RECOMMENDATION: |

That the City Council:
- Opens the Public Hearing and receives testimony;
- Closes the Public Hearing;
- Moves to ADOPT the next Resolution, in order, ADOPTING the Initial Study and Negative Declaration; and
- Moves to ADOPT the next Resolution, in order, APPROVING the General Plan Amendment.
