1.   Minutes of the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency Meeting Click to View
 
  RECOMMENDATION:  
 
  That the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency approves Minutes of the January 11, 2022 Meeting of the El Cajon City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency.
 
2.   Warrants

RECOMMENDATION:
That the City Council approves payment of Warrants as submitted by the Finance Department.
 
3.   Approval of Reading Ordinances by Title Only

RECOMMENDATION:
That the City Council approves the reading by title and waives the reading in full of all Ordinances on the Agenda.
 
4.   Award of Bid No. 015-22 – Networking and Datacenter Equipment Click to View
 
  RECOMMENDATION:  
 
  That the City Council adopts the next Resolution, in order, to: 
  1. Find the second, third, and fourth apparent low bidders non-responsive for the reason set forth in the agenda report; and
  2. Award the bid to the lowest responsive, responsible bidder, Quest Media & Supplies, Inc., in the amount of $852,612.07.
 
5.   CalRecycle Grant and Payment Programs Click to View
 
  RECOMMENDATION:  
 
  That the City Council adopts the next Resolution, in order, and:
  1. Authorizes the City Manager, or such person designated by the City Manager, to apply for any CalRecycle grant or payment program applications for which the City is eligible;
  2. Authorizes the City Manager, or such person designated by the City Manager, to execute any related agreements and all such other documents necessary to accept the grants or payment programs; and
  3. Authorizes the City Manager, or such person designated by the City Manager, to execute contracts and contract amendments necessary to utilize any funds received per these grants or payment program guidelines.
 
PUBLIC COMMENT:
 
At this time, any person may address a matter within the jurisdiction of the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency that is not on the Agenda. Comments relating to items on today’s docket are to be taken at the time the item is heard. State law prohibits discussion or action on items not on the Agenda; however, Council, Authority and Agency Members may briefly respond to statements or questions. An item may be placed on a future Agenda.

  That the City Council receives the report and provides feedback and direction on homeless and CARES Act programming and funding.
 
7.   Annual Comprehensive Financial Report for the Fiscal Year Ended June 30, 2021, and Other Written Communication from the City's Independent Auditor Click to View
 
  RECOMMENDATION:  
 
  That the City Council receives and accepts the Annual Comprehensive Financial Report and other written communication from the independent accounting firm of Rogers, Anderson, Malody & Scott, LLP, for the fiscal year ended June 30, 2021.

  RECOMMENDATION:  
 
  That the City Council receives a report on the City’s Employee Mental Wellness Programs and provides direction for 2022.
 
9.   Microenterprise Home Kitchen Operations (MEHKO) Click to View
 
  RECOMMENDATION:  
 
  That the City Council accepts the report and directs staff to initiate a Zoning Code amendment to incorporate Microenterprise Home Kitchen Operations performance standards.
