Melody Lane Subdivision - Proposed Five-Lot Subdivision (TSM No. 2020-0002) RECOMMENDATION: That the City Council: Opens the Public Hearing and receives testimony; Closes the Public Hearing; Moves to ADOPT the next Resolution, in order, APPROVING the CEQA Determination; and Moves to ADOPT the next Resolution, in order, APPROVING Tentative Subdivision Map (TSM) No. 2020-0002 subject to conditions.]

ITEM 100 IS A PROPOSED FIVE LOT SUBDIVISION AT MELODY LANE.

UM, THE CITY COUNCIL TYPICALLY SEES, UM, TENDED TO SUBDIVISION MAPS WITH A PLAN DEVELOPMENT.

UH, THIS IS A TYPICAL STRAIGHT SUBDIVISION, SO THERE'S NO PLAN DEVELOPMENT WITH THIS PROPOSAL.

SO THIS IS YOUR TYPICAL FI TYPICAL STRAIGHT SUBDIVISION, JUST, JUST A SMALL FIVE LOT ON A FORMER CAL TRANS PROPERTY OVER AT THE CORNER OF THIRD AND MELODY.

UM, THE, THE LAND IS, UM, CONSISTENT WITH THE GENERAL PLAN GENERAL PLAN DESIGNATION IS LOW DENSITY RESIDENTIAL.

SO IT'S YOUR TYPICAL SINGLE FAMILY TYPE DEVELOPMENT.

THE ZONING IS THE RESIDENTIAL SUBURBAN 6,000 SQUARE FOOT ZONE.

SO IN THAT AREA OF, UM, MELODY AND THIRD, IT'S A 6,000 SQUARE FOOT, LOTS WITH SINGLE FAMILY HOMES.

THE SUBJECT SITE IS ALMOST AN ACRE IT'S, UM, LITTLE, IT'S ALMOST 37,000 SQUARE FEET.

AND AS I SAID, IT'S CURRENTLY VACANT.

IT WAS ACQUIRED BY CALTRANS A NUMBER OF YEARS AGO FOR, UM, FOR YOUR FREE RIG RIGHT AWAY.

EXCUSE ME.

UM, AND THERE'S REALLY NOTHING UNUSUAL ABOUT THIS PROPERTY.

HERE'S AN AERIAL IMAGES SHOWS YOU ITS LOCATION.

SO YOU CAN SEE THAT, UM, THIS PROPERTY IS ADJACENT TO THE OTHER RESIDENTIAL TYPE DEVELOPMENT IN THE AREA AND TO THE SOUTH IS OTHER FORMER CALTRANS RIGHT AWAY THAT, UM, HAS RECENTLY BEEN SOLD.

AND THIS IS THE PROPOSED SUBDIVISION.

EACH LOT MEETS THE MINIMUM, UM, SUBDIVISION STANDARDS AND, UM, ZONING LOT SIZE REQUIREMENTS MINIMUM WITH THE 60 FEET WITH A LOT DEPTH OF A HUNDRED FEET.

SO MORE THAN ENOUGH TO ACCOMMODATE A TYPICAL SINGLE FAMILY HOME.

SO, AS I SAID THAT THE AREA SURROUNDED BY, UM, THE SINGLE FAMILY DEVELOPMENT, UM, FIVE LOTS ARE PROPOSED AND EACH OF THESE LOTS, UM, COULD BE SOLD, UM, BY THE DEVELOPER INDIVIDUALLY OR AS A GROUP, AND THEN WOULD BE JUST SUBJECT TO A BUILDING PERMIT REVIEW FOR A FUTURE HOME.

UH, THE PLANNING COMMISSION HELD A PUBLIC HEARING IN SEPTEMBER 7TH, ONE, UM, NEIGHBOR DID VOICE SOME CONCERNS.

UM, THE NEIGHBOR DID CON UM, VOICE SET.

THEY OCCASIONALLY SEE SPEEDING ON MELODY LANE, UM, THAT THERE ARE WEEDS ON THE PROPERTY.

AND AT SOME TIME, UH, WHEN THE PROPERTY STILL HAD A SINGLE FAMILY HOME ON IT BACK IN THE EARLY SEVENTIES AT THE POOL, UH, WAS FILLED IN WITH THE BRIE AND MATERIAL.

SO THAT INFORMATION HAS BEEN PASSED ON TO OUR ENGINEERING GROUP, UH, SO THAT THEY ENSURE THROUGH THE GRADING PROCESS, THAT THOSE, UM, THAT DEBRIS IS REMOVED.

UM, UH, ONE NOTE IS THAT HEARTLAND FIRE DID NOTIFY THE PROPERTY OWNER OF THE WEEDS AND, UH, THEY DID, THEY WERE NOTIFIED ON THE NINTH AND THEY HAVE 30 DAYS, 30 DAYS TO RECTIFY THAT.

SO WITH THAT, THE PLANNING COMMISSION, AS WELL AS THE STAFF RECOMMEND THAT THE CITY COUNCIL APPROVE THE SECRET DETERMINATION AND THE PROPOSED FIVE LOT SUBDIVISION AND STAFF IS AVAILABLE TO ANSWER ANY QUESTIONS.
