANT, BUT IT REFLECTED SOME SPIKES.

YOU KNOW, I THINK ONE YEAR WAS UP, UH, 14 TO 16%, ONE YEAR WAS UP 8%.

AND THAT WAS BECAUSE THERE WAS THE CONTRIBUTIONS FOR, FOR PAYGO CONTRIBUTION.

SO THERE WAS AN UP AND DOWN, I THINK WHEN YOU LOOK IN THE FUTURE WITH METRO, THEY'LL LEVEL THAT OUT TO SOME DEGREE, BECAUSE THEY'RE GOING TO BE ISSUING A LOT OF DEBT AND THEY'RE TAKING A LOT OF LOANS ON.

SO WE DIDN'T THINK THAT THAT WAS AS PREDICTIVE OF THE FUTURE AS, UH, AS IT WAS OF THE PAST.

SO FOR 2022,

WE DID A LOT OF WORK IN 2021.

SO WE CONTINUED USING THAT INFORMATION.

THE CITY PUT OUT A NEW FIVE-YEAR FORECAST.

SO WE ALIGNED WITH THAT.

UM, WE INCREASED SOME OF THEIR OPERATING AND MAINTENANCE COSTS BECAUSE INFLATION UP, WE HAD OLD INFLATION ASSUMPTIONS.

WE ALSO INCREASED INFLATION FOR THE AWP PROJECT.

SO FELT THAT IT WAS SYMMETRICAL TO DO THE SAME FOR THEM.

UM, BUT WE FELT LIKE WE NEEDED TO MAINTAIN CONSERVATIVE ASSUMPTIONS BECAUSE WE'RE STILL NOT GETTING COMPLETE INFORMATION FROM THE CITY, ESPECIALLY THE FINANCIAL IMPACTS OF PHASE TWO PURE WATER, WHICH THEY'RE REALLY AT THE EARLY PLANNING STAGES.

AND THEY HAVE PRELIMINARY COST ESTIMATES, BUT THERE'S NO FINANCING PLAN.

SO WE DEVELOPED TWO CASES, A HIGH AND A LOW.

YOU KNOW, WHEN I WAS THERE, PRICES WERE GOING UP, THEY'RE STILL GOING UP.

WATER IS JUST GETTING MORE EXPENSIVE AS IT GETS MORE SCARCE, UM, BECAUSE OF WHAT WE'VE BEEN GOING THROUGH PROBABLY FOR THE LAST 10 YEARS, YOU KNOW, WE'VE GOT, THIS IS THE THIRD DROUGHT WE'VE EXPERIENCED IN JUST OVER 10 YEARS, MAYBE 12 YEARS.

YOU KNOW, I WENT 20 YEARS BETWEEN DROUGHTS.

SO WE'RE SEEING MORE INTENSE DROUGHTS, LONGER PERIODS, MORE FREQUENTLY.

AND THE PUBLIC HAS REALLY ANSWERED THE CALL.

THEY'VE REDUCED DEMAND AND WATER USE HAS GONE WAY DOWN, BUT THAT HAS A FINANCIAL EFFECT ON WATER UTILITIES.

SO THE WATER AUTHORITY IS FACED WITH INCREASING PRICES FOR SUPPLIES, REDUCE SUMMIT DEMAND, WHICH MEANS REDUCED WATER SALES.

AND THEY'VE GOT FUTURE CAPITAL COSTS THAT THEY HAVE TO DEAL WITH AND A LOT OF OUTSTANDING DEBT.

SO THERE'S A LOT OF PRESSURE ON RATES TO MOVE UPWARDS.

SO IN OUR 22, 20 22 UPDATE, UH, WE WERE FORTUNATE THE WATER 30 CAME OUT AT THE END OF 2021 DECEMBER WITH A LONG RANGE FINANCING PLAN.

AND THAT SHOWED THAT THERE WERE GOING TO HAVE TO INCREASE RATES IN THE NEAR TERM.

THEY UPDATED THAT WITH A 10 YEAR FORECAST IN 2022, UH, THEY DEVELOPED A HIGH AND LOW RANGE AND WE USED THAT THE EXPECTED NEAR TERM.

SO IN THE NEXT FIVE YEARS, THEY'RE EXPECTING, UH, ANNUAL RATE OF INCREASE OF OVER 5% A YEAR.

AND THAT'S PROBABLY ON THE LOW END.

UM, LONG-TERM TREND THAT WE LOOKED IN OUR PROJECTION IS THAT ULTIMATELY THEY'LL GET BACK TO SOMEWHERE AROUND UNDERLYING INFLATION.

THERE IS NO DEBT TO RETIRE.

IF YOU LOOK AT THE TWO LINES BELOW THE BLUE LINE, WHICH IS CLOSEST TO THE DASHED LINES, THE METRO COSTS IS AWP.

AND YOU COULD SEE IN THOSE EARLY YEARS, THINGS ARE PRETTY CLOSE.

WE'RE A LITTLE BIT UNDER THE BLUE LINE IS UNDER THE, UH, THE AVERAGE EXPECTED RATES FOR CWA OR THE REVENUE FOR WATER SALES.

THE PRICE HELIX WILL PAY FOR THE AWP.

PURIFIED WATER IS INDEXED TO THE PRICE THAT THEY'RE PAYING FOR THE IMPORT OF WATER FROM THE COUNTY WATER AUTHORITY.

THIS IS GOING TO PROVIDE HELIX WITH LOCALLY CONTROLLED DROUGHT PROOF SUPPLIES AT A COMPETITIVE COST TO THAT OF IMPORTED WATER.

NOW, HELIX IS ACCOUNTED FOR, ARE THERE INCREASED OPERATIONAL COSTS WITHIN THOSE AGREEMENTS SO THAT THE OPERATIONAL COSTS SPECIFIC TO THE AWP WILL NOT INCREASE THE RATES.

THE SECOND QUESTION THAT WAS POSED ARE WHAT ARE THE ALTERNATIVES TO THIS PROJECT AND WHAT DO THEY COST? SO THIS PROJECT IS REALLY A COMPREHENSIVE WATER AND WASTEWATER SOLUTION FOR THE EAST COUNTY REGION.

SO METRO WILL CONTINUE TO PROVIDE THE WASTE WATER TREATMENT, AND CWA CONTINUES TO PROVIDE WHOLESALE WATER TO HELIX.

AND AS, AS CAN JUST DEMONSTRATE IT, THE STATUS QUO IS FORECAST TO THE COST MORE THAN THE PROJECT.

AND DOESN'T MEET THE PROJECT'S OBJECTIVES OF BEING A COMPREHENSIVE WATER AND WASTEWATER SOLUTION.

DOES THE PROJECT CHANGE THE AMOUNT OF WATER THE CITY CAN USE AS DICTATED BY THE STATE? SO IF THE STATE WERE TO APPROVE AN EMERGENCY CONSERVATION REGULATION, HELIX WATER DISTRICT CUSTOMERS WOULD BE SUBJECT TO THOSE REQUIREMENTS.

HOWEVER, THE LESS DEPENDENT THAT HE LIKES IS ON IMPORTED WATER, THE LESS, LESS, THE LESS THE REDUCTION IN THE WATER USED WILL BE REQUIRED OF THEIR CO OF THE CUSTOMERS.

IT'S NOT GOING TO IMPACT AGRICULTURE ANY DIFFERENTLY THAN A MUNICIPAL AND INDUSTRIAL CUSTOMER IN TERMS OF THE POTENTIAL WATER USE RESTRICTIONS, AND IT WILL IMPROVE THEIR WATER SUPPLY RELIABILITY TO THEM IN TERMS OF POTENTIAL RATE IMPACTS TO THOSE AG CUSTOMERS.

IT'S NO DIFFERENT THAN FOR ANY CUSTOMER CAN MEMBERS OF THE JPA BACK OUT OF THIS PROJECT LATER, THE SHORT ANSWER IS NO WE'RE ALL BOUND BY THREE AGREEMENTS.

WE HAVE THE JPA FORMATION AGREEMENT, THE WATER PURCHASE AGREEMENT AND THE WASTEWATER SERVICE AGREEMENT THAT ALAN TALKED ABOUT EARLIER IN THAT GOVERNANCE STRUCTURE AND COLLECTIVELY THE AGREEMENTS TO ENSURE CONTINUED SERVICE BY THE JPA TO THE WASTEWATER AGENCIES AND THE WATER PROVIDERS, THE JPA FORMATION AGREEMENT HAS A SPECIFIC PROVISION IN IT REQUIRING ANY MEMBER AGENCY CHOOSING TO OPT OUT TO MAINTAIN ITS FINANCIAL COMMITMENT, TO ALL ONGOING OBLIGATIONS OF THE JPA PRESENT WHEN THEY CHOOSE, OR IF THEY CHOOSE TO OPT OUT WHAT IS THE PROJECT'S CONTINGENCY? SO THE F FOR THIS PROJECT, BOTH THE DESIGN BUILDERS FOR EACH OF THE, ALL THE THREE OF THE PACKAGES AND THE JPL WILL CARRY A SEPARATE CONTINGENCY.

SO YOU CAN SAY ALL OF APRIL AND ALL THE WAY, SO LET'S SAY THE BEGINNING OF JUNE, RIGHT? SO THE IDEA IS THAT ONCE THE AGREEMENTS APPROVED THOSE DESIRABILITY, THEY'RE GOING TO ISSUE THOSE POS TO THOSE VENDORS.

WITH THOSE THAT PRICE CERTAINTY WITH THOSE LOCKED IN PRICES AND APPROXIMATELY 50 TO 75% OF THE MATERIAL EQUIPMENT THAT'S GOING TO BE USED ON THE PROJECT IS GOING TO BE PURCHASED WITHIN THOSE FIRST 90 DAYS.

SO REALLY WHAT THAT MEANS IS YOU HAVE TO BUY IT NOW TO ENSURE THAT IT'S DELIVERED WHEN, WHEN NEEDED.

NOW THE BENEFIT OF THE PROJECT HERE IS THAT WE HAVE A LONG SCHEDULE.

THIS IS A THREE-YEAR CONSTRUCTION WINDOW.

THE PROJECT SIZED TO TREAT 16 MILLION GALLON.

THEY MAKE A MILLION GALLONS, A DAY OF WASTEWATER FLOWS TO PROVIDE 12 AND A HALF MGD, WHICH EQUATES TO ABOUT 14,000 ACRE FEET OF NEW WATER SUPPLY.

EACH YEAR, WE ANTICIPATE THAT WHEN WE GO ONLINE, WE'LL BE SOMEWHERE IN THE 14 TO 15 MILLION GALLONS PER DAY.

THAT GIVES US A LITTLE BIT OF CAPACITY TO GROW.

IF FLOWS INCREASE IN A COUPLE OF YEARS, WE DO, WE HAVE LOOKED AT INCREASING THE CAPACITY UP TO 18 MILLION GALLONS A DAY OF WASTEWATER FLOWS.

AND WHEN, WHEN, AND IF THAT WAS TO HAPPEN, IF THERE WERE A SOURCE WATER AVAILABILITY AND THE PERMIT, THE PERMITTING AGENCIES ALLOWED IT, WE COULD POTENTIALLY EXPAND WHERE THE CURRENT STORY OR PLANT IS.

WE COULD, YOU KNOW, EXPAND FURTHER THERE FOR ANOTHER 2 MILLION GALLONS PER DAY OF WASTEWATER FLOWS AND WILL AWP HANDLE ALL OF ALCOHOL'S WASTEWATER TREATMENT.

UM, AND AS I MENTIONED, WE, WE DID THE WASTEWATER AND WATER SERVICE AGREEMENTS.

WE HAVE THE JPA AGREEMENT, YOU'LL NOTICE THEIR PUBLIC OUTREACH.

IT GOES THROUGHOUT THE ENTIRE PROJECT.

AND IT'S GOING TO RAMP UP INTO THE CONSTRUCTION PHASE TWO, BECAUSE NOW WE'RE GOING TO BE IMPACTING PEOPLE'S DAY-TO-DAY LIVES.

AND WE HAVE TO MAKE SURE WE'RE OUT IN FRONT OF THEM.

SO A LOT OF COORDINATION GOING ON, WE HAVE THE RIGHT PARTNERS ON THE TEAM.

DO YOU HAPPEN TO KNOW THAT INDEX NUMBER? IS IT 91, 90 1%? SO THE WATER THAT WE SELL THE HELIX INTO PADRE WILL BE 91% OF WHATEVER THE CWA COST IS.

NOW THAT WATER BECOMES PART OF THE COST STRUCTURE FOR HELIX AND FOR PADRE, BECAUSE

THEN THEY, YOU KNOW, ADD ANOTHER THINGS TO COME UP WITH THEIR RATE TO US.

BUT JUST KNOWING THAT THE WHOLESALE RATE OF WATER IS 91% OF WHAT THE ALTERNATIVE IS, IS, IS AN IMPORTANT THING TO REMEMBER.

IT'S ALSO IMPORTANT TO REMEMBER THAT A CWA RATES GO UP.

SO DOES THE SALE OF PURIFIED WATER REVENUE GO UP THE HIGHER, THE SALE OF PURIFIED WATER, THE LOWER, THE WASTEWATER COSTS.

IT OFFSETS THE WASTEWATER COSTS IN THE FIRST, UH, COUPLE OF YEARS, 42% OF THE WASTEWATER COSTS WILL BE OFFSET BY SALES OF WATER.

SO ALMOST HALF OF THE COST OF THE PROGRAM THAT THE OPERATING COST OF THE PROGRAM IS ALREADY PAID FOR BY THE WATER THAT IS GOING TO BE SOLD TO HELIX AND RATE, SHOULD THIS BE APPROVED? SO THAT'S EVENTUALLY IT WOULD RISE ABOVE 50%, MORE THAN 50, 54% SOMEDAY.

THAT IS AN IMPORTANT THING TO REMEMBER TO SAY, THIS PROJECT IS NOT JUST A BUNCH OF NEW PIPES IN THE GROUND.

IT'S ACTUALLY GENERATING REVENUE TO OFFSET WASTEWATER COSTS.

UH, THAT'S AN IMPORTANT THING TO REMEMBER THE, UH, THE FINANCING OF THIS PROJECT, WHICH GOES INTO THE, THE RATES, THE WASTEWATER RATES, UH, THE POTTERY DAM STAFF ACTING AS THE, UH, ADMINISTRATOR OR STAFF TO THE JPA, UH, HAS NEGOTIATED A $383 MILLION FROM THE STATE AT JUST 0.8% INTEREST.

THAT'S NOT GOING TO HAPPEN AGAIN IN A LONG TIME, NOT IN TODAY'S ENVIRONMENT AND ON THE ENVIRONMENTAL PROTECTION AGENCY SIDE THAT STAFF HAS NEGOTIATED, UH, LET'S SEE SOMETHING LIKE $387 MILLION.

UH, IT INITIALLY CAME OUT AT 2.3%, BUT GOT RENEGOTIATED DOWN TO 1.9, 5%.

AND THIS IS THE COST OF THE MONEY TO BUILD THIS PROJECT.

SO THAT WAS EXCELLENT, UH, ADVOCACY FOR THE RATE PAYERS AND THAT KIND OF THING.

SO REALLY A KEY HERE IS, AND REMEMBER THIS WATER RECYCLING THING HAS BEEN AN ORANGE COUNTY FOR OVER 10 YEARS.

WEREN'T THIS IS NOT A PIONEER PROJECT IN THE UNITED STATES.

THIS HAS BEEN AT THE WATER IN YOUR COCA-COLA AT DISNEYLAND, FROM THE FOUNTAIN, AND IT'S, IT'S WATER IN A LOT OF RESTAURANTS AND HOMES IN ORANGE COUNTY FOR OVER 10 YEARS.

SO THIS IS THE SAME KIND OF, OF PROCESS.

UH, I JUST THINK IT IT'S, IT HAS THE OPPORTUNITY TO PROVIDE MORE CERTAINTY BECAUSE IF, IF THE AREA IS DEPENDENT ON THE CWA FOR WATER, MUCH LESS LOWER RATES, UH, WILL THE REGION HAVE THE SAME CERTAINTY AS IT WILL UNDER THIS PROGRAM, WHICH PROVIDES CERTAINTY OF AT LEAST 30% OF THE TOTAL USAGE.

AND THESE ARE THE THINGS THAT WE WILL WAIT AT THE MAY 19TH MEETING, BUT I THINK THERE'S A LOT OF GOOD INFORMATION.

I THINK WE HAVE A GREAT PARTNERS ALL THE WAY UP AND DOWN, UH, THE STREET IN TERMS OF HELIX AND PADRE AND THE COUNTY.

THIS PROPOSAL IS CURRENTLY BEING CONSIDERED BY THE STATE LEGISLATURE IN THE FORM OF SB 1338.

AND THERE'S ALSO AN ACCOMPANYING BILL IN THE STATE ASSEMBLY.

UM, AS IT'S WRITTEN TODAY, SB 1338 PROVIDES LOCAL GOVERNMENTS, HEALTHCARE PROFESSIONALS AND FAMILIES WITH, WITH THE ABILITY TO HELP THOSE THAT ARE SUFFERING THOSE IN OUR COMMUNITY THAT ARE SUFFERING FROM, UM, MENTAL ILLNESS.

ALTHOUGH THE LAW DOES IS REALLY OPEN TO ANYBODY.

IT DOESN'T PRECLUDE ANYBODY.

THERE'S CLEARLY A TARGET OR THERE'S CLEARLY A FOCUS ON, UM, OUR COMMUNITY MEMBERS EXPERIENCING HOMELESSNESS THAT ARE SUFFERING FROM MENTAL ILLNESS.

UM, UNDER THIS LAW, WHAT THE CARES ACT COULD DO IS A PERSON CAN BE REFERRED TO THIS COURT AND THAT COURT WILL DECIDE WHETHER THAT PERSON REQUIRES A CLINICAL EVALUATION FROM THAT EVALUATION.

A CUSTOMIZED MENTAL HEALTH PLAN WOULD BE DEVELOPED IN THIS COURT ORDER PLAN COULD INCLUDE BEHAVIORAL HEALTH TREATMENT, STABILIZING MEDICATION, AND A HOUSING PLAN.

UM, IF SOMEONE THAT IS IN A MENTAL CRISIS REFUSES TO PARTICIPATE IN THIS PLAN UNDER THE CARE COURT, UH, THE PERSON COULD BE PUT INTO A CONSERVATORSHIP FOR OVER UP TO 20, UP TO 12 MONTHS.

AND THIS WOULD REALLY HELP ENSURE THAT THE PLAN IS ENFORCED OR IMPOSED.

UM, STAFF RECOGNIZES THAT THIS IS NOT THE END ALL BE ALL.

UM, THERE, THERE ARE ISSUES NON-PREFERRED OR SOME IT'S NOT A PERFECT PLAN, BUT WHAT STAFF RECOGNIZES THAT IT STARTS CHANGING THIS CONVERSATION OF HOMELESSNESS TO FOCUS ON THE DISABLING MENTAL ILLNESS AND DISABLING DRUG USE THAT IS RAMPANT IN OUR HOMELESS POPULATION.

YOU KNOW, WE, WE DEAL WITH HOMELESSNESS ALL THE TIME.

UH, STAFF TALKS AND PARTICIPATES IN HOMELESS DISCUSSIONS ALMOST ON A DAILY BASIS.

AND IT'S, IT'S ALMOST MIND NUMBING TO HEAR THAT THE ONLY THING EVER TALKED ABOUT IS LACK OF AFFORDABLE HOUSING AND, AND STAFF RECOGNIZES THAT AFFORDABLE HOUSING IS CLEARLY A COMPONENT IN THE AFFORDABLE HOUSING, UM, PROBLEM.

BUT UNTIL WE ADDRESS MENTAL ILLNESS AND DRUG CHRONIC DRUG USE, IT DOESN'T MATTER HOW MUCH AFFORDABLE HOUSING IS BUILT.

SO STEPH'S ENCOURAGED THAT THIS, THIS PROPOSAL BY OUR GOVERNOR IS REALLY THE FIRST EFFORT IN DECADES TO REALLY ADDRESS MENTAL ILLNESS AT A STATEWIDE LEVEL.

UM, STAFF MET WITH, UH, LEGAL CALIFORNIA CITY STAFF OVER, UM, LAST THURSDAY AND FRIDAY.

AND BASED ON THEIR CONVERSATION, IF THE COUNCIL WERE TO ADOPT THIS RESOLUTION OF SUPPORT, WE THINK WE WOULD BE THE FIRST CITY IN THE STATE OF CALIFORNIA TO DO SO.

SO I THINK AGAIN, ALCOHOL AND TAKING A LEAD, A PRODUCTIVE MEETING AND SHOWING SOME LEADERSHIP.

I'M A MANAGEMENT ANALYST IN THE CITY MANAGER'S OFFICE, AND I'LL BE PROVIDING AN UPDATE TO ALL TODAY ON THE EXPENDITURES RELATED TO THE AMERICAN RESCUE PLAN ACT OR ARPA AND THE PROGRAMS AND THE PROJECTS THAT ARE BEING FUNDED, UH, THROUGH THESE FUNDS.

UM, THE MOST RECENT PRESENT OR THE MOST RECENT UPDATE

THAT YOU ALL RECEIVED WAS BACK IN JANUARY.

SO WE'LL BE PROVIDING YOU WITH AN UPDATE ON THE PROGRAMS. ALL RIGHT.

SO, UM, THIS IS THE FIRST OF TWO TABLES THAT I HAVE FOR YOU.

IT SHOWS THE PROJECTS, THE APPROPRIATIONS, AS WELL AS THE EXPENSES AND ENCUMBRANCES ON THE THIRD COLUMN.

AND THOSE FIGURES ARE THROUGH, UH, MARCH 31ST OF THIS YEAR, THE CITY'S REQUIRED TO REPORT TO THE FEDERAL GOVERNMENT, UM, REGULARLY ON THE EXPENSES FOR THESE PROJECTS.

AND THE MOST RECENT REPORT WAS SUBMITTED BACK IN APRIL.

AND THOSE FUNDS WERE THROUGH MARCH 31ST.

THE ONLY EXCEPTION IS THE FIRST LINE OF THE SMALL BUSINESS GRANT PROGRAM.

THAT PROGRAM CLOSED ON APRIL 15TH OF LAST MONTH.

AND SO WE ADJUSTED THE FIGURES FOR, UM, FOR THAT LINE.

UM, I WILL, UH, REVISIT THE SMALL BUSINESS GRANT PROGRAM AFTERWARDS.

WE'LL GO DOWN EACH PROGRAM TO PROVIDE A BRIEF SUMMARY OF EACH OF THOSE.

SO FOR THE COOL ZONES, THE EVACUATION SITE UPGRADES AT RECREATION CENTERS, THE PHASE ONE CONSTRUCTION CONTRACT WAS AWARDED BY THE CITY COUNCIL AT THE FEBRUARY 22ND MEETING.

AND IT WAS EXECUTED ON APRIL 21ST AND WORK AS PLANNED AT BOSTONIAN KENNEDY, BOSTONIAN AND KENNEDY RECREATION CENTERS, AS WELL AS FLETCHER HILLS POOL AND CONSTRUCTIONS ANTICIPATED TO BEGIN IN OCTOBER AND THEN DOLLAR DAYS RECREATION PROGRAM.

UM, THE RECREATION CLASSES WERE OFFERED.

LOW-COST RECREATION CLASSES WERE OFFERED BACK IN 2021.

THIS PROGRAM WAS VERY SUCCESSFUL AND RECEIVE WELL RECEIVED AND IS CONTINUING INTO THE SUMMER OF THIS YEAR FOR AQUATICS CLASSES.

AND THOSE ARE GOING TO BE OFFERED FOR A COST OF $5 FOR CITY RESIDENTS, THE BUSINESS LICENSE ASSISTANCE PROGRAM, UM, THAT PROGRAM, AS WELL AS THE OTHER ONES YOU SEE HIGHLIGHTED IN RED, THOSE ARE ALL COMPLETED ALREADY.

UM, THAT PROGRAM, UH, PROVIDED BUSINESS LICENSE TAX CREDITS TO OVER 2,700 BUSINESSES IN THE CITY, WHICH WAS VERY SUCCESSFUL, UH, FOR THE ECONOMIC DEVELOPMENT STUDIES AND EFFORTS.

UH, MR. DIMAGGIO IS WORKING WITH A CONSULTANT TO ANALYZE POTENTIAL PROJECTS FOR, FOR THE CITY IN THIS AREA.

HEY, THE SOLAR BATTERY PROJECT, UH, THIS CONSTRUCTION, THE CONSTRUCTION CONTRACT WAS AWARDED BY THE CITY COUNCIL IN ON APRIL 12TH AND THE CITY HAS ALREADY PURCHASED AND RECEIVED ALL BATTERIES AND THE SOLAR PANELS AND STRUCTURAL STEEL FOR THE CAR PORTS, UM, STILL NEEDED TO BE ORDERED PENDING CONTRACTS, THE CITY NETWORK, CYBER SECURITY, VIDEO EQUIPMENT UPGRADES, AS WELL AS THE BROADBAND AND FIBER NETWORK FIBER OPTIC NETWORK.

UM, THE IT DIRECTOR IS SO MOVING FORWARD WITH THESE TWO PROJECTS AND THIS FIRST TABLE DOES HAVE ALL THE PRO THE PROJECTS THAT, UM, HAVE EXPENSES AND ENCUMBRANCES WITH THEM ON THIS NEXT TABLE OR THE OTHER PROJECTS.

UM, EVEN THOUGH THERE'S NO EXPENSES FOR THEM, THERE IS STILL MOVEMENT ON MOST OF THEM AT THIS TIME.

SO MOVING RIGHT ALONG.

SO THE STREET BEAUTIFICATION, ENTRYWAYS AND SAFETY PROJECTS, UH, STAFF IS PREPARING THE PROPOSED CIP PROJECT BUDGET SHEET, WHICH WILL BE PRESENTED TO THE CITY COUNCIL AS PART OF THE FYE 23 BUDGET FOR APPROVAL AND DESIGN WORK WILL BEGIN BY THE END OF THIS YEAR, THE, UH, ECONOMIC DEVELOPMENT APPRAISAL SERVICES CATEGORY THAT $40,000 WAS CARVED OUT OF THE FIVE MIL 5 MILLION THAT WAS ORIGINALLY PART OF THE SMALL BUSINESS GRANT PROGRAM, UM, THAT WAS DONE BACK IN FEBRUARY.

AND THAT IS FOR THE WELD WELD PROPERTY, UM, APPRAISAL.

AND THEN LET'S SEE THE, UH, PUBLIC IMPROVEMENT, ECONOMIC DEVELOPMENT, THE $3 MILLION THERE.

THOSE FUNDS ARE ON RESERVE PENDING THE STUDY, UH, FOR THE OTHER ECONOMIC DEVELOPMENT PROJECT THAT MR DEMASSIO IS WORKING WITH A, UH, CONSULTANT ON FOR THE, UH, PARK AMENITIES.

UM, AS SOME OF THE OTHER PROJECTS CONTINUE TO DEVELOP THE DIRECTION FOR THESE FUNDS WILL BECOME CLEAR AND STAFF WILL BE SURE TO COMMUNICATE ANY RECOMMENDATIONS OR CONSIDERED CONSIDERATIONS TO THE CITY COUNCIL FOR THE SOCIAL WORKER RESPONSE TEAM PILOT PROGRAM.

THIS PROGRAM IS CURRENTLY ON HOLD TO DETERMINE THE EFFECTIVENESS OF THE COUNTY'S MOBILE CRISIS RESPONSE TEAM.

AND THEN FINALLY, FOR REIMBURSEMENT FOR MITIGATION EFFORTS, THESE FUNDS ARE STILL ON RESERVE FOR THE TIME BEING FOR ANY UNFORESEEN CITY RESPONSE THAT MIGHT BE REQUIRED IF THE PANDEMIC CONTINUES TO CHANGE IN ANY WAY, SHAPE OR FORM.

SO, UM, THE TOTAL FOR ALL THE PROGRAMS IS THE, THE BUDGET IS $30,399,000 AND 399 AND $751,000.

EXCUSE ME.

UM, SO AN ADJUSTMENT IS RECOMMENDED TO THE SMALL GRANT PROGRAM, UM, FOR THE TOTAL BUDGET, SO THAT THE SUM OF ALL PROJECTS ACTUALLY DOES REFLECT THIS.

SO I WILL GO BACK TO THAT LAST SLIDE.

SO, UM, THAT FIRST LINE ORIGINALLY THIS SMALL BUSINESS GRANT PROGRAM, UM, DID HAVE $5 MILLION AND THEN 40,000 WAS CARVED OUT FOR THE APPRAISAL SERVICES.

AND ORIGINALLY BACK AT THE BEGINNING, WHEN THE CITY COUNCIL WAS ALL DECIDING HOW MUCH, SO A LOT FOR EACH OF THESE PROJECTS, ALL

THE NUMBERS WERE ROUNDED.

AND SO WHEN YOU ADDED ALL THOSE UP, IT ACTUALLY SLIGHTLY INFLATED THE ACTUAL DOLLAR AMOUNT THAT THE CITY WAS RECEIVING FROM THEIR FEDERAL GOVERNMENT, SO THAT THE ADJUSTMENTS RECOMMENDED IN THAT PROGRAM TO BRING THE TOTAL TO THE, UM, TO THAT 30,399,000 FIGURE YOU SEE THERE.

AND FOR THE REST OF THE PRESENTATION, WE'LL SPEND SOME TIME ON THE SMALL BUSINESS GRANT PROGRAM, WHICH WRAPPED UP LAST MONTH.

SO, UM, THE PROGRAM DISTRIBUTION BY CATEGORY THAT YOU SEE HERE, UM, SO THERE WAS TWENTY TWO HUNDRED AND SEVENTY SEVEN BUSINESSES TOTAL THAT BENEFITED FROM THIS PROGRAM.

AND YOU CAN SEE THE DISTRIBUTION ACROSS THE DIFFERENT CATEGORIES.

THERE ARE LOTS OF SERVICES AND RESTAURANTS ACROSS THE CITY RETAIL, AND YOU CAN SEE IT, UM, RIGHT THERE.

AND THEN OUR GIS TEAM PUT TOGETHER THIS MAP FOR US.

UM, SO WE CAN SEE WHERE THESE BUSINESSES ARE SCATTERED ACROSS THE CITY.

SO IT SHOWS A PRETTY GOOD REPRESENTATION AROUND THE CITY, WHICH IS GREAT.

AND THEN WE HAVE ANOTHER MAP ON THIS NEXT SLIDE, WHICH SHOWS A HEAT MAP, WHICH SHOWS THE CONCENTRATIONS TO AS WELL.

SO IT'S A PRETTY SUCCESSFUL, UH, PROGRAM THAT TOUCHED ALL THE DIFFERENT PARTS OF THE CITY AND THE BUSINESSES, WHICH IS, WHICH IS GREAT TO REPORT.

AND THEN LOOKING AT, UH, THE GRANT PROGRAMS BY THE OPTION.

SO THERE WERE 116 BUSINESSES TOTAL WHO FELL, WHO APPLIED FOR OPTION NUMBER A, WHICH IS HIRING EMPLOYEES 126 BUSINESSES ELECTED FOR OPTION B FOR BUSINESS ENHANCEMENTS OR IMPROVEMENTS INTO THEIR BUSINESS, WHETHER THAT'S REPLACING THEIR SIGNS OR, OR EQUIPMENT OR THINGS THAT THEY HAVE INSIDE THEIR BUSINESSES TOO, AS WELL, 27 BUSINESSES, UH, CHOSE TO BLEND OPTIONS A AND B.

AND THEN THERE WERE EIGHT HOME-BASED BUSINESSES AS PART OF THE PROGRAM.

AND AGAIN, FOR THAT 277 BUSINESSES TOTAL, ALL RIGHT, AND THEN SOME OTHER FIGURES FOR THAT.

SO THERE'S 277 BUSINESS, TOTAL 224 ALREADY HAVE THEIR GRANTS COMPLETED.

THEY'VE ALREADY, THEY'RE ALREADY PAID OUT.

THEY'VE ALREADY COMPLETED ALL THEIR, UH, REMODELS, THEIR, THEIR INVESTMENTS INTO THEIR BUSINESSES, AND THEY'RE ALREADY PAID OUT AND THEY'RE COMPLETED.

AND THEN THERE ARE 53 WHO ARE STILL OUTSTANDING.

THEY HAVE THEIR PRE-APPROVAL STATUS, WHICH MEANS THEY'VE ALREADY RECEIVED THEIR GUARANTEE THAT AS LONG AS THEY FOLLOW THESE STEPS, THEN THEY HAVE THAT MONEY COMING BACK TO THEM TOO, AS WELL.

AND THEN WE DECIDED TO INCLUDE, UM, THE NEW BUSINESSES THAT BENEFITED BACK IN, IN JANUARY.

UM, THE CITY COUNCIL HAD DECIDED TO EXPAND THE ELIGIBILITY REQUIREMENTS FOR THE PROGRAM TO INCLUDE BUSINESSES THAT WERE HIRED BETWEEN JANUARY 1ST, 2020, AND THEN DECEMBER 31ST, 2021, UM, WHO MIGHT BE AT A DISADVANTAGE COMPARED TO OTHER BUSINESSES WHO WOULD, WERE ELIGIBLE BECAUSE THEY WERE EXISTING PRIOR TO THE PANDEMIC.

SO FIVE, FIVE BUSINESSES, BUSINESSES BENEFITED FROM THAT.

SO, WHICH IS GREAT TO HEAR.

AND THEN THERE'S ACTUALLY 13 EMPLOYEES WHO WERE HIRED IN THOSE BUSINESSES.

UM, AND THEN AS YOU CAN SEE RIGHT THERE, 348, UM, EMPLOYEES WERE HIRED TOTAL ACROSS THE CITY.

AND THEN WE HAVE, UM, ANOTHER OPTION.

UM, THAT WAS, UM, PART OF THE PROGRAM THAT COULD BE DONE IS THAT BUSINESSES UNDER OPTION B WERE, HAD THE OPTION TO PURCHASE WORK VEHICLES AS LONG AS THEY WERE PURCHASED FROM DEALERSHIPS HERE IN THE CITY OF ALCOHOL AND IN TWO BUSINESSES ACTUALLY TOOK ADVANTAGE OF THAT OPPORTUNITY.

AND SO WHEN A VEHICLE WAS PURCHASED FROM TOYOTA OF ELKA, HONAN ANOTHER FROM MOSSY NISSAN.

AND THEN ALSO, UM, THERE ARE ALSO SEVERAL BUSINESSES THAT UTILIZE LOCAL, UM, ALCOHOL HOME BUSINESSES FOR THEIR UPGRADES AND INVESTMENTS UNDER OPTIONS, B AND C.

AND SO, UM, SOME OF THOSE WERE, UM, 3D IMAGING SIGNS, CAMEO PAPER, AND SUPPLY, UH, RON RICE PAINTING AND CONSULTING, EVEN HOME DEPOT, OF COURSE.

AND SO IT'S, I KNOW IT, THE, THIS PROGRAM INITIALLY WAS ENVISIONED THAT A LOT OF THIS MONEY WOULD HELP TO STIMULATE OUR ECONOMY HERE IN THE CITY OF OKLAHOMA.

AND SO I'M HAPPY TO REPORT BACK TO YOU THEN OUR OPTION B AND OPTION C.

THERE ACTUALLY WAS A LOT OF THAT HAPPENING HERE IN THE CITY.

SO IT'S A REALLY GREAT, UM, GREAT.

AND LET'S SEE.

SO, UM, THE FOUR, AS FAR AS THE BUDGETS AGAIN, SO THE TOTAL BUDGET FOR THE PROGRAM WAS THE $4.9 MILLION, WHICH IS ADJUSTED, UH, THE TOTAL FUNDS THAT HAVE BEEN EXPENDED ALREADY TO THOSE BUSINESSES WHO ALREADY COMPLETED IS THAT $2.7 MILLION YOU SEE RIGHT THERE, THE PRE-APPROVED BUSINESSES WHO, UM, HAVE THEIR GUARANTEE COMING TO THEM.

THAT'S THAT $653,000 RIGHT THERE.

AND THEN STAFF IS RECOMMENDING A $20,000 BUFFER, UH, FOR THOSE BUSINESSES BECAUSE THEY, IT CAN HAPPEN WHERE, UH, OPTION B BUSINESS, THEY GOT PRE-APPROVED FOR $14,000, $14,500 FOR A, A, B AND C PROPOSALS.

AND THEN WHEN THEY GO OUT TO DO THEIR PROJECTS THAT THEY HAVE LIKE PLANS OR PERMITS, OR JUST OTHER THINGS THAT HAPPEN DURING THE PROCESS, IT SOMETIMES INFLATES THE, UH, THE TOTAL.

SO THEY, SOME OF THEM DO END UP APPROACHING THAT $15,000 THAT'S.

SO THE TOTAL BUDGET FOR THE PROGRAM WOULD BE THE 300, EXCUSE ME, 3 MILLION, 386,469, WHICH WOULD LEAVE THE REMAINING BUDGET REMAINING APPROPRIATION AT THE $1.5 MILLION.

AND WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS, ANY QUESTIONS, MICHELLE? SO WE STILL HAVE WHAT, $1.5 MILLION.

SO I KNOW THAT WE DID SOME PARK AMENITIES, YOU KNOW, IMPROVEMENTS IN THE PARKS LAST YEAR.

I THINK IT WAS, I HAD TALKED ABOUT A WATER WATER FEATURE OR A COOLING ZONE, SPLASH ZONE FOR KIDS.

AND I LIKE COULDN'T WE TAKE SOME OF THAT MONEY AND DO THAT BECAUSE I NIXED IT AT 265,000, I THOUGHT THAT WAS REALLY HIGH.

SO CAN WE USE SOME OF THIS MONEY FOR THAT? I THINK ONE OF THE CONCERNS, I MEAN, YES.

COUNSEL CAN I THINK ONE OF THE THINGS THOUGH THAT WE RECOMMENDED INITIALLY IS THAT IDEALLY THESE PROGRAMS THAT ARE THIS EXPENDITURE OF FUNDS WOULD NOT INCLUDE ONGOING OR INCURRED COSTS TO CONCERN ABOUT A WATER FEATURE OR, OR, UM, A PROGRAM AS THERE WOULD BE ONGOING COSTS, MAINTENANCE COSTS, REPLACEMENT COSTS.

SO THE COUNCIL WAS JUST, IF THEY WERE TO DO THAT, YOU'D HAVE TO GO IN EYES WIDE, OPEN THAT YOU NEED TO ALLOCATE MONEY IN YOUR BUDGET EVERY YEAR FOR THOSE ADDITIONAL COSTS.

BUT THAT WOULD BE THE ONLY CONCERN, BUT, BUT IT WOULD BE AN ELIGIBLE USE.

AND THE PERSON WAS SLIPPING ON THE SIDEWALK WITH, WITH CARDBOARD SET UP ALL AROUND AND WAS CREATING A, UH, OBSTACLE FOR GO AROUND, NOT SAFE, UM, THAT I GOT TO REPORT BACK IN 19 MINUTES THAT THAT HAD BEEN CLEARED OUT.
