UM, SO I'M HERE TODAY TO TALK TO YOU ABOUT A NEW FARE COLLECTION SYSTEM THAT WE ARE LAUNCHING IN THE, IN THE VERY NEAR FUTURE.

AND SO WE THOUGHT THIS WOULD BE A GOOD OPPORTUNITY TO COME HERE.

I TELL YOU TELECON CITY RESIDENTS ABOUT IT, AND, YOU KNOW, ALCOHOL IS A CITY THAT EMBRACES TRANSIT RESIDENTS, EMBRACE TRANSIT.

WE HAVE, UH, YOU KNOW, A LOT OF, UH, ROBUST RIDERSHIP, UH, ON OUR TROLLEY SYSTEM AND OUR BUS SYSTEM AROUND HERE.

AND SO THIS IS CERTAINLY A, A PRIVILEGE FOR US TO BE HERE TODAY.

UH, NEXT SLIDE.

UM, SO AS YOU MAY KNOW, WE HAD A SYSTEM CALLED COMPASS, UH, AND WE'VE HAD IT SINCE 2005, 2006, AND WE'RE TRANSITIONING TO A NEW SYSTEM CALLED PRONTO.

AND WHY ARE WE SWITCHING TO THAT NEW SYSTEM? WELL, THERE'S A FEW REASONS, YOU KNOW, IT'S NEWER TECHNOLOGIES.

WE ALL KNOW TECHNOLOGY AGE IS VERY FAST.

AND SO, YOU KNOW, 14, 15 YEARS, YOU KNOW, THERE'S A LONG TIME IN THE TECHNOLOGY WORLD.

AND SO THERE'S A LOT OF NEW OPPORTUNITIES FOR US TO GIVE TO OUR RIDERS.

UM, THE SYSTEM IS GOING TO BE MORE ACCESSIBLE, SO MEANING PEOPLE WILL BE ABLE TO BUY PRONTO IN A WIDE VARIETY OF NEW WAYS THAT THEY WEREN'T ABLE TO BE BEFORE.

UM, AS I MENTIONED BEFORE, THE PREVIOUS SYSTEM IS JUST OUTDATED NOW AND THE NEW FEATURES WILL ENHANCE THE RIDER EXPERIENCE, UH, FOR MANY ALLCON RESIDENTS.

UM, JUST SOME OF THE KEY BENEFITS TO PRONTO, UH, OVER THE PREVIOUS SYSTEM.

UH, THE BIGGEST ONE IS FARE CAPPING.

UM, SO WHAT IT DOES IS THE SYSTEM'S A SMART SYSTEM.

IT KNOWS THAT IT'S ALWAYS GOING TO GIVE YOU THE BEST FARE.

AND SO HOW THAT WORKS IS YOU'RE NEVER GOING TO PAY MORE THAN A DAY PASS IN A GIVEN DAY OR A MONTHLY PASS IN A GIVEN MONTH.

SO AS YOU BOARD, THE BASSER TROLLEY, YOU WOULD TAP AND IT WOULD AUTOMATICALLY DEDUCT THAT ONE WAY FARE, AND THEN IT WOULD KEEP DEDUCTING UNTIL YOU HIT THAT CAP OF A DAY PASS.

OR IF YOU KEEP RIDING AND KEEP RIDING THROUGHOUT THE MONTH, ONCE YOU HIT THAT MONTHLY THRESHOLD, IT'LL STOP DEDUCTING AND YOU RIDE THE REST OF THE MONTH FOR FREE.

SO IT AUTOMATICALLY KNOWS, YOU KNOW, HOW MUCH YOU'VE BEEN SPENDING.

UM, YOU CAN ALSO TRACK YOUR USAGE.

THERE'S MUCH MORE ONLINE CAPABILITY.

UM, YOU KNOW, AND CERTAINLY MOBILE TICKETING.

WE'VE HAD THAT BEFORE NOW.

WE'RE GOING TO STILL HAVE THAT AND A LOT OF THE SAME WAYS THAT WE HAVE BEFORE, BUT IT'LL BE EVEN MORE ENHANCED AND YOU'LL BE ABLE TO, UH, LOAD MONEY IN REAL TIME ONTO YOUR PHONE.

SO YOU HAVE THAT MOBILE CAPABILITY, WHICH A LOT OF PEOPLE LIKE NOW, UH, MORE LOCATIONS.

SO I THINK IF YOU GO TO YOUR LOCAL GROCERY STORE AND YOU SEE ALL OF THOSE DIFFERENT GIFT CARDS ON THE END CAPS OF ISLES, UM, AND

IT'S A LOT OF BIG BOX STORES AND OTHER PLACES, THERE'S ALSO GOING TO BE ONE FOR PRONTO CARDS.

AND SO YOU CAN BUY A PRONTO CARD THAT WAY, AS WELL AS BEHIND THE COUNTER.

UM, AND IT WORKS COUNTYWIDE.

SO IT'S, UH, MTS AND CTD IT'LL WORK ON ALL THE DIFFERENT MODES OF TRANSPORTATION THAT WE HAVE BETWEEN THE TWO AGENCIES NEXT SLIDE, UM, TO HELP WITH THE TRANSITION, YOU KNOW, WE'RE OFFERING FREE RIDES ALL SEPTEMBER WITH PRONTO.

SO WE HAVE HUNDREDS OF THOUSANDS OF COMPASS CARDS OUT THERE AND PASSENGERS, WE NEED TO TRANSITION THEM ALL OVER TO PRONTO.

AND SO WE'RE BASICALLY DOING THAT OVER A TWO MONTH PERIOD BETWEEN AUGUST AND SEPTEMBER.

SO AUGUST, AS YOU CAN SEE, I'M WEARING A PRONTO SHIRT, WE'RE OUT THERE AT A LOT OF DIFFERENT TRANSIT CENTERS, UM, TALKING TO PEOPLE AND TRYING TO TRANSITION AS MANY PEOPLE AS WE CAN THAT WAY.

UM, AND SO THAT'S BEEN GOING ON THAT'LL HAPPEN ALL MONTH AND INTO SEPTEMBER.

UM, BUT REALLY IT'S SEPTEMBER THE WAY WE WANT PEOPLE TO TRANSITION AND REALLY THE ENCOURAGEMENT THERE IS IF THEY HAVE THE PRONTO CARD OR THEY HAVE THE PRONTO APP, THEY GET TO RIDE FOR FREE ALL MONTH LONG.

SO THERE'S A LOT OF PEOPLE HAPPY ABOUT THAT.

AND SO WE APPRECIATE THAT.

AND SO PEOPLE COMING INTO SAN DIEGO THAT COME FROM OTHER CITIES TO VISIT.

AND THAT'S GOING TO BE THE DEVELOPER.

WHO'S ACQUIRING TWO BUILDINGS IN ALCOHOL, UH, ONE AT 1562 EAST MAIN AND THE OTHER AT 8 49 NORTH THIRD STREET.

UM, IN ORDER TO GET THE TAX EXEMPT FINANCING DESIGNATION AND PROVIDE, UH, UH, GREATER MEANS TO DEVELOP, TO ACQUIRE AND DEVELOP THE PROPERTIES THAT THE FEDERAL LAW REQUIRES UNDER THE, UM, TAX EQUITY AND FISCAL RESPONSIBILITY ACT, WHICH, WHICH WE REFER TO AS TEFRA, UH, IS REQUIRED TO HAVE A HEARING IN THE JURISDICTION WHERE THE PROJECT IS GOING TO BE PERFORMED.

UH, THIS IS TYPICALLY HANDLED, UH, HERE IN OKLAHOMA FOR ANY PROJECTS THAT EVEN, EVEN THOSE PROJECTS WE DON'T HANDLE OURSELVES, UH, OR, OR NOT OUR PROJECTS.

UM, AND, UH, SO TODAY IS A DATE FOR THE PUBLIC TO GIVE THEIR COMMENTS ON WHETHER THEY SUPPORT THE ISSUANCE OF THE BONDS.

THIS IS NOT AN APPROVAL OF THE PROJECT AS A PROJECT, IF THERE'S ANY NEED FOR ANY KIND OF, UM, DISCRETIONARY APPROVALS FOR THE PROJECT, THOSE WOULD ALWAYS HAVE TO COME BACK TO YOU, UH, COMING THROUGH THE PLANNING COMMISSION POTENTIALLY, AND, UH, COMMITTEE DEVELOPMENT, UH, DEPARTMENT AS WELL.

SO JUST TODAY IS SIMPLY TO HEAR THE COMMENTS OF THE PUBLIC TO DETERMINE IF THERE ARE ANY OBJECTIONS TO THE ISSUANCE OF THE BONDS, UH, THE C C S CDA PLANS ON ISSUING APPROXIMATELY $80 MILLION WORTH OF BONDS.

THERE'S NO REQUIREMENT THAT THE CITY IS INVOLVED IN, UH, GUARANTEEING OR, OR, UH, PUTTING YOUR NAME ON THE BONDS THAT WON'T OCCUR.

UH, THEY COME UNDER THE NAME OF C S CDA AS WELL AS THE CORPORATION OR THE LP.

UM, SO AGAIN, IT'S JUST A PUBLIC HEARING TO DETERMINE IF THE BONDS SHOULD BE ISSUED AND IT'S REQUIRED BY FEDERAL LAW FOR YOU TO HAVE TO CONDUCT THAT HERE IN OKLAHOMA.

SO THERE HAS BEEN NOTHING THAT WE'RE WATCHING RIGHT NOW THAT'S BEEN DENIED OR SIDETRACKED, AND THAT'S PARTICULARLY CONCERNING, UH, IN SOME CASES, BUT, UH, IT'S, WHAT'S GOING ON.

AND, UM, I WILL JUST SAY THAT I RECALL 20, 25 YEARS AGO WHEN THE LEAGUE OF CALIFORNIA CITIES WOULD OPPOSE, UM, UH, A PROPOSED PIECE OF LEGISLATION, UM, THAT WAS TAKEN VERY SERIOUSLY.

AND THAT PIECE OF LEGISLATION WAS EITHER DEAD OR HAD TO BE SIGNIFICANTLY AMENDED.

UM, THAT'S NOT HAPPENING.

UH, THERE ARE A NUMBER ON THIS LIST THAT ARE OPPOSED BY THE LEAGUE OF CALIFORNIA CITIES, WHICH REPRESENTS ALL 400 PLUS CITIES IN THE STATE OF CALIFORNIA.

AND THERE JUST DOESN'T SEEM TO BE ANY TRACTION.

AND, UH, WE DO SEND LETTERS PER COUNCIL DIRECTION ON ONES THAT YOU REALLY FEEL STRONGLY ABOUT OPPOSING, BUT WE'RE ONLY ONE CITY AND THE LEAGUE IS DOING THE BEST JOB THAT THEY CAN.

SO THIS IS ALL BROUGHT ABOUT, AS I'VE SAID MANY TIMES BEFORE BY THE SUPER MAJORITY OF ONE PARTY IN THE LEGISLATURE THAT CONTINUES TO MOVE THESE THINGS FORWARD, UH, BASICALLY WITHOUT UNDERSTANDING HOW THEY AFFECT THE DIFFERENCE, UH, THE DIFFERENT CITIES THROUGHOUT THE DIFFERENT REGIONS OF THE STATE.

AND SO I ANTICIPATE BECAUSE WE ONLY HAVE ONE MEETING IN AUGUST.

I WANTED TO BRING THIS FORWARD AND GIVE YOU THE UPDATE.

WE'LL SEE SOME MORE MOVEMENT.

UH, DEPUTY MAYOR, THE MEMBERS OF THE COUNCIL AS AN EFFORT TO KEEP THE COUNCIL APPRISE OF, OF ITS, UM, PLANS THAT IT MADE FOR THE AMERICAN RESCUE PLAN ACT FUNDS THE ARPA FUNDS, AND ALSO TO BE TRANSPARENT, WE CONTINUE TO PROVIDE REGULAR UPDATES TO THE CITY COUNCIL AT THESE MEETINGS, GO TO THE NEXT SLIDE.

SO THE STAFF REPORT OUTLINES SOME OF THE EXPENDITURES THAT WE'VE ALREADY HAD.

THIS IS A BIT OF AN UPDATE.

WE'VE ACTUALLY, RE-UPPED A $2.2 MILLION IN SMALL BUSINESS GRANTS.

UM, I'LL COME BACK AND TALK ABOUT THAT A LITTLE BIT.

UM, AND WE CONTINUE TO SPEND MONEY ON SOME OF THE AREAS THAT WE'VE ALREADY GOTTEN SOME DIRECTION ON.

I REPORTED AT THE LAST MEETING THAT WE'RE WELL UNDERWAY WITH OUR ECONOMIC DEVELOPMENT STUDY WITH THE CON THE CONTRACT, THE CONSULTANT.

SO WE'RE WORKING ON THAT AND, UM, WE HAVE THE MONEY ENCUMBERED FOR THE BUSINESS LICENSE ASSISTANCE.

SO THOSE FUNDS SHOULD BE REACHING BUSINESSES SOON, AND WE CONTINUE TO PROVIDE RECREATION DOLLAR DAYS.

UM, ONE OF THE THINGS THAT WE'VE NOTICED IS INITIALLY WHEN WE KICKED THIS OFF, WE WERE TRYING TO KEEP, WE WERE TRYING TO CATCH UP THE ADMINISTRATION WAS TRYING TO CATCH UP WITH THE IDEA.

AND SO, UH, INITIALLY YOU HAD TO COME IN IN PERSON IN ORDER TO REGISTER FOR THE DOLLAR DAYS.

WE'VE NOW OPENED THAT UP TO ONLINE.

SO YOU CAN REGISTER FOR A DOLLAR A DAY RECREATION CLASS ONLINE.

WE ALSO WERE A LITTLE BIT WORRIED THAT THERE WOULD BE THIS MASSIVE INFLUX OF RESIDENTS USING THE SERVICES THAT HASN'T BEEN THE CASE.

SO WE'RE ACTUALLY OPENING IT UP TO, YOU CAN TAKE MULTIPLE CLASSES FOR $1, AND WE THINK THAT'S A GOOD THING.

WE'VE ALSO BEGAN TO EXPAND SOME OF OUR RECREATIONAL THINGS THAT WE'VE NEVER DONE BEFORE.

I KNOW MS. MITCHELL BROUGHT UP, UM, WINE AND PAINTINGS SINCE WE CAN'T SERVE ALCOHOLIC DRINKS AT CITY FACILITIES, EXCEPT THE MAGNOLIA.

WE HAVE COFFEE IN ART, SO YOU CAN COME AND DRINK, UH, AN ESPRESSO AND PAINT SOME THINGS.

SO THAT'S BEING MARKETED RIGHT NOW.

WE'RE STILL WORKING ON FIELD TRIPS AND OPPORTUNITIES FOR OUR KIDS TO UTILIZE THE SCHOOL DISTRICT POOLS.

SO THERE'S A LOT OF FUN THINGS HAPPENING.

AND I THINK OUR, OUR RESIDENTS ARE GETTING EXPOSED TO OUR RECREATION DEPARTMENT MORE THAN THEY HAVE BEEN IN THE PAST.

SO WE'RE WORKING ON THAT.

UM, IN TERMS OF THE CYBERSECURITY, WE'RE KIND OF IN A PILOT PHASE, WE'RE TRYING TO FIGURE OUT HOW TO MOVE FORWARD BEST WITH THAT.

SO WE'VE ONLY SPENT $17,000 ON THAT, BUT WE'RE PILOTING SOME THINGS.

AND THEN ONCE WE HAVE A BETTER IDEA OF HOW TO BEST UTILIZE THE $1.3 MILLION, WE'LL MOVE FORWARD AND BRING SOMETHING TO THE

CITY COUNCIL FOR CONSIDERATION.

AND THEN THE LAST THING I WANTED TO REPORT ON FOR, FOR THESE IS THAT WE ARE NOW DONE WITH THE, UM, THE MITIGATING VACCINE BARRIERS.

I THINK THERE'S, THERE'S SO MANY OUTLETS AND VENUES, AND WE'VE SUPPORTED A LOT OF COMMUNITY EVENTS.

I DON'T THINK THERE'S REALLY ANY MORE NEED FOR, FOR THE CITY TO BE INVOLVED WITH ENCOURAGING VACCINES.

SO AS YOU CAN SEE, WE HAD ALLOCATED ABOUT A HUNDRED THOUSAND DOLLARS TO THAT, THAT ACTIVITY WE'VE SPENT WELL UNDER $10,000.

SO WE'LL HAVE SOME AVAILABLE MONEY, UM, PROBABLY PREMATURE TO REALLOCATE THE MONEY NOW, BUT PROBABLY AS WE MOVE CLOSER TO THE END OF THE YEAR, WE'LL KIND OF HAVE A BETTER SENSE OF HOW MUCH MONEY WE HAVE LEFT OVER IN DIFFERENT POCKETS.

AND WE'LL, AND WE'LL PROBABLY BE SEEKING SOME COUNCIL DIRECTION ON HOW YOU WANT TO REALLOCATE SOME OF THOSE FUNDS.

SO, UM, WE THINK THEY'LL, THEY'LL, THOSE FUNDS WILL FREE UP IF WE CAN GO TO THE NEXT SLIDE.

SO I JUST WANT TO REPORT ON SOME THINGS THAT DON'T SHOW UP ON THAT TABLE, THINGS THAT ARE BEING WORKED ON FURIOUSLY THAT DON'T SHOW ANY FUNDING EXPENDITURE.

SO FOR THE SOCIAL WORK PILOT PROGRAM WITH THE POLICE DEPARTMENT OR SOCIAL WORKER PILOT PROGRAM THROUGH THE POLICE DEPARTMENT, THEY'RE CURRENTLY GATHERING INFORMATION TO PUT TOGETHER A REQUEST FOR PROPOSAL THAT WILL GO OUT ON THE STREET.

SO THAT'S BEING WORKED ON, AND THEN OUR ENGINEERING DEPARTMENT IS VERY BUSY WORKING ON THE COOLER ZONE, SOLAR BATTERY PROGRAM, EXPANDING THE FIBER NETWORK AND THE CITY ENTRYWAYS.

WE'RE HOPING TO FINALIZE SOME SCOPE OF WORKS AND THEN BRING THOSE BACK TO THE CITY COUNCIL STARTING IN OCTOBER.

SO YOU'LL ACTUALLY SEE REAL PROJECTS THAT YOU'LL BE APPROVING SCOPES FOR, AND THEN WE'LL GO OUT AND BID THOSE PROJECTS.

SO THOSE FUNDS CAN BE EXPENDED BY THE END OF THE PERIOD THAT WE HAVE FOR THE ARPA FUNDS.

UM, I WANTED TO SPEND A LITTLE BIT OF TIME TALKING ABOUT THE BUSINESS GRANT PROGRAM.

SO MAYBE BEFORE I LAUNCH INTO THAT, I WANTED TO SEE IF THE CITY COUNCIL HAD ANY QUESTIONS ABOUT WHERE WE'RE AT RIGHT NOW IN PROGRESS WITH SOME OF THESE OTHER PROGRAMS. YEAH.

I DO HAVE A QUESTION COMMENT ON THAT.

UM, I'VE NOTICED DRIVING DOWN SOME OF THE MAJOR THOROUGHFARES IN ALCOHOL, THAT THERE ARE SOME FACADES THAT ARE IN DESPERATE NEED OF A LITTLE BIT OF RENOVATION.

UH, DO WE, DO WE HAVE ANY APPLICATIONS FOR THAT OR, UM, WE'VE HAD SOME OF THAT, I MEAN, THAT GETS IN A LITTLE BIT INTO THE GRANT PROGRAM, BUT IT DOES, IT DOES.

WE'VE HAD A FEW APPLICATIONS.

THE REALITY IS YOU CAN'T DO MUCH FACADE WORK WITH $15,000.

UM, WE DO HAVE, WE HAVE SET ASIDE, I BELIEVE $3 MILLION FOR ECONOMIC DEVELOPMENT PROJECTS.

SO I THINK AS WE MOVE FURTHER ALONG, I THINK MAYBE WE CAN SET UP SOME MORE ROBUST FACADE IMPROVEMENT PROGRAMS, BUT I THINK IT MAY BE PREMATURE UNTIL WE WE'VE EXPENDED THE GRANT PROGRAM, BUT I THINK YOU'RE, YOU'RE EXACTLY RIGHT MR. KENDRICK, THERE'S SOME OPPORTUNITIES FOR SOME LARGER CAPITAL PROJECTS IN OUR COMMERCIAL CORRIDORS.

SO IF WE GO TO THE NEXT SLIDE, UM, SO THE BUSINESS GRANT PROGRAM, WE WE'VE ACTUALLY, WE'VE HAD 170 BUSINESSES TAKE ADVANTAGE OF THE PROGRAM, WHICH IS WONDERFUL.

UM, SINCE THE LAST TIME WE MET, WHICH IS ABOUT A MONTH AGO, WE'VE ACTUALLY HAD 85 APPLICANTS COME IN.

SO THE REALITY IS THAT THE APPLICATION, THE RATE OF APPLICATIONS IS ACTUALLY MAYBE PICKED UP A LITTLE BIT OVER THE PREVIOUS FEW MONTHS.

UM, AND WE CURRENTLY HAVE 27 PENDING.

SO THERE'S A LOT OF ACTIVITY HAPPENING.

ONE OF THE CHALLENGES THOUGH IS WE ARE, WE'RE GETTING, UM, HOME-BASED BUSINESSES APPLYING THAT ARE CLEARLY NOT ELIGIBLE, BUT THERE, THERE MIGHT BE A NEED.

AND IN AN EFFORT TO BECOME ELIGIBLE, WE'VE NOTICED SOME DISCREPANCIES AND APPLICATIONS IN ORDER TO BE, TO LOOK LIKE THEY QUALIFY FOR THE FUNDS.

UH, WE'VE ALSO SEEN SOME PURCHASE OF EQUIPMENT THAT WE BELIEVE MAY BE QUESTIONABLE UNDER THE INTENT OF THE PROGRAM.

SO WE THINK THERE ARE SOME CHALLENGES WITH THE WAY THE PROGRAM IS RUNNING RIGHT NOW, GIVEN THOSE CHALLENGES, STAFF DOES NOT THINK THAT WE SHOULD TERMINATE THE PROGRAM.

WE THINK THERE'S SOME GOOD THINGS.

WE THINK THERE'S SOME OPPORTUNITIES TO SHORE SOME THINGS UP.

I WANTED TO SHARE TWO IDEAS.

ONE IS, UM, IN, IN TALKING WITH OUR ASSISTANT CITY MANAGER DEMASIO AND WITH RYAN VEGAS, WE TALKED ABOUT BETTER DEFINING WHAT IS ELIGIBLE FOR PURCHASE AND USING THE LABOR DEPARTMENT'S DEFINITION OF DURABLE GOODS VERSUS NON-DURABLE GOODS MAKE SENSE.

THERE IS SOME REAL VALUE TO OUR BUSINESSES TO INSTALL KITCHEN EQUIPMENT OR OUR

IN FACT, WE THINK SOME OF THE REASON WHY WE'VE HAD AN UPTICK IN APPLICATIONS IN THE LAST FEW WEEKS IS BECAUSE WE HAD A DEADLINE AT ONE POINT IN AUGUST.

AND SO EVEN THOUGH THAT DEADLINE HAS BEEN EXTENDED, EXTENDED TO, UM, OCTOBER, AND IT WAS A BIT NEBULOUS OF HOW, HOW LONG IT WILL BE OPEN, WE DO THINK THERE IS SOME VALUE IN ACTUALLY HAVING A HARD, FAST DEADLINE, WHICH CAN ALWAYS BE EXTENDED AGAIN.

BUT WE THINK BY HAVING A DEADLINE SET BY DECEMBER 31ST, 2021, WE THINK THAT GIVES BUSINESSES AN OPPORTUNITY TO REALLY FIGURE OUT WHAT THEY NEED.

THEN WE CAN COME BACK AND ASSESS THE PROGRAM AND SAY, OKAY, WHAT WAS WORKING? WHAT WAS NOT WORKING? DO WE WANT TO RETWEAK IT? DO WE WANT TO ALLOCATE MONEY TO WHAT, WHAT MR. KENDRICK TALKED ABOUT OR SOME, SOME OTHER ECONOMIC DEVELOPMENT PROJECT PROJECT.

SO WE THINK THAT WILL ACTUALLY HELP THE PROGRAM AS WELL BY SETTING THAT DEADLINE.

AND THOSE ARE THINGS THAT WE JUST NEED KIND OF A NOD FROM THE COUNCIL.

THAT, THAT SOUNDS LIKE A GREAT IDEA.

UM, THE OTHER THING THAT WE WANTED TO CONSIDER IS WE KNOW THAT THERE'S A LOT OF BUSINESSES THAT STARTED SOME CAPITAL IMPROVEMENTS EVEN BEFORE PANDEMIC LOCKDOWN.

SO HERE'S BUSINESSES IMAGINED IN JANUARY, 2020, NOT KNOWING WHAT WAS ABOUT TO HIT THEM, STARTED MAKING CAPITAL IMPROVEMENTS, HOPING TO RECOUP THOSE COSTS BY HAVING AN INCREASE IN CUSTOMERS ONLY TO HAVE THOSE CUSTOMERS TAKEN AWAY FROM THEM.

AND AS WE ALSO KNOW, MR GLOBAL, AND I TALKED ABOUT THIS, A LOT OF CUSS, A LOT OF BUSINESSES DID CAPITAL IMPROVEMENTS WHILE THEY HAD A CHANCE WHEN THERE WERE NO CUSTOMERS IN THEIR RESTAURANT.

SO BY SETTING THE, UM, THE PARAMETERS OF NEW CONSTRUCTION PROJECTS, IT DOESN'T BENEFIT THOSE THAT ACTUALLY INVESTED IN THEIR BUSINESS PRIOR TO THESE GRANTS.

SO WE THINK THERE'S SOME VALUE IN ALLOWING BUSINESSES TO RETROACTIVELY ASK FOR REIMBURSEMENTS, FOR CAPITAL IMPROVEMENTS, FOR EQUIPMENT AND OTHER REMODELS THAT, UM, WOULD REQUIRE BUSINESS OR BUILDING PERMITS OTHER OBVIOUS RECEIPTS.

AND WE CAN GO INSPECT THE CA THE, THE EQUIPMENT PURCHASED BACK TO JANUARY, 2020.

WE THINK THAT THERE'S SOME VALUE IN THAT.

SO WE WOULD MAKE THAT RECOMMENDATION AS PART OF THE DISCUSSION TODAY.

WE ALSO THINK THAT THERE ARE A LOT OF HOME-BASED BUSINESSES THAT, THAT COULD USE SOME ASSISTANCE.

I KNOW THERE'S A CONCERN ABOUT A HOME-BASED BUSINESS THAT IS MORE OF A HOBBY BUSINESSES VERSUS A, UM, A REAL INCOME GENERATING BUSINESS FOR SOMEBODY WE THINK THE DIFFERENCE WOULD BE WHETHER THEY HAVE A BUSINESS LICENSE, MOST HOBBY BUSINESSES DON'T HAVE A BUSINESS LICENSE.

SO WE WOULD ACTUALLY RECOMMEND THAT WE EXPAND THE PARAMETERS OF THE GRANT PROGRAM TO ALLOW HOME-BASED BUSINESSES THAT HAVE A CURRENT BUSINESS LICENSE TO BE ELIGIBLE FOR UP TO A $5,000 GRANT.

IT'S NOT AS MUCH AS THE 15,000, BUT IT GIVES, GIVES THOSE BUSINESSES AN OPPORTUNITY TO PARTICIPATE IN POTENTIALLY HELPS ELIMINATE SOME OF THE FRAUD THAT WE'VE OR ALLEGED FRAUD THAT WE'VE SEEN.

THE OTHER THING.

UM, WE WOULDN'T RECOMMEND THIS RIGHT NOW BECAUSE WE STILL THINK THAT THE PURCHASE OF CAPITAL EQUIPMENT IS IMPORTANT, BUT AT SOME POINT THE COUNCIL MAY WANT TO DO AS MR. KENDRICK RECOMMENDED IS MAYBE SHIFT SOME OF THOSE FUNDS TO THINGS THAT ARE FAR MORE VISIBLE, LIKE FACADES AND SIGNAGE AND MONUMENT SIGNAGE, UM, PARKING LOT IMPROVEMENTS, THINGS THAT EVERYONE WILL NOTICE DRIVING AROUND THE CITY IT'LL BRING UP THE WHOLE CITY.

W WE DON'T THINK WE'RE QUITE READY TO DO THAT.

WE STILL THINK THERE'S SOME, SOME CAPITAL IN PURCHASE NEEDS, EQUIPMENT NEEDS THAT ARE STILL NEEDED BY OUR BUSINESSES, BUT THAT'S SOMETHING THAT WE'VE BEEN THINKING ABOUT THAT WE WOULD REFOCUS THE GRANT PROGRAM TO ELIMINATE THE PURCHASE OF EQUIPMENT AND REALLY FOCUS IT ON FACADES.

AGAIN, I DON'T THINK WE'RE READY TO RECOMMEND THAT QUITE YET, BUT WE'RE THROWING IT OUT THERE.

AND THE LAST IS TO AUGMENT THE MOBILE BUSINESS GRANT PROGRAM.

AS YOU RECALL, IT WAS ONE OF THE, UH, SORT OF A LAST MINUTE CHANGE.

THE COUNCIL TALKED ABOUT.

WE HAVE A LOT OF MOBILE BUSINESSES THAT ARE, THAT ARE LOCALLY BASED IN OKLAHOMA.

WE LIMITED HOW MUCH THEY CAN GET FROM, UM,

SO WE ALLOCATED AT 2,500, WE'D RECOMMEND THAT THEY AT LEAST GET WHAT THE HOME-BASED BUSINESSES GET A $5,000.

SO WE INCREASED THAT BECAUSE A LOT OF OUR MOBILE BASED BUSINESSES RELY ON VEHICLES.

WE WOULD ACTUALLY RECOMMEND ANOTHER POT OF MONEY FOR THEM TO APPLY FOR THE PURCHASE OF NEW OR USED VEHICLES, UM, BETWEEN $15,000 FOR A NEW VEHICLE, 10,000 FOR A USED VEHICLE, AS LONG AS IT WAS PURCHASED BY BUY AT A DEALERSHIP LOCALLY LOCATED IN OKLAHOMA.

SO YOU BUY A TRUCK FOR YOUR HOME-BASED BUSINESS IN ALCOHOL, WE WOULD, THE CITY WOULD REIMBURSE YOU A PORTION OF THAT, UH, TRUCK PURCHASE OR THAT THAT VEHICLE PURCHASE.

SO THAT WOULD BE ANOTHER WAY TO EXPAND, UM, THE BUSINESS TO HELP SOME OF THOSE MORE HOME-BASED OR MOBILE BASED BUSINESSES AND GET, UM, RECIRCULATE THAT THOSE FUNDS BACK INTO OUR OWN ECONOMY.

SO THOSE ARE A COUPLE IDEAS THAT WE'VE HAD, WE'RE OPEN TO ANY OTHER IDEAS ABOUT THE BUSINESS GRANT PROGRAM.

UM, LIKE I SAID, WE THINK THE PROGRAM IS WORKING WELL.

WE THINK THERE'S SOME OPPORTUNITIES TO IMPROVE UPON IT, AND WE'RE SEEKING SOME COUNCIL FEEDBACK ON WHAT RECOMMENDATIONS YOU WOULD HAVE, AND WE CAN APPLY THOSE RECOMMENDATIONS AS SOON AS TOMORROW.

CERTAINLY MR. UH, DEPUTY MAYOR MEMBERS OF THE COUNCIL AT YOUR LAST MEETING UNDER COUNSEL, UH, JU UH, COUNCIL ITEMS, MS. MITCHELL BROUGHT UP, UM, A NOTION OR AN IDEA OF OPPOSING HOUSE RESOLUTION 1 27, WHICH IS A FIREARMS LICENSING AND RED JERSEY REGISTRATION BILL.

THAT'S MOVING THROUGH THE HOUSE OF REPRESENTATIVES AND CONGRESS.

UM, THE COUNCIL DIRECTED STAFF TO ANALYZE THE BILL AND TO PREPARE A LETTER OF OPPOSITION STAFF HAS, HAS DONE THAT AS ATTACHED TO YOUR AGENDA, JUST IN REAL BRIEF.

UM, THE LETTER KINDA MAKES FIVE ARGUMENTS OF, OF WHY THE BILL SHOULD BE OPPOSED.

UM, ONE, IT PUSHES MANY WOULD BE LAW ABIDING CITIZENS TO NOT REGISTER THEIR FIREARM, ARMS, PUTTING A LOT OF FOLKS IN AN ILLEGAL STATUS.

UM, THE BILL ALSO REQUIRES THE ATTORNEY GENERAL TO CREATE A DATABASE OF ALL GUN OWNERS OR REGISTERED GUN OWNERS.

AND THAT DATABASE IS AVAILABLE TO THE PUBLIC AND SEARCHABLE.

AND THERE'S SOME REAL CONCERNS FROM THE PUBLIC SAFETY REALM THAT, UM, THAT JUST ADVERTISES WHERE ONE CAN STEAL WEAPONS FROM, UM, WHICH PROPERTIES HAVE WEAPONS TO SEAL.

THE OTHER CONCERN THAT WE HAD IS IF YOU ANALYZE THE 1994 CRIME BILL, WHICH WAS INTRODUCED BY FORMER PRESIDENT BILL CLINTON, AND ACTUALLY HAD A REAL, SOME UNINTENDED CONSEQUENCES, WHICH HAD A BIGGER IMPACT ON COMMUNITIES OF COLOR THAN IT DID ON THE, THE, THE REST OF THE UNITED STATES.

AND IT PUT A LOT OF, UM, IN, IN THE WORDS THAT YOU READ IN THE LITERATURE IS A BOOM IN THE PRISON POPULATION, WHICH IS DISPROPORTIONATELY IMPACTING MINORITY COMMUNITIES.

WE FEEL STAFF FEELS THAT THIS BILL COULD HAVE A SIMILAR IMPACT ON HAVING A DISPROPORTIONATE IMPACT ON COMMUNITIES OF COLOR.

UM, IT ALSO CREATES A SYSTEM GIVEN THE, THE HOOPS THAT ONE MUST JUMP THROUGH, UM, THAT IT CREATES A SYSTEM IN WHICH ONLY THE WEALTHY CAN PURCHASE AND OWN GUNS.

AND THEN LASTLY, AND LIKE MOST GUN CONTROL LEGISLATION.

IT THERE'S THIS FEAR THAT IT TAKES GUNS OUT OF THE HANDS OF LAW, ABIDING CITIZENS AND PUTS THEM IN THE HANDS OF PEOPLE THAT DON'T CARE TO FOLLOW THE LAW.

AND IT CREATES THIS DISPROPORTIONATE SYSTEM IN AMERICA.

SO WITH THAT STAFF HAS PREPARED A LETTER STAFF IS, UH, OPEN TO ANY SUGGESTIONS THAT YOU MAY HAVE TO THAT.

BUT IF COUNCIL APPROVES THIS LETTER, WE WOULD THEN SEND THIS LETTER OUT TO OUR TWO LOCALLY ELECTED CONGRESSIONAL REPRESENTATIVES AND COPY SOME OTHER ELECTED OFFICIALS AS WELL.

AGAIN, UH, WE'RE HERE TO UPDATE YOU ON THE PROGRAMS AND ACTIVITIES.

THE CITY IS ENGAGING TO ADDRESS HOMELESSNESS, INCLUDING THOSE PROGRAMS FUNDED WITH THE CDBG CARES ACT FUNDS.

AS YOU KNOW, I'M JAMIE VAN ROBINSON, THE HOUSING MANAGER AND THE COMMUNITY DEVELOPMENT DEPARTMENT, BUT IT IS MY PLEASURE TO INTRODUCE OUR NEW HOUSING SPECIALIST, DIA ANURA POLIO BRITO, AND DANIELLE TELLS ME SHE PREFERS TO BE CALLED YANI.

UM, I AM ALSO HAPPY TO INFORM YOU ALL THAT FOR THE LAST 18 MONTHS, UH, SINCE JANUARY, 2020, THE CITY HAS ALLOCATED ALMOST $2.9 MILLION FOR HOMELESS PROGRAMS AND THE CDBG CARES ZAC PROGRAMS. UH, HERE'S THE SNAPSHOT OF THE ALLOCATION BREAKDOWN, UH, BY PROGRAM THAT MAKES UP THAT NEARLY $2.9 MILLION.

THE LARGEST PROGRAMS ALLOCATED SINCE JANUARY, 2020.

THOSE ARE, ARE, THOSE ARE OUTCOME ON HOMELESS OUTREACH WITH AN ALLOCATION OF $400,000.

THE EAST COUNTY TRANSITIONAL LIVING CENTER, EMERGENCY SHELTER WITH AN ALLOCATION OF $585,294.

THE RENTAL HOUSING AND UTILITY ASSISTANCE PROGRAM WITH AN ALLOCATION OF $672,362, UH, WHICH JAMIE WILL ALSO BE DISCUSSING, UH, THIS PROGRAM A LITTLE FURTHER AND THE TWO NEWEST PROGRAMS, UH, WHICH ARE THE EMERGENCY SCATTER SITE MOTEL, BUT THEN ALLOCATION OF 400,000 AND THE ACQUISITION AND OR REHAB OF FACILITY WITH AN ALLOCATION OF $299,307.

UM, THE EXACT ALLOCATION AMOUNT TOTALS UP TO $2,897,750, WHICH IS A GREAT AMOUNT.

WE ALSO DID BREAK IT DOWN BY EXPENDITURES AND RESULTS FOR EACH OF THESE PROGRAMS. IN TOTAL, WE HAVE $1.4 MILLION THAT HAS BEEN SPENT IN THE PAST 18 MONTHS WITH THAT A TOTAL OF 2,892 INDIVIDUALS HAVE BEEN ASSISTED TO DATE WITH THE NEARLY 2.9 MILLION OUT OF THAT TOTAL 601 INDIVIDUALS HAVE BEEN PERMANENTLY HOUSED.

NOW THESE NUMBERS DO NOT INCLUDE THE EMERGENCY SCATTER SITE MOTEL AND THE ACQUISITION AND A REHAB SINCE THESE PROGRAMS WERE AWARDED IN MAY, 2021, AND ARE JUST, ARE ELIGIBLE FOR EXPENDITURES STARTING JULY 1ST, 2021.

ADDITIONALLY, HERE'S A GRAPH REPRESENTING PERMANENT HOUSING CONNECTIONS SINCE JULY 1ST, 2017.

THIS PROVIDES ACCOMPLISHMENTS FOR THE COMBINED NUMBER OF PERSONS PERMANENTLY HOUSED BETWEEN BOTH A WAY BACK HOME PROGRAM AND THE HOUSING CONNECTIONS PROGRAM THAT IS A TOTAL OF 193 PERSONS BETWEEN THESE TWO PROGRAMS WHO ACHIEVE PERMANENT HOUSING.

I WILL GO AHEAD AND LEAVE YOU WITH THIS INTERESTING POINTS IN OUR YEAR END UPDATE AND ADDRESSING HOMELESSNESS.

AND I WILL NOT GO AHEAD AND TURN IT OVER TO JAMIE AGAIN, WHO WILL PROCEED WITH THE REMAINDER OF THE PRESENTATION.

HEY, I WANTED TO GIVE YOU A QUICK UPDATE ABOUT THE STATUS OF THE RENTAL UTILITY ASSISTANCE PROGRAM.

UH, SINCE MAY OF 2020, THE CITY COUNCIL HAS ALLOCATED OVER 672,000 IN THE COMMUNITY.

THE CDBG CARES ACT FUNDS FOR THIS ACTIVITY IMPLEMENTED.

ORIGINALLY.

IT WAS IMPLEMENTED BY THREE NONPROFIT AGENCIES, CSA SAN DIEGO COUNTY HOMESTAR AND INTERFACE SHELTER NETWORK.

AND IT OPERATED CONTINUOUSLY BETWEEN MAY OF 2020 AND FEBRUARY OF 21, SERVING 103 HOUSEHOLDS.

OUR PROGRAM PROVIDED UP TO THREE MONTHS OF PAST DUE RENT AND UTILITY ASSISTANCE TO HELP THOSE FAMILIES AFFECTED BY JOB LOSS OR WAGE REDUCTION DUE TO THE PANDEMIC TO AVOID EVICTION AND PREVENT HOMELESSNESS.

THEN IN FEBRUARY, MARCH OF 2021, THE COUNTY OF SAN DIEGO ANNOUNCED THE AVAILABILITY OF 100 MILLION FOR EMERGENCY RENTAL ASSISTANCE PROGRAM.

THIS PROGRAM COULD PROVIDE UP TO 80% OF 15 MONTHS OF PAST DUE RENT AND UTILITIES.

IF THE LANDLORD AGREED TO WAIVE THE REMAINING 20% THAT WAS DUE, THE PROGRAM WAS AVAILABLE TO ALL RESIDENTS OF THE COUNTY OF SAN, EXCEPT FOR THE CITIES OF SAN DIEGO IN CHULA VISTA WHO RECEIVED DIRECT ALLOCATIONS.

AND BASED ON THE AVAILABILITY OF THIS MUCH DEEPER ASSISTANCE, THE CITY'S HOUSING AND UTILITY ASSISTANCE PROGRAM WAS PAUSED.

AND ALL ALCOHOL RESIDENTS SEEKING RENTAL ASSISTANCE WERE REFERRED TO THE COUNTY'S IRAP PROGRAM.

OUR PLAN WAS TO REEVALUATE THIS PROGRAM AND DETERMINE IF THERE IS A CONTINUED NEED AND REOPEN THE PROGRAM.

ONCE THE COUNTY FUNDS WERE FULLY EXPENDED, HOWEVER, IN JULY OF 2021, THE COUNTY, UH, ADVISED US THAT THE STATE HAS PASSED LEGISLATION TO AMEND THEIR PREVIOUS IRAP REGULATIONS.

THEY CAN NOW ASSIST PAYING UP TO 100% OF 18 MONTHS OF PAST DUE AND CURRENT RENTAL ASSISTANCE.

SO THEY ALSO ADVISE US THAT THEY'RE GOING TO BE RECEIVING ANOTHER $98 MILLION IN ARPA FUNDS, AND THEY'RE GOING TO APPLY IT TO THIS PROGRAM.

SO THE COUNTY IMMEDIATELY WENT TO WORK AND BACKFIELD MADE BACK PAYMENTS TO ALL THE FOLKS THAT HAD PREVIOUSLY BEEN AWARDED THE LOWER AMOUNT, THE 80% OF 15 MONTHS, THEY BACK-FILLED THAT TO A HUNDRED PERCENT AND THEY CAN NOW ASSIST UP TO 18 MONTHS OF ASSISTANCE.

SO THIS TABLE IS AFTER THEY IMPLEMENTED THE BACKFILLING, AND THIS IS WHAT THEY PROVIDED TO US THROUGH JULY 26, TOTAL APPLICATIONS SUBMITTED TOTAL HOUSEHOLDS AWARDED AND TOTAL AWARDED IN THAT JURISDICTION.

AND I'VE HIGHLIGHTED FOR YOU ALCOHOL, AND THEN THE GRAND TOTAL OVERALL.

AND AGAIN, THIS DATE IS ALREADY TWO WEEKS OLD, SO IT'S PROBABLY, THEY PROBABLY ASSISTED EVEN MORE THAN THAT.

SO YOU CAN SEE THAT THEY SPEND ALMOST 90 MILLION OF THEIR FIRST 100 MILLION, AND THEY HAVE ASSISTED MORE THAN 2,400 ALCOHOL AND HOUSEHOLDS WITH NEARLY 15 MILLION IN ASSISTANCE.

AND THE AVERAGE IS ABOUT 6,150 PER HOUSEHOLD WITH THE NEW FUNDING COUNTY ADVISES US.

THEY WILL CONTINUE THIS IRAP PROGRAM UNDER THE SAME EXPANDED GUIDELINES WITH NO INTERRUPTION OF SERVICE.

AND THEY ARE CURRENTLY RECEIVING APPROXIMATELY 500 APPLICATIONS PER WEEK ACROSS THE COUNTY, NOT JUST ALCOHOL.

SO FOR THIS REASON, THE CA THE CITY'S PROGRAM CONTINUES TO BE PAUSED.

UH, SINCE THE COUNTY CAN PROVIDE THIS MUCH DEEPER ASSISTANCE THAN WHAT THE CITY IS ABLE TO PROVIDE.

AND WE, WE NEED TO BE CAREFUL TO AVOID A DUPLICATION OF BENEFITS AND PAY FOR ANY MONTHS OF RENTAL ASSISTANCE THAT THEY'RE OTHERWISE RECEIVING.

SO, OKAY, SO AS BUSINESSES REOPEN AND JOBS ARE RETURNING, AND IT APPEARS TO STAFF THAT THE COUNTY'S FUNDING IS GOING TO BE AVAILABLE FOR SOME TIME, AT LEAST FIVE OR SIX MONTHS, AND IT'S GOING TO PROVIDE MUCH DEEPER ASSISTANCE.

UH, WE THINK IT'S TO SEEK YOUR FEEDBACK AND, AND BEGIN THE DISCUSSION AS TO WHETHER TO REPURPOSE THE REMAINING FUNDS IN OUR RENTAL ASSISTANCE PROGRAM, APPROXIMATELY 234,000 IS STILL REMAINING IN THAT PROGRAM.

THE PROGRAM IS CURRENTLY PAUSED AND WE'RE NOT REQUIRED TO REPURPOSE IT, BUT $234,000 IS NOTHING COMPARED TO 98 MILLION.

SO WE'VE, UH, PUT OUR HEADS TOGETHER, THOUGHT OF SOME POTENTIAL IDEAS WE COULD TALK ABOUT FOR REPURPOSING THE FUNDS.

REMEMBER THESE ARE CARES ACT FUNDS THAT HAVE TO BE, UM, FOCUSED ON PREVENTING, PREPARING FOR RESPONDING TO THE CORONAVIRUS PANDEMIC.

THEY ALSO, WHATEVER

PROJECTS WE PICK HAVE TO BE CDBG ELIGIBLE.

UM, BUT WE, WE WERE TALKING ABOUT TOUCHLESS WATER, FOUNTAINS, BOTTLE FILLING STATIONS, SAFE PARKING PROGRAMS HAVE COME UP IN THE PAST ASSISTANCE WITH EXPANDING THE SHELTER SPACE AT EAST COUNTY.

TRANSITIONAL HAS COME UP BEFORE AND, UH, OR POSSIBLY ADDING FUNDS TO THE CURRENT ALLOCATION OF CV, THREE FUNDS THAT WERE MOST RECENTLY RESERVED FOR ACQUISITION OR REHABILITATION OF A FACILITY, SERVING THE HOMELESS, ALL OF THESE IDEAS AND ANY OTHERS THAT MAY COME FORWARD TODAY, UH, WILL REQUIRE ADDITIONAL RESEARCH.

WE NEED TO UNDERSTAND TOTAL COSTS AND ALL, ANY PROJECTS WE CONDUCT RESEARCH ON, ALL OF THEM MUST PASS THE ELIGIBILITY TEST.

WE ALSO HAVE THE TIMELINE TO CONSIDER 80% OF ALL THE CDBG FUNDS MUST BE EXPENDED BY JUNE OF 2023.

SO WE HAVE JUST UNDER TWO YEARS TO, TO GET THOSE FUNDS EXPENDED.

SO STAFF'S RECOMMENDATIONS INCLUDE SEEKING COUNCIL'S FEEDBACK TODAY AND DIRECTION FOR POTENTIALLY REPURPOSING THE CDBG CV FUNDS CURRENTLY RESERVED FOR RENTAL ASSISTANCE TO ANOTHER ELIGIBLE ACTIVITY OR ACTIVITIES, OR WE HAVE THE OPTION OF CONTINUING TO POSIT THE PROGRAM.

WE ALSO, UH, LOOKING FOR DIRECTION TO CONTINUE THE HOMELESS OUTREACH PROGRAM AND THE WAY BACK HOME PROGRAM.

THOSE PROGRAMS ARE, UM, THE AGREEMENTS ARE COMING TO THE END OF THEIR TERM.

AND WE ARE ASKING FOR YOU TO AUTHORIZE EXTENSIONS FOR AN ADDITIONAL YEAR FOR THE, WITH THE HOMESTART AND SALVATION ARMY, CONTINUE TO SUPPORT THESE COUNTY HOMELESS TASK FORCE AND CONTINUE WORKING WITH NEIGHBORHOOD NEIGHBORING JURISDICTIONS, INCLUDING THE COUNTY ON THE REGIONAL APPROACH TO ADDRESS HOMELESSNESS HERE IN THE EAST COUNTY AND CONTINUING ALL OTHER ACTIVITIES CURRENTLY UNDERWAY TO ADDRESS HOMELESSNESS WITH THAT STAFF WELCOMES COUNSEL'S FEEDBACK, AND WE ARE PREPARED TO ANSWER ANY QUESTIONS.

SO ALCOHOL AND HAPPENS TO BE ONE OF THOSE PLACES WHERE, UH, THE RESIDENTS HERE ARE DETERMINED TO BE CHALLENGED WITH ACCESS TO SERVICES.

AND, UH, SO ALCOHOL DOES GET SOME ATTENTION IN THEIR OUTREACH PROGRAM.

AND THEN THAT'S WHY YOU SAW THE BIG NUMBERS, UH, IN TERMS OF ALCOHOL AND RESIDENTS UTILIZING THE PROGRAM.

AND WHEN DOES THE 18 MONTHS OF ASSISTANCE EXPIRE? IT STARTED, I KNOW WHEN IT STARTED, THE ORIGINAL TIME PERIOD WAS APRIL 1ST, 2020 THROUGH MARCH 31ST, AND THEN THREE MONTHS OF PROSPECTIVE RENT.

THEY'VE EXTENDED THAT THROUGH JUNE AND THREE MONTHS AT PROSPECTIVE RENT.

SO THAT WOULD BE JULY, AUGUST, AND SEPTEMBER WOULD BE COVERED.

AND I DON'T KNOW THAT THERE'S AN ACTUAL SUNSET DATE BECAUSE IF SOMEBODY PAID THEIR RENTAL ASSISTANCE UNTIL, YOU KNOW, LATER IN THE YEAR, I MEAN, PAID THEIR RENT AND THEN NEEDED ASSISTANCE LATER, IF THAT EXTENDS BEYOND SEPTEMBER.

UM, IS IT POSSIBLE ON SOME OF THESE, UH, RENTAL ASSISTANCE PROGRAMS FOR THE TENANT, NOT THE TENANT, BUT FOR THE LANDLORD TO APPLY FOR RENT BECAUSE THE TENANT, FOR WHATEVER REASON DOES NOT WANT TO APPLY FOR ASSISTANCE, BUT YET THE LANDLORD WHO OWNS THE PROPERTY IS OUT, YOU KNOW, MAYBE 15, 18 MONTHS WORTH OF RENT.

AND I HAVE SEEN WHERE, UH, RENTERS ARE, UH, UNDER THE IMPRESSION THAT THEY DON'T HAVE TO PAY THE RENT BECAUSE THERE'S A MORATORIUM.

THEY DO, THEY NEVER LOST THEIR JOB.

THEY STILL WERE ABLE TO PAY THE RENT, BUT REFUSE TO PAY THE RENT BECAUSE THEY THOUGHT, WELL, I DON'T HAVE TO, BECAUSE THERE'S A MORATORIUM NOT UNDERSTANDING THAT WHAT IT WAS ALL ENTAILING.

SO IS IT POSSIBLE FOR LANDLORDS TO APPLY FOR THAT IN THE COUNTY'S PROGRAM? YES.

THEY ACCOUNT CHEATING IN THE CITY'S PROGRAM.

WE CURRENTLY RESTRICTED TO RESIDENTS ONLY.

AND THAT WOULD BE BECAUSE, YOU KNOW, TYPICALLY LANDLORDS ARE NOT LOW INCOME, RIGHT? SO I UNDERSTAND THAT, BUT THEY'VE BEEN DENIED THEIR INCOME AND THERE ARE SOME LANDLORDS WHO, THIS IS THEIR INCOME SAY THEY, YOU KNOW, THEY HAVE THEIR MORTGAGE ON THEIR OWN HOME.

THEY INHERITED A GRANDMA'S HOUSE.

THEY RENTED OUT.

UM, I'VE ALSO BEEN CONTACTED WHERE, UH, YOU KNOW, LANDLORDS HAVE HOUSES AND NO ONE IS PAYING THEIR RENT.

AND NOW THEY'RE GOING TO HAVE TO SELL THOSE HOUSES BECAUSE THEY, THEY THEY'RE IN A REARS WITH THEIR MORTGAGE PAYMENTS OR WHATEVER.

NOW THEY'RE GOING TO HAVE TO SELL THOSE HOUSES.

AND THOSE HOUSES POSSIBLY MAY NOT BE RENTED BACK OUT.

THEY MAY BE BOUGHT BY INVESTORS OR, UM, YOU KNOW, JUST PURCHASE THEIR SINGLE FAMILY HOMES.

SO IS THERE ANY THING IN CYPRUS, THESE SCARS FOR LANDLORDS, THEY CAN APPLY TO THE COUNTY'S EMERGENCY RENTAL ASSISTANCE PROGRAM? RIGHT? I'LL LET THEM KNOW ON THAT.

UM, I LIKE THE IDEA OF THE SAFE PARKING PROGRAM.

DID YOU HAVE A, UH, LOCATION, UM, KIND OF CHOSEN OR CONSIDERED TO DO A SAFE PARKING? UM, AND, AND I UNDERSTAND THAT A LOT OF, UH, OPPONENT TO, UH, HELPING HOMELESS IS THAT, YOU KNOW, IF YOU PROVIDE ALL THESE SERVICES ARE GONNA, YOU KNOW, CREATE MORE OF AN INFLUX.

HOWEVER, WE STILL HAVE PEOPLE THAT ARE SLEEPING IN THEIR CARS OR THEIR MOBILE HOMES OR NOT MOBILE HOMES, BUT MOTOR HOMES.

AND, UM, IT JUST SEEMS LIKE IF WE HAD A SAFE PARKING THAT, YOU KNOW, WOULD HELP EASE SOME OF THEIR STRESS, UM, THEY'RE NOT SITTING OUT IN FRONT OF SOMEONE'S HOME, IT'S IN A DESIGNATED AREA.

AND THEN COUPLE THAT WITH THE TOUCHLESS WATER SYSTEMS, HAVING THAT AVAILABLE, MAYBE AT THE PARKING, DO YOU HAVE ANY IDEA OF LOCATION OR ANYTHING? SURE.

SO WE, AS STAFF HAVE NOT TALKED ABOUT A LOCATION RIGHT NOW.

I MEAN, THE CITY DOESN'T HAVE THAT MANY ASSETS.

I WOULD NOT RECOMMEND AS A STAFF PERSON AT THIS TIME, UNLESS DIRECTED BY THE COUNCIL THAT WE RELOCATE ONE OR THAT WE LOCATE ONE OF THESE FACILITIES ON CITY PROPERTY.

UM, W W THE WAY I SEE IT HAPPENING, IF THIS IS A PROGRAM THAT IS GOING TO MOVE FORWARD IS THAT WE WOULD PUT OUT ALMOST A I'LL FOR LACK OF BETTER WORDS.

I'LL USE A REQUEST FOR PROPOSAL WHERE WE COULD SAY, WE, WE CAN, WE CAN CONTRIBUTE X AMOUNT OF MONEY IF YOU'RE INTERESTED IN DOING IT.

AND THEN IT'S GOT TO MEET THESE CERTAIN PARAMETERS.

FOR EXAMPLE, WE'RE CONSIDERING, WELL, I SHOULD SAY WE'RE CONSIDERING AN ORGANIZATION HAS APPROACHED THE CITY ABOUT PLACING ONE OF THESE, UM, LITERALLY IN THE MIDDLE OF A RESIDENTIAL NEIGHBORHOOD, SURROUNDED BY SINGLE FAMILY RESIDENCE ON ALL THREE SIDES, RIGHT? TH TH THAT'S PROBABLY A PARAMETER THAT YOU WOULDN'T WANT AS A CITY COUNCIL.

SO IF YOU SET THE PARAMETERS, WE WOULD THEN PUT OUT AN RFP AND THEN SERVICE PROVIDERS OR ORGANIZATIONS CAN SAY, WE ARE NOT ONLY QUALIFIED, BUT WE CAN GUARANTEE THAT WE CAN SERVE THIS NUMBER OF PEOPLE.

THAT WOULD PROBABLY BE THE APPROACH RATHER THAN US TAKING THE LEAD.

RIGHT.

AND THE SAME WOULD APPLY FOR, UM, YOU KNOW, WE'VE ALLOCATED, UH, ALMOST $300,000 FOR, UM, CONVERSION OF A FACILITY TO A SHELTER THAT DOESN'T EVEN SCRATCH THE SURFACE OF WHAT A SHELTER WOULD COST, RIGHT.

IS REALLY MORE LIKE THREE TO $5 MILLION.

THIS WOULD JUST BE THAT LITTLE BIT EXTRA TO GET SOMEBODY OVER THE HUMP, IF THEY ALREADY HAD A BUSINESS PLAN THAT WOULD DO THAT KIND OF WORK.

UM, SO HAVING SAID THAT, MAYBE I DO LIKE THE TOUCHLESS WATER, UM, WE'RE TRYING TO PROMOTE, UM, MORE ACTIVITY FROM RESIDENTS, YOU KNOW, GET UP THERE AND WALK.

AND IF YOU BRING YOUR OWN LITTLE WATER FLASK OR WHATEVER, UM, IT'D BE KIND OF NICE TO HAVE, OH, WOW.

THERE'S, YOU KNOW, WATER.

AND THEN PLUS TOO, FOR PEOPLE VISITING THE CITY THAT ARE WALKING AND THEN THE HOMELESS, I THINK THAT WE SHOULD CONTINUE, UM, WITH SOME OF THE PROGRAMS THAT WE'RE ALREADY DOING, LIKE WITH ISI, UM, UH, ECE, TLC, UH, THE HOMELESS OUTREACH, UH, WAY BACK, A WAY HOME BACK AND THE ROTATIONAL SHELTERS.

UM, I THINK THAT WE, YOU KNOW, I AGREE, I THINK THAT SHOULD BE SOMETHING MAYBE TO CONSIDER, BUT WE ONLY HAVE HOW MUCH MONEY TO SPEND THE REMAINING FUNDS FROM THE RENTAL ASSISTANCE IS ABOUT 230, 4,000 SO FAR.

YEAH.

BUT IT'S, IT'S A START, BUT, YOU KNOW, WHATEVER YOU GUYS COME UP, I'M SURE THAT YOU'LL COME UP WITH SOMETHING THAT, UM, WILL BE PRUDENT AND A GOOD, A GOOD SPENDING OF THE MONEY.

WHAT A RESUMPTION OF, UH, OF A, UH, INSPECTION PROGRAM QUALIFY FOR THESE KINDS OF FUNDS.

WE WOULD HAVE TO THINK ABOUT THAT.

WE WOULD HAVE TO MAKE SURE IT WAS ELIGIBLE, UH, EITHER FOCUSED ON EITHER THE HOUSEHOLD WAS LOW-INCOME OR SOMEHOW QUALIFY IT.

UH, AND WE WOULD HAVE TO MAKE SURE, AGAIN, FOCUS ON THOSE LOW INCOME AREAS.

I CAN'T DO IT CITY-WIDE WE CAN'T DO IT IN FLETCHER HILLS OR WHEREVER THE, THE NICER AREAS OF TOWN ARE.

SO WE COULD TALK ABOUT THAT.

THAT'S SOMETHING WE COULD EXPLORE.

I THINK IT WOULD BE WORTH EXPLORING.

I HAVE A HUNCH THAT THE CENSUS AREAS, UH, WELL, LET ME BACK UP PEOPLE WITH THE 2,400 PEOPLE WHO GOT ASSISTANCE, I'D LIKE TO KNOW WHERE THEY LIVE, BECAUSE IF THEY WEREN'T ABLE TO PAY THEIR RENT, LANDLORDS, WEREN'T ABLE TO KEEP UP THE FACILITIES PERHAPS, AND THOSE UNITS MAY BE IN CDBG ELIGIBLE AREAS.

IF THEY QUALIFIED FOR RENTAL ASSISTANCE AND PUTTING THOSE TWO TOGETHER.

I THINK ONE, ONE THING YOU CAN BE REASSURED THE 2,400 ALCOHOL AND RESIDENTS THAT RECEIVED ASSISTANCE.

I BELIEVE THOSE UNITS ARE SUBJECT TO HQS INSPECTION BY THE COUNTY.

UH, IF NOT, I MIGHT BE WRONG, BUT AT LEAST THAT'S SOMETHING WE KNOW, BUT HERE IN OKLAHOMA, WE CAN, WE CAN DEFINITELY EXPLORE THAT AND SEE WHAT WOULD BE POSSIBLE IN TERMS OF AN INSPECTION PROGRAM.

WE USED TO HAVE ONE, AND IT WAS A DELAYED OR TEMPORARILY SUSPENDED AS THE WORD, UH, FOR THE COVID, UH, SALES TAX HIT.

SO WHAT ARE YOUR THOUGHTS ON THAT AS WE ARE, AS WE'RE STAFFING UP, THAT'S SOMETHING THAT CAN BE BROUGHT BACK FOR SURE.

UM, THE OTHER THING IS MAYBE, MAYBE AS A STARTING POINT, I DON'T KNOW IF THE COUNTY WILL GIVE US THE DATA, BUT IT WOULD BE GREAT TO HAVE A HEAT MAP THAT SHOWS WHERE THOSE THAT WERE ABLE TO GET THAT RENTAL ASSISTANCE WERE IN TOWN.

AND THAT, THAT MAY BE A GOOD STARTING POINT FOR US.

AND IF WE CAN GET THAT, WE'LL SHARE THAT WITH THE CITY COUNCIL, BUT YEAH, AS, AS WE RE UP STAFF OR RESTAFF, WHICH BY THE WAY, IT'S, IT'S A BIG, WE WERE DOWN SO MANY POSITIONS, OUR POOR HR STAFF IS PRETTY FRANTIC GETTING EVERYONE STAFFED UP, BUT THAT WOULD BE ONE OF THE PROGRAMS THAT WE BRING BACK AS WE'RE FULLY STAFFED.

YEAH.

AND ONE THING YOU NEEDED TO REMEMBER MR. GOBLE IS THAT IN COUNCIL IS THAT WE CAN'T FORCE, UM, AN INSPECTION PROGRAM ON THE LANDLORDS.

WE CAN ONLY REACT TO, WITH, UM, A GOOD CAUSE TO GET AN INSPECTION WARRANT.

IF THERE'S A COMPLAINT THAT THE PROPERTIES ARE BELOW, UM, HABIT OF ABILITY STANDARDS, UM, AND THEN WE'D HAVE TO GET AN INSPECTION WHERE IF IT'S COMPLETELY VOLUNTARY AND THEY DO ALLOW US IN BECAUSE THEY WANT TO GET THE FUNDS, THAT'S A DIFFERENT ISSUE.

WE HAVE TO THINK ABOUT IT IN TERMS OF QUALITY IN LIFE AND WHO WOULD ACTUALLY BENEFIT.

IT'S NOT A SERVICE WE WOULD BE PROVIDING DIRECTLY TO BENEFICIARIES.

SO I THINK WE WOULD, WE MIGHT HAVE TROUBLE DETERMINING THAT ONE TO BE ELIGIBLE.

I'LL BE MORE SPECIFIC THERE SIDEWALKS ON EAST MAIN BETWEEN MELODY AND OAKDALE THAT REALLY NEEDS SOME HELP.

AND BECAUSE IT'S A, IT'S A CONSTANT SOURCE OF CAMPING AND WE MOVE THEM ALONG AND IT'S BAD, IT'S WE SHOULD NOT ALLOW THAT TO HAPPEN.

WE'RE BETTER THAN THAT.

AND THE PEOPLE WHO LIVE IN THE APARTMENTS DESERVE BETTER THAN THAT.

AND SO WE'RE IN THE PROCESS OF PROCURING A CONTRACTOR TO HELP US TO DO THAT.

UH, I, WE GOT SO MANY PEOPLE INTO PROGRAMS. WELL, WE DIDN'T DO ANYTHING ACTUALLY HOMESTART AND KOREAN, HIS TEAM ACTUALLY DID THAT.

THEY REACHED OUT TO THOSE FOLKS AND, UM, WERE ABLE TO GET, UH, A GOOD NUMBER OF THEM INTO SOME SERVICES AND CONNECTED.

UNFORTUNATELY, SOME OF THEM HAVE, HAVE COME BACK AND THEY'RE NOW IN THE PROMENADE AREA, PRESCOTT PROMENADE, BUT, UM, MS. HERNANDEZ SHARED WITH ME EARLIER TODAY THAT THEY ACTUALLY HAVE DONE SOME OUTREACH IN THAT AREA AS WELL.

AND, UM, I KNOW IT'S BEEN AN AREA THAT WE'VE GOTTEN SOME COMPLAINTS RECENTLY, BUT IN DRIVING BY TODAY, IT ACTUALLY LOOKS PRETTY CLEAN.
