THE GENERAL PLAN DESIGNATION FOR THE SITE IS GENERAL COMMERCIAL AS IS THE STONE.

AND IT IS WITHIN THE DOWNTOWN MASTER PLAN WITHIN SPECIFIC PLAN ONE 82.

AND THERE IS AN EXISTING CONDITIONAL USE PERMIT THAT AUTHORIZES THE SELL BEER AND WINE, THE LIVE ENTERTAINMENT AND THE USE OF THE OUTDOOR PATIO FOR COOKING AND FOR DINING.

THIS IS AN AERIAL IMAGE OF THE SITE.

IT IS LOCATED AT THREE 45 WEST MAIN STREET SAT ON THE SOUTH SIDE OF MAIN STREET BETWEEN BEN MANHATTAN AND CENTRAL SOUTH SUNSHINE AVENUES.

IT IS THE SUITE THAT IS CLOSEST TO WEST MAIN STREET.

THE ALCOHOL SERVICE IS IN CONJUNCTION WITH FOOD.

SALES IS A FULL SERVICE RESTAURANT AND CONDITIONS OF APPROVAL HAVE BEEN INCORPORATED INTO THE DRAFT RESOLUTION THAT ADDRESSED RESPONSIBLE OPERATION OF THE ON SALE SERVICE,

AS WELL AS TO ENSURE THAT, UM, THE EMPLOYEES DO HAVE RESPONSIBLE BEVERAGE SERVICE TRAINING.

THIS IS A SORT OF A CONCEPTUAL SITE PLAN OF THE SITE THAT SHOWS THE RESTAURANT SUITE HERE ON THE NORTH SIDE AT THREE 45 WEST MAIN.

AND THERE'S THE OUTDOOR PATIO AND IS A SHOPPING CENTER THAT ALSO CONTAINS OTHER RESTAURANTS AND BUSINESSES.

SO STAFF'S RECOMMENDATION IS THAT THE PLANNING COMMISSION MOVED TO ADOPT THE NEXT RESOLUTIONS IN ORDER APPROVING CONDITIONAL USE PERMIT 2020 DASH ZERO ZERO ZERO FIVE, WHICH WILL AMEND THE EXISTING CONDITIONAL USE PERMIT ONE NINE, EIGHT ZERO, AND WILL BE SUBJECT TO CONDITIONS OF APPROVAL.

UM, THE DRAFT FINDINGS INDICATE THAT THE ON SALE SERVICE WITH FOOD SALES WILL ENSURE RESPONSIBLE OPERATION AND THAT THIS WILL PROVIDE AN ENHANCEMENT OF THE DINING OPTIONS AND SERVICE CHOICES WITHIN THE DOWNTOWN AREA.

UM, THIS IS A NEW BUILDING, NEW 40,000 SQUARE FOOT BUILDING THAT WILL HAVE MEDICAL OFFICE AS WELL AS, UM, MEDICAL SERVICES FOR THE ELDERLY.

SO IT'S A SERVICE WHERE THEY GO AHEAD AND PICK UP FOLKS IN THE COMMUNITY AND BRING THEM THERE SO THEY CAN RECEIVE MEDICAL SERVICES, NUTRITION, COUNSELING, AND THAT BUILDING IS MOVING ALONG FAIRLY QUICKLY.

YOU DON'T HAVE A DATE ON WHEN IT WILL BE OPEN, BUT I WOULD IMAGINE IT WOULD BE FAIRLY SOON.

ANOTHER PROJECT CURRENTLY UNDER CONSTRUCTION ON ANZA AND WASHINGTON ON EAST WASHINGTON IS LEGACY TOWNHOMES.

IT'S 41 NEW TOWN HOMES THAT ARE GOING UP THERE.

THE ROCKY HILL POINT PROJECT, ANOTHER OUT ON EAST WASHINGTON IS 26 NEW TOWNHOMES, AND THEY'VE BEEN MOVING FAIRLY QUICKLY ALONG WITH FRAMING THERE.

YOU CAN SEE THEM, UM, FROM WASHINGTON AND THEN ANOTHER PROJECT.

UM, THIS ONE HAD JUST STARTED GOING VERTICAL IS AT TWO 35 EAST LEXINGTON.

IT'S CALLED THE LEXINGTON AVENUE APARTMENTS.

IT'S 10 NEW RESIDENTIAL APARTMENTS RIGHT IN OUR DOWNTOWN.

NOW THIS IS A PROPERTY THAT USED TO HAVE AN OFFICE ON IT.

UM, THAT WAS SORT OF A NUISANCE, UM, KIND OF ATTRACTED SOME, UH, TRANSIENTS AND UNDESIRABLE ACTIVITY.

AND NOW IT WILL BE 10 NEW HOMES FOR FAMILIES.

AND THIS PROJECT AT ONE 72 WELLS IS FOR NEW TOWNHOMES.

SO TWO DUPLEXES SHOULD BE, UM, COMPLETED FAIRLY SOON.

AND THEN ANOTHER EXCITING PROJECT IS THE MAZDA DEALERSHIP AT FIVE 72 NORTH JOHNSON.

THAT WAS EXCESS VEHICLE PARKING FOR THE KIA DEALERSHIP ACROSS THE STREET.

AND IT WILL SOON BE HOME TO THE NEW TWO STORY, 19,000 SQUARE FOOT DEALERSHIP THAT YOU ALL AT THE PLANNING COMMISSION SAW, I BELIEVE LAST YEAR.

AND THEN, UM, I KNOW YOU OFTEN ASK ABOUT THE MAIN STREET MIXED USE PROJECT.

THAT BUILDING IS DOWN, IT WAS DEMOLISHED AND THERE IS AN ACTIVE BUILDING PERMIT.

UM, WE HAVE HEARD FROM THE APPLICANT THAT THEY ARE PLANNING ON INSTALLING THE SCAFFOLDING SOON ALONG MAGNOLIA, UM, AND BEING TO PROTECT THE RIGHT OF WAY WHILE THEY BEGIN CONSTRUCTION.

I HAD A QUICK QUESTION ON THAT ONE.

SURE.

WHEN THIS PROJECT WAS APPROVED, I THOUGHT WE WERE KEEPING THE SHELL OF THE ORIGINAL BUILDING.

HAVE THEY CHANGED THEIR DESIGN PLAN? OBVIOUSLY THEY'RE NOT KEEPING THE SHELL, BUT ARE THEY GOING TO REBUILD A LOOKALIKE SHELL? SO THEY WERE GOING TO KEEP A FEW OF THE EXTERIOR WALLS.

UM, AND WHEN THEY GOT INTO CONSTRUCTION AND DESIGN, THEY DISCOVERED THAT THEY NEEDED TO MODIFY THE, UM, SIDE THAT FACES MAGNOLIA IN ORDER TO ACCOMMODATE THE NEW TRANSFORMER.

SO THAT WALL NEEDED TO COME DOWN.

UM, AND THERE WAS REALLY NOT MUCH LEFT.

AND I THINK THE WALL THAT, UM, IS ADJACENT TO THE BUILDING TO THE EAST, UM, WASN'T IN GOOD SHAPE.

SO IT WAS DETERMINED.

IT WAS JUST BE BEST AT THAT POINT TO, TO IT DOWN AND, AND START FROM SCRATCH.

SO THEY, THEY ARE NOT OBVIOUSLY RETAINING ANY OF THE EXISTING WALLS ANY LONGER, BUT IT WILL STILL BE THE SAME STYLE THAT YOU SAW IN THE APPROVAL, UM, FOR THAT, WHEN THAT PROJECT CAME BEFORE YOU, SO NOTHING IS REALLY CHANGING EXCEPT FOR THE MINOR MODIFICATION THEY HAD TO MAKE ON MAGNOLIA.

AND THEN TWO RECENT APPLICATIONS THAT HAVE BEEN SUBMITTED, UM, ONE IS TO CONVERT THE, WHAT USED TO BE A CHURCH OF FOUR 70 NORTH MOLLISON OVER NEAR ALCOHOL VALLEY HIGH SCHOOL, UM, TO A NONPROFIT CENTER.

SO NEIGHBORHOOD HEALTH HAS PURCHASED THAT AND WE'LL BE PROVIDING, UM, SOME COMMUNITY SERVICES OUT OF THAT LOCATION.

AND THE OTHER IS THE LEXINGTON SENIOR APARTMENTS PROJECT AT TWO 50 EAST LEXINGTON.

UM, THIS PROJECT WAS RECENTLY THE MANAGEMENT OF IT WAS SOLD TO A NEW COMPANY AND THEY ARE PUTTING, UM, SEVERAL MILLION DOLLARS WORTH OF IMPROVEMENTS INTO THE PROPERTY.

A LOT OF IT WILL BE INTERIOR REHABILITATION OF THE UNITS, UM, BUT THEY ARE GOING TO DO A SMALL ADDITION TO IT AND YOU'LL SEE LOTS OF SITE IMPROVEMENTS, NEW LANDSCAPING AND THINGS LIKE THAT, UM, WHICH IS IT'S RIGHT ACROSS FROM THE LIBRARY.

SO THAT'S KIND OF, THAT

UM, SO I THINK AT OUR LAST MEETING, I HAD ANNOUNCED THAT WE WERE GOING TO BE HAVING SOME COMMUNITY MEETINGS AND WE'VE HAD, UM, A FEW OF THOSE.

NOW WE HAD TWO MEETINGS, UM, UH, IN SEPTEMBER.

SO HE HAD NO, WE HAD TWO MEETINGS AT THE END OF AUGUST AND ONE MEETING AT THE END OF SEPTEMBER AND ACTUALLY COMMISSIONER POLLOCK BROOD WAS ABLE TO PARTICIPATE IN ONE OF THOSE MEETINGS WITH US.

AND WE HAVE BEEN SHARING INFORMATION WITH COMMUNITY MEMBERS, AS WELL AS GETTING FEEDBACK ON WHAT PRIORITIES ARE FOR HOUSING, AS WELL AS, UM, YOU KNOW, COMMUNITY IMPROVEMENTS AND NEIGHBORHOOD ISSUES RELATED TO ENVIRONMENTAL JUSTICE.

AND SO OUR PLAN RIGHT NOW IS TO WORK ON, UM, SOME OF THE DRAFT POLICY OPTIONS AND START DRAFTING THOSE ELEMENTS AND COME BACK TO THE PLANNING COMMISSION AND THE DECEMBER MEETING FOR A WORKSHOP THAT WILL LIKELY FOCUS ON OUR HOUSING ELEMENT AND HOW WE'RE GOING TO MEET OUR REGIONAL HOUSING NEEDS ALLOCATION THROUGH SITES, UM, AND WHAT THOSE SITES WILL BE.

AND MAYBE SOME OF THE PROGRAMS THAT WILL GO ALONG WITH THAT.

SO WE SHOULD EXPECT SOME DRAFT ELEMENTS HERE IN THE FALL, AND THEN WE'LL BE MOVING FORWARD TO PUBLIC HEARINGS IN THE SPRING.

SO IN THE MARCH AND APRIL TIMEFRAME ON THE HOUSING ELEMENT, IF A LOT OF IT, IS IT JUST GOING TO OVERLAY? SO FOR EXAMPLE, THERE'S A LOT OF HOUSING ELEMENT THAT WE DID LAST TIME THAT MAY NOT HAVE BEEN BUILT.

DOES THAT STUFF JUST KIND OF CARRY THROUGH, YOU HAVE TO START FROM SCRATCH.

HOW DOES THAT WORK? SO WE HAVE TO BASICALLY IDENTIFY SITES ALL OVER AGAIN, SO WE CAN USE SOME OF THE SITES THAT WERE IN THE LAST HOUSING ELEMENT.

UM, AND THEN AFTER WE ADOPTED THE HOUSING ELEMENT, WE WENT AND DID THE MIXED USE OVERLAY AND WE DID THE TRANSIT DISTRICT PLAN.

AND WE DID THOSE VARIOUS PROJECTS THAT KIND OF INCREASED HOW MUCH HOUSING COULD BE BUILT IN THE CITY.

UM, BUT THERE ARE SOME NEW, UM, EXPECTATIONS THAT THE STATE HAS BASED ON LEGISLATION THAT WAS PASSED LAST YEAR.

SO ANY TIME NOW THAT WE USE A SITE AND OUR NEW HOUSING ELEMENT THAT WAS USED IN THE LAST HOUSING ELEMENT, WE HAVE TO PROVIDE ADDITIONAL JUSTIFICATION FOR IT.

UM, THEY DON'T WANT US TO JUST KEEP USING THE SAME SITES OVER AND OVER AGAIN, IF THERE'S NOT A CHANCE THAT THERE'LL BE DEVELOPED WITH HOUSING.

UM, SO WE HAVE TO FIND SOME EVIDENCE, EITHER, YOU KNOW, A LANDLORD WHO'S MAYBE INTERESTED IN, UM, OR A PROPERTY OWNER WHO'S INTERESTED IN REDEVELOPING OR MAYBE LEASES THAT ARE SHORT TERM AND WOULD ALLOW FOR, YOU KNOW, NEW HOUSING TO BE ADDED TO THE SITE.

SO WE HAVE TO KIND OF BUNDLE UP THAT KIND OF EVIDENCE TO GO ALONG WITH OUR SITES.

W WHEN YOU SAY JUSTIFICATION, WHAT IS, WHAT, WHAT IS THE STATE TRYING TO DO? SO I UNDERSTAND THEY, THEY DON'T WANT US JUST PICKING HOUSING SITES THAT ARE UNLIKELY TO BE DEVELOPED WITH HOUSING.

SO THEY WANT US TO FIND SITES THAT HAVE A LIKELIHOOD OF BEING DEVELOPED WITH HOUSING.

AND SO IF WE USED ONE IN OUR LAST HOUSING ELEMENT AND IT DIDN'T REDEVELOP WITH HOUSING IN THE LAST EIGHT YEARS, THEY'RE SAYING THAT THE BURDEN OF PROOF IS NOW ON THE CITY TO JUSTIFY USING THAT SITE AGAIN.

OKAY.

SO IT MAKES IT A LITTLE BIT MORE DIFFICULT.

IT DOES, THERE'S NO DEVELOPABLE, THE LAND'S GONE.

I MEAN, WE'VE GOT THE, THAT EIGHT ACRES OR WHATEVER OFF OF EAST MAIN THAT'S PRIVATELY OWNED.

OBVIOUSLY THEY WANT TOO MUCH MONEY FOR IT TO EVER PENCIL OUT WHAT HAPPENS AS WE CONTINUE THESE SMALL INFIELD PROJECTS.

WHAT HAPPENS WHEN WE'RE OUT OF LAND? WELL, I MEAN, WE DO NOT HAVE ENOUGH VACANT LAND TO ACCOMMODATE OUR REGIONAL HOUSING NEEDS ALLOCATION.

IT'S, YOU KNOW, OVER 3,200 UNITS, IT HAS TO BE ON LAND THAT CAN BE REPURPOSED OR, UM, YOU KNOW, THAT, THAT THERE MAY BE SPACE ON A PARTICULAR PROPERTY.

UM, I KNOW PARKWAY PLAZA HAS RECENTLY BEEN IN THE NEWS LATELY WITH THE NEW OWNERSHIP.

THEY'VE INDICATED THAT THEY'RE INTERESTED AND ADDING HOUSING TO THE MALL.

SO IN THAT CASE, YOU KNOW, IF IT COULD BE ADDED THERE WHILE RETAINING THE COMMERCIAL USES, UM, I, THAT WOULD BE A WIN-WIN FOR EVERYBODY, BUT THOSE ARE THE KINDS OF OPPORTUNITIES THAT WE'RE LOOKING FOR MOVING FORWARD, BECAUSE WE DON'T HAVE VACANT LAND.

SO I'VE SEEN, UM, LIKE A TON OF HIGH DENSITY HOUSING, OBVIOUSLY DOWN IN MISSION VALLEY, UH, THAT WE'VE SEEN IS, ARE THEY TRYING TO GET US TO DO THAT SAME TYPE OF DEVELOPMENT? NOT NECESSARILY.

I MEAN, THEY, THEY DEFINITELY DO WANT OUR LOWER INCOME SITES TO BE ON, UM, MULTI-FAMILIES OWNED PROPERTIES THAT ALLOW MORE THAN 30 DWELLING UNITS PER ACRE.

UM, BUT THAT'S REALLY NOT A VERY HIGH DENSITY.

THAT'S CERTAINLY NOTHING LIKE THEY'RE BUILDING IN MISSION VALLEY.

THAT'S, YOU KNOW, WE KEEP TALKING ABOUT THE ONE OH ONE EAST MAIN STREET PROJECT.

THAT ONE IS ACTUALLY, UM, IF YOU CALCULATE IT OUT, IT'S ABOUT 60 12 UNITS AN ACRE, UM, AND IT'S NOT, YOU KNOW, NOT A VERY TALL BUILDING AND NOT VERY LARGE, SO WE CAN DEFINITELY DO DEVELOPMENT THAT'S COMPATIBLE WITH, WITH ALCOHOL AND, AND WHAT OUR GOALS ARE FOR THE FUTURE DEVELOPMENT OF THE CITY, WITHIN THE DENSITY THAT THEY WANT US TO HAVE.

IF YOU HAVE A SITE THAT HAS NOT BEEN DEVELOPED BY ANY DEVELOPER, HOW WOULD THE CITY JUSTIFY THE DEVELOPER DOES NOT WANT TO DEVELOP THAT PARTICULAR SITE? WHAT WOULD BE THE JUSTIFICATION? HOW WOULD YOU LIKE A MIND READER OR ARE YOU SUPPOSED TO BE ABLE TO ENTICE THE DEVELOPER TO DO WHAT WE WANT THEM TO DO? OR THAT IS A GOOD QUESTION.

AND I THINK EVERYONE'S BEEN TRYING TO WRAP THEIR HEAD AROUND HOW WE JUSTIFY DEVELOP, YOU KNOW, WHETHER A SITE IT WILL LIKELY BE LIKELY TO REDEVELOP.

UM, I THINK IT'S MORE A WAY OF THE STATE MAKING SURE THAT WE ARE DOING EVERYTHING THAT WE CAN TO PROMOTE AND FACILITATE HOUSING.

SO IF THERE'S SOMETHING THAT THE CITY CAN DO FURTHER TO HELP THAT, WHETHER THAT'S TO, UM, HELP ENCOURAGE LOT CONSOLIDATION SO PEOPLE CAN PUT PROPERTIES TOGETHER AND, YOU KNOW, GET HOUSING PROJECTS BUILT.

UM, YOU KNOW, I THINK IT'S STILL EVOLVING OR WE'RE KIND OF THE GUINEA PIGS WITH THIS IN SAN DIEGO, WHERE THE FIRST, UM, MPO OUT OF THE GATE TO TRY AND TACKLE THIS ISSUE OF HOW DO WE JUSTIFY USING THESE SITES.

AND SO, UM, WE'RE UTILIZING THE SERVICES OF A CONSULTANT, VERONICA TAM, AND ASSOCIATES TO HELP US WITH DEVELOPING THAT JUSTIFICATION.

BUT I THINK IT'S LIKELY GOING TO INVOLVE THINGS LIKE TALKING TO PROPERTY OWNERS, YOU KNOW, ARE YOU INTERESTED IN DEVELOPING, YOU KNOW, WHAT, W WHAT'S PREVENTING YOU FROM ADDING HOUSING TO A SITE OR, OR, YOU KNOW, LOOKING AT, ARE THERE REGULATIONS AND THINGS LIKE THAT, THAT WE COULD CHANGE THAT WOULD MAKE IT EASIER FOR PEOPLE TO BUILD HOUSING? HMM.

THERE'S A COUPLE AREAS WHERE THE COUNTY IS KIND OF AN ISLAND OR I'M THINKING LIKE THE GRANITE HILLS AREA, IS IT CHEAPER FOR THE CITY JUST TO KNACK SOME OF THOSE PROPERTIES INTO THE CITY RUN SOME SEWER AND WATER LINES THERE, THEN SOME OF THE STUFF YOU GUYS ARE FORCED WITH DOING, WOULD THAT HELP? I DON'T KNOW THAT THAT WOULD NECESSARILY HELP IT'S, IT'S FAIRLY EXPENSIVE TO ANNEX PROPERTY AND PROVIDE SERVICES AT RARELY PROVIDES, UM, A COST BENEFIT TO THE CITY TO DO SO, ESPECIALLY ON THE EAST SIDE OF THE CITY, THAT'S FAIRLY RURAL.

I WOULD IMAGINE IT WOULD STAY RATHER LOW DENSITY RESIDENTIAL.

UM, IF, YOU KNOW, WE HAVE SOME PROJECTS, I THINK ON THE HORIZON THAT ARE REUSE SITES WHERE THEY'RE TAKING, YOU KNOW, TAKING, UH, FORMER COMMERCIAL PROPERTY AND POTENTIALLY YOU'RE DEMOLISHING THOSE IMPROVEMENTS AND BUILDING HOUSING.

AND THAT'S IN THE CITY WHERE WE HAVE SERVICES WHERE WE, YOU KNOW, AS CLOSE TO TRANSIT.

SO I THINK THOSE ARE IDEAL SITUATIONS.

IT'S JUST WHETHER OR NOT THAT PENCILS OUT AND THE LAND VALUE IS THERE, UM, FOR A DEVELOPER TO DO THAT.

AND I THINK THAT'S BEEN THE CHALLENGE AND I'LL GO HOME.

SURE, MELISSA, UH, I DIDN'T QUITE CATCH THE AUDIO WHO WAS THE CONSULTING FIRM, UH, THE ASSOCIATES THEY'RE HELPING YOU, VERONICA STAMINA ASSOCIATES.

AND, UM, ARE THEY ON THE DEVELOPMENT OF THE NEW HOUSING ELEMENT? ARE THEY ALLOWED TO CONSIDER THE ACCESSORY DWELLING UNITS WITHIN EVERYBODY'S LOCKED? THAT IS ALLOWED, WE ARE, WE'RE ALLOWED TO COUNT 80 USE, UM, TOWARDS OUR RINA.

AND WE CAN DO THAT BASED ON HOW MANY UNITS WE HAVE BEEN PRODUCING IN THE PAST AND KIND OF CREATE SOMEWHAT OF A TREND LINE BECAUSE THE NUMBER OF 80 BEING BUILT HAS BEEN INCREASING OVER TIME.

SO WE MAY BE ABLE TO COUNT MAYBE 40 DWELLING UNITS PER YEAR, UM, OUT OF OUR 80 USE THAT ARE BEING BUILT, WHICH IS, I THINK DEFINITELY GREAT AND SAID IT'S A GOOD OPTION FOR, FOR NEW HOUSING.
